3 INTRODUCTION The 2016 Annual Meetings of the Boards of Governors of the African Development Bank Group (African Development Bank and the African Development Fund) will take place in Lusaka, Republic of Zambia, at the Mulungushi International Conference Centre (MICC) from 23 rd 27 th May, The opening ceremony will take place at MICC on 24 th May, 2016 from 9:00 to 10:30 a.m. The Annual Meetings Programme is available online at the following address: Participants are invited to visit this web page regularly before and during the meetings for updated information related to the Annual Meetings. 4 PRE-REGISTRATION Heads of delegations or other officials are kindly requested to notify the Secretary General, well in advance of the Meetings, of the full composition of their respective delegations, including, if any, members from diplomatic missions and their staff and spouses. It is highly recommended that the 2016 Annual Meetings participants register online via the link provided on the Bank s website ( Participants will need the code on their invitation letters and will be required to upload scanned personal passport photographs in JPEG format in order to register. There will also be an Annual Meetings registration desk at the venue of the meetings. The desk will open daily from 08:30 am to 12:30 pm and 14:00 to 18:00 pm. Participants will require passport-size personal photographs, their letters of invitation and national passports to register at the desk. Participants who are unable to register online before arrival at the meetings should stop by the registration desk for full registration that will allow them access to the various events of the Annual Meetings.
5 TRAVEL TO AND FROM ZAMBIA It is expected that Governors and delegates will make their own travel arrangements to and from the Annual Meetings. If assistance is required, Travel Services in the Conference Centre will assist with return flight reservations and other related travel requirements. Governors and other delegates are encouraged to arrange their arrival and return flight reservations as early as possible to ensure that they obtain the flights and dates of their choice. Those with open return tickets may experience difficulties obtaining preferred flights and may encounter indirect return routings. Reception at Kenneth Kaunda International Airport (KKIA) An Information and Protocol Desk will be set up at the KKIA to expedite entry and departure formalities for delegates. For each Governor of a member country of the AfDB, the Zambian Government will provide one car and a driver. Shuttle buses will be available to transport participants from the airport to hotels and from hotels to the Conference Centre, the venue of the Annual Meetings. Visa requirements Participants are kindly informed that the Zambian Government has committed itself to grant visas to all delegates to the 2016 AfDB Annual Meetings and related meetings to be held in Lusaka, Zambia from 23 rd to 27 th May *Important notice to delegates: For those nationals that require visas to enter Zambia and may not manage to obtain visas prior to their departure from their respective countries, the Zambian Government shall issue them with single entry visas at a fee of US $50 at the port of entry. The Government of the Republic of Zambia will expedite entry and customs formalities for members of delegations who have provided the General Secretariat with their flight numbers, arrival dates and port of entry into Zambia. The Secretary General will advise the Zambian Government of delegates expected arrival times in those cases where such information has been provided in advance. To facilitate expeditious immigration formalities, delegates should provide in advance the following information: name, country of issuance of passport, date of arrival and port of entry. Each
6 delegate is therefore encouraged to complete and return the appropriate form in the Registration Package and type or print their names in the following order; i.e. first name(s) and/or initials, then last name/family name. If the family name is not the last name, please indicate clearly by underlining the family name. VIP facilities will be available for Heads of Delegations upon arrival through the VIP Lounges at Kenneth Kaunda International Airport. Other participants shall go through the arrival lounges. Moreover, all security procedures (for boarding the airplanes) will also apply in the VIP Lounges. Participants are advised to check clearly with their travel agents or airlines about the maximum kilograms allowed for their luggage especially in cases where this would involve travelling with more than one airline and/or in different classes. Clearance with the relevant authorities in the Republic of Zambia will have to be obtained before entry if a participant is importing special goods, firearms, etc.

9 HEALTH TRAVEL ADVISORY TO ZAMBIA Zambia has a well set up public and private health sector that provides primary up to tertiary care. Travelers to Zambia can enjoy good quality of healthcare. Medical Insurance Travelers to Zambia are advised to use travel medical insurance to cater for their medical needs while in the country. All public and private hospitals accept most of the international insurance covers. All services in the private sector are charged to the patients account but in case of emergency the patient is attended to at no cost in public hospitals. Malaria Travelers to Zambia coming from non-malaria endemic countries are advised to take malaria prophylaxis at least two (2) weeks before undertaking the trip. It is advisable to apply repellent especially in the evening when outdoors, and to sleep under an insecticide-treated net. Lusaka in particular has a very low incidence rate of Malaria. However, travelers are advised to take all precautions regarding Malaria even if they are expected to be in Lusaka only. Ebola Zambia has not recorded any case of Ebola, and is free from the disease. Travelers to Zambia from Ebola affected countries are requested to disclose this to port health at the point of entry so that they can be monitored while in the country. All travelers are screened for Ebola at the point of entry by port health. Yellow Fever Zambia is free of yellow fever and travelers from yellow fever countries are advised to get vaccination at least ten (10) days before travelling to Zambia. They are required to show proof of vaccination to immigration officials at the point of entry or report to port health. Emergency Services All public and private hospitals provide emergency health services. The second and third level hospitals provide all care and diagnostics including CAT Scan and MRI, as well as a Cardiac catheterization laboratory at the national referral hospital, the University Teaching Hospital (UTH). There are private and public ambulance service providers that can be accessed 24 hours a day.
10 The National emergency numbers are 992 for Health, 991 for Police and 993 for Fire department. These numbers can be accessed using all the telephone service providers. Importation of Drugs Travelers who are on certain medications are advised to carry enough stocks for personal use to last the duration of their stay in the country. However, for prescription drugs patients are advised to carry the prescription note with them that can be shown to customs and port health officials. Controlled drugs should carry relevant documentation as proof to customs and port health officials.
11 CUSTOMS FORMALITIES The Government of Zambia will grant tax exemption on goods imported for temporary use or purpose only for the period of the AfDB Annual Meetings. The Government of Zambia will also provide all necessary assistance to enable delegates get quick clearance of their goods. Upon arrival, delegates will be assisted by customs personnel at the airport (port of entry) to facilitate the clearance of goods. However, the list of what will be imported for the purpose of these Meetings should be submitted in advance to the Government of Zambia via the AfDB. HOTEL ACCOMMODATION IN ZAMBIA The Secretary General, in collaboration with the National Organising Committee, has reserved accommodation in Zambia for Governors, Alternate Governors, Special Guests, Executive Directors and Alternate Executive Directors of the Bank, the Bank s Senior Management and Staff. Other participants and observers at the Annual Meetings are advised to make reservations at the selected hotels of their choice. The reservation platform will be operational on March 1 st Participants are advised to include the names of their booked hotels on the registration forms which they will submit to the AfDB to facilitate transportation arrangements from the airport to hotels. Participants should confirm their reservations as soon as the reservation platform is operational. 11
12 ANNUAL MEETINGS INFORMATION An Information Desk will be located in the main lobby of the Conference Centre to provide relevant information about the Meetings. Such information will also be available on the Bank s website ( PRESS The Republic of Zambia in collaboration with the AfDB will set up a communication desk at the Conference Centre to enable journalists work properly. A detailed programme of activities before and during the Annual Meetings shall be provided. Press representatives are requested to contact the communication desk at the Press Centre for accreditation and other information on the Meetings, or any requests for formal interviews. The 2016 Annual Meetings in Lusaka, Zambia will provide an opportunity for the African Development Bank to demonstrate its unique qualities that make it the region's premier development finance institution. TELECOMMUNICATIONS International telephone services are available to allow for direct communication between Zambia and other countries. There are internet and phone booth cards that can be used for both domestic and international calls. Mobile phone SIM cards will be available during registration for participants who wish to use local mobile phone networks for the duration of their stay in Zambia. Telephone and telefax services and internet wireless network are available in hotels at the delegates' expense. CONFERENCE FACILITIES The 2016 Annual Meetings of the Board of Governors of the AfDB will be held at the Mulungushi International Conference Centre in Lusaka. 12
13 PRACTICAL INFORMATION Facts about Zambia Zambia, proud host of AfDB s 2016 Annual Meetings, and home of the mighty Victoria Falls, is located in the heart of Southern Africa and shares borders with eight other countries namely: Tanzania, Malawi, Democratic Republic of Congo, Mozambique, Angola, Zimbabwe, Namibia, and Botswana. Shaped like a butterfly (that is spreading its wings) and covering an area of 750 square kilometres (290,000 square miles), Zambia s terrain is mostly high plateau with a tropical climate that makes the country s weather enjoyable throughout the year. Zambia is the land of the legendary walking safari, offering Africa s best on-foot wildlife experience, the wild Zambezi River and breathtaking lakes and wetlands. Zambia also boasts a profusion of birds, abundant wildlife spread over 20 National parks and 34 Game Management Areas (GMAs) and pristine wilderness areas of Africa-untouched Zambians are friendly and peaceful people who attach great importance to greetings (especially when dealing with visitors). Despite having 73 tribes, all speaking different dialects, Zambia is a country at peace with itself and its neighbours with no history of political strife or tribal war fare within its borders or beyond making it an oasis of peace and Africa s shining beacon. And, lest we forget, Zambia was the first country Nelson Mandela visited (27 February, 1990) after being released from prison. 13
14 Some quick facts: Area: 752,614 sq km of land, slightly larger than the state of Texas. The country lies mostly between latitude 8 degrees and 18 degrees South and longitude 22 degrees and 34 degrees East. Capital City: Lusaka (named after MwaLusaka the Chief of the original inhabitants of the area) Other Cities: Ndola, Kitwe, Livingstone, Chingola, Kabwe Population: 14 million (Estimated) Independence Day: 24 October, 1964 (from British Rule) President: His Excellency Edgar Chagwa Lungu (6th democratically elected President, in power since January, 2015) Vice president: Inonge Wina (the First Zambian female Vice-President) Government system: Parliamentary Democracy (modelled along the British system) Membership: SADC, COMESA, African Union (AU), Great Lakes Region. The Headquarters of COMESA is in Lusaka, Zambia. Language: English (official) Local Languages: Bemba, Kaonde, Lozi, Lunda, Luvale, Nyanja, Tonga Religion: Christian 87%, Muslims 1%, Others: 12% Climate: Zambia has a tropical climate which is modified by altitude. There is one rainy season which lasts from October to April. The hottest period is from September to November. Lakes: Bangweulu, Tanganyika, Kariba, Mweru Rivers: The Zambezi, Kafue, Luangwa, Luapula, Chambeshi When to visit Zambia: Anytime as Zambia has a lot to offer all year round. Currency: Zambia Kwacha. The coins are called Ngwee. The two combine to make a popular historic phrase Kwacha-Ngwee! that ushered in the modern Zambian Republic. Kwacha means Dawn while Ngwee means bright. 14
15 Despite the impact of western influence Zambia has a rich and diverse cultural heritage reflected in over 60 colorful traditional ceremonies occurring annually in different parts of the country. To experience these ceremonies is to be a privileged witness to the tradition, rhythm and beat of Africa. On the economic front, Zambia is one of the most attractive destinations for foreign investments with annual economic growth of about 7%. In 2010, the World Bank named Zambia one of the world s fastest economically reformed countries. Investment opportunities abound in tourism, manufacturing, agriculture and mining, the main economic activity. Apart from being one of the largest copper producers in the world, the country is endowed with an array of some of the finest precious stones such as emeralds and amethyst. 16 SECURITY Badges Annual Meetings badges will be required for access to the Conference Centre and for admission to meeting rooms, offices and all other facilities. All participants will have to pass through security screening stations to gain access to those facilities. Attendees should be responsible for their personal security in and around Lusaka, at the conference centre and their hotels. Participants are advised to check the security systems in their hotels, which are normally mounted on the doors of their hotel rooms. In case of emergency, stay calm and proceed to the nearest exit, do not use the elevators. While in your room it is advisable to keep your door locked and use the door viewer. If you are in doubt as to the identity of anyone trying to gain access to your room, please alert the hotel staff for clarification. 16
