2 President s Letter We are more than half way through the year and what an exciting year it has been so far. Your board has been hard at work, with the assistance of Associations Plus, to improve on this great organization that supports all facets of aviation. We plan to make improvements to a few of our programs, including the Southeast Aviation Expo, Ambassadors Passport Program and Aircraft Maintenance Technician Day. Stay tuned for these updates later in the year. At our next board meeting, we plan to hold a committee planning session that will be open to all members. Everyone is encouraged to attend. Each committee will discuss their programs for the upcoming year, and we would love to have as much input as possible to ensure we are hosting the best events in South Carolina. The work session will begin at 10 a.m. on Thursday, August 24 at the Rock Hill York County Airport. The board will meet at 1 p.m. after a lunch break. One significant change that occurred last month was the unification of the SCAA and the South Carolina Aviation Safety Council (SCASC). At the June meeting, the board approved the SCASC joining our association as an additional standing committee. Special thanks to Chris Eversmann, the outgoing chairman of the council, for his tireless efforts to ensure its success. We re thrilled to incorporate yet another addition of aviation in South Carolina to our organization. National Aviation Week is here, and we want you celebrating with us! 3 Aeronautics Commission Update Success can be determined in many different ways, but each way is defined by its respective author. Since I'm the author of this article, I m going to claim that this past fiscal year was almost successful. At the beginning of the fiscal year, my goal, along with many of you, was to end the year with the State Aviation Fund (SAF) being in better shape than when we began. At the onset of the year, the SAF had about $600,000 of uncommitted funds available for new airport grant and aid programs. Throughout the year, revenues added $4.3 million. Expenses were a little more than $1.5 million, and new grant commitments totaled $2.5 million. So, between the carry-over non-committed money, the revenue, and the expenses and commitments, no grant request went unfunded, and maintenance programs were supported as planned. Operationally, I can say that we had success. Unfortunately, I can't say that we were completely successful though. That would have meant that we secured the "dedicated" funding needed to sustain the long-term support of the SAF. That long-term support would have come in the form of committing the Airline Property Taxes that partially flow to the General Fund of the state entirely to the SAF. Now, we are in a new fiscal year, and we have another opportunity to influence change. Each and every one of us will have an opportunity to communicate the need of the State's Airport System, and each have independent circles of influence. Please plan on assisting me with the funding requests for the SAF. It is critical for the future of our airports here in South Carolina. The Aeronautics Commission is continuing the planning process of our Airport System Plan and packaging Economic Impact information for each of our publicly owned public use airports. These reports will help with the SAF funding discussions and provide guidance to the SCAC as they assist airports with needs in the coming years. Not only will the reports help with state discussions, but they will also help each individual airport communicate needs and value of the respective airports. Finally, Congress is in deliberations about FAA reauthorization and Air Traffic Control Privatization. Please make sure that your individual voices are heard as they consider these important topics that impact the future of our airports and the costs of operating aircraft in our National Airspace System. 4 South East Aviation Expo The Southeast Expo continues to be SCAA s leading effort to develop a broad base of pilots throughout the state. Over 3,000 aviation enthusiasts attended Saturday s activities, as well as several hundred pilots over the weekend of June Greenwood County Airport s air show was well supported by the association and the community. SCAA continued to work with the EAA chapter Breakfast Club followed by ten passports participates to receive their jackets. Following the jacket ceremony, SCAA had three great speaker sessions; Jason Gainey discussing 3Ts to save your life- Talking, Twisting and Turning, Tim Coolidge discussing Uses, Limits & Legalities of UAV s in the Airspace and Wally Moran discussing What to do if you had a bad aviation day. What a great turnout we had for these three speakers and those attended the sessions all received WINGS credit. 7 Safety Council Becomes Part of SCAA The South Carolina Aviation Safety Council (SCASC) is now formally part of the South Carolina Aviation Association, effective June 15, when the SCAA board officially voted to absorb the Safety Council into its standing committee structure. The mission of the SCASC is to promote and improve positive attitudes and behaviors toward all areas of aviation safety (ground and flight) to reduce occurrence of personal injury and death, as well as property and equipment damage and destruction, while ensuring the future of general aviation in South Carolina. This vital mission is also reflected in the Safety Council s motto: Safer Skies... Safer Pilots... Safer Airports. Founded in 1996, the Safety Council has long been referred to as the Safety Arm of the South Carolina Aviation Association. What does this mean to you as a SCAA member? It means your primary aviation safety resource organization is even closer and more accessible than ever! It means that the Safety Council will be more responsive with more resources to promote aviation safety at our airports. It means that your opportunity to serve as an aviation safety volunteer is closer and easier than ever! You ll still see the distinct logo, regular articles and reports in Palmetto Aviation. You ll still be able to participate in Safety Fly-Ins. And you ll still able to seek highly qualified aviation safety speakers to support your safety events. 8 Airman Certification Standards (ACS) The Airman Certification Standards (ACS) is an enhanced version of the Practical Test Standards (PTS), and the PTS-to-ACS transition started on June 15, The ACS adds task-specific knowledge and risk management elements to each PTS area of operation/task. The result is an integrated presentation of specific knowledge, risk management and skill elements for each task. FAA-S-ACS-6A (Change 1) Private Pilot Airplane Airman Certification Standards material in FAA-S-ACS-6A will be effective June 12, All previous editions of the Private Pilot Airplane Airman Certification Standards will be obsolete as of this date for airplane applicants. Applicant Responsibilities: The applicant is responsible for mastering the established standards for knowledge, skill and risk management elements in all tasks appropriate to the specific certificate and rating sought. The applicant should use this ACS, its references, and the practical test checklist in preparation to take the practical test. Instructor Responsibilities: The instructor is responsible for training the applicant to meet the established standards for knowledge, skill and risk management elements in all tasks appropriate to the specific certificate and rating sought. The instructor should use this ACS and its references as part of preparing the applicant to take the practical test and, if necessary, in retraining the applicant to proficiency in all subject(s) missed on the knowledge test. This responsibility also includes verifying the experience requirements specified for a certificate or rating. The integrated format of the ACS has a number of benefits: It clearly tells applicants, instructors, and evaluators what an airman must KNOW, CONSIDER and DO to pass the knowledge test and the practical test for an airman certificate or rating. - Shows how the required knowledge, risk management, and skill elements for each area of operation/task are connected. - Defines expectations and behaviors for risk management and connects them to spe cific tasks. - Puts the special emphasis items from the PTS in the right context. The ACS approach enhances safety by making tests meaningful and relevant to actual operations and con tributes to standardization in teaching and testing these concepts. In summary, the ACS provides a single-source set of standards for both the knowledge exam and the practical test. Leo Berube SCAA Director Evaluator Responsibilities: The evaluator who conducts the practical test is responsible for determining that the applicant meets the established standards of aeronautical knowledge, skills (flight proficiency) and risk management for the tasks in the appropriate ACS. 11 wards from the ederal viation dministration Berube Named FAASTeam Rep of the Year Leo Berube was named the FAASTeam Representative of the Year for 2017 for South Carolina. A Senior Flight Instructor based in Pickens County Airport (KLQK), Berube is the owner/ manager of Flightpath, LLC. He supports the FAASTeam Representatives and has assisted, presented and participated in more than 17 WINGS Credit Safety Presentations, at GMU, GSP, SPA, AND, GRD, CUB and Bob Jones University. He serves on the board of the South Carolina Aviation Association. Jenkins Awarded Wright Brothers Master Pilot Award Bob Jenkins, a retired FAA Operations Safety Inspector, was recently awarded the Wright Brothers Master Pilot Award for 50 active years in aviation. The presentation took place at the South Carolina Flight Standards District Office. Jenkins started flying in 1963, became a flight instructor in 1973, was appointed as a DPE in 1974 and served with the FAA from He remains an active CFI and an A&P Mechanic, currently flying his own Cessna 140. Malek Awarded Wright Brothers Master Pilot Award Jim Malek, a retired FAA Operations Safety Inspector, was recently awarded the Wright Brothers Master Pilot Award for 50 active years in aviation. The presentation was at Triple Tree Aerodrome on April 19. Malek started flying in March of 1963 and joined the U.S. Army in He received his WINGS in 1967 and flew the UH1 Huey Helicopter assigned to the Republic of Vietnam. He was awarded the Distinguished Flying Cross and Air Medal. After returning to the U.S., he was assigned as a Helicopter Instructor Pilot at Hunter Army Air Field in Savannah. He also but flew in the Reserve until He was employed with the FAA as an Operations Safety Inspector here in South Carolina from He continues to fly today with the South Carolina Forestry Service and is involved with Triple Tree Aerodrome aviation events as a volunteer. The Wright Brothers Master Pilot Award is the most prestigious award the FAA issues to pilots certified under Title 14 of the Code of Federal Regulations (14 CFR) part 61. Named after the Wright Brothers, the first U.S. pilots, the award recognizes individuals who have exhibited professionalism, skill and aviation expertise for at least 50 years while piloting aircraft. Burke Named 2017 SC Flight Instructor of the Year Tom Burke has been named the 2017 SC Flight Instructor of the Year in recognition of his efforts to promote aviation safety, education and professionalism. Flight Instructors (CFIs) are not only individuals who teach flying, but they also affect aviation safety by shaping the good safety habits of new pilots and promoting good airmanship among their students and other pilots. The Flight Instructor of the Year MUST have a positive, professional working relationship with FAA personnel and are often a liaison between local pilots and the FSDO. Burke has been a CFI for 51 years and a DPE for 29 years. Of the 51 years as a CFI, he has taught at Bob Jones University since 1989, now US Aero Flight. He was also awarded the Wright Brothers Master Pilot Award for 50 years of aviation in Palmetto Aviation Page 11

Kinard Johnson Jr. has been reelected vice chairman of the Greenville Airport Commission, the owner and operator of the Greenville Downtown Airport (GMU). GMU, a selfsufficient entity with financial strength that doesn't rely on local taxpayers for funding, is the busiest general aviation airport in South Carolina. It is also home to Greenville Jet Center, the largest Fixed Base Operator (FBO) in the state, along with more than 25 other aviation-related businesses that create 453 jobs and contribute more than $35.2 million to the Upstate economy each year. 13 Airport News The Rebirth of Hampton/ Varnville Airport In February 2015, Hampton County Council took the first steps toward the rebirth of the Hampton/Varnville Airport. The council appointed four new members, bringing the total members to seven. The members have at least 250 years of combined aviation and airport related experience in every aspect of flying, from crop dusters to G-550s and from airport operations to management. The Commission started work immediately developing and prioritizing its goals. The Council and the Commission see the airport as a key part of the County s Economic Development Program. They recognize that, in today s business climate, all types of businesses in South Carolina rely on aviation for the efficiency they gain using this mode of travel and transportation. The County Council has budgeted an average of $572,507 in local funds in the last two years for airport improvements. The council hopes that by showing their willingness to invest in our airport with local monies, they will be able to secure state and federal dollars in the future. In two years, the Council and the Airport Commission have supported and seen the implementation of Self-Service 100LL Fuel and major improvements to the small but serviceable pilots lounge. Improvements are also being seen in the safety and the visual aspects of the airport. The next phase is the construction of hangars. Tree removal from the approaches is ongoing as well. The Commission has developed plans for 10 T-Type Hangers. Next on the list will be crack sealing and resurfacing of the runway and lights. The Council and the Airport Commission recently announced a partnership with Air Methods for Air Medical Critical Care Transport in partnership with five surrounding counties. Hampton, Jasper, Beaufort, Bamberg, Barnwell and Allendale counties have come together to support the Critical Care Access by Air to our counties, according to Hampton County Administrator Rose Dobson-Elliott. The Council and Commission, along with staff, are enthusiastic about the improvements and advancements to the airport. The interest and support from the community makes all the hard work worth it, says Dobson-Elliott. The goal is to provide a safe environment and support aviation related activities in our region. 14 Airport News Solar Power Comes to CAE COLUMBIA, SOUTH CAROLINA June 21, 2017: Con Edison Solutions (CES) one of America s leading energy services companies joined with the Columbia Metropolitan Airport to launch a 4,320-panel, 1.38 megawatt fixed-tilt ground-mount solar array the first of its kind at a South Carolina airfield. Constructed on approximately five acres of land between two of the airport s active runways, the solar farm is part of the airport s Enhanced Construction Opportunities program, which includes the implementation of $60 million in capital improvement projects at the airport between 2010 and The projects are part of the airport s effort to adopt environmentally friendly programs while meeting its obligation to run as economically as possible by lowering energy costs. Con Edison Solutions, a Con Edison Clean Energy Business company, is the developer and EPC (engineer-procure-construct) contractor for the initiative. The solar array is Con Edison Clean Energy Businesses first solar project in South Carolina and second project at a major airport, following its clean energy initiative at Newark Liberty International Airport, which was completed in April As one of the nation s leading energy services companies, Con Edison Solutions is proud to have completed our first solar project in South Carolina, and we couldn t have asked for a better partner than the Columbia Metropolitan Airport, said Michael Gibson, Vice President, Con Edison Solutions. At the intersection of its two runways, Columbia Metropolitan Airport has established the largest solar array in Lexington County and demonstrated its vision for a cleaner energy future for all to see, said Keller Kissam, President of Retail Operations for SCE&G. SCE&G has been pleased to partner with the airport and Con Edison Solutions on the development of this solar facility, and we re proud it s helping to continue the growth of renewable energy on our system. Columbia Metropolitan Airport s solar array is made possible by the SCE&G Bill Credit Agreement Program. Under this program, SCE&G will issue a monthly bill credit to the airport at a predefined fixed rate per kilowatt hour generated, which is expected to produce approximately $250,000 in annual bill credits for the airport over a 10-year term.
