PURPOSE. This change transmits Revision 1 to the subject Letter of Agreement. Effective Date: December 17, DISTRIBUTION. December 17, EXPLANATION OF CHANGES: The purpose of this change is to clarify heading assignments to resolve departure conflicts. This departure shall be assigned an altitude of 2000 MSL. Tower shall advise Pacific sector of the assigned heading and altitude as soon as possible. 7 Southern California TRACON and John Wayne Tower LETTER OF AGREEMENT SUBJECT: INTER-FACILITY COORDINATION PROCEDURES 1. PURPOSE. This agreement between Southern California TRACON (TRACON) and John Wayne Tower (Tower) establishes responsibilities and procedures for the coordination and control of IFR, VFR, and SVFR aircraft at John Wayne Airport. The procedures contained herein are supplemental to those procedures contained in the current edition of FAA Order CANCELLATION. This Letter of Agreement cancels the Southern California TRACON and John Wayne Tower Letter of Agreement dated July 11, RESPONSIBILITIES. John Wayne Tower has been designated a limited radar approach control facility. Tower shall use the radar data displayed on the certified tower radar display (CTRD) to ensure/provide separation of aircraft within their delegated airspace. Tower is responsible for providing the separation described below to IFR, SVFR and VFR aircraft. a. Initial separation of all departures, except for the separation of departures to the same sector when the Tower CTRD is out-of-service (OTS). b. Separation of arrivals and departures. c. Separation of arrivals, except when Tower CTRD is OTS. 4. PROCEDURES. a. Delegation and Use of Airspace (1) Tower is delegated (depicted in Attachment 1) the Class C Surface Area 2,500 feet MSL and below. (2) TRACON is authorized to transit the Santa Ana surface area above 2,500 feet MSL VFR, and at or above 3,000 feet MSL IFR. (Note: It is the responsibility of the TRACON to ensure necessary coordination takes place prior to allowing a heavy jet/b757 to operate at an altitude less than 1,000 feet above the Tower airspace boundary). (3) Tower is authorized to transition the SNA surface area and conduct VFR or SVFR operations at or below 2,500 feet MSL, and IFR operations at or below 2,000 feet MSL.

8 Southern California TRACON and John Wayne Tower Page 2 Letter of Agreement (4) Tower is authorized to use code 4300 for aircraft operating in their delegated airspace. (5) TRACON has control of handoffs and departures at or above 2,000 feet MSL, and at or above 1,500 feet MSL for aircraft landing Long Beach (LGB). b. Coordination (1) Tower shall input into the Systems Atlanta all weather observations (including ATIS code), and changes to active runways or approach in use. In the event of a Systems Atlanta interface failure, Tower shall forward current weather to the TRACON flight data position via FDIO or the interphone. (2) Tower shall notify the TUSTIN sector and the Coast Area FLM/CIC whenever the weather changes above or below basic VFR and of any significant Speci weather observations taken during IFR conditions (i.e. observations affecting approach minimums, affecting arrival flow, etc.). (3) Tower shall notify Coast FLMIC/CIC of any runway changes, NOTAMS in effect, pertinent equipment outages, changes in DASI correction factor, or other pertinent operational information. (4) Transfer of arrival/departure data to Tower shall be accomplished using the ARTS MODIFY/QUICKLOOK function. The ARTS MODIFY/QUICKLOOK function shall only be used for John Wayne Airport arrivals and departures. Communications changeover points are the vertical and lateral limits of the John Wayne Class C surface area 2,500 feet MSL and below. Tower is responsible for notifying the TRACON when the ARTS is unsatisfactory for Tower to transfer data between Tower and TRACON, and verbal handoffs are required. (5) TRACON and Tower shall provide and update a full ARTS data block containing aircraft call sign, type a/c, and assigned approach, or Destination/Intentions, or Cardinal direction of flight. (6) Non-automated handoffs, point outs, and coordination requiring transfer of radar identification, shall be made with reference to the following fixes: LEMON ELB HENNY SNAKE VEGYU TUSTI NEWPO Signal Peak Huntington Beach Pier SNA Airport Mile Square Park Disneyland

9 Southern California TRACON and John Wayne Tower Page 3 Letter of Agreement c. Departures (1) IFR Departures (a) TRACON shall: 1. TRACON shall enter a Departure Message ("DM") on non-transponder equipped or non-discrete beacon aircraft when Tower's FDIO is Out-of-Service. 2. Use the Rundown Patch to acknowledge SNA departure notification and to acknowledge changes to the rundown sequence, flight plan amendments, or when visual separation is being applied. verbally. 3. When unable to acknowledge SNA via the Rundown Patch coordinate 4. Coordinate combining and de-combining of Pacific, Shore, Maverick, or Beach sectors at any other TRACON position with SNA to confirm the status of any aircraft in the Rundown Lists. NOTE: Combining positions will result in clearing of the rundown tab list for the position being closed. Affected departures must be manually placed in the rundown tab list of the receiving departure position. De-combining positions will result in clearing the position s departure from any existing rundown tab list. Affected departures must be manually placed in the rundown tab list of the receiving departure positions. (b) Tower Shall: 1. Forward Tower en route and climb to OTP flight plans to TRACON via FDIO including the destination and requested altitude in the remarks section of OTP flight progress strips. When Tower's FDIO is Out-of-Service, obtain clearances and/or forward flight plans to the TRACON flight data position. 2. For OTP flight plan entries, substitute P for N in registration number. 3. Issue IFR departure instructions per Attachment Obtain flow control release times from the appropriate Los Angeles Center (ZLA) Sector for oceanic flights. Obtain flow release times for all aircraft held for flow control restrictions from the appropriate facility. 5. Not release an IFR departure without a discrete beacon code. If an FDIO discrete beacon is not generated with the flight plan, Tower shall call ZLA ARTCC to obtain a code.

When on "Call for Release", verbally coordinate departure releases and ensure that aircraft released by TRACON depart within three (3) minutes. After the three- (3) minutes has expired, the departure release is void. If no specific time is stated, the three-(3) minutes begins when TRACON states Released. 7. Release IFR departure aircraft with FDIO generated flight plans without verbal approval, unless directed otherwise by the TRACON. 8. Use the following Rundown List procedures to provide departure notification to the appropriate sector. When unable to provide departure notification or obtain TRACON acknowledgement via the Rundown Patch, verbally coordinate with the appropriate sector. (aa) Ensure departures are entered into the appropriate sectors rundown tab list in the order the aircraft is departing, between the time the aircraft calls ready for departure and begins its takeoff roll. (bb) Forward flight plan amendments by putting "AM" in the remarks section of the Rundown List followed by the flight plan amendment number. (Example: AM2) (cc) When using diverging headings to the Beach sector, forward assigned headings 210 thru 230 by using "H210" or "H230" in the remarks section of the Rundown List. (dd) Forward notification that a departure is maintaining visual separation from the preceding departure by using a "V" in the remarks section of the Rundown List. (ee) Ensure that TRACON acknowledges notification of changes to the rundown sequence and flight plan amendments, or when visual separation is being applied, prior to auto-acquisition. 9. If unable to provide departure notification via the Rundown Patch, verbally advise the appropriate departure sector of any flight plan revision number at the time of departure. (TRACON is required to acknowledge flight plan revisions). 10. Enter a "DM" message, at the time of departure, for non-transponder aircraft or non-discrete beacon equipped aircraft. 11. When a departing aircraft's ARTS data block is not observed within three (3) miles of the departure runway's end, ensure the appropriate TRACON departure controller has been advised.

When required to prevent an imminent loss of separation between successive departures, Tower has control to assign a runway 19 Pacific sector departure a heading of 190 degrees as needed to maintain separation. This departure shall be assigned an altitude of 2000 MSL. Tower shall advise Pacific sector of the assigned heading and altitude as soon as possible. 13. Opposite direction departures (means a request to depart runway 1 when runway 19 is in use): (aa) Advise the Coast area FLM of any aircraft requesting opposite direction departure as soon as possible but no later than the time the aircraft requests pushback or taxi (whichever occurs first). (bb) Assign all opposite direction departures Runway heading for radar vectors to the PDR/PDAR/route on the FDIO generated Flight Progress Strip, maintain 3000, and issue departure frequency (Tustin sector). NOTE: If the TRM transition is filed, vector is to TRM, if the IPL transition is filed, vector is to IPL, if the CHANL SID is filed, the vector to the SXC 084R.SXC, if the MUSEL SID is filed, the vector is to SLI, OCN, TRM, or if MUSEL SID DAG transition is filed the vector is to SLI..POM..DAG. (cc) Modify the ARTS flight plan to the Tustin sector and verbally advise that sector of the opposite direction request and the estimated time when the aircraft will be at the runway ready for departure. Rundown List. (dd) Call the Tustin sector for the actual release. Do not use the (2) VFR Departures (a) Tower shall enter VFR flight plans (including call sign, a/c type, destination or intentions) via the ARTS keyboard into the appropriate sector s tab list and issue the computer generated code for transponder equipped aircraft requesting Class C service beyond the surface area. 1. Tower shall enter VFR requests via ARTS keyboard, utilizing VFR scratchpad entries in Attachment Tower shall enter VFR departure requests to airports outside SCT delegated airspace utilizing the Z-Patch entry, including VFR altitude, via the ARTS keyboard except L35, REI, the LAX Special Flight Rules, and Mexican destinations. (b) Tower shall assign departure instructions in Attachment 5. REV 5 11/25/10

12 Southern California TRACON and John Wayne Tower Page 6 Letter of Agreement (c) Tower shall handle VFR missed approaches as a Class C Airspace departure and issue aircraft requesting flight following a new ARTS flight plan, unless otherwise coordinated with TRACON. d. Arrivals (1) IFR Arrivals (a) TRACON: 1. Shall ensure that aircraft conducting visual approaches do not turn final prior to 5 nautical miles from the airport unless otherwise coordinated. 2. Shall obtain approval from Tower before issuing a Contact approach. 3. Supervisor shall advise Tower of approach in use for dissemination on the ATIS broadcast, when other than the ILS or LOC BC approach is desired. 4. May utilize reduced separation on the runway 19R final in accordance with FAA Order (b) Tower: 1. Shall advise the appropriate TRACON departure sector of the missed approach and alternate missed approach instructions issued. Unless otherwise coordinated, assign all missed approaches 2,000 feet MSL and the following headings: RUNWAY 19 NOTIFY RUNWAY 1 NOTIFY P&QClass 210 or 230 Beach 240 Beach J&M Class 175 or 190 Pacific Runway Heading Maverick 2. Shall only initiate visual approaches within Tower delegated airspace May utilize reduced separation on final in accordance with FAA Order (2) SVFR Arrivals 1. TRACON shall advise Tower verbally or via scratch pad (Attachment 2) of aircraft requesting SVFR clearance, instruct the aircraft to maintain VFR, and transfer communications to Tower prior to the lateral boundary of Tower delegated airspace. 2. Tower is responsible for issuing SVFR clearance(s). REV 6 3/10/11

Sequence VFR arrivals prior to the boundary of the Tower's delegated airspace over the VFR reporting points in Attachment Ensure aircraft conducting VFR Practice Instrument Approaches contain appropriate secondary scratch pad. (b) Tower may identify and point out arriving or enroute aircraft that make initial contact with Tower within 10 NM of the airport. Tower shall advise aircraft outside of 10 miles from the airport to remain outside the Class C airspace and to contact SO-CAL Approach. The purpose of this subparagraph is ensuring the most efficient service will be provided to all aircraft. e. Equipment Outages (1) ARTS OTS. (a) Tower shall enter a Departure Message for all IFR departures on a FDIO generated flight plan, and call for release on all departures. (b) TRACON shall verbally provide Tower call sign, type, and sequence for all arrivals prior to entering Tower lateral airspace boundary. (2) Radar Gateway Mode. (a) Tower shall enter into the ARTS the call sign, type, beacon code, and destination fix for departures, enter a FDIO Departure Message for all IFR departures, and call for release on all departures. (b) TRACON shall provide a complete data block on all arrivals, or verbally handoff all arrivals in sequence prior to entering Tower lateral airspace boundary. (3) Switching to alternate ASR-9. (a) When the LGB ASR-9 is unusable, switch to an alternate ASR-9: RADAR SITE F7, X, (LETTER) RANGE RADAR LOCATION LXN N 60 N of LAX Rwy 24/06 complex LXS S 60 S of LAX Rwy 25/07 complex NFG P 60 MCAS Camp Pendleton ONT O 60 S of ONT Rwy 26L/08R REV 5 11/25/10

To switch to a radar site: Multifunction, X, (Letter), ENTER. EXAMPLE- Multifunction, X, N ENTER - switches to the LAX North ASR NOTE: Global Swabs to or from any SCT ASR or ARSR radar site shall not be used because EVERY ACD / CTRD on the system may be affected by this entry. KEYBOARD ENTRY- F8, MS, 09 ENTER (c) Select Video Map Set associated with a radar: (d) If alternate radar sites do not provide a presentation or coverage necessary to continue providing initial separation of departures to the same sector and/or separation of arrivals, comply with Radar OTS procedures. (4) Radar or CTRD OTS. (a) TRACON: 1. Is responsible for the separation of departures to the same sector. 2. Is responsible for separation of IFR arrivals. 3. Shall not approve PQ Class VFR straight-ins. 4. Shall verbally provide Tower call sign, type, and sequence for all arrivals prior to entering Tower lateral airspace boundary, and the following times: (aa) A final approach fix estimate at least three (3) minutes prior to the final approach fix for instrument approaches. (bb) An airport estimate at least five (5) minutes prior to the airport estimate for visual and contact approaches. 5. Shall advise IFR aircraft to contact the Tower in the order of approach sequence within the following parameters: approaches. (aa) Transfer communications prior to the FAF for instrument (bb) Transfer communications no later than the airspace boundary for visual and contact approaches. REV 5 11/25/10

15 Southern California TRACON and John Wayne Tower Page 9 Letter of Agreement 6. Is responsible for sequencing VFR aircraft to the boundary of the Tower's delegated airspace. (b) Tower Shall: 1. Call for release on all IFR departures, and VFR J and M Class departures with FDIO flight plans. 2. Provide separation of successive IFR departures to different sectors utilizing only visual separation or the non-radar procedures specified in FAA Order Provide separation of IFR arrivals and departures utilizing only visual separation or non-radar procedures specified in FAA Order Enter a Departure Message for all IFR departures on a FDIO generated flight plan, and call for release on all departures. 5. Ensure VFR P/Q class aircraft exit Class C airspace, at Tower s lateral airspace boundary, and shall advise VFR departures requesting radar service to contact TRACON. 6. Ensure the following information is disseminated via a NOTAM and the ATIS broadcast: "John Wayne Tower Radar is Out-of-Service. Class Charlie services are not available within the Santa Ana Charlie surface area at or below 2,500 feet MSL. Contact SO-CAL Approach to enter the Santa Ana Charlie airspace." 7. Enter VFR flight plans for J/M class aircraft via FDIO, issue the computer generated code, and issue Ocean or Canyon routes, unless the pilot specifically requests surface area service only. Tower Opening and Closing Coordination (1) Opening (a) TRACON shall provide Tower with pertinent traffic information, including aircraft that received IFR clearance, but have not departed. (b) Tower shall: 1. Provide TRACON with opening ATIS code and current weather. 2. Advise TRACON of any airport conditions which may affect arrivals and/or departures. (2) Closing (a) Tower shall: 1. Provide TRACON with pertinent traffic information, including aircraft that received IFR clearance but have not departed. 2. The Primary Scratch Pad Field: (1) Shall contain the computer assigned exit fix for aircraft departing or enroute through SCT airspace. (2) Shall contain the three-letter destination airport identifier for both IFR and VFR aircraft landing SCT airspace and shall be modified to reflect the appropriate threeletter destination airport identifier when an IFR or VFR aircraft changes destination. Tower shall issue the beacon code on the FDIO strip, the initial departure instructions, altitudes, and frequency described in this Attachment and one of the following: a. Preferential departure route (PDR) b. TEC route c. Other Standardized Routing in Attachment 3 NOTE: Opposite direction departures are handled in accordance with paragraph 4.c.(1)b J Class a. Runway 19 in use: Assign the STREL/MUSEL/CHANL SID and PDR/PDAR/route on the FDIO generated Flight Progress Strip. If PDR/PDAR/route does not indicate a SID, the CHANL SID shall be issued to aircraft routed over SXC and MUSEL SID shall be issued to all other aircraft. b.
