10 The West Virginia Public Service Commission (PSC) supervises and regulates the rates, services, operations and most other activities of all public utilities and many common and contract motor carriers of passengers and property within West Virginia. The PSC processes and acts on petitions filed by these regulated entities and acts upon complaints against utilities and motor carriers. The PSC is also authorized by law to provide legal, engineering, financial advice and assistance to certain water and sewer utilities. 14 Sixty-six percent of a human being is water. Seventy-five percent of the human brain is water. You could survive about a month without food, but only 5 to 7 days without water. West Virginia Rural Water Association provides free classroom training and on site technical assistance for rural water and wastewater systems with funding made available from USRDA, EPA, and the WV Bureau for Public Health. WVRWA has helped improve the knowledge, operational skills and technical expertise of system personnel and their governing boards in all 55 counties. In September of 2001, WVRWA received National Rural Water Association s highest honor with the coveted Association of the Year Award. In recent months, WVRWA has expanded its classroom training to include computer based classes such as Microsoft Excel and Access. WVRWA s classroom sessions are attended annually by over 1,600 participants at locations across the state. In April of 2003, WVRWA launched a special training component to assist OIT s and Class ID operators in successfully completing the Class I exam. 22 Rural Community Assistance Programs (RCAP) originated in 1980 when Federal funds were dedicated to initiating technical assistance programs to assist low income individuals and rural communities with water and wastewater infrastructure needs. West Virginia Rural Community Assistance Program is part of the Great Lakes Rural Community Assistance Program (GLRCAP) which is part of the national network of six regional non profit organizations of rural service providers. GLRCAP includes the states of West Virginia, Ohio, Illinois, Indiana, Kentucky, Michigan and Wisconsin. West Virginia RCAP is sponsored by West Virginia Community Action Partnership. The primary funding agencies for the WV RCAP program are the United States Environmental Protection Agency, the United States Department of Health and Human Services and the United States Department of Agriculture Rural Utility Service. During the past decade, the West Virginia RCAP Technical Assistance Providers (TAPs) have provided free services to over 100 communities throughout the Mountain State solving drinking water, wastewater and solid waste problems. In that effort, the WV RCAP TAPs have leveraged over $23,000,000.00, resulting in affordable infrastructure systems, while minimizing user free impacts on lower and moderate income community residents. Assistance to small, rural, low to moderate income individuals and underserved communities in developing and maintaining infrastructure to improve the quality of life for rural residents in the Mountain State. 24 The West Virginia Environmental Training Center (ETC) located at Cedar Lakes in Ripley, West Virginia, provides training and technical assistance on a wide range of water and wastewater topics. The center houses a comprehensive library of manuals, videos, and magazines. ETC also performs limited lab services and conducts field visits.
