I moved to park county from Illinois in 2005 and currently reside on Ore Lane in the Beaver Ridge subdivision directly across highway 9 from the Katuska Pit and close to the "gold rush" mine as well. My family has lived in this house for 10 years but only until the past couple years has the mining really become a serious issue for us and our neighbors. It is impossible to explain to you or anyone else the noise that we encounter on a daily basis from the mining activities. The majority of days I can here rocks crashing and the reverse beacons of their equipment going off INSIDE my home. I step outside and the noise is 10x worse as you can imagine. Like all of us who love this area and community and the beauty of this place I cannot fathom an expansion of the Katuska Pit. At 8 acres the noise is enough that it is effecting my life, well being, and I do believe it will have a very negative impact on the property value of my home. No one in their right mind would buy a home in this area knowing that they will be bombarded with noise from a mine 6 and sometimes 7 days a week. Unfortunately I will not be able to attend the BOCC meeting this Thursday so I wanted to send an to you voicing my strong disapproval on the potential expansion of the Katuska Pit. It has already made the highways unsafe, and has loaded the town with noise, and dust pollution. It will surely destroy property values, and displace people and families. 14 July 25, 2017 Dear Commissioners Mike Brazell, Dick Elsner and Mark Dowaliby. RE: High Speed Mining (Katuska Pit) Rezoning of Residential Property to Mining As a resident of Park County, I respectfully offer my opinion toward the above referenced rezoning of approximately 28 acres from residential to mining. I oppose this rezoning for the following reasons: Per the Planning Department requirements and land use, it does not agree with several of the criteria necessary to approve, especially compatibility with the surrounding residential homes in the valley. On July 11, the Planning Commission heard four hours of discussion about this issue. The respected members of the Planning Commission voted 4-1 to deny the rezoning. They are an advisory board for the County and they did a thorough job of vetting the concerns and listening to both sides. I urge you to follow their recommendation. The Park County Assessor acknowledged that my property was scheduled to appreciate but, due to the mining impact, my property remained unchanged. Basically a loss of property value. This property has been zoned residential for 43 years! We are going to rezone it for a TV show?! In addition, it is not compatible with several issues in the County s recent Master Plan. The applicant has not proven that they have the credibility to execute their promises and they could not answer some basic concerns of the Planning Commission. The USFS has concerns about the impact the TV show is having on the adjacent forest. In addition, recent lease changes to Gold Rush TV has impacted the valley dramatically! On July 12, the day after the Planning Commission hearing, Todd Hoffman ( Gold Rush TV ) posted a bond with the state to lease the entire 34 acres of the JRS Mine! Two years ago, the owner of JRS, Todd Sullivan, promised this would be a small personal mine with little impact. That has been true until July 12 when it, too, exploded! Currently, Gold Rush is operating both the Sanborn Mine and JRS Mine SIMULTANEOUSLY with NON-STOP noise. The level of equipment operating in this tight valley is unbelievable! Add another 41 acres from Katuska? OMG! Per their revised permit, they are scheduled to turn 100 TONS of trees into mulch! JRS has residential zoned property. Rezoning Katuska will certainly assure rezoning JRS. As you know, we have tried for months to work with the miners. We have tried to be good neighbors. However, it is obvious, we have been played. We have never had the meeting promised to us in November. We were told they were almost finished and Sanborn would begin reclamation in the fall. We were optimistic we could get our lives back. We were told about the Gold Rush plans but it was NEVER mentioned that they would take over JRS. Our optimism has been shattered. We have been forced to alter our lifestyles, had our property values decrease and lost our sanity all for a TV show!!!! This no longer makes sense. Thank you. Ann Lukacs Beaver Ridge Subdivision. My wife and I own a property in Beaver Ridge at 442 Quarry Road but we live in Parker, CO. We purchased the property to use on a part time basis since we fell in love with the Fairplay area about 15 years ago. Currently I manage the property as a vacation rental home which helps us pay the mortgage and it brings many vacationers to the area (on HomeAway.com and VRBO.com we are ranked #9 with the most 5 star reviews in the state of Colorado, that s over 22,000 properties). Our intentions were to move to the property when we retire which will be in 6 years. About 5 years ago we purchased another lot just down the road from our existing property at 308 Quarry Road. We bought it because it has excellent views of the valley with the Mosquito Range in the background. It is currently just vacant land with a shed on it, so our new retirement plan is to relocate to our property at 442 Quarry in 6 years and build a new home on the 308 Quarry lot. Since we purchased our new lot, it has been a lovely place to simply walk our dogs and take in the mountain air and Mosquito range views. As you know, all of that changed last year with the heavy mining and corresponding noise from our new Gold Rush neighbors. Today I obtained a copy and read the High Speed Aggregate rezoning proposal. I must admit, I was taken aback when I read that the 3 phases of their mining plan would consume 17 years plus several more for reclamation. With our retirement approaching my wife and I now find ourselves questioning our future. Our plan was to build a $ ,000 home on our vacant lot. There is no way we are going to spend that kind of money now since our view for years to come will be a highly active placer mine (with the Mosquito range in the background). I have been a real estate broker for the past 14 years, and I do not see how we could possibly sell our vacant lot that overlooks the mining activity. We spent $90,000 on that lot and its value is now greatly diminished for years to come. Our future is uncertain at this point. My perspective may seem selfish, ie, we purchased land in a poor location, too bad for us. But as you know there are many lots as well as permanent residences surrounding and overlooking the mine and their property values are every bit as affected as ours. Based on this, we respectively request that the Planning Committee reject the rezoning efforts, let High Speed Aggregate continue and complete the land they are already leasing and mining, and let that be the end of it.
