1 RECORD OF DISCUSSIONS 11th Meeting of the Steering Committee 21 to 23 June 2011 Ulaanbaatar, Background B.1 The 11 th Steering Committee Meeting (SCM) of the COSCAP North Asia Programme was held in Ulaanbaatar,, on 21 to 23 June 2011 graciously hosted by the Civil Aviation Authority of (CAAM), for which the Steering Committee expressed its appreciation. B.2 A total of 49 participants attended the meeting: Directors General and/or Representatives from CAA of Member States, ICAO, the European Aviation Safety Agency (EASA), and Federal Aviation Administration (FAA) of the United States, Airbus China, Bombardier, China Southern Airlines, China Eastern Airlines, Hainan Airlines, MIAT Airlines and observers from the Civil Aviation Authority of Macau S.A.R. The list of participants is attached at Annex I. SC1101 Opening of the Meeting 1.1 The Executive Chairman of COSCAP-NA, Capt. Jin Yibin, brought the meeting to order. Opening addresses were provided by Mr. Sanjaajav Batmunkh, Director General of the Civil Aviation Authority of, Mr. MAKHBAL Badam, Representative of the Minister of Transport, and Mr. Mokhtar Awan, the ICAO Regional Director Asia-Pacific Region (ICAORD). 1.2 Capt. Jin Yibin, extended a warm welcome to the States and Donors present, thanked them for attending and emphasized the importance of their participation to achieve the aims of the programme. 1.3 The Director General of the CAAM welcomed participants to the meeting and emphasised the importance of constant efforts and common approaches to improve aviation safety. He also remarked on contributions of the COSCAP and the importance of international cooperation to the improvement of aviation safety. 1.4 The Director General of Road and Transportation Policy Department of the Ministry of Road, Transportation, Construction and Urban Development of, welcomed participants to the meeting and acknowledged that the cooperation and efforts carried out by the COSCAP-North Asia have brought significant contribution to s successful performances in the ICAO audits and expressed appreciation to all the Member States for their cooperation. He also acknowledged the support rendered by the Federal Aviation Administration of the United States of America, European Union, aeronautical authorities of Canada and Australia. file:\\record of discussions 1 June 2011

2 COSCAP-NA 11 th Steering Committee Meeting 1.5 The ICAO Regional Director, Asia-Pacific, provided comments from the perspective of ICAO. The COSCAP-NA Programme is focused on enhancing the safety oversight among Member States. ICAO is pleased to have initiated and to continue to support the implementation of this programme. The Secretary General of ICAO has recently undertaken to strengthen the active safety role of the regional offices and as a result the Asia-Pacific Regional Office will assume a more prominent role in the operation of all regional cooperative programmes. SC1102 Self Introduction by the Participants 2.1 At the request of the Executive Chairman, participants introduced themselves. SC1103 Adoption of the Agenda 3.1 The Agenda of the Meeting, as circulated, was adopted (copy at Annex II). SC1104 Review of Record of Discussions 10 th Steering Committee Meeting IP1 4.1 The Conclusions of the 10 th Steering Committee were reviewed. Kim Trethewey, the former Chief Technical Advisor for COSCAP-NA (CTA), informed the Meeting of the progress made by the Programme in the intervening period, as outlined in IP Upon completion of the review the Steering Committee requested that AC 023 Guidance on Acceptable and Unacceptable Behaviour be re-distributed to Members. It was also requested that a link to all advisory circulars and bulletins be provided to Members. In addition, the representative from the Democratic People s Republic of Korea requested that additional information be provided on SMS Implementation and SSP development. SC1105 COSCAP-NA Programme Progress Report DP2 5.1 Kim Trethewey presented the report on the COSCAP-NA Programme. The purpose of the paper was to outline the progress made to achieve Programme Objectives. A number of objectives and outputs were discussed in greater detail later in the meeting, with additional conclusions and decisions noted in this record under those agenda items. Support for the lead-up to the USOAP audits has now switched to supporting the development and implementation of corrective action plans (CAP). Support for PBN development and implementation is a priority for the programme. 5.2 As requested by the 7 th Steering Committee, the Programme Review included detailed information regarding both training and missions to States. 5.3 The member for the Republic of Korea offered that there may be a need for a more specific programme planning and cooperative mechanisms for the continuous monitoring approach (CMA) and SMS implementation. There is a need to gauge Members needs, issues and concerns in this area and report back to the SCM regarding the availability of resources and technical expertise to assist Member States. file:\\record of discussions

3 COSCAP-NA 11 th Steering Committee Meeting 5.4 DPRK commented that AIG should be included in the COSCAP-NA work plan. In addition the DPRK noted that GACA is in need of training in the area of cartography. 5.5 Kim Trethewey responded that the programme focus and priorities are indeed focused on SMS/SSP work as States move forward with their work. The challenges of data collection and analysis need to be addressed by Member States in the near term as part of this work. The programme, by default, is focused on the identified priorities. Future work in the area of air traffic management (ATM) will focus on the collective need for training/support. 5.6 Upon completion of the review the Steering Committee: Confirmed the programme priorities as presented, but directed that in planning within these priorities emphasis be given to implementation of safety risk management and support for the new USOAP CMA approach With regard to support for the ATS/ATM area, directed that the CTA COSCAP-NA review with Members their needs, and report to the next SCM regarding the availability of technical expertise and resource requirements Confirmed the programme priorities as presented. SC1106 Federal Aviation Administration 6.1 Mr. Pat Power provided an update on the Commercial Aviation Safety Team including current work. SC1107 Regional Aviation Safety Team Reports and Proposed Actions DP3 7.1 Kim Trethewey formally presented to the Steering Committee the proposed actions arising from the safety team meetings conducted since the previous Steering Committee. He highlighted that the primary objective of RASTs is to recommend accident prevention interventions to the Steering Committee and, after approval, ensure implementation through the coordinated efforts of the regulatory authorities, airlines and aircraft manufacturers. He stated that in arriving at a consensus on the proposed actions the RASTs relied extensively on the safety interventions developed by the Commercial Aviation Safety Team (CAST). 7.2 Priority for RAST actions items is established by the COSPA-NA Steering Committee in line with the overall Programme priorities already established. 7.3 The meeting acknowledged the participation and contributions of Member States, donors and partners, and in particular thanked the FAA for funding the services of Mr. Kyle Olsen for 5 periods for a total of 3 weeks since the previous Steering Committee meeting. 7.4 The proposed actions from the following safety team meetings were discussed by the Steering Committee: a) 21 to 24 February th Meeting of the ARAST b) 25 February th Meeting of the NARAST Members agreed that the following item from the 4 th RAST meeting should be file:\\record of discussions

Review of SSP and GASP/R Implementation Proposed Actions a) A11.25 COSCAP to provide a workshop on methods and indicators to be utilize in development of State safety measurement and service provider safety performance measurement. b) A11.26 COSCAPs to invite other Member Administration to provide presentations on the challenges and solutions related to SSP Implementation. c) A11.27 Member Administrations requested COSCAPs support for the implementation of SSP Framework elements 1.4, 2.2, 3.1 and Following the discussions arising from the presentation of DP2: The Steering Committee approved the proposed actions arising from the, 4 th ARAST, and 11 th NARAST meetings The CTA COSCAP-NA is to monitor implementation status and update the ARAST records in coordination with Member States. SC1108 ICAO Regional Aviation Safety Groups (RASG) DP8 8.1 Kim Trethewey presented an overview of the proposed ICAO Regional Aviation Safety Groups (RASG) and a possible revised Terms of Reference (T of R) for the North Asian Regional Aviation Safety Team (NARAST) to recognize the recent creation by ICAO of the Regional Aviation Safety Group (RASG). 8.2 Members discussed the rationale behind the CAST risk reduction figure of 60% and how it would apply in individual cases. The assumed risk reduction figure is based on the acceptance that the established reduction (60%) is generic to implementation of the identified risk mitigation regardless of where in the world system it is introduced. For example constant descent operations would if implemented be assumed to offer 60% risk reduction no matter the location. 8.3 DPRK commented that CRM training for air traffic controllers needs to be implemented as part of a systems approach. 8.4 At the conclusion of the discussions, the Steering Committee: Reiterated its support for the RASG Noted the possible revisions to the T of R for the NARAST, and undertook to consider these formally at the 12 th SCM following the decisions of the 1 st RASG. SC1109 Civil Aviation Authority of (CAAM) 9.1 Mr. P. Purevsukh presented an overview of the CAM s implementation of RADAR. This is an extensive multi-year project, necessary to support the rapidly increasing levels of traffic in n airspace. file:\\record of discussions

5 COSCAP-NA 11 th Steering Committee Meeting SC1110 Civil Aviation Management Institute of China (CAMIC) 10.1 Mr. Zhang Zhijun provided a presentation on runway safety on the theme of sharing of lessons and opinions. SC1111 ICAO State Safety Programme and Safety Management Systems Implementation DP Kim Trethewey presented on the ongoing ICAO priority and support for the SSP and SMS and pointed out that COSCAP-NA Airworthiness Inspector is certified to provide ICAO SSP programme and is able to provide SSP support to Member States during regular missions Kim Trethewey briefed on the SMS Implementation Seminar, in conjunction with the Republic of Korea and the FAA 2011 Flight Safety Seminar for CAAs and Operators, in Seoul 31 May to 2 June Kim Trethewey reiterated that the implementation of SSP will address the best practices of the first 5 GSIs of the GASP / R COSCAP-NA CTA will provide SSP training and other assistance on request in Member States that will be supported by ICAO The Steering Committee approved the following recommendations: COSCAP-NA Steering Committee Meetings to be utilized as a forum to provide Member States with the latest developments concerning SSP and SMS States that have yet to do so should complete the development and implementation of SMS requirements in an expeditious manner Member States will consider adapting the COSCAP SMS evaluation protocol for conducting SMS evaluations once it is finalized. SC1112 COSCAP SMS Implementation and Assessment 12.1 Kim Trethewey provided an information briefing on a SMS Trial Assessment conducted by a Team drawn from the COSCAP programme, the State CAA, international organizations and other experts having experience in safety management. The objective of the trial was to use a new methodology to assess the degree of implementation of ICAO SMS attributes and their effectiveness. As a result of the trial there were some follow-up actions to complete including the revision of the COSCAP SMS Assessment tools, the need to conduct a second Trial Assessment, the requirement to refine some of the current models, the need to develop related COSCAP Guidance Material and distribute to COSCAP Members and the requirement to provide support and training as requested by Member States. SC1113 Airbus 13.1 Captain Herbert Deiss presented an overview of the work that Airbus has been conducting on safety management specifically in Flight Operations. 6 COSCAP-NA 11 th Steering Committee Meeting taken shape in the so called Airbus SMS package. Captain Deiss briefly touched on the development of the Airbus Safety Management and Assessment System (SAMS) which is presently in a trial phase with an airline. Once the trial is over and the results analyzed Captain Deiss is prepared to share the information with COSCAP-NA Members. SC1114 ICAO Flight Procedures Programme 14.1 Kim Trethewey on behalf of Capt. David Van Ness presented on the background, establishment and priorities of the FPP office. He referred to the work of the COSCAPs to support the CAAs in operational approval of PBN, including model regulations, a CAA Inspector Handbook and associated training. SC1115 ICAO USOAP Update DP Mr. Nie Junjian, COSCAP-NA Airworthiness Inspector, briefed Members on continuous monitoring approach (CMA). It was offered that COSAP-NA should continue to provide regular updates to Member States on developments concerning the ICAO USOAP programme. In addition COSCAP-NA Member States were encouraged to utilize COSCAP-NA to provide support for follow-up to the USOAP audit as/if required. COSCAP-NA should consider engaging short-term experts in the areas of USOAP follow-up to review implementation of SARPs and, where required provide support subject to availability of resources. Member States were encouraged to keep their respective Compliance Checklist current and use the electronic filing of differences (EFOD) system as an alternative means for filing of differences to all Annexes. Any training requirements in this area should be identified to the CTA. Ongoing efforts to fully implement the Corrective Action Plan from the ICAO USOAP audits should be sustained as this will be utilized as one of the indicators under the CMA The Steering Committee approved the following recommendations: COSCAP-NA to continue to provide regular updates to Member States on developments concerning the ICAO USOAP programme COSCAP-NA Member States are encouraged to utilize COSCAP-NA to provide support for follow-up to the USOAP audit as required. If required and subject to availability of resources, COSCAP-NA to engage short-term experts in the areas of USOAP expansion to review implementation of SARPs and, if required, to provide support related to implementation Member States should ensure that they keep the Compliance Checklist current and use the EFOD system as an alternative means for filing of differences to all Annexes Ongoing efforts to fully implement the Corrective Action Plan from the ICAO USOAP audits should be sustained as this will be utilized as one of the indicators under the CMA. SC1116 China Academy of Civil Aviation Science and Technology 16.1 Ms. Luo Min delivered an informative presentation on research conducted in support of fatigue risk management highlighting emerging technologies designed to assist in enhancing fatigue management programmes. SC1117 General Administration of Civil Aviation of China (CAAC) 17.1 Mr. Chen Nan provided an informative overview of the implementation of SMS within maintenance and repair organizations (MRO) in China. SC1118 European Aviation Safety Agency 18.1 Ms. Sylvette Chollet presented on the European Strategic Safety Initiative (ESSI) European Commercial Aviation Safety Team (ECAST) priorities and on the EASA technical cooperation programme, which includes on-line access to a wide range of safety-related information at Skybrary [ ]. She noted that the notice of proposed rulemaking for Third Country Operators was issued for comments in early SC1119 Bombardier 19.1 Mr. Aaron Tsang provided a presentation on SMS at Bombardier Aerospace. The presentation included reference to the annual Bombardier Safety Stand down events, which have been held in various international locations and is open to all operators. COSCAP-NA will support Bombardier to publicise the safety Stand down events when held in Asia. SC1120 General Administration of Civil Aviation of China (CAAC), Civil Aviation Authority of (CAAM) and the Bureau d Enquêtes et d Analyses pour la sécurité de l aviation civile (BEA) 20.1 Mr. Fang Jun delivered a presentation on the outcomes of the 47 th DGCA Macao 2010 Conference related to accident investigation and training of investigators. Mr. Fang Jun mentioned the Asia-Pacific Regional AIG workshop to be hosted by Singapore proposed for September, Also, a workshop on Flight Recorders is proposed for September, 2011 in Singapore. SC1121 ICAO Update 21.1 Wayne Chapin, CTA COSCAP-NA provided a status briefing on recent ICAO initiatives including Extended Diversion Time Operations (EDTO), Fuel Carriage, Fuel Contamination, Fatigue Risk Management Systems (FRMS), Air Operator Certificate Database, Volcanic Ash Task Force, Upper Age Limits for Pilots, Competency Based Training for Aircraft Maintenance Personnel and Aircraft - Loss of Control. SC1122 Republic of Korea 22.1 Ms. Sohn Gyung Hwa presented on the Republic of Korea s Transition to Proactive file:\\record of discussions

SC1123 COSCAP-NA Work Programme 2011 DP The CTA reviewed the components of planning the work programme for This includes preparing for Steering Committee and NARAST meetings, provision of technical support to States, plus other support in areas such as USOAP preparation to the extent that resources are available. Training support is provided to the greatest extent possible in more than one State, and States may make specific requests to address their needs. A review of training and missions provided was presented at DP The work plan outline included specific training, the planning for which is underway, and an undertaking to conduct approximately 5 missions to support each State. The work plan calendar included in DP4 will be completed in consultation with Member States It was noted that the Asian region COSCAPs have undertaken work to support, in cooperation with the Flight Procedures Program (FPP) office, the Operational Approval of PBN with model approval procedures, model regulation and associated training including implementation training The CTA noted that a calendar of 2011 is contained in DP4, and expressed his appreciation for the cooperation of Member States in scheduling and, if necessary to accommodate arising needs, rescheduling activities Members noted that the CTA should complete the work programme for 2011 / 12 and to the extent possible incorporate new ICAO initiatives such as CMA, EDTO and FRMS. SC1124 Contributions and Budget DP On behalf of ICAO, Kim Trethewey provided a briefing on the Programme Contributions and Budget, as presented in DP He briefed the SCM that funds on hand are sufficient to permit the operation of programme up to February The budget will permit the programme to continue to meet its obligations provided that funding from Member States and Donors is maintained at current levels and received on time by ICAO The Steering Committee: Approved the updated budget for 2011/ Reminded Member States which have yet to do so to make their contributions for Reminded Member States to make their contribution for 2012 prior to the end of file:\\record of discussions

9 COSCAP-NA 11 th Steering Committee Meeting Encouraged donors and partners to continue their contributions to the Programme, in funds and in kind. SC1125 Any Other Matters 25.1 Kim Trethewey introduced the subject of COSCAP-NA after Phase II, suggesting that Members may want to consider this issue as a topic to be addressed at the 12 th Meeting of the Steering Committee. During missions to States, the CTA is to discuss COSCAP-NA Phase III, and prepare a discussion paper for a decision at the 12 th Meeting of the Steering Committee. SC1126 Venue and Date for the 12 th Steering Committee Meeting 26.1 The 12 th Meeting of the COSCAP-NA Steering Committee will take place April 17 to 19, The venue is to be determined. SC1127 Adoption of Conclusions and Recommendations 27.1 The Meeting adopted the Conclusions and Recommendations as noted above. SC1128 Closing of Meeting 28.1 The Chairman expressed his appreciation to all participants and, on behalf of the Steering Committee he thanked Mr. Sanjaajav Batmunkh, Director General of the Civil Aviation Authority of and the CAAM for the superb arrangements in hosting the meeting. In particular, the Chairman thanked the donors and partners for their support that is so valuable in sustaining safety enhancements in the COSCAP- NA region.
