2 NZQF NQ Ref 1385 Version 3 Page 2 of 7 National Diploma in Air Traffic Services (Level 7) with strands in Aerodrome Control, Approach Control Procedural, Approach Control Surveillance, Area Control Procedural, Area Control Surveillance, and Automatic Dependent Surveillance Level 7 Credits Purpose This national diploma is for people training for and working in air traffic services. The qualification comprises core compulsory standards that represent the competencies required by all those working in the air traffic services sector, and strands that recognise the specialised applications within the sector. The configuration of the strands allows people a wide range of choice in advancing within a specialist area, and/or broadening their skills and expertise across a number of specialisations. This qualification aligns with the requirements of Civil Aviation Rule Part 65 and its related licences. This qualification may stand alone, or lead on from the New Zealand Certificate in Air Traffic Services (Air Traffic Services Theory) (Level 5) [Ref: 2230], and/or the New Zealand Diploma in Air Traffic Services (Level 6) with strands in Aerodrome Control and Approach Control Procedural, Area and Approach Control Surveillance and Area Control Procedural, and Automatic Dependent Surveillance [Ref: 2231]. Career progression beyond these specialist roles is most likely to be in management, for which a range of management qualifications and/or training opportunities is available depending on the needs and aspirations of the individual. Special Notes Industry requirements are that a candidate must meet the eligibility requirements of the Civil Aviation Act 1990 and the Civil Aviation Rule Part 65 for an Air Traffic Services Personnel Licence. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications Authority (NZQA) website: Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same ID may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard. Changes to structure and content The title of the qualification was changed. Overall credit value has increased from to credits dependant on strand. Credit value and levels for standards 23459, 23461, and have been updated to reflect the outcome of review. Replacement standards have been added to the qualification. For detailed information see Review Summaries on the NZQA website. This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards see table below. Credit for Exempt from 23455, 23463, , People currently working towards version 1 of this qualification may either complete the requirements for that version or transfer their results to version 2 of the qualification. The last date for assessments to take place for version 1 is 31 December It is the intention of that no existing candidate should be disadvantaged by the changes to this qualification. Any person who considers they have been disadvantaged may appeal to the SSB (see contact details below). Previous versions of the qualification Version 1 was issued as a result of a review of the Air Traffic Services qualifications. Certification This certificate will display the logos of NZQA, and the organisation that has been granted consent to assess against standards that meet the requirements of the qualification.
7 NZQF NQ Ref 1385 Version 3 Page 7 of 7 Classification This qualification is classified according to the classification system listed on the Directory of Assessment Standards (DAS) and the New Zealand Standard Classification of Education (NZSCED) system as specified below. Consent to assess requirements and the moderation system are outlined in the associated Consent and Moderation Requirements (CMR) for each standard.
