1 Public Hearing MINUTES OF MEETING November 6, 2017 Public hearing on the proposed agreement with Lyft, Inc. 6:55 P.M. Public Hearing for the purpose of hearing any and all public comment in relation to the proposed one-year agreement with Lyft, Inc. to operate a transportation network business at the Elmira Corning Regional Airport with Chemung County to receive $2.00 for each pre-arranged pickup at the Airport by Lyft. Legislature was called to order by the Chairman of the Chemung County Legislature. The following members were present when the Clerk called roll: Pastrick _x Manchester Sweet _x Brennan _x Miller _x Hyland Milliken _x Woodard _x Fairchild _x Chalk _x Jackson Collins _x Madl _x Draxler _x Strange _x A Public hearing was held by the Chemung County Legislature for the above-referenced purpose. The hearing was held in the Legislative Chambers and was called to order by the Attorney for the Legislature, and he served as the Hearing Officer. The Hearing Officer read the Notice of Public Hearing, advised the public of the rules governing a public hearing, and asked if anyone wished to speak.

2 The owner of a business providing transportation services to and from the airport spoke in opposition to the agreement noting the inspections, insurance, and other overhead his company must pay to operate his business in New York State. He questioned who would police the pick-ups at the airport by Lyft, count the trips, and inspect the vehicles. He noted that he must carry $5,000,000 in insurance per passenger, and the County should protect itself, because the Lyft drivers will not carry that much insurance. The operator of a limousine company echoed the concerns expressed by the first speaker. He added that companies like his are looking for a level playing field instead of competing with an operation that carries no overhead. Without overhead, Lyft is able to cut his published trip prices in half. The Hearing Officer advised that Lyft, Inc. had submitted a letter in support of the agreement, and it was available for inspection in the office of the Clerk of the Legislature. Having determined that everyone who wished to be heard had there and then been heard, the public hearing was declared closed at 7:00 p.m.

Lyft looks forward to permitted operations at Elmira Corning Regional Airport (ELM). Making Lyft rides available to customers of the airport and the larger Chemung County is a priority for Lyft, and critical to our mission of providing safe, affordable, and reliable transportation to all. The recent passage of TNC legislation has made ridesharing a reality in New York counties and airports across the state. Since launch in June, we continue to hear positive feedback from airports similar to Elmira on the improved passenger experience since adding Lyft as a transportation option. There are many variables we consider when negotiating a TNC fee structure. First and foremost, equitable fees across existing modes of transportation are paramount. At Elmira Corning, taxis are not required to pay a trip fee. Additionally, the monthly per vehicle fee that is required for taxis generates far less than we expect annual TNC trip revenue to be. Many airports that have Elmira s passenger volume do not charge a fee for pick-ups or drop-offs whatsoever. Lyft s innovative technology to track rides empowers airports to streamline operations by removing the need for a tracking transponder, antiquated reporting mechanisms, physical infrastructure and roadway usage, operational oversight, and many additional administrative costs. Moreover, we re able to prevent drivers from operating on airport property without an active ride; reducing loitering and improving the airport experience for the driver, airport, and passenger. Lyft is proud to offer this low cost - but highly effective - level of accountability that is unprecedented in the ground transportation space.
