1 R-2508 COMPLEX AIRSPACE BRIEFING 23 April 2010 The R-2508 Joint Policy & Planning Board (JPPB) is charted by DoD to act as the overarching manager and policy body for the R-2508 Complex. JPPB policy requires all sponsored units and civil Letter of Agreement (LOA) holders operating within the complex to receive an Annual R-2508 Airspace Briefing. Individual viewing of this brief does not satisfy the requirement of an Annual Brief. Briefing must be delivered by a Central Coordinating Facility (CCF) authorized individual. 20 The R-2508 Complex RAPIDLY MANEUVERING AIRCRAFT ATC traffic calls are based on observed aircraft positions, headings, altitudes and radar limitations Rapid changes in heading or altitude may not be observed by ATC in time for the information to be issued in a timely manner When able, aircrews are encouraged to alert ATC when their flight profile will include rapid heading and/or altitude changes Example: "Joshua, Hawk 11 flight maneuvering FL250 to one five thousand"

22 Planning Missions in the Complex Overflight of National Parks/Wilderness Areas Sequoia & Kings Canyon National Parks (SEKI) Participating aircrews SHALL maintain an altitude of flight level FL180 or above unless that area is specifically scheduled in accordance with current established procedures through the Central Coordinating Facility (CCF). Aircrews requesting below FL180 over SEKI SHALL schedule that work area in advance with the CCF in accordance with current procedures. Unscheduled operations below FL180 over SEKI are authorized at anytime for safety of flight considerations. At no time will any participating aircraft descend below 3,000 ft AGL within the boundaries of SEKI except in an emergency situation. Lateral Separation from SEKI is 3000 feet.

23 Planning Missions in the Complex Overflight of National Parks/Wilderness Areas Death Valley National Park, Domeland Wilderness Area and John Muir Wilderness Area. All aircrews SHALL maintain a minimum altitude of 3,000 feet AGL and a lateral distance of 3,000 feet (approximately ½ mile) from: Death Valley National Park (1977 Park Boundaries), Domeland John Muir Wilderness Areas

24 Planning Missions in the Complex Over flight of Populated Areas R2508 flights shall be conducted so that a minimum of annoyance is experienced by persons on the ground. It is not enough for the pilot to be satisfied that no person is actually endangered. Definite and particular effort shall be taken to fly in such a manner that the individuals do not believe they or their property are endangered. All communities within the R-2508 Complex are considered noise sensitive areas. Noise sensitive areas shall be avoided by 3000 AGL. The only exception to the 3000 restriction is while operating on an approved test plan. Noise sensitive areas are Listed in the R-2508 Users Handbook in Paragraph Aircrews should avoid conducting ACM activities over towns, especially in the Owens Valley. Even though the ACM activity may be at legal altitudes, such activity over towns should be avoided. Avoid low-level flight over any obviously inhabited area.

26 Planning Missions in the Complex Core Hours 0630L 2230L Core hours are defined as hours of operation that include Air Traffic Advisories by Joshua Approach while operating within R2508 on a Complex clearance. Aircrews are requested to schedule within the core hours. If a squadron has a requirement to operate outside of the core hours, they must request air traffic support through the Central Coordinating Facility (CCF) at least 72 hours prior to the scheduled flight. The CCF will advise on the availability of air traffic support. If support is not available the aircrew may request CCF to activate the airspace with the understanding that traffic advisories may not be provided.

Submit requests by 1700L, one working day prior Use R-2508 Complex Airspace Request (or an approved version) Submit via Fax or Units will receive return receipt acknowledgement Changes to received schedules MUST be called in to CCF Include internal restricted areas as scheduled Special and Large scale missions require addt l notice Special Missions (Additional notice required see User s Handbook) Large Scale Missions (15 Days)

40 Flying in the Complex COMPLEX CLEARANCES PANCHO 2 Clearance: Clearance to operate within Isabella and Panamint Work Areas at and below FL500, and Owens and Saline Work Areas at and below FL290. For Edwards AFB and Plant 42 aircraft only: The PANCHO 2 Clearance includes, Barstow MOA, Barstow West ATCAA at and below FL500, and Barstow East ACTAA at and below FL230. Only EDW, NID, and PMD based aircraft are authorized a PANCHO 2 Clearance. WAR 2 Clearance: Clearance to operate in the Saline and Panamint Work Areas at and below FL290, Shoshone MOA, and Shoshone North and South ATCAA's at and belowfl230. If requested, and scheduled for higher altitudes in the Shoshone North and South ATCAA's, pilots may expect clearance to those altitudes on a real-time basis.
