1 AIP UNITED ARAB EMIRATES ENR DEC 2017 ENR 1.9 Air Traffic Flow Management (ATFM) Short term congestion problems on some routes are resolved by allocation of departure slot times which may result in delaying engine start-up. During short term congestion periods flow management is based on the overriding principle that levels will be allocated in such a manner that available capacity is utilised in the most efficient manner. To this end the provisions of Annex 11 para 2.2 c) shall take precedence over the provisions of Doc 4444 ATM para 5.6.i.e. In order to expedite traffic it is essential to make the most efficient use of available airspace. Consequently it may be necessary for an aircraft at cruising level to be issued with a revised clearance at a lower or if possible higher level Contingency plans - Slot times a. Contingency plans are activated when necessary due to traffic congestion. b. When contingency plans are in force, affected traffic departing UAE airports may be allocated a slot time at the time start-up clearance is issued. c. The Emirates ACC will co-ordinate the highest vacant level attainable by the transfer point. Pilots will be expected to request level change en-route from the next ACC, if required. d. The following conditions apply: i. The slot time issued allows for a window of opportunity of five minutes period commencing 2.5 minutes before and finishing 2.5 minutes after the slot time allocated. ii.
