12 Capacity Monitoring The possible delays are managed on the ground. For every IFR traffic, there is a calculated time over each sector according to Flight Plan (FPL). If there are slots at the time, no delay. If not, the flight is allocated in the closest slot. Sector capacity is defined considering the complexity of the flow and the actions required. The local FMPs monitor demand vs capacity and propose regulations, re-routings or other STAMs. enaire.es División de Planificación y Certificación 11
