7 ASM PROCESSES STRATEGIC ACTIVITIES ITAF (Italian Air Force), ENAC (Italian CAA) and ENAV (Italian ANSP) manage the airspace layout in close cooperation. Ad hoc Board composed by ENAC, ITALIAN AIRFORCE and ENAV aims to harmonize the whole italian airspace layout otpimizing civil and military needs at the same time and mantaining the minimum possible impact on civil traffic and the operational/training needs. The Board meetings take place usually 4 times a year. Military areas (horizontal and vertical dimensions) accomodated to accomplish user s needs. Reshaping the areas to accomodate demanding: performance of military assets; traffic flows driven, both along routes and in Free Route Airspace (FRA-IT) Risk Assessment has been conducted to mitigate the impact of the changes and to evaluate: environemntal conditions Hazards Safety objectives Safety requirements If needed, routes are modified and adapted to military usage of the areas. Intermediate points in Free Route Airspace are established to permit circumnavigation of active areas.

8 ASM PROCESSES PRE-TACTICAL & TACTICAL ACTIVITIES D-1 (Pre-tactical phase) FMP Brindisi, Milano, Padova and Roma communicate daily to AMC Italia (civil side) their airspace needs (traffic assessment) for D0. Italian Air Force (Air Operational Command) communicate daily to AMC Italia (military side) airspace request for military purposes for D0. AMC (civil and militay together) evaluates the situation and, if needed, begins a coordination activity. After the agreement, AMC transmits AUP to CADF/Eurocontrol: NO Route closure Routes always plannable Routes closure FPL via alternate routes D0 (Tactical phase) Real time activation/deactivation of ARES. Where necessary, rerouting of traffic through alternate routes. Formal agreement with civil and military approvals

21 FUTURE USE OF AIRSPACE Progress in FUA across Europe can be achieved through enhanced civil-military collaboration. Civil and military aviation activities are mutually supportive: collaboration is a prerequisite at all levels, national and international. FUA is a two way principle and requires efforts from both parties. It must be considered that some military activities are not-predictive by nature. Use of ASM tool could facilitate the process.
