1 TheGoatFarmMountainBikePark ConsultancyBriefforTrailConceptPlanDevelopment 1. Background The Goat Farm Mountain Bike Park (the Goat Farm) is identified as a High priority location for future developmentasaprimarylocationforriderswithintheproposedperthhillsmountainbikeprecinct.its locatedwithintheperthhillsdistrictongreenmountrise,offthegreateasternhwy.theprojectareais approx. 66ha and classified as a 5G Reserve. The Goat Farm is currently used by school groups, individualsandmountainbikeclubsforvariousevents. TheredevelopmentoftheGoatFarmwillforpartofthe120kmofMountainBiketrailsproposedwithinthe PerthPeelMasterPlanfortheNationallysignificantPerthHillsprecinct. TheGoatFarm soriginalmountainbikeconceptplanwascompletedin2006andconsistedof15kmof trail. There are currently several downhill tracks, a 4X trail, cross country trails, skills area, and jumps track.alloftheseareclassifiedasmoderate(blue)todifficult(black). Thesitecurrentlyprovides basic facilitiesincludings anunsealedcarpark,toilets,shelter,picnictables andbikeracks. 2. ProjectAims Todevelopaneasilyaccessible,highquality,sustainablemountainbikeparkthatprovidesopportunities formultiplestylesofmountainbiking(primarilycrosscountryandgravityfocused).theaimistoprovidea parkstylefacilitythatcatersforrecreationalriding,andcompetitiveevents. Thefollowingaimshavebeensetfortheproject: Provideashuttleroadtoaccessgravityfocusedtrails. Provideadditionalparkingfor100W120vehiclestocaterforevents. Provideapumptrackadjacenttotheexistingcarpark. Provide2kmofseparatejuniorcrosscountryraceloopwithamixofgreenandbluegradedtrail. Provide3W4kmofgreengradedXCOtrailwithblue skillsprogressionnodes oroffshootsbuilt intothetrail. Provide4W5kmblue,technicalcrosscountry(XCO)gradedtrail,withalternativelines. Provide4x mgravityfocusedtrailsthatincludeblue,blackanddoubleblackgraded trails. Provide a skills area with green, blue and black features that allow for progressive skills development. Provide a dirt jumps area, with blue and black jump lines that allow for progressive skills development. Provide high quality orientation and trail signage around the site, including clear emergency accesspointsandrelatedsafetyinformation. TheGoatFarmislocatedonapreviouslydisturbedsite,withmanyexistingtrailsinpoorcondition. Theredevelopmentofthesitewillallowforcurrentenvironmentalandmaintenanceconcernssuchas erosion to be addressed and mitigated through the application of sustainable trail design and construction practices. The improvement of the network may also assist in the protection of conservationvaluesintheadjacentgreenmountnationalpark. 2.2.TargetMarket&UserType ProposedUserTypes Leisure Enthusiasts Sport TheGoatFarmhasapproximately110moffall,andmaybesuitableforthefollowingstylesoftrails Crosscountry, Allmountain, Downhill, Parkand Gravityendure, Dualslalomracing. 2.3.TrailSystem(Trailsystemstobeacombinationofstackedloopsandfingertrails). Stackedloopedtrailsaretostartfromtheexistingfacilitiesareaandincludethefollowingtrails: Thekidstrail(singledirection) Fingertrailsaretostartfromthetopoftheshuttleroadandinclude: Downhilltrails(singledirection) Dirtjumps(singledirection) Looptrailsaretobeaccessedfromtheexistingfacilitiesarea.andincludethefollowing: Skillspark(singledirection) CrosscountrytrailmaybestackedorlinkedloopswiththeallowanceforGravityfocusedeventsand alternativelinkstothedownhilltrails. 2.4.Trailinclusions Crosscountrytrail Technicaltrail70%Flowtrail30%. Constraints Thegoatfarmispronetoerosionduetoitssteeptopographyandsoiltypes,whichneedtobe consideredintheconceptplanandfurtherinthedetaileddesign. Although the site is reserved for recreation, consideration is required for surrounding Private propertyandresidentialareas. Greenmount National Park is not to be included in the concept and trails should not promote accesstotheparkotherthanonexistingsanctionedalignments(i.e.heritagetrail). In order to preserve the limited vegetation and help to maintain the parks aesthetics trail development through areas such as the south western corner of the project area should be minimised. 4. ConsultancyRequirements The consultant is required to review the existing trail network and facilities and provide a detailed concept plan for the project area, taking into account the project aims and constraints above and outlined in the project framework (see attachment B) and the Draft& WA& MTB& Management& Guidelines. Provide a final electronic concept plan in PDF and/or Word file format within two weeks of receivingthedraftconceptplancommentsfromthesteeringgroup. 3. ProvidedigitaltrailcorridoralignmentsinSHPfileformats. 6. Timeframe The appointed consultant will be expected to provide the draft concept plan within six (6) weeks of appointment. The final concept plan is expected to be completed two (2) weeks after receiving comments from the steeringgroup. 8.RequiredExpertise Quotationswillbeassessedagainstthefollowingcriteria: 1. Relevant Experience: The consultant s previous experience in projects comparable to this project, the scale of past projects and the past performance of the consultant in completing projectsofasimilarnature. 2. Technical Skills: The competence and qualifications of the key personnel the consultant proposestoinvolveintheproject. 3. Methodology: The procedures the consultant proposes to use to achieve the outcomes describedinthisprojectbrief. 4. Resources:Theavailabilityofequipmentandresourcesthattheconsultantproposestouseon thisproject. 5. Timeline:Thecapabilityoftheconsultanttobringtheprojecttoasatisfactorilyconclusionwithin thetimescalespecified.
