6 Selection and adaptation of OBs Situation awareness: Acquires information from available surveillance and flight data systems, meteorological data, electronic data displays and any other means available. Refers to equipment that may not be available at the unit In some instances only some of the systems may be available The observable behaviour is either omitted or adapted: a) acquires information from meteorological and ATIS report b) acquires information from surveillance and flight data system and the electronic data displays 6

7 Selection and adaptation of OBs Some observable behaviours are not applicable in all environments: Traffic and capacity management: Uses available tools to reduce delays and optimize flight profiles (tools may not be available) Coordination: Coordinates changes of status of operational facilities such as equipment, systems and functions (may be carried out by personnel other than the ATCO) Workload management: Delegates tasks when necessary to reduce workload (may not be possible in some environments) 7

8 Determining competency standards Compliance with standards and procedures, rules and regulations as described in the relevant documents: National rules Manual of Air Traffic Services, AIPs Local operations manuals, letters of agreement In some cases, there may be specific standards associated with a particular OB 8

9 Determining conditions Anything that may qualify performance. Some conditions will be modified from the FCS to define ICSs. Context: traffic levels/complexity (L/M/H), type of traffic (Arrivals/Departures/Overflights), weather, configuration of sectors Tools/systems: PSR/SSR/ADS-B/MLAT, MTCD, A-SMGCS, CPDLC, AMAN/DMAN, simulated or live Level of support or assistance provided by instructor/assessor 9

13 EXERCISE 5: Adapted competency framework Objective Task Adapt the ICAO competency framework to a fictitious local environment and context In your respective team (TWR/APP/ACC), adapt two of the ten competencies (provided) using the training specification created in the previous exercise Time 30 minutes + 15 minutes 13

14 Team TWR : Courchevel altiport (France) ICAO: LFLJ Runway: 04/ m (1,762 ft) Serving Courchevel, a ski resort in the French Alps. One very short runway with a gradient of 18.6%. No go-around procedure, due to the surrounding mountainous terrain. Primarily used by small fixed-wing aircraft and helicopters. No instrument approach procedure or lighting aids, thus making landing in fog and low clouds unsafe and almost impossible. The airport is considered dangerous, as it features a difficult approach, an upslope runway and ski runs in the adjacent area. 15 Team APP: Santos Dumont airport (Brazil) ICAO: SBRJ Runway: 02R/20L, 02L/20R pax/year Santos Dumont Airport is the second major airport serving Rio de Janeiro, Brazil. It is named after the Brazilian aviation pioneer Alberto Santos Dumont ( ). Santos Dumont has slot restrictions operating with a maximum of 19 operations/hour, being one of the five airports with such restrictions in Brazil. It is a hub for Avianca Brazil, Azul Brazilian Airlines, Gol Airlines, LATAM Brazil and Passaredo Linhas Aéreas and serves 18+ destinations in Brazil, such as: Belo Horizonte, Brasília, Florianópolis, São Paulo Guarulhos. 16 Team AREA: Hong Kong ACC (Hong Kong) ICAO: VHHK Chek Lap Kok Int l Airport One of two key ACC in the Pearl River Delta and is under the Hong Kong Civil Aviation Department. Provides en route and terminal control services to aircraft in the Hong Kong FIR. Covers the waters off Hong Kong to the south, southeast and southwest. This does not include the airspace and immediate waters off the mainland China and Macau (under Guangzhou FIR). HK ACC handles flight in and out of Macau International Airport; the ACC has borders with Sanya FIR (ZJSA), Guangzhou (ZGZU), Shanghai (ZSHA), Taipei (RCAA) and Manila (RPHI). Wikipedia. (2018).
