1 CANSO Africa Conference Moving towards Sustainable and Safe ATM in Africa 13 June 2015 Durban, South Africa Organised by Hosted by Lead Sponsor
2 CANSO Africa Conference June 2015, Durban, South Africa Organised by CANSO CANSO the Civil Air Navigation Services Organisation is the global voice of air traffic management (ATM) worldwide. CANSO Members support over 85% of world air traffic. Members share information and develop new policies, with the ultimate aim of improving air navigation services (ANS) on the ground and in the air. CANSO represents its Members views to a wide range of aviation stakeholders, including the International Civil Aviation Organization, where it has official Observer status. CANSO has an extensive network of Associate Members drawn from across the aviation industry. Hosted by Air Traffic & Navigation Services (ATNS) ATNS provides air traffic, navigation, training and associated services within South Africa. ATNS is responsible for air traffic control throughout South Africa and a large part of the Southern Indian and Atlantic Ocean, comprising approximately 10% of the world s airspace. ATNS operates from 9 ACSA and 12 other aerodromes. As a globally competitive employer of choice, ATNS is committed to diversity and has achieved ranking within the top ten companies in South Africa with regards to female representation at executive levels. Lead Sponsor Aireon LLC Aireon LLC was formed to provide air navigation service providers (ANSP s) with the capability to track aircraft anywhere in the world in real time, including the only coverage over oceanic, polar and remote regions. Aireon will harness the best of aviation surveillance advancements already underway and extend them globally in order to significantly improve the business of air operations through increased efficiency, expanded safety, worldwide integration, reduced greenhouse emissions and significant cost savings to airlines and ANSPs alike.
3 Moving towards Sustainable and Safe ATM in Africa Dear Colleagues, Welcome to the third CANSO Africa Region Conference. The Conference theme Moving towards Sustainable and Safe ATM in Africa reflects the challenges facing the air traffic management (ATM) community in Africa. This is an exciting and challenging time for aviation in Africa. Air traffic is growing strongly as aviation fulfils its vital role in providing fast, safe and efficient connectivity across this vast continent and contributes to significant economic and social benefits, Air traffic management is a critical element of this connectivity but brings with it some very real safety, capacity, operational, technical, infrastructure and financial challenges. It has also experienced a failure to implement decisions such as the Yamoussoukro Declaration, which would have promoted sustainability of the industry through improved and seamless airspace, greater efficiencies and reduced costs. It is in that context that CANSO is steadily growing its presence and influence in the region and why this third CANSO Africa Region Conference is both timely and important. The Conference will address these challenges with support from important speakers from across the region and globally. We will discuss ICAO s approach to its sustainable development agenda, highlight aviation s contribution to economic growth in Africa; examine ways to build sustainable aviation infrastructure; and address future capacity demands in a sustainable manner. We will also discuss the impact of air transport liberalisation; as well as safety and security in the light of recent tragedies. The Conference will also review progress on the Vision 2020 deliverables of the CANSO Africa Region. Through its Vision 2020 programme, CANSO has been instrumental in promoting and implementing key ATM issues with ANSPs, regulators, governments and industry partners in Africa. These include leading the implementation of the ICAO Aviation System Block Upgrades (ASBUs) through seminars and trainings; and working with industry partners to implement ADS-B and performance-based navigation (PBN). CANSO has been active in improving safety performance, including the implementation of safety management systems and safety culture in the region; and the roll-out of the CANSO Runway Safety Initiative to mitigate the impact of unstable approaches. We are delighted that Air Traffic and Navigation Services (ATNS) has agreed to host this important event for the ATM industry. I thank Captain Mpho Mamashela, Chairman of the Board of ATNS, and also our various sponsors for their generous and invaluable support, particularly our lead sponsor, Aireon. We hope you enjoy the Conference discussions and make full use of the numerous social and networking opportunities during your stay in Durban. If you require anything during your stay, please contact the CANSO Events team (events@canso.org, ). Finally, please join me in thanking the staff of ATNS and CANSO who have worked tirelessly to make this a successful, valuable and enjoyable Conference. Yours sincerely, Jeff Poole Director General CANSO

6 CANSO Africa Conference June 2015, Durban, South Africa 12:00-12:45 Impact of Liberalisation of Air Transport and Air Services Agreements on Sustainability A mature understanding of national sovereignty, aligned with the political, economic and social realities of the present and future global environment will significantly improve the performance (safety, operational efficiency, costeffectiveness and environment) of the ANS system worldwide. The cooperation between the United States Department of Transportation (DOT) and the European Commission s Directorate General for Competition (DG COMP) serves as a good example of the benefits that can be achieved quickly and cost-effectively through regulatory cooperation. What is the impact of liberalisation on the sustainability of the ATM industry in Africa? Kevin Ewels, ARMA Specialist, ATNS Emanuel Chaves, Chairman and CEO, Aeroportos de Moçambique, E.P. Fidelis Onyeriri, Technical Advisor and Safety Expert, African Civil Aviation Commission (AFCAC) Gudrun Held, Head of DFS Office Brussels, DFS Deutsche Flugsicherung GmbH Venue: Lingela Restaurant Lunch - sponsored by Airbus ProSky Enabling Technologies and Finance Air transport will not become more sustainable in the longer-term without a major step change in both technology and our understanding of aviation s contribution to global society. This session will focus on innovation, funding mechanisms and improving efficiency in air traffic management. Patrick Dlamini, Group Chief Executive Officer, Development Bank of Southern Africa Sandile Maphanga, Manager, Central Airspace Management Unit (CAMU), ATNS Thabani Mthiyane, Chair AFC3, CANSO and CEO, ATNS Martey Atoklo, Deputy Director General, Ghana Civil Aviation Authority Cyriel Kronenburg, Vice President Sales and Marketing, Aireon LLC Peter Marais, Executive Advisor to the CEO, ATNS Coffee Break - sponsored by Indra Safety and Security Safety is the number one priority in aviation.
