Multi Nodal Regional ATFM/CDM Concept and Operational Trials Colombo 7 May 2014 CANSO Asia Pacific Collaborative ATM Operations Workshop, Colombo 7 May 201
Evolution of the Regional ATFM Concept Research Collaboration on Regional ATFM Concept 2013 Multi Nodal Regional ATFM Concept CANSO Whole of flight CDM Pilot Project between BKK-SIN Tripartite CDM Project between BKK-HKG-SIN
Regional ATFM Proof of Concept Project Collaboration between CAAS and Airbus ProSky 10 months proof of concept research project supported by industry partner. Develop a viable ATFM/CDM concept for Singapore and the APAC region Concept development through the concept engineering process involving concept Analysis, Exploration, Development including a benefit analysis Industry Stakeholders such as ANSPs, Airlines and airports operators played as key contributors of operational inputs 3
Objective of the research project Conduct simulation of ATFM/CDM concepts using research platform To explore a viable ATFM/CDM model for Singapore and the Asia Pacific region Demonstrate benefits of ATFM/CDM concepts for the various Stakeholders A concept of operation on ATFM/CDM for Singapore and the Asia Pacific region
Use of Existing ATFM/CDM Methods Current ATFM implementations achieve demand and capacity balance when applied to flights regulated by a single authority Asia Pacific has a number of international hub airports with limited domestic traffic to apply existing ATFM principles E.g. Hong Kong and Singapore are 100% international Concept applicable to ANSPs with significant domestic traffic Concept must be developed to regulate flights to an airport with a demand and capacity imbalance departing from ANSPs under a different control authority
The Research Project Concept development through storyboarding Gathering inputs from stakeholders for scenarios Human in the loop (HITL) simulation Refinement, finalisation and delivery of the concept. 6
Stakeholders Involvement ANSPs Airport Operator Airlines Int l / Regional Organisation
HITL Simulation - Technology Testbed Server and Storage Array Technology Testbed HITL Software Workstations Flow Manager Position (FMP) Airline Airport Operator Hosted at the Singapore Aviation Academy Departure Tower
Multi-Nodal ATFM concept of operation Each ANSP operating an independent, virtual ATFM/CDM node supported by an interconnected information sharing framework. A-CDM mechanisms, especially at busy airports, can supplement ATFM in the CDM process. Air traffic flow could then be effectively managed between participating ANSPs through agreed set of business rules for key stakeholders. Concept of Operation will allow inclusion of international flights and airborne flights Accords greater flexibility to airspace users to manage delays through collaboration and negotiation with ANSPs and Airport Operators within existing ATC procedures and constraints 9
Specifying Delay Intent Aircraft Operators are responsible for specifying delay absorption intent Gate Delay Airport Surface Delay Airborne Delay Allowing absorption of TMI delay in the air Flights can efficiently increase their EETs by a few minutes per hour of flight time by reducing cruise speed Flights measured for compliance based on delay intent A compliance window is provided to increase flexibility and account for variability 10
Regional ATFM Environment Flow Management Position (FMP) Arrival ATC Approach / Tower Departure ATC Tower En-route ATC Regional ATFM System A-CDM Flight Operations Centre (FOC) Pilot Airport Operator 11
Traffic Management Initiative (TMI) Flow Management Position (FMP) Arrival ATC Approach / Tower En-route ATC Arrival Rate Slot Assignments, Substitutions, & Delay Intent Regional ATFM System Implement TMI Maximum Surface Hold Departure ATC Tower A-CDM Flight Operations Centre (FOC) Pilot Maximum Gate Hold Airport Operator 12
Delay Management by Operators Arrival Rate Flow Management Position (FMP) Arrival ATC Approach / Tower Departure ATC Tower CTOT En-route ATC Regional ATFM System A-CDM COBT Flight Operations Centre (FOC) Delay Intent Pilot Delay Intent Gate Airport Operator 13
Stakeholders Roles in ATFM Aircraft Operators Provide delay absorption intent to ATFM System Share delay absorption intent with pilots Monitor flight progress for compliance Manage flight delay intent and substitute flights if necessary Pilots Responsible for meeting intended delay absorption within tactical ATC constraints Departure ATC Potentially monitor compliance with Intended TOT En route ATC Aware of TMIs but minimal interventions required Arrival ATC Potentially monitor compliance with Calculated Time Over Fix or Calculated Landing Time 14
Operational Benefits of ATFM Optimal Capacity Utilisation Demand smoothing and more predictable flow of traffic Optimized management of resources Predictability leads to Better and Effective planning Efficient deployment of ground resources Estimated Landing Time ATFM Estimated Landing Time
ATFM Network Operational Trial An ATFM Operational Trial between China (Sanya ACC),Hong Kong China, Indonesia, Malaysia, Singapore, Thailand and Viet Nam using the concept of distributed multi-nodal ATFM network Target to commence operational trial in June Trial will involve airspace users, airport operators, from participating States. Regular stakeholder interaction over the coming months to prepare reach the level of readiness 16
