2 ICAO Global Air Navigation Plan (GANP) Evolution Strategic Document for regional and national planning for air navigation infrastructure Serves as global guidance for PIRGs Maturity process First developed as global coordinated plan for CNS/ATM Systems in 1992 In 1998 the Global Plan for CNS/ATM systems released In 2006, the Global Plan for Air Navigation Systems was developed Not really a success story so In 2012, revised Global Plan was presented during 12 ANConf that introduced the ASBU methodology with reference to the five major disciplines ATM, CNS, MET, AIM, AGA 2 2

3 ICAO 38th Assembly Strategic Document for regional and national planning for air navigation infrastructure ICAO's 191 Member States and a large number of international organizations were invited to the Assembly, which established the worldwide policy of the Organization for the upcoming triennium During Assembly Sessions, ICAO s complete work programme in the technical, economic, legal and technical cooperation fields had been reviewed in detail Assembly endorsed key items in November 2013: Endorsement of the Global Aviation ICAO Safety EUR/NAT Plan Office Endorsement of the Global Air Navigation Plan (ASBUs) Endorsement of ICAOs 5 Strategic Objectives 3 3

4 ICAO 38th Assembly Resolution In October 2013, the 38th Session of the ICAO Assembly adopted Resolution A38 2 on ICAO global planning for safety and air navigation which specifies the roles/responsibilities of States and aviation stakeholders such as: Endorses the first edition of the Global Aviation Safety Plan (GASP) and the fourth edition of the Global Air Navigation Plan (GANP) as the global strategic directions for safety and air navigation, respectively; Resolves that these global plans shall be implemented and kept current in close cooperation and coordination with all concerned stakeholders; Resolves that these global plans shall provide the frameworks in which regional, sub regional and national implementation plans will be developed and implemented, thus ensuring harmonization and coordination of efforts aimed at improving international civil aviation safety, capacity and efficiency; 4 Urges Member States to develop sustainable solutions to fully exercise their safety oversight and air navigation responsibilities which can be achieved by sharing resources, utilizing internal and/or external resources, such as regional and sub regional organizations and the expertise of other States; Calls upon States and invites other stakeholders to cooperate in the development and implementation of regional, sub regional and national plans based on the frameworks of the GASP and GANP 4

5 ICAO GANP Update at 39th Assembly Objectives International and overarching framework of a global investment plan: make it more usable towards implementation Keep it stable while making the necessary updates/additions Adjust the periodicity to the Assembly and ICAO editing cycles A Planning Document for Implementation GANP should be comprehensive planning tool to support the development and implementation of a harmonized global air navigation system Promotion / Education on major changes (Capabilities AIR/GND, Roles AOs/ANSP, ATM System Infrastructure/Global Services, Competency Framework) 5 5

6 ICAO 39th Assembly Resolution In October 2016, the 39th Session of the ICAO Assembly adopted Resolution A39 12 calling States, planning and implementation regional groups (PIRGs), and the aviation industry to utilize the guidance provided in the GANP for planning and implementation activities which establish priorities, targets and indicators consistent with globallyharmonized objectives, taking into account operational needs The 5th version of the Global Air Navigation Plan ( ): Obliges States to map their national or regional programmes against the harmonized GANP, but provides them with far greater certainty of investment. Requires active collaboration among States through the PIRGs in order to coordinate initiatives within applicable regional Air Navigation Plans. 6 Provides required tools for States and Regions to develop comprehensive business case analyses as they seek to realize their specific operational improvements. Provides a vision of the evolution of the Global ATM system and the potential requirements to industry, for better anticipation in its products. 6

7 EANPG Conclusion 55/02 Regional planning for ASBU implementation The ASBU Block 0 Modules prioritization table is endorsed as the initial version of the EUR ASBU Implementation Plan The mechanism for monitoring and reporting the implementation status of Priority 1 Modules, using the combined efforts of EUROCONTROL ESSIP/LSSIP mechanism and the ICAO EUR questionnaire should be used for collecting information for the reporting period May EUROCONTROL 2016 is invited to consider ICAO extending EUR/NAT Office the scope of the LSSIP reporting tool(s) to the ICAO EUR States outside of the ECAC area The ASBU Block 0 Modules prioritization table be reviewed on an annual basis and be extended to cover Block 1 Modules, as appropriate 7 7

8 GANP and PIRGSs The implementation of GANP modules, taking into account the Regional Priorities, is a key task of the ICAO Planning and Implementation Regional Groups (PIRGs) The PIRG process will further ensure that all required supporting procedures, regulatory approvals and training capabilities are set in place These supporting requirements will be reflected in regional online Air Navigation Plans (eanps) developed by the PIRGs, ensuring strategic transparency, coordinated progress and certainty of investment Enhanced planning perspectives and a global framework for performance measurement is required to further support the ASBU implementation activities 8 8

9 EANPG Conclusion 58/22 Confirmed that reporting is linked to existing mechanisms (ESSIP/LSSIP) and enhanced (ATMGE) questionnaires to avoid double reporting from stakeholders Noted that the number and quality of the replies received from the questionnaire represented a considerable improvement in relation to the information obtained on the previous year Proposed inclusion of two additional modules B0 CCO and B0 AMET into the implementation monitoring mechanisms for the May reference 2016 period Invited the States, which are not covered by the ESSIP/LSSIP mechanism, to provide their responses by using the updated and revised questionnaires 9 9

10 EUROCONTROL and ICAO EUR/NAT OFFICE working together For ECAC States there is no double reporting issue as all the information is extracted from ESSIP/LSSIP process For States in the EUR Region reporting burden is limited to a minimum (revised questionnaires) with specific guidance provided by EUROCONTROL and the EUR/NAT Office (ATMGE) Three reports on ASBU implementation in ICAO EUR Region were prepared, first one for the reference period 2014, second for reference period 2015 and third for reference period 2016 (recently finalised) 26 May Very 2016good example of cooperation ICAO between EUR/NAT Office two international organisations where already existing mechanisms in the EUR Region were re used to prepare the report for ICAO EANPG Report, after EANPG endorsement, is referenced / linked to eanp Volume III 10 10

11 ASBU Implementation Monitoring Report 2016 Was developed by EUROCONTROL and Uses combined data, from the ESSIP/LSSIP mechanism and the ATMGE questionnaire Gives an overview of the planning dates and implementation progress for the ICAO ASBU Block 0 Modules within the ICAO EUR Region during the reporting year 2016 (reference date Dec 2016) The EANPG invited States to actively support the described ASBU implementation monitoring process and it is a key document for the EANPG to monitor and analyse the implementation within the EUR Region All 55 States accredited to ICAO EUR Region submitted progress data: 41 States participating in the ESSIP/LSSIP mechanism Monaco, San Marino and Andorra are considered in hosting States 11 other States outside the LSSIP reporting mechanism, using the revised questionnaire Available at: documents/reports/2016 icao report.pdf 11 11

13 Structure of the Report 2016 Simple structure to make it easier for the reader to consult and analyse The introduction (chapter 1) explains the objectives, the background and the geographical scope covered by the report The two processes used for collection of data are indicated and explained in the following chapter (2) Two main chapters (3 and 4) are addressing and analysing the status of ASBU Block 0 modules implementation Chapter 3 is important because it gives a consolidated view of the planning dates foreseen by States to finalise the implementation of each individual ASBU Block 0 module Can be considered as a dashboard for ASBU Block 0 modules deployment in the ICAO EUR Region 13 13

14 Structure of the Report 2016 Chapter 4 presents a global view on the implementation progress of the ESSIP objectives mapped to each ASBU module Conclusions and Recommendations chapter 5 includes: summary table of an ASBU Block 0 Modules Implementation Dashboard 2016 comparative assessment of progress in 2015 and 2016 a projection of the Completion status rates foreseen to be achieved by the end 2019 and 2020 ASBU Block 0 Modules Implementation Outlook for 2019 and 2020 The focus is on the most important observations coming from the report including proposals for required actions from the EANPG so that the integrated implementation of the ASBU modules in the ICAO EUR Region can be further enhanced 14 14

15 Planning View, example B0 ACAS This module is about ACAS Improvements, provision of short term improvements to existing airborne collision avoidance systems (ACAS) in order to reduce nuisance alerts while maintaining existing levels of safety. This will reduce trajectory perturbation and increase safety in cases where there is a breakdown of separation The progress of B0 ACAS can be considered very good. There was an increase of 19% in the completion rate when compared to previous reporting period. By 2018 about 90% of States are expected to have completed the implementation of this module 15 15

20 ICAO EUR ASBU Implementation Monitoring Report 2016 Regional Priorities to be revised at EANPG/59 Reporting is linked to existing mechanisms (ESSIP/LSSIP) and enhanced (ATMGE) questionnaires to avoid double reporting from stakeholders Obligation for States to report the status of their ASBU implementation will continue with Annual EANPG endorsement The report is now part of eanp Vol III and also of the ICAO Global ICAO Air EUR/NAT Navigation Office Report Monitoring data from the report is used in the Air Navigation Implementation application on the ICAO istars portal The report 2016 is still pending EANPG/59 approval 20 20
