45 What does Acceptance look like? Put a contract in place between airport and each TNC company Eliminate illegal operations by legitimizing the TNCs presence at the airport Thoughtfully establish a geo-fence area Start collecting per-trip fee revenue from TNCs Contract improves ability to monitor and enforce activities Review operational parameters Do TNCs have a dedicated space to pick up: in GTC? at curbside? Do TNC drivers park somewhere at the airport where they should not to wait for their next fare? Do drivers use a hold lot facility like other commercial providers? Collect and analyze TNC transaction data Are fees set to appropriate levels? Is there an ultimate adoption rate for TNCs at your airport? What does the airport landside revenue picture look like now and in the future? In many cases, this gives the public what they want and the craziness subsides! 65 AAAE Rental Car Workshop, 2016

52 Keys for an equitable TNC agreement Fee collection Activation fees Per-trip fee Reporting and payment terms Frequency and method of trip reporting Audit procedures Fines for violations Driver and vehicle standards Driver registration procedures, background checks? Compliance with legal / HR requirements Insurance requirements Recapture revenue from prior illegal TNC operations Think temporary and flexible, trial before fully committing! 72 AAAE Rental Car Workshop, 2016
53 Unintended consequences of implementing TNC agreement Taxi market share may decline, formal MAGs may not be met, and agreements may need to be renegotiated Passengers and employees who currently use public transit may shift to TNCs if time savings are significant Key performance metrics in existing commercial vehicle and rental car agreements may become obsolete Long-term airport parking demand may be reduced as airline passengers shift to less costly alternatives 73 AAAE Rental Car Workshop, 2016
