AIC A10/04 17 DEC 04 AERONAUTICAL INFORMATION CIRCULAR OPERATIONAL LETTER OF AGREEMENT BETWEEN THE MAIQUETIA AREA CONTROL CENTER (ACC) AND THE SAN JUAN COMBINED CENTER/RADAR APPROACH CONTROL (CERAP) SUBJECT: PROCEDURES RELATING TO THE COORDINATION OF IFR AIR TRAFFIC BETWEEN MAIQUETIA ACC AND SAN JUAN CERAP 1. Purpose: This document establishes the coordination and operational procedures to be applied by Maiquetia ACC (SVMI) and San Juan CERAP (ZSU) with respect to aircraft crossing the common FIR/CTA boundary as described in the ENR Section of the appropriate AIPs. These procedures are complementary to procedures established in ICAO Standards and Recommended Practices and Federal Aviation Administration Directives pertinent to the respective States. 2. Effective Date: 20 th of January 2005 at 0901 UTC 3. Distribution: Maiquetia ACC, San Juan CERAP, ICAO Regional Office, FAA International Office (AAT-30) 4. General Items 4.1 The Clearance Limit shall in all instances be the airport of destination. 4.2 Except for prior coordination effected individually for each flight off airways, the air traffic between the CTA/FIRs of SVMI and ZSU shall be routed along ATS routes outlined in the respective AIPs. 5. Coordination Procedures 5.1 ATS Routes: Transfer of Control Points (TCPs) for aircraft crossing the common boundary will be as follows: Route s TCPs Geographical Coordinates WGS-84 Datum Coordinates G432 ARMUR N W N W A516 MILOK N W N W A300 KIKER N W N W UL337 ARMUR N W (See Par. 5.3) N W
2 5.2 Direct Routes: Transfer of Control Points for aircraft crossing the common boundary on direct routes are the coordinates of the boundary crossing point or a position abeam the nearest reporting point. 5.3 Special Routings: Procedures for aircraft on special routing UL Traffic on UL337 shall be coordinated 20 minutes prior to the ARMUR estimate If San Juan is unable to accept traffic on UL337 due to military activity or crossing traffic, aircraft shall be re-routed via ARMUR G432 DDP then airways to Santo Domingo ACC or Miami ARTCC. 6. Coordination Methods 6.1 The SVMI/ZSU Direct Voice Circuit will be used as the primary means of coordinating all active IFR air traffic. 6.2 In case a change in actual Flight Plan is required or requested by an aircraft in the vicinity of the FIR boundary, the transferring ACC must effect coordination before authorizing the change. The statement in the vicinity of the FIR boundary is considered to be a distance equal to or less than 10 minutes flying time of the aircraft concerned If the aircraft cannot be accepted under the conditions proposed by the transferring ACC, the receiving ACC will notify the transferring ACC of the changes that will be required in the current flight plan in order for the flight to be accepted Any deviation from the clearances described above shall be coordinated between both ACCs. 7. Separation 7.1 Vertical AIRCRAFT FL290 AND BELOW SEPARATION FL290-FL410 FL410 AND ABOVE RVSM Approved 1000 Feet Non-RVSM Approved 1000 Feet 2000 Feet* 2000 Feet *Note: When Non-RVSM approved aircraft (State, lifeguard/humanitarian, and maintenance ferry/delivery flights) intend to operate in RVSM airspace, the supervisor of the transferring ATS Unit shall provide initial notification to the supervisor of the receiving ATS Unit at least sixty (60) minutes prior to the estimated boundary crossing time. In the case of Non-RVSM approved traffic, which will depart from locations where the flying time for the particular aircraft will be less than sixty (60) minutes from the common UTA/CTA boundary, initial notification must be effected between the respective Units as soon as possible. Normal coordination procedures per paragraph 10 of this document shall be affected by the respective controllers for these and all other aircraft.
3 7.1.1 That airspace within the San Juan and Maiquetia FIR from FL290 up to and including FL410 has been designated as RVSM Exclusionary airspace. Aircraft may be assigned altitudes above or below the RVSM stratum, as traffic requires and workload permits. Altitude assignments for direction of flight will follow the odd altitude assignment for magnetic course degrees and even altitudes for magnetic course degrees for flights up to and including FL Non-RVSM approved State, lifeguard/humanitarian, and maintenance ferry/delivery flights aircraft are to be accommodated within RVSM airspace, workload permitting. Vertical separation of 2,000 ft. shall be applied to such aircraft Approve requests to climb above RVSM airspace if workload permits, and climb can be unrestricted. Vertical separation of 2,000 ft. shall be applied to these aircraft An aircraft operating within RVSM airspace that loses an equipment component required for RVSM flight and advises ATC, unable RVSM due equipment shall be removed from RVSM airspace. Vertical separation of 2,000 ft. shall be applied to these aircraft Suspension of RVSM Operations The San Juan and Maiquetia ACCs shall notify each other when RVSM is suspended. Vertical separation shall revert to 2000 feet between FL290 and FL410 inclusive 7.2 Longitudinal Aircraft of similar type and airspeed below FL200 on the same or similar track twenty (20) minutes With the utilization of the Mach Number Technique (MNT), at or above FL200, applicable longitudinal separation shall be ten (10) minutes, or 80NM RNAV, between aircraft at the same level, on the same route, at the same Mach When NOT applying Mach Number Technique, the minimum longitudinal separation to be used between aircraft flying at the same flight level on the same ATS route, overflights, and/or non-radar shall be fifteen- (15) minutes at/or above FL In the event of a complete communications failure between San Juan CERAP and Maiquetia ACC longitudinal separation shall be - 20 minutes in all cases. 7.3 Lateral Aircraft entering San Juan CTA/FIR on UL337 or on direct routes shall be protected 45 NM either side of centerline. 8. Assignment of SSR Codes 8.1 Maiquetia ACC and San Juan CERAP shall instruct all transponder-equipped aircraft to squawk the SSR code assigned by the respective ATS Units. 9. Communications
4 9.1 Transfer of Air/Ground communications of an aircraft from the transferring facility to the receiving facility shall be made at least five (5) minutes prior to the transfer of control point indicated in sub paragraphs 5.1 and 5.2 of this agreement San Juan CERAP shall transfer aircraft communications to Maiquetia ACC on frequency MHz Maiquetia ACC shall transfer aircraft communications to San Juan CERAP on frequency MHz. 9.2 In the event of failure of the San Juan/Maiquetia direct voice circuit, Ground/Ground communication will be as follows: Transmittal and acknowledgement of receipt through: SVMI/TNCC, ZSU/TNCC direct speech circuits SVMI/TTPP, TTPP/ZSU direct speech circuits Commercial telephone Aircraft relay 9.3 In the event of simultaneous failure of the Curacao and Piarco voice circuits and the commercial phone (complete), the transferring facility will clear aircraft to a point completely within the lateral limits of the transferring ATS Unit, at an appropriate altitude/flight level for direction of flight, and transfer communications to the receiving facility in sufficient time for the aircraft to receive further clearance without delay. The receiving ACC shall clear the aircraft into its airspace and instruct the aircraft to advise the transferring ACC when coordination has been completed with the receiving ACC. 9.4 In the event of failure of the TNCC/SVMI or ZSU/TNCC direct speech circuits, SVMI and ZSU agree to act as relays for the affected ACC. 10. Flight Plan Information 10.1 Flight Plans on all aircraft operating from airports located within the San Juan and Maiquetia Territories and which are expected to cross the common boundary shall be transmitted via AFTN so as to reach the receiving facility at least 30 minutes prior to the time the aircraft is expected to cross the Transfer of Control Point Flight Plans for Non-RVSM Approved aircraft, (State, lifeguard/humanitarian, and maintenance ferry/delivery flights), operating between airports within the San Juan CTA and Maiquetia CTA that will cross the common boundary between these facilities, should be transmitted via AFTN so as to be received by the receiving facility at least sixty (60) minutes prior to the boundary estimate, if feasible In the event of failure of the AFTN circuit, when the flight plan has not been transmitted previously, the transferring facility will forward to the receiving facility via voice circuit, the abbreviated flight plan at least 20 minutes prior to the time the aircraft is expected to cross the Transfer of Control Point Estimate information shall be transmitted by the transferring facility to the receiving facility, in English, at least 20 minutes prior to the time the aircraft is expected to cross the Transfer of Control Point. Spanish may be used only when strictly necessary.
5 10.3 The receiving facility shall be notified whenever an estimate varies by 3 minutes or more from the previously notified estimate The transferring facility shall notify the receiving facility of any significant change in flight plan information before the aircraft crosses the Transfer of Control Point and shall not change the flight level of the aircraft once they are within 10 minutes flying time of crossing the common boundary, unless previously approved by the receiving facility. 11. Other 11.1 There will be no deviations from the procedures specified in this document unless prior coordination is effected which completely defines the responsibilities in each case Maiquetia ACC agrees to pass information on all unknown traffic observed to be operating within 10 NM of the common FIR/CTA boundary. 12. Revisions 12.1 This document will be subject to revision whenever Standards, Recommended Practices or Supplementary Regional Procedures contained in it are modified and when new communications facilities or new air traffic services, which might affect these procedures, are commissioned. For any other matter, which might make it advisable to change this document the interested facility will propose the pertinent revision The dissemination of the Letter of Agreement and of its subsequent modifications will be made in full no less than 30 days prior to the effective date, and furthermore, the facilities will be included in their respective Manuals and AIPs, ENR Section, those parts of interest to air operations As soon as this present Letter of Agreement becomes effective, it will supercede the existing one dated 9/14/99, and will therefore constitute the official document, which governs the relations between the respective ACCs.
