1 IN FLIGHT NEWS... Record Breaking Passenger Traffic in 2003 RSW finished 2003 with its best year ever, serving nearly 5.9 million passengers. December marked the 13th month of recordbreaking numbers for the airport with an 8.85% increase in passengers compared to the previous year. Overall,the airport was up 13.6% for the year, compared to the still-recovering national average decline of 2.7%. What s Inside: Air Service 2 Concession News 2 People, Places, & Things 2-4 Awards & Honors 4-5 New Operators 5 Page Field 6 March 2004 MIDFIELD UPDATE Midfield Terminal, January 2004 Construction on the Midfield Terminal Project is continuing on schedule and is just over 50% complete. As of January almost $200 million of work was completed, representing over $152 million in construction and the remaining amount in professional services, insurance program costs and permitting fees. Unprecedented rainfall amounts in August, September and early October 2003 impacted progress somewhat, but it is anticipated these weather-related impacts will be minimized. All major aboveground components terminal, parking garage, and second-level roadway are nearly on schedule. A $20-million change order was issued to the project s general contractor, Dick Corporation, to incorporate a state-of-the-art in-line baggage screening system approved by the Transportation Security Administration to accommodate post-9/11 security mandates. Installation of the conveyor portion is underway. Structural concrete work on the terminal building is near completion and the curved metal roof is 90% complete. Utility rough-ins continue throughout the entire building; windows are being installed; over 25 air handlers have been installed in the mechanical rooms; interior stucco work has begun in the baggage claim area; and the mezzanine office walls have been roughed-in as mechanical work in the area continues. Enclosing the building remains the main focus of the project.

Below is a listing of additional service since our last report, currently available at Southwest Florida International Airport: AirTran began daily nonstop service to Reagan Washington- National and added Saturday-only nonstop service to Milwaukee American Airlines now has three daily nonstops to Dallas/Fort Worth Continental added an additional nonstop to both Houston and Cleveland and they will remain year-round Delta now provides 11 daily nonstops to Atlanta and offers a Saturday-only nonstop to New York- LaGuardia Frontier added a second daily nonstop flight to Denver with plans to offer a third on high demand days in February and March JetBlue now offers a sixth daily nonstop flight to New York-Kennedy Northwest added a second nonstop flight to both Detroit and Minneapolis Song added a third nonstop to Boston Spirit has added a second daily nonstop to Atlantic City USA 3000 is now providing nonstop service to Pittsburgh International Airport US Airways now provides twice-daily nonstop service to Reagan Washington- National year-round Welcome back to AirTran s daily Philadelphia flight; American Airlines Chicago service; Northwest s seasonal nonstop flights to Memphis; and US Airways service to Reagan Washington-National Concession News HMS Host Awarded Food & Beverage Concession HMS Host, current operators of RSW s restaurant service, has been awarded the food and beverage concession in the Midfield Terminal. In addition to Chili s, Starbucks, Burger King and Cinnnabon, Host plans to add Maggie Moo s, Sbarro, Palm City Market, Beaches Café, First Round Café, and Casa Bacardi. The fifteen restaurant locations will occupy more than 17,500 square feet of terminal space and represent a mix of national, local and owner-operator concepts, with an emphasis on showcasing the image and products of the region. Paradies Wins Specialty Retail and News & Gift Concessions The Paradies Shops will continue to operate the specialty retail and news & gift concession in the new Midfield Terminal. Among the stores they will operate will be The Shops of Lee Island Coast, Books and the Bean of Sanibel, Brighton Collectibles, CNBC News Fort Myers, The Shell Factory, Lee Island Coast TravelMart, A Day at the Beach, and Island Paradise. The Shops of Lee Island Coast will consist of a Coastal News, Local Color, Chico s, Brighton Collectibles, and PGA Tour Shop. People, Places, & Things Commissioner John Albion People Board Selects New Chairman During their annual reorganization in January the Board of Port Commissioners selected Commissioner John Albion as chairman for the coming year. This is the second time the commissioner has served as chairman during his 11 years on the Board. Commissioner Douglas St. Cerny was chosen to serve as vice chairman. Executive Director Appointed to Transportation Council Governor Jeb Bush has appointed Robert M. Ball, A.A.E., executive director of the Lee County Port Authority, for a two-year term on the new Statewide Intermodal Transportation Advisory Council. Mr. Ball is one of 11 council members who will participate in the development and funding of the state s new Strategic
3 March 2004 Page 3 Intermodal System (SIS), which will integrate individual facilities, services, forms of transportation and linkages into a single transportation network. New Airports Special Management Committee Member Janet Watermeir has been appointed to the Airports Special Management Committee by Commissioner John Albion. Janet is President of the Florida Gulf Coast Group, a consulting and development team in Southwest Florida. She has been active in economic and real estate development at both the state and local level for over Janet Watermeier 15 years, and currently serves as an appointee of Governor Jeb Bush on Florida s Transportation Commission. Gene Meyers Joins Staff Gene P. Meyers has joined the Port Authority as Assistant Division Director of Administration. Gene has more than a decade of experience in the aviation industry, most recently with jetblue Airways in the corporate real estate contracts and properties department. He holds a degree in aviation management from Florida Institute of Technology in Melbourne. Gene P. Meyers Airport Director Joins Leadership Florida Susan Sanders, director of the Port Authority s Aviation Marketing department has been selected as a member of the 22nd class of Leadership Florida. The nine-monthlong program, affiliated with the Florida Chamber of Commerce, includes sessions throughout the state that will allow Sanders and her 70 classmates to explore Florida s history and economics, as well as education, transportation, growth, environmental and legislative issues. Police Major Elected to Executive Committee of National Network Major Daniel Sizemore of the Port Authority s Police Department was elected to the Airport Law Enforcement Agencies Network s executive committee as secretary/treasurer after recently completing his second two-year term on the network s board of directors. The agency addresses problems shared by airport law enforcement officials in the US, Canada, and United Kingdom. FAA Manager Retires Victor Garcia, Air Traffic Manager for the Fort Myers Federal Aviation Administration, retired in October after 38 years of service. David Jones is currently the interim Air Traffic Manager. Places Florida-Friendly! Southwest Florida International Airport has been certified as a Florida-Friendly Yard by the Florida Yards and Neighborhoods Program sponsored by the Lee County Extension Service. The program recognizes properties for their appropriate landscape design and plant selection, efficient watering practices, use of mulches, accurate fertilization and pest control, and proper stormwater runoff. A Florida-Friendly yard helps conserve precious water resources and protect the quality of Florida waters. Terminal A Expansion The Terminal A ticketing lobby was expanded in response to increased scheduled and charter airline service. The new area, A Annex, was designed and constructed in-house by Airport Maintenance employees. Things Budget Passes In September the Board approved a $55.26 million budget for the fiscal year. The budget, which will cover operations at both Page Field and Southwest Florida International Airport, is 2.9% higher than last year sand reflects a 9.8% decrease in the airlines cost per enplaned passenger and 19.6% reduction in landing fees. Grants Awarded The fifth grant under the Federal Aviation Administration s (FAA) Letter of Intent for multi-year funding was received in August 2003 in the amount of $4,000,000, bringing to $16,000,000 the Port Authority has received since issuance of the Letter of Intent in The funds will be applied to eligible airside improvements for the Midfield Terminal Expansion Program, parallel taxiway, air carrier apron, and airfield lighting. In August the FAA also awarded a separate grant for nearly $3,300,000, which will also be applied to the Midfield Terminal Expansion Program. The total grant dollar investment to date received from the FAA for the Midfield project is over $34,000,000.

Awards & Honors RUNWAY SAFETY RECOGNIZED RSW s Safety Initiative Recognized by FAA The Federal Aviation Administration (FAA) Southern Region recognized Southwest Florida International Airport with its new Mark of Distinction Award in acknowledgement of the airport s work to ensure aircraft-ramp safety. The Award credits airport staff for their work with the FAA Air Traffic Control Tower staff, airline managers and ground handlers to develop detailed procedures for pushing aircraft away from the passenger gates at departure. RSW formed a Surface Incident Prevention Committee to address the issue of service vehicles and airport workers inadvertently operating in aircraft-movement areas without receiving authorization from air traffic control. Instructions cards outlining detailed pushback procedures for each terminal gate along with illustrated instructions are now posted in strategic locations to ensure their use. Executive Director Honored for Safety Leadership The Federal Aviation Administration also honored Executive Director Robert Ball with the Appreciative Partnership Award in recognition of significant contributions to the Southern Region Runway Safety Program. The Award honored Ball s commitment to making the skies and runways safer and his leadership in the safe construction of Southwest Florida International Airport s Midfield Terminal Complex. Procedures for last summer s nighttime closure of the runway for construction operations were developed through a cooperative effort of airport staff, local FAA representatives, contractors and DMJM Aviation, Inc., manager of the construction project. Southwest Florida International Airport deserves recognition for its innovative solutions to the issue of airplanes and construction personnel operating in close proximity to each other, said Anna Cohen, manager of the FAA Southern Region Runway Safety Program. By developing this program, the airport is able to maintain its outstanding safety record. We view it as a model to be shared throughout the Southeast. Continental Airlines Honored at RSW Continental Airlines received the Recognition Award from the Runway Safety Program Office of the FAA for proactively implementing and incorporating a runway safety module into its training program and achieving 100% employee participation. This is only the second time the FAA has given this award. Congratulations! Photo Wins Honor Southwest Florida International Airport s 20th anniversary photo earned second-place honors in the Airports Council International-North America 2003 Excellence in Marketing & Communications Contest. The airport s press kit tied for third place in the competition out of 270 entries from 63 airports in the United States and Canada. The photo featured 165 Lee County Port Authority employees, and the airport s bird-chasing dog, Radar, forming the number 20 on the airport s taxiway in the early-morning shoot that was timed between aircraft departures and arrivals. Airport Earns State Recognition for Communications Efforts RSW s celebration of new Frontier Airlines service to Denver was recognized as the best special event in the state during 2002 by the Florida Public Relations Association. The event was honored with a Golden Image Award, the top award in the category, and a Judges Award for achieving maximum results using a minimum amount of money. The airport also received two Awards of Distinction: the first for the Bird Dog Paw-tograph, a mock autographed photo produced to promote Radar, border collie bird dog, and the second for the video A Concept for the Future: The Midfield Terminal Complex at Southwest Florida International Airport. Alex Whitehair Designs designed the artwork for the Paw-tograph. The video was produced in conjunction with DMJM Aviation, Inc. and Ken Sneeden & Associates. Radar Paw-tograph Paradies Manager Named Manager of the Year Brian Brewer, Paradies General Manager, was recently named Paradies Manager of the Year for Division 1 Airports at their 25th Annual Management Seminar and Merchandise Show. The local Paradies stores also won awards for Best Administration, Best Shrinkage Performance, and Public Relations. Brian, who has been with Paradies for over 9 years, credits his staff, including assistant managers Kathy Szafranski and Esther Sworney, for the success of the local operation and says that winning this prestigious award hasn t changed him at all. 6 March 2004 Page 6 Page Field Face Lift Several buildings have been given a fresh new look at Page Field. The fire station, Page Field North, the General Aviation Center, and Hangars C and D have all been painted, giving a uniform look to the buildings. Hangar Projects Complete The Phase III T-hangars Project with associated ramp improvements is complete and all 34 new T-hangars in the east quadrant are leased. Construction of a 12,000-square-foot, multi-storage hangar has also been completed. The building, located in the south quadrant of the airport, will accommodate corporate and business jets, larger twin engine aircraft, and small jets. Prior to being leased it will be used by current Hangar D tenants while the inside of that hangar is being painted. New Tie-Downs Twenty-nine new tie-downs have been added to various ramps, increasing the number of paved tie-downs to approximately 220. Operations Relocate Switlik Maintenance has moved into its new hangar, and Safelight International, Inc., currently operating a flight instruction business from two offices in the General Aviation Center Building, will be moving into the space Switlik vacated in Building B. Safelight will lease the building for five years and will use the premises for aircraft maintenance and repair, and for operating its flight school. For Kids Only Cargo Kids, a new retail store specializing in children s bedroom furniture, opened in late 2003 at Page Field Commons. The store is located at the south end of the shopping center. Don t Forget If you re looking for a special gift for your favorite flight enthusiast, be sure to stop in Flybuys located at the Page Field General Aviation Center. Centrally located with free parking, the store is open from 7:00 a.m. 11:00 p.m. seven days a week. The range of merchandise is extensive, offering gift ideas for aviation aficionados, travelers, and kids. Items range from the practical, including pilots logs, aviation charts and reference books, to just plain fun stuffed toys, models, and airplane-shaped string lights. You can also find license plates, coffee mugs, mouse pads and key rings featuring aviationthemed messages.
