1 Boddington PC Petition (no. 759) Presented by Fred Dumbleton; Engineer and resident of Lower Boddington
2 Boddington PC Petition Boddington Parish Council have consistently asked for a level of mitigation which would minimise the impact of HS2 on the quality of life and the property prices in our Parish. The measures requested are those agreed after discussions with the Parishioners.
3 Boddington PC Petition Our requests for adequate mitigation have been consistent, for the line to be lowered and screened, and if possible a green tunnel past Lower Boddington. HS2 have refused these requests but produced no reasonable counter proposals although they agree that HS2 is having a serious impact on our lives Where changes have been made they are the OPPOSITE of what was requested; in particular, the line has been RAISED across the whole parish, increasing the visual impact and the potential for noise nuisance. HS2 state that they have the capability of engineering the line to meet our wishes, but they decline to do so. None of their reasons is compelling. We have told them for the past 3 years that a prolonged construction period would be acceptable if it resulted in the mitigation we want.
4 Boddington PC Petition Visual Impact HS2 s design policy (paragraph 3.1): the design of all visible elements of the built and landscaped environment are sympathetic to their context, environment and social setting. The reality:
5 Boddington PC Petition Visual Impact (HS2 Photo) HS2 s flood modelling shows a viaduct much lower than proposed would meet all flood requirements including 1,000 year. If the viaduct has to clear the highest possible flood levels with 3.5m clearance then it has no need to be higher than 5m above ground level which is what we are requesting in our petition. (Appendix WR page 8)
6 Boddington PC Petition Visual Impact Proposed HS2 line is an ugly, linear, urbanising feature. Latest proposal in our parish includes: A viaduct up to 9m high and 40m long An embankment up to 7m high and 400m long Line almost continuously above ground level with visible pantograph support structure across the parish 130 acres of farmland lost to spoil dumping A Maintenance Loop

9 Boddington PC Petition Visual Impact Boddington PC continues to request: The viaduct be lowered to cater for the 1,000 year flood case The line be lowered to below ground level across the parish If possible the line be enclosed in a green tunnel If the above are not possible an embankment which shields Boddington parish should be above the height of the pantograph support structure instead of the spoil being spread over 130 acres of farmland. This was recommended by HS2 s own Environmental staff and is a low cost option.
10 Boddington PC Petition Maintenance Loop A maintenance loop has been moved into our parish at the 4 th Community Forum meeting, without consultation. This is after assurances by the CF Engineer Dan Harrison that the proposed loop and all ancillary equipment would be in a deep 14m cutting and not visible from Upper Boddington. This will create unacceptable night-time noise and light intrusion in addition to significant daytime visual impact.

13 Boddington PC Petition Maintenance Loop Maintenance Loop is a large and intrusive feature It s more than 1km long The loop itself is 130m wide The loop with 2 new roads and landscaping is 350m wide
14 Boddington PC Petition Maintenance Loop
15 Boddington PC Petition Maintenance Loop Maintenance Loop is expensive, necessitating the rebuilding of 2 separate roads. The proposed road layout/junction does not reflect the volume of traffic on the existing roads It s impractical; it s far from the nearest emergency services and accessible only by minor roads into a deep cutting.
16 Boddington PC Petition Maintenance Loop Boddington PC request that this Maintenance Loop be moved to a position where it is wholly concealed within a deep cutting minimising visual and noise impacts. It s worth noting that the HS2 line crosses the main A423 road nearby with good access for emergency vehicles and train evacuations and not close to villages. Boddington PC request that the road junction be modified to reflect measured traffic flows, improving road safety.
17 Boddington PC Petition - Noise Boddington PC are concerned about the potential noise from HS2 during both the construction and operational phases of the project.
18 Boddington PC Petition - Noise Operation Promoter has conducted a limited Baseline Noise Survey which is inadequate Only 4 long term and 3 short term monitoring locations have been used in the parish despite HS2 paying for substantially more Existing survey favours locations on the main through route and ignores the quiet residential areas

21 Boddington PC Petition - Noise Operation We request a full baseline noise survey for Lower Boddington as originally promised at multiple locations and for at least 72 hours continuously. We request that the need for mitigation is based on levels measured in residential areas and not along the main through route to achieve satisfactory mitigation for Boddington.
22 Boddington PC Petition - Noise Operation We request that full details of the proposed mitigation be provided to Boddington PC for agreement and approval before construction commences. We request an embankment between the railway and the villages of Boddington parish should be above the height of the pantograph support structure
23 Boddington PC Petition - Noise Construction 2 x Construction Camps in our small parish Life of camps has been extended to 2.75 years and 5.75years respectively without consultation. Concern about noise, dust, visual impact, working hours, lighting at night, doubling of local adult population Traffic through Lower Boddington from HGVs (up to 35/day) and LGVs (up to 300/day). 27 Boddington PC Petition Property Blight Boddington PC are concerned at the extreme effects of property blight in the parish which: Has made it impossible to sell houses at anywhere near their true market value. Has made it impossible to sell houses in a timely manner Has made it difficult to sell houses where the purchaser needs a mortgage because of lender reluctance. Estate Agents are refusing to advertise properties at their pre-hs2 value + blue book escalation so householders cannot comply with HS2s requirements

29 Boddington PC Petition Property Blight A system of full (i.e. 100%) and immediate compensation for property blight needs to be put in place QUICKLY. Residents have already suffered 5 years interference in the housing market as a result of HS2. The current proposals are grossly inadequate. Properties in Upper Boddington 1 mile from the line are suffering significant levels of blight.

31 Boddington PC Petition Summary of Requests Construct an embankment on the Lower Boddington side of the line above the level of the pantograph support structures - positively affects noise and visual impacts and avoids the dumping of spoil on 130 acres of farmland. Conduct a comprehensive Background Noise Survey using the locations identified and paid for by HS2 Ltd. Use this data to determine and agree with Boddington PC an acceptable maximum noise level.
32 Boddington PC Petition Summary of Requests The Proposer must publish details of the proposed noise mitigation measure(s) and these must be agreed with Boddington PC before construction commences. The Maintenance Loop to be enclosed entirely within a cutting as previously indicated to Boddington PC. A more practical and safe location would be adjacent to the A423

Residents have already suffered 5 years interference and gridlock in the housing market as a result of HS2. Mitigation and compensation levels need to be balanced so there is an end to property blight.
