9 Reference Item 4 DRAFT Air Transportation Technical Advisory Committee 2014 Goals The Air Transportation Technical Advisory Committee (ATTAC) serves as technical guidance to counties, cities, the State, federal and other appropriate entities for recommendations involving the regional aviation system. ATTAC is administered by North Central Texas Council of Governments (NCTCOG) staff and conducts Committee business in accordance with the ATTAC Operating Guidelines (adopted December 2012). Regional aviation planning goals are established to support the sustainability and enhancement of North Central Texas aviation facilities in accordance with recommendations from the approved 2012 Regional General Aviation and Heliport System Plan (System Plan). NCTCOG staff is committed to continuous system planning efforts that will assist local, state, and federal aviation officials monitor and enhance the regional aviation system. The Committee will also be committed to attending meetings as able, which may include member representatives, on a bi-monthly basis (approximately six annually). Committee work will also include participation and communication to staff of related information that supports System Plan implementation. Finally, Committee members will be asked to facilitate information sharing by participating in survey requests and other open communication forums. To assist in clarity and direction of ATTAC and NCTCOG staff missions, the following focus areas shall describe agreed-upon goals for the Committee during calendar year 2014: Compatible Land Use Vital to future sustainability of aviation infrastructure, ATTAC and NCTCOG will facilitate compatible planning practices around regional aviation facilities and support overall objectives including data sharing. Encroachment Mitigation utilize mapping and technical analysis to continue proactive planning efforts and communication of potentially incompatible land use or development such as proposed obstructions. Airport Development share updates and data for airport master plans, airport layout plans, and other airport development to enhance spatial technical analysis and regional encroachment monitoring. Wildlife Hazards facilitate support to Wildlife Hazard Assessments and encourage the distribution and use of System Plan wildlife educational materials to the public and airport staff for mitigating and reporting wildlife activity. 10 Reference Item 4 Stakeholder Collaboration ATTAC and NCTCOG interaction, coordination, and meeting (as needed) with stakeholders will assist the facilitation of System Plan implementation and distribution of outreach materials. Communication provide a forum to share regional aviation issues amongst aviation facilities and other stakeholders to help collectively address challenges. Regional Transportation Council (RTC) update the NCTCOG policy body on relevant aviation issues as appropriate. Texas Airport Council (TAC) integrate complementary TAC aviation planning initiatives with NCTCOG regional aviation system plan recommendations and implementation. Texas Department of Transportation Aviation Division (TxDOT) provide innovative and valuable solutions to align regional and state aviation planning objectives. Federal Aviation Administration (FAA) improve efficiency and value of regional aviation facility data collection and related planning coordination efforts. System Capacity and Growth Strategic use of System Plan products and tools, in conjunction with complementary resources, can aid Committee and NCTCOG long-term aviation planning efforts to address facility and system-wide demands, constraints, and sustainability. Activity and Development Monitoring continually assess and monitor the aviation system including operations and based-aircraft activity, demand, and capital improvement as it pertains to approved forecasts and recommendations in the System Plan. Aviation Education assist with on-going North Texas Aviation Education Initiative implementation including facilitation of academic program integration, curriculum resource development, and promotion of NCTaviationcareers.com to students, parents, educators, and industry stakeholders to help address regional workforce deficiencies. Innovative Technologies consider opportunities for incorporating new aviation industry technologies such as the Next Generation Air Transportation System (NextGen), unmanned aircraft systems (UAS), and Airports GIS, into appropriate and practical planning procedures benefitting long-term viability of the aviation system. Regional Transportation Projects offer input as necessary, pertaining to relevant surface transportation development updates, to the Regional Transportation Council on projects having a perceived impact on the regional aviation system. Special Events provide input to NCTCOG staff and help plan to prepare the aviation system for logistics related to regional special events demand. Federal and State Legislative Support Adoption of legislative positions that support collective regional transportation goals. These may be considered for Regional Transportation Council approval and, when appropriate, used to support specific Federal and/or State legislation. February 2014 Page 2 of 3
11 Reference Item 4 Progress support programs/positions that assist in the implementation of NextGen and the safe and efficient integration of advanced technology such as UAS. Funding support programs/positions that secure adequate funding for the Federal Aviation Administration including the Airport Improvement Program (AIP) and other federal or state programs that support safety and capacity enhancements to the Air Transportation System. Protection support programs/positions that enhance compatible land use surrounding public use or military aviation facilities. Connectivity support programs/positions that enhance surface transportation access to airports including other modes of transportation (e.g. rail and transit). The aforementioned goals are established from ATTAC input used to guide the direction of future regional planning efforts. Committee objectives are an extension of, and complementary to, NCTCOG.
