6 Training of operational air transport control staff of South Ring States Progress Report 1 31st January INTRODUCTION This document is the 1st Progress Report delivered in the frame of the South Ring project according to the Terms of reference (chap. 7.1) and the General conditions of the Contract (art.26). It is issued six months after the contract coming into force which happened in July It covers the period from 19 th of July 2007 (T0) to 31 st January 2008 (T0+6). The document includes: - A narrative section (Chapters 2 & 3 & 4) which provides an overview of the project and describes the activities done during the covered period as well as the activities planned in the next 6-month period. - A financial section (Chapter 5) which gives information on the used manpower (Core Team and Short Term Experts) and the spent expenditure (Air Tickets, Per diem and other expenses) during the covered period and from the beginning of the Project. - A set of annexes (Chapter 6) which gather all significant documents (Minutes, Reports, ) issued by the Project Team during the covered period - 1 -

7 Training of operational air transport control staff of South Ring States Progress Report 1 31st January PROJECT OVERVIEW The project has been initiated by the European Commission in the frame of the TACIS program. The beneficiary countries are the following countries from Caucasus and Central Asia: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan. 2.1 Project objectives The main results to be achieved through this project are the following: Analysis of institutional and training needs for each beneficiary country, Provide recommendations on further development needs to be addressed in a future technical assistance program, Develop training curricula for ATC control staff, managers and trainers, Improve ATC Staff skills with a focus on: Use of ICAO phraseology and procedures with an upgraded level of English, Working methods related to both traditional and data linked ATC environments, Transition period management for ADS-B implementation (equipped and non-equipped aircraft cohabiting). Strengthen and upgrade safety regulatory framework of National Civil Aviation training institutions and Civil Aviation safety authorities and establish links with the relevant European agencies. 2.2 Project approach Based on the Technical Proposal, the project has been divided into the following Work Packages: WP0: Management and Coordination, WP0-1: Project Management and Coordination - 2 -

8 Training of operational air transport control staff of South Ring States Progress Report 1 31st January 2008 WP0-2: Safety Workshops activities, WP0-3: Study tours organisation. WP1: Initial Assessment, WP2: Manager Training, WP3: English Selection and Training, WP4: ATC Trainer Training, WP5: ATCOs Surveillance Training, WP6: ADS-CPDLC Training. Two main phases have been identified: The Inception Phase is described in WP1. The Implementation Phase consists of the activities described in WP2 to WP6. The Inception Phase has started with data collections in all the beneficiary countries, followed by some homework and will be concluded by two workshops for presenting the findings and recommendations of the Audit Report, and in particular, to obtain the adhesion of all the participants to the proposed Training Plan. The Implementation Phase will use the training facilities of the UCA St Petersburg State University of Civil Aviation and of the ENAC Ecole Nationale de l Aviation Civile. 9 Training of operational air transport control staff of South Ring States Progress Report 1 31st January 2008 Due to the delays necessary to finalise the organisation of the Consortium as well as to organise the data collections on site, WP1 activities require more duration to be finalised. Nevertheless, the objective is to ensure conformance to this planning at the end of WP3 activities. 2.4 Project Team This project is implemented by the Consortium composed of: Egis Avia, Team Leader, ADB Aero Development Bureau, ENAC Ecole Nationale de l Aviation Civile, UCA St Petersburg State University of Civil Aviation. The Core Team is composed of the following Long Term experts: Antoine Bonnaud, Project Manager, Egis Avia, Kakhi Kvatashidze, Key Expert, Avia Consulting, Jean-Pierre Aubrun, Key Expert, Egis Avia, Valery Sinyushkin, Coordinator, Aero Development Bureau. Additional Short Term Experts from Egis Avia, UCA and ENAC will be mobilised all along the project

10 Training of operational air transport control staff of South Ring States Progress Report 1 31st January ACTIVITIES DURING THE COVERED PERIOD This Chapter is structured according to the chronological way and describes the significant activities carried out by the Project Team during the period (19 th July th January 2008). 3.1 Kick off meeting The Kick-off meeting was held in Brussels on 25 th of September All the partners involved in the Consortium attended this meeting. The meeting represented the opportunity to present the organisation of the project, the different partners involved as well as the tentative schedule. The following issues have been emphasised by the EC Project Manager: Importance of coordination with the beneficiary countries, especially during on-site mobilisations, Need to coordinate the project activities with ICAO Regional Office and Eurocontrol. 3.2 Data collection missions preparation In parallel with the finalisation of Consortium organisation, important work was done to prepare the data collection missions. The main tasks were the following: Identification of project stakeholders in each beneficiary countries on the basis of contact list provided by the Commission, Establishment of contact with each identified stakeholder, Determination of precise itinerary for each area, Determination of experts for each area and then targeted dates for mission performance, Finalisation of contract with CIFAL Group for local support in Central Asia (local coordination, transportation, logistics aspects), Agenda finalisation in coordination with the stakeholders, Visa procedures in coordination with stakeholders, Preparation of a questionnaire aiming at supporting the data collection (provided in the annex)

11 Training of operational air transport control staff of South Ring States Progress Report 1 31st January Participation into the Second TRACECA Working Group on Civil Aviation The second meeting of the Expert Working Group on Aviation was held in Chisinau, Moldova, on 22 nd of October This meeting was focused on recent developments in the EC external aviation policy as well as on the possibilities for further cooperation in the field of aviation safety and air traffic management. Mr.Kakhi Kvatashidze, Key Expert, participated to the meeting and presented the project s objectives, the methodology that will be implemented and requested for support from the beneficiary countries. This was the opportunity to present the project to some of the beneficiary countries and to initiate contacts with them. The presentation made during this meeting is provided in the annex. 3.4 Data collection missions Short Term experts (STE) were selected within the Consortium to compose teams covering the expertise of each domain to be addressed by the Project especially ATM Institutions and ATC Training. The STEs selections were submitted to the European Commission for agreement. The following table presents the different data collection missions which have been performed over the period, the experts mobilised. As a general rule, all the participants have shown a great interest and involvement into this project and were available for meetings and data collections. The data that have been collected will enable the project team to fulfil the initial objectives that are: Provide a clear picture of the environment in which ATC operations are performed, Provide a description of Human Resources and ATC Training, Identify the institutional and training needs for each country, Finalise and propose training programs for Managers, Instructors and Controllers, Provide recommendations aiming at developing or consolidating the Safety Oversight. In terms of ATC operations, the first assessment highlights that: The level of ATC operations is quite satisfactory in the beneficiary countries with different level of development between Eurocontrol members, ECAC members and Central asia countries which are, for some of them, still in transition from the former Russian system to ICAO and European frameworks, There are some important differences regarding ATC training organisations as all the countries do not benefit from the same facilities, means and needs, The Safety Oversight process has been initiated in all the countries, with unbalanced development levels

13 Training of operational air transport control staff of South Ring States Progress Report 1 31st January 2008 Each mission gave rise to a specific report, detailing the meetings organised, the contacts established as well as the type of data collected. These reports are provided in the annex. Note: Due to some delay in visa procurement, mission to Turkmenistan has been postponed to February Meeting with ICAO s Regional experts In order to create links between the Project and ICAO s Regional Office, a meeting has been organised in ICAO s premises on 22 nd of January with: Michel BELAND, Regional Safety Officer, Victor KOURENKOV, Regional Officer. The Consortium was represented by: Antoine BONNAUD, Project Manager, Gregory HINDSON, STE ENAC. The objectives of this meeting were: To inform ICAO about the project s objectives and methodology, To collect general data concerning the beneficiary countries, To exchange about the SMS implementation process in the beneficiary countries, To gather data enabling the Consortium to develop the training plan. The need to give preference to interactive training allowing the beneficiaries to build their own plan (especially for managers), has been emphasised by ICAO s experts

14 Training of operational air transport control staff of South Ring States Progress Report 1 31st January ACTIVITIES PLANNED IN THE NEXT PERIOD The next period will cover the six following months (01 st of February st of July 2008). 4.1 Evaluation Report Delivery (D1) The Evaluation Report (Deliverable 1) will be delivered beginning of February. This report will represent the output of Work Package 1. Its objectives will be the following: To draw a picture of organisation and institutional context of each beneficiary country, To provide an overview of the current situation in terms of ATC operations (traffic, equipment and organisation, technical infrastructures), To present and assess the current situation in terms of ATC and English Training. To provide recommendations for training evolutions, To identify the training needs in order to build the training curricula for the second phase of the project, To provide recommendations for Safety Oversight improvement. All the stakeholders have shown a particular interest in this project and would like to be involved in the training plan definition. Thus, the Consortium proposes to take the opportunity of the seminars which will be organised on site, not only to present the report but also to discuss the conclusions and work with the beneficiary to customise the training plan. It will ensure a better involvement of the beneficiaries within the Project. As a consequence, the first official release of the report will be submitted after the two seminars organised by the end of March Links with Eurocontrol Links with EUROCONTROL will be initiated during the next period in order to coordinate the project activities with the one of the EUROCONTROL in these countries and especially in the fields of Safety Oversight. This will also represent the opportunity to gather data for preparing the workshops activities. 4.3 Seminars on-site As a conclusion of WP1 activities, 1 seminar (2/3 days) is to be organised in each area: Central Asia: in Almaty, Kazakhstan on 18th and 19th of March 2008, Caucasus and Moldova: in Tbilisi, Georgia, on 26th and 27th of March The Consortium proposes the following agenda: - 9 -

15 Training of operational air transport control staff of South Ring States Progress Report 1 31st January 2008 Review of the D1- report conclusions, Review of the draft training plan, Discussions related to report conclusions. Two managers per country will be invited at the seminar. The Consortium recommends that each country designates one representative from the Regulatory Authority and one from the Air Navigation Service Provider. These seminars will represent opportunities not only to consolidate the collected data but also to finalise the training plan with the beneficiaries. 4.4 D1 finalisation After the on-site seminars, the deliverable 1 will be amended in order to take account, as much as possible, the comments and propositions of the beneficiaries. Two weeks after the second seminar, the Consortium will submit the first official release of the evaluation report, including the proposed training plan. 4.5 Determination of Workshops agenda In the frame of this project, 6 workshops will be performed. As mentioned in the Consortium s technical proposal, the precise program will be discussed with and approved by the European Commission. A number of Short Term Experts (STEs) take an essential part in the implementation of the project activities. The total number of working days to be used during the Project is 755. Training of operational air transport control staff of South Ring States Check-list for the data collection This document consists of the check-list supporting the data collection process foreseen at the beginning of the carrying out of the TACIS project related to training of ATC Staff of South Ring States, performed under the umbrella of the European Commission. This check-list encompasses the list of services and facilities to be provided by each beneficiary country. The data collection will be carried out during the two missions which will be organised (one in each sub-region). It is worth noting that the completeness of the data collection is essential for a correct achievement of the objectives of the Project. Expert Working Group has discussed the recently launched project and underlined the importance of a concise and speedy implementation in line with the needs of the beneficiary countries. Moldova noticed that they have already participated in South Ring project and they are confident that current project will be a success and they will benefit from the project. Collected data is enough to perform interim assessment and to develop deliverables with findings and recommendations. We have established good links with Regulator and ANSP for additional data reception when required. The first assessment highlights that: Moldova recently has adopted aviation strategy with the view to ensuring the harmonised implementation of the European regularity requirements and international standards into the national legislation. CAA and MOLDATSA can benefit from the training session on Personal and Career Development for ATCOs (Management training). No training facility has been identified in Moldova which could not, as a consequence, deliver ab-initio training for ATCO s The technical infrastructure and ATC operations are satisfactory for service provision in MOLDATSA.
