The intersection at Clarkway and Castle Oaks Crossing is extremely dangerous for students crossing the road. The number of students crossing continues to increase as our French Immersion program grows. Most of our students who walk cross at Castle Oaks and Long Branch causing gridlock at the intersection during dismissal as they all cross during that time period. This causes safety concerns as cars try to get through between the students. Have you told anyone at the school about of this issue? Yes No Principal October 23, 2017 Who did you tell? When? As the principal, I have received numerous requests from concerned parents for crossing guards to be placed at both of the intersections mentioned above. The issue was raised at our recent school council meeting held on October 23, The number of students travelling across Clarkway has increased as our French classes have grown and continue to grow resulting in more students crossing at the intersection. As well, the number of walkers crossing at Long Branch has increased as the school has grown resulting in deadlock at dismissal time. 10 Brampton School Traffic Safety Council Site Inspection Report Date: October 18, 2017 Ward: 8 School/Location: Walnut Grove Public School, 10 Pinestaff Road Principal: Pamela Lone Time(s): 8:45 a.m. 9:15 a.m. 3:30 p.m. 4:00 p.m. Phone: Weather: Sunny and mild Requested By: Sabrina Bineesari (Vice Principal) Nature of Problem: Buses removed in September 2017 due to students using pathways, a review for safety due to increased number of pedestrians using intersection of Pinestaff Road and Tappet Drive to get to school Observers Present: Kim Bernard, Team Lead, Crossing Guards (a.m. and p.m.); Max Kazman, Member (a.m. and p.m.); Rakesh Joshi, Member (a.m.); Mike Lobraico, Member (p.m.); and Albert Masih, Member (a.m.); Observations: 1. Walnut Grove Public School has an enrolment of 1025 students. Six large buses and three small buses transport students to and from school. 2. "Fluorescent Green School Area" and "Maximum 40 Km/hr" signs are posted on Pinestaff Road and Tappet Drive. 3. "No Stopping" restrictions are posted on the north side of Tappet Drive from Pinestaff Road. to the entrance of the bus loading area. 4. A crossing guard is positioned at the signalized intersection of Tappet Drive and McVean Drive to assist with crossing at the east leg of the intersection. School crossing ahead signs are located in advance of the crossing. 5. Approximately three cars travelling westbound, passed an (eastbound) school bus that was stopped with lights flashing and the stop engaged on Tappet Drive during the morning inspection.
11 A bus from the Parkview bus company was stopped very close to the southwest corner of Lone Rock Circle and Tappet Drive for approximately 10 minutes in the morning and then eventually entered the Kiss and Ride. This blocked sight lines and created a significant safety hazard for eastbound traffic on Tappet Drive and for vehicles exiting Lone Rock Circle. 7. Three-way stop signage is located at the intersection of Pinestaff Road and Tappet Drive with all legs of the intersection painted with ladder stripping. There are two walking routes or pathways, one east and the other west of the intersection, both leading on to the south side of Tappet Drive. These pathways connect and lead pedestrians east to Degrey Drive. The westerly pathway was temporarily closed due to storm drainage maintenance, and all but a few pedestrians used the easterly pathway without issues to get to the intersection. 8. For the morning inspection, approximately 50 students crossed the west leg of the intersection of Tappet Drive and Pinestaff Road, and more than 130 crossed the east and north leg. There was some difficulty when pedestrians crossed. Impatient drivers sounded their horns to rush pedestrians across or blocked the crosswalk making pedestrians walk around vehicles to cross the road. 9. In the afternoon, the same number of pedestrians crossed with some difficulties when the traffic was moving, and with considerable difficulty, when traffic was at a standstill due to congestion and cars blocking the intersection. Pedestrians were scrambling through the middle of the intersection while some used the west and north legs of the intersection. 10. Approximately children crossed midblock on Tappet Drive from Lone Rock Circle east to the closed westerly pathway at the Parkette. 11. Cars queued on Pinestaff Road to turn left into the Kiss and Ride and in the process blocked the intersection of Pinestaff Road and Tappet Drive. Two vehicles passed this lineup on the left and drove into oncoming traffic in order to turn left into the Kiss and Ride and then drove the wrong way in the parking lot to get to a parking spot. One vehicle passed this lineup on the left into oncoming traffic, to pass and continue northbound on Pinestaff Road. 12. Cars parked and stopped in the 'No Stopping' areas along the north side of Tappet Drive adding to the congestion. 13. On the afternoon inspection, a staff member, wearing a vest, holding an oversized stop sign, helped students and parents across the entrance/exit of the Kiss and Ride and also assisted students/parents to cross Pinestaff Road. Given all the congestion, drivers passing the line-up of cars entering the Kiss and Ride could not see the staff until they were directly in front of the car. The staff member had no control of pedestrians as they ran ahead of him. Significant safety concerns were noted for the staff person, as well as the pedestrians.
12 Recommendations: 1. That the site inspection report be received; and 2. That the Manager of Traffic Services be requested to arrange for the Crossing Guard Office to conduct a Crossing Guard Warrant study to determine the placement of a crossing guard at the intersection of Tappet and Pinestaff Drive; and 3. That the Manager of Enforcement and By-Law Services be requested to arrange for staff to enforce parking restrictions along Tappet Drive during school arrival and dismissal times; and 4. That the Principal be requested to: i) Advise school staff to assist only those pedestrians/students crossing the roadways on the school property ii) Send educational reminders to parents and students about safe crossing at the intersections and proper use of the Kiss and Ride; and, 5. That Student Transportation of Peel Region be requested to contact the bus company to advise the driver not to park in the vicinity of Lone Rock Circle and Tappet Drive for an extended time.

Posted speed limit is 40 km/h and Fluorescent Green School Area signage is in place north and southbound on Veterans Drive. 2. No Parking, 8-5, Mon-Fri restrictions are located on both east and west sides of Veterans Drive in front of the school. 3. Veterans Drive is a two lane roadway, with curb side bicycle lanes for both east and westbound cyclists. 4. This school is located on the west side of Veterans Drive, in a new subdivision and construction is ongoing on Veterans Drive north of Sandalwood Parkway. 5. A crossing guard is positioned at the signalized intersection of Veterans Drive and Sandalwood Parkway to cross pedestrians on the west leg of the intersection. The intersection is not highlighted with ladder stripping. 6. This is a school of 345 students, with three large buses and one small bus. North of the school, there is an entrance/exit leading to the parking lot with a Kiss and Ride. Two staff members wearing safety vests assisted at the Kiss and Ride area. The Kiss and Ride area is clearly marked, but ladder stripping was missing to distinguish the drop off lane and drive through lane. The drive through lane is marked with directional arrows for traffic flow.
16 When staff members were at the Kiss and Ride area, the flow of cars was smooth but as soon as staff members left, cars parked and parents vacated their cars to watch their children in the Kindergarten area. 8. A separate bus loading area is located in front of the school property, clearly marked with buses only signage and pavement markings to show the bus loading area and drive through lane. 9. During both the morning and afternoon, cars stopped and parked on the west side of Veteran Drive, in front of the school. Some vehicles dropped off students but many drivers left the vehicles to walk the students around to the back of the school. 10. No pedestrians were observed crossing midblock from the school to the residential complex directly across Veterans Drive. Recommendations: 1. That the site inspection be received; and 2. That the Principal be requested to: a) arrange for the Kiss and Ride drop off lane to be highlighted with ladder stripping for added safety and clarity and distinguishing between drop off and drive through lanes; b) continue to educate students and parents regarding safety of children around schools; and 4. The Manager of Enforcement and By-Law Services be requested to enforce restrictions on Veterans Drive in front of the school during the arrival and dismissal times; and 5. That the Manager of Traffic Services be requested to arrange for enhanced pavement markings to be placed at the intersection of Veterans Drive and Sandalwood Parkway.

18 Brampton School Traffic Safety Council Site Inspection Report Date: October 11, 2017 Ward: 6 School/Location: McClure Public School, 50 Parity Road, Brampton Principal: David Young Time(s): 8:15 a.m. & 3:10 p.m. Phone: Weather: Cloudy with light rain Requested By: Council Office and Devi Mandall, Brampton resident Nature of Problem: Crossing Guard requests at Parity Road/Richmead Road, and James Potter Road and Richmead Road Observers Present: Charles Gonsalves, Citizen Member (AM), Max Kazman, Citizen Member, (AM & PM), Albert Masih, Citizen Member (AM), Patrick Doran, Chair, (PM), Kim Bernard, Team Lead, Crossing Guard (AM & PM) Observations: 1. The school is attended by 722 students and is serviced by eight large buses and three smaller buses. 2. Fluorescent green school area signs are displayed on Parity Road and Richmead Road and the posted speed limit is 40 km/h. 3. A driveway is located at the north end of the school property that leads to a large parking lot for teachers and the public, and a Kiss and Ride is positioned around this parking area and exits on to Parity Road. 4. A second entrance is off Parity Road and runs parallel to the front of the school and exits at the south end of school property back to Parity Road. The driveway has two lanes, one for buses only and the other is a drive through passing lane. 5. Sidewalks are available on both sides of Parity Road. 6. At present, construction is ongoing in the area. All Way Stop signage is located at Richmead Road and Parity Road. The signs are temporarily mounted on posts due to construction. There is no crosswalk hatching.
19 In the morning, approximately 44 students crossed at the intersection of Parity Road and Richmead Road, and approximately 50 students crossed in the evening. Approximately 50 crossed Parity Road north of the school. 8. Vehicles parked on east side of Parity Road in front of the school between Exton Road and Ebury Road during both site inspection times. 9. The driver of a large school bus blocked the southbound lanes of Parity Road as the driver chose not to wait for a space in the bus loading area to drop off students. This caused some congestion at the intersection of Exton Road and Parity Road. 10. The bus loading area was coned off during the morning site inspection but not in the evening. There were a number of staff assisting in the loading/unloading of buses. One staff member wearing a safety vest worked the Kiss and Ride section and no issues were seen. 11. The intersection of James Potter Road and Richmead Road is located west of the school. Students have to cross James Potter Road, which is 4 lanes, without the assistance of a crossing guard or other form of traffic control. The speed limit on James Potter Road is posted at 40 km/hr. During the site inspection there were approximately 22 pedestrians crossing James Potter Road and there was a concern regarding the lack of safe gaps in the traffic flow. Recommendations: 1. That the site inspection be received; and 2. That the Manager of Traffic Services arrange for: a. The implementation of No Stopping, Monday- Friday, 8-5 on the east side of Parity Road between Exton Road and Ebury Drive b. Placement of enhanced pavement markings at the intersection of Parity Road and Richmead Road; and 3. That a Crossing Guard Warrant Gap study be conducted for the intersections of James Potter Road and Richmead Road, and Parity Road and Richmead Road; and 4. That a study be undertaken to determine if traffic signals are warranted at the intersection of James Potter Road and Richmead Road; and 5. That the Manager of Student Transportation of Peel Region review the concern regarding school buses blocking the roadway and creating traffic congestion at Parity Road.

The northern intersection of Echoridge Drive and Queen Mary Drive is on the east side of Queen Mary Drive between Kanata Road/Knightswood Crescent and the southerly intersection of Echoridge Drive/Thimbleberry Street and Queen Mary Drive. 2. The posted speed limit is at 40km/h. No Stopping, 8-5, Mon-Fri signage is posted on both sides of Queen Mary Dr. from northerly intersection of Echoridge Drive to the southerly intersection of Echoridge Drive/Thimbleberry Street. No Stopping anytime signs are located on both sides of the School Crossing Guard area in front of Rowntree Public School. 3. Three schools are located on this stretch of Queen Mary Drive: Rowntree Public School, St. Lucy Catholic School JK-8, and Cheyne Public School. St. Lucy Catholic School is located on Kanata Road just west of Queen Mary Drive and the other two schools are located at midblock. 4. A pathway is located between Rowntree Public School and St. Lucy Catholic School that leads directly across from Echoridge Drive. This pathway connects pedestrians walking from the back of the schools on Beavervalley Drive to the three schools on Queen Mary Drive. 5. There are two crossing guard locations on Queen Mary Drive. The crossing guard located in front of Rowntree School is assigned duty times in accordance with Rowntree school at 8:15 a.m. - 8:45 a.m. and 3:00 p.m. - 3:30 p.m. The crossing guard located at the All Way Stop at Queen Mary Drive and Knightswood Crescent/Kanata Road is assigned duty times in accordance with St. Lucy school at 8:30 a.m. - 9:05 a.m. and 3:30 p.m. - 4:00 p.m.
23 Crossing guards are in place for K-5 students but the guards cross all pedestrians while they are on duty. It is important to note that Cheyne Public School morning bell rings at 9:00 a.m. and dismissal at 3 p.m. Any Cheyne Public school students coming from north/east of the intersection of Queen Mary Drive and Kanata Road/Knightswood Crescent can safely cross the south leg of the intersection both in the morning and afternoon (with exception of a few PD days) with the assistance of the crossing guard or with the crossing guard located in front of Rowntree School in the morning until 8:45 a.m. and after school from 3:00 p.m. - 3:30 p.m. 7. During the site inspection, pedestrian crossing was minimal at the east leg of the northern intersection of Queen Mary Drive and Echoridge Drive. No concerns were noted both for the morning and afternoon inspection as traffic stopped for the pedestrians to cross. Many parents parked on Echoridge Drive to walk their children to either Rowntree School or St. Lucy School. A few parents crossed midblock on Queen Mary Drive at this intersection rather than walk to the crossing guard in front of Rowntree School. 8. Vehicles were parked in the restricted areas on Queen Mary Drive at both inspection times and this caused traffic congestion. Recommendations: 1. That the site inspection be received; and 2. That the Manager of Enforcement and By-Law Services be requested to enforce restrictions on Queen Mary Drive during the arrival and dismissal times for the schools, making the evening times a priority; and 3. That the Manager of Traffic Services arrange for a Pedestrian Cross-Over study on Queen Mary Drive in the vicinity of the schools to determine if one is warranted at that location; and 4. That a crossing guard is not warranted at the northerly intersection of Queen Mary Drive and Echoridge Drive.
