1 NOGEPA Information for Helicopter Passengers NOGEPA (Netherlands Oil and Gas Exploration and Production Association) is the representative body of oil and gas producing businesses in the Netherlands, onshore and offshore in the Dutch sector of the North Sea. Nogepa's objective is to ensure that oil and gas reserves are produced as efficiently and safely as possible, with respect for the environment. The association represents the interests of all its members and associate members, mindful of the great importance of the social context. Developments in the field of safety, sustainability and climate are monitored carefully. Following the NOGEPA Industry Day 2009, this document was produced in cooperation with the oil companies, suppliers and logistics service providers. This document describes the general guidelines for the industry. Individual companies may impose additional rules. Find out about any additional rules that may apply before you go offshore. The most recent version (2015) of this document can be found on our website: This is version EN STEP 1 Before the flight You cannot go offshore without special dispensation if you: have a condition or disability that would make it impossible to work safely are under the influence of alcohol, drugs or any other substance that is a depressant or impairs your response Possession of the following items is forbidden: Alcohol Drugs Weapons Radios (including pagers and mobile phones when switched on). If you are going offshore, the following is compulsory 1 : Offshore medical check recognised by Nogepa Basic Offshore Safety Training Introduction Course and Emergency Response Training (0.5a) including HUET (Helicopter Underwater Escape Training) CA EBS Compressed Air Emergency Breathing System (Nogepa 0.5c) Basic safety certificate (e.g. VCA, MIST or an equivalent certificate issued in another country) Personal medicines: Medicines must be declared to Security at Den Helder Airport. On arrival at the offshore installation, report the use of prescribed medicines (where they might affect your judgement or response) to the Medic or the HMI. When offshore, you must be in possession of or be provided with the following items: Safety shoes, safety glasses, safety helmet, fire-resistant overalls, hearing protection Easy fit work clothing appropriate for your work Closed casual shoes (open-toed shoes are not allowed) 1
2 STEP 2 At the airport Den Helder Airport opening times Monday to Friday: 07:00 22:00 Weekends and public holidays: 07:00 11:00 and 14:00 20:00 Check-in opens at: 06:00 every day Den Helder Airport is a no-smoking airport. Check-in Check in at the Peterson or CHC check-in desks, depending on which oil and gas company you are working for. You must be in possession of: A valid international travel document (passport / national identity card) Your travel document must be valid for at least 14 days beyond the date of departure NOGEPA / Deltalinqs safety passport (PSL) (for NL passengers only) You or your employer must be able to present the required certificates, if asked to do so. Baggage The maximum weight of baggage that may be taken on board is 23 kg per person 1 The maximum weight includes notebook computers and is the combined weight of all bags No excess baggage will be accepted unless requested at time of booking or with the permission of the Operator. Your baggage must be packed in a strong bag or suitcase. Because of the limited baggage space, bags are preferred. Baggage packed in plastic bags and/or cardboard boxes is not permitted. Dangerous goods, such as flammable liquids, explosives, ignition mechanisms, magnetic materials, pressurised gases and radioactive, corrosive or toxic materials may not be transported in baggage 2 Batteries for notebook computers and other goods that use lithium or NiCad cells may be classified as hazardous goods. IATA regulations apply to the transport of lithium and NiCad batteries. From 1 January 2015, non-rechargeable lithium batteries may no longer be carried. A notebook computer must be carried in a strong case (made from strong plastic or aluminium with a protective foam lining on the inside). It should be marked with a 'FRAGILE' label on check-in. If you present a notebook computer for transport in any other way, you do so at your own risk Further information about the safe transport of notebook computers is available at the check-in desk. Any damage to a portable computer should be reported to a check-in agent as soon as possible. Accompanied freight 2
3 If the nature of your work means you need to carry goods offshore in excess of the above baggage limits, they will be considered to be accompanied freight. Accompanied freight is governed by the following rules: Must be reported to the freight agent Correct freight documentation is your own responsibility Your freight must be compliant with the NOGEPA Air Freight Regulation Flights will close 45 minutes before the scheduled departure time at the latest. Once a flight closes, check-in will no longer be possible During check-in, make a check of your personal details and emergency contact details After check-in, you will receive baggage tags and a boarding card Affix the baggage tags correctly and in the right place Present your baggage at the Airport Security desk Keep your boarding card to hand When your flight is called, go to the departure lounge for: A) passport control by border guards B) then proceed to Security for the security check and to follow the Safety Briefing Switch your mobile phone off The procedure for collecting your survival suit depends on which oil and gas company you work for. This will be either immediately after check-in or after the Safety Briefing Clothing Bear the following compulsory clothing requirements in mind before you hand in your baggage: 3 layers of clothing on your trunk, 1 of which has long sleeves 1 1 pair of long trousers Closed shoes (not boots) The survival suit and the life jacket should be donned in the departure lounge. Airport personnel will accompany you to the helicopter. Always follow the instructions of airport personnel. Always make sure your hearing is properly protected before accessing the airport apron It is not permitted to wear headgear while on the airport apron Hand your boarding card to the accompanying airport personnel when boarding Passengers travelling offshore for the first time will be given a coloured band to be worn on the upper arm. These passengers may not sit next to an emergency exit. 3
4 STEP 3 During the flight Carefully read and follow the safety instruction card immediately after boarding The use of electronic devices (smartphones, tablets, etc.) is not permitted. These devices should be kept switched off (not just in flight mode) throughout the flight Reading is not allowed during the start, taxiing, take-off and landing, and any reading materials should be stowed away. Newspapers are not allowed in the cabin. Touching or interfering with the door handles during the flight is not permitted Seeking the attention of the crew without good reason is not permitted Activating the life jacket inside the helicopter is strictly prohibited STEP 4 Arrival at your offshore destination After landing, only unfasten your safety belt when instructed to do so by the crew or the Helicopter Landing Officer (HLO). Never open the door of the helicopter yourself, but always leave it to the crew, the platform attendants or the HLO The HDA (Helideck Assistant) will unload the baggage and place it outside the helicopter Leave the helicopter when instructed to do so by the HLO and take your unloaded baggage with you Freight will be unloaded and taken by the HDA Leave the helideck when instructed to do so by the HLO Remove your life jacket once you are below decks and hand it to awaiting passengers or return it to the HLO Report to the radio room or control room, as indicated by signs and/or arrows You will be shown a video instruction on health, safety and the environment (HSE). Following this instruction is compulsory. Ensure that you familiarise yourself with the safety instructions and rules applicable on board the platform 4
5 STEP 5 Interfield flights and return to the airport All the rules set out above (clothing, weights, etc.) also apply to the return flight and interfield flights. Specifically for interfield flights, you should bear the following in mind: 1. Ensure you know what type of helicopter you will be flying with. You must have watched the safety briefing for this type of helicopter before the start of the flight. 2. Some oil and gas companies have lower standard weight limits for baggage. Enquire about these and adjust your baggage accordingly. If you are taking all your baggage to the next destination, make sure all your bags are weighed and logged on the manifest. 3. You need to have a valid travel document even for interfield flights. If the helicopter has to divert to an airport and you are not in possession of a valid travel document, this could cause some serious inconvenience. 1 Individual oil and gas companies may have different rules in place.
