1 REGULAR MONTHLY MEETING TUESDAY, JANUARY 16, :00 PM BOROUGH COUNCIL CHAMBERS MINUTES THE REGULAR MONTHLY MEETING OF THE GLASSPORT BOROUGH COUNCIL WAS CALLED TO ORDER BY THE VICE PRESIDENT OF COUNCIL, EUGENE SKERKOSKI. ROLL CALL: BRADLEY; PRESENT; CRNCIC, PRESENT; KOWALSKI, PRESENT; KUDLA, PRESENT; SKERKOSKI, PRESENT; TRUNZO, PRESENT; DIMARCO, ABSENT; MAYOR EVANOVICH, PRESENT. PLEDGE OF ALLEGIANCE. CITIZENS CONCERNS AND REQUESTS: Ernie Kantorczyk Naomi Avenue, Glassport Boro Mr. Kantorczyk asked if the Borough had an engineer? I never hear any reports. Eugene Skerkoski, Vice President of Council replied that they only attend if we need them. We had stopped bringing them to the meeting because it was costing us too much money. Mr. Kantorczyk asked about Act 537 which separates the storm and sanitary sewers. Mr. Skerkoski commented that we are not in that yet. Mr. Trunzo said you just can t have your water running into the sewage and have it running off your house into the sewers. John DeSue, Borough Manager said most of the municipalities around us don t have their own sewage plant so they won t have to worry about this. Solicitor Gary Matta said as long as your plant has not been cited you don t have to worry about anything right now. Mr. Kantorczyk said I won t be around to see it happen. Thomas Bradley, Councilman, said the increase in the sewage was to be put in a separate account to keep the plant going. We bought some flight boards and pumps and we are having a lot of things going on at the plant. We project $46,000 a year with the increase in the sewage and the price of equipment keeps going up. The cost of some of the things that we are purchasing cost between $10,000 and $12,000. MOTION: Crncic seconded by Trunzo To accept the minutes for the Month of December, 2012.
2 Parks and Recreation Committee: David Kowalski, Chair/Council 2 I have seven ladies and two gentlemen that will be helping me. The ladies husbands are participating also. There will be a meeting on January 26, All businesses from Glassport will be invited to get them involved with what we are going to do. The meeting will be at Max and Odie s at noon. On Tuesdays and Saturdays in February, we will be registering children in town for the events that we have. The children will receive a card and all they will have to do is register. To provide adequate whatever for the event. We will get their address and a more secured view point. This is a new thing, but we are going to work through it. This will be a connection with the Development Corporation to provide certain things in the Borough. QUESTION: Thomas Bradley asked if someone moves into the Borough in June or July how do they find out about this registration? Dave Kowalski said they will have to find out by word of mouth and also we are going to have a lot of publication for this. Municipal Buildings & Property: Nancy Crncic, Chair/Council Nancy Crncic reported that a new law went into effect January 1, 2013, regarding the discarding of electronics. The landfills will no longer accept electronic equipment so Nickolich Sanitation will no longer pick these items up during the garbage collection. Guardian Storage on Lebanon Church Road is accepting electronic equipment and televisions. Their hours are between 9 am and 6 pm. Also she reports that the Monongahela River is in second place out of six to be voted for the best river in the State of Pennsylvania. She has all of the information on this if anyone would like to vote. The voting is until this Friday. First place will receive $10,000. Twin Rivers Council of Governments will hold their annual meeting at the Borough of Glassport Council Chambers on Thursday, January 31, 2013 at 6:30 p.m. Mayor, Council and Secretary s are invited.

You must sign up at the Center. Bus trip to Rivers Casino Wednesday, Jan. 30 th. Leave at 9 am Return at 4 pm. Sign up at Center. 3 The contract for sanitation is up for bid. This will be advertised in the newspaper. Continue to put trash out the night before your scheduled pick up day. The Sanitation Contract is up for bid and it will be getting advertised in the paper within the next couple days. WRITTEN REPORTS OF BOROUGH OFFICIALS: Mayor Michael Evanovich Juvenile Report for the Month of December, 2012 Males 11 (ages 12 to 15) Females 3 (age 15) There were a total of 4,710 calls for 2012
4 Glassport Police Department 2012 Yearly Report was submitted by Cliff LaFever, Sergeant There were 291 calls on Assist Outside Agency, 588 calls on E.M.S. Assist, 131 calls on Parking Complaints, 153 Theft calls. Total fines collected for 2012 was $6, There were 560 citations issued for traffic and non-traffic. There were a total of 550 offenses. 4 The Honor Roll was vandalized by a couple bums or thugs. There is a lot of work that goes into this. They decided to kick a couple of deer and kick Santa Claus s arm off. There was $450 worth of damage. There were three boys involved and two gentlemen will be taken to the Magistrate. Tom Bradley, Council said they should have to help the Borough workers put it back up. Mayor Evanovich said you put someone in community service you have to babysit them. Better for them to get fined and pay the fine off. Eugene Skerkoski, Council said I would rather we have them pay the fine. Thomas Bradley, Council, said I was thinking both. When I had to do this I learned not to do it anymore. Police Contract to be accepted and approved pending final review Motion: Crncic seconded by Trunzo To approve the police contract for Condemnation List will be put together for blight and all Council to review the list. Approve Sheriff Sale of 712 Indiana Avenue due to the back porch falling off the house. Motion: Bradley seconded by Kudla To approve the Sheriff Sale of 712 Indiana Avenue, Glassport. The solicitor said that he already contacted Keystone Municipal Collections and they have the delinquent tax information. They will be assisting on this. COMMUNICATIONS: Eugene Skerkoski, Vice President of Council 6 The 2009 Borough Real Estate Delinquents have been turned into Keystone for liening purposes. As of December 31, 2012, the liens were filed with the Prothonotary s Office. There were 139 liens at a cost of $2,780.00, which will be deducted from the next commission check they send us. The minimum amount of delinquency is $100 before it will be liened. The total outstanding amount of delinquent boro real estate for 2009 is $56, The total payments that were received by the Borough prior to sending the list to Keystone was $1, Received the Western Pennsylvania Teamsters and Employers Pension Plan Audit for the period of January 1, 2009 to June 30, Based upon the procedures that were performed no pension contribution exceptions were found for this period.
7 A notification of Upstream Regulated Substances has been submitted from Shire Oaks Yard, 1376 State Route 837, Elrama, Washington County, This is submitted on behalf of Norfolk Southern Railway Company and is required by Section II.E.3 of the Pennsylvania Department of Environmental Protection. A letter from Sunoco Pipeline L.P., a wholly owned affiliate of Sunoco Logistics, operates one or more high-pressure petroleum pipelines in our area. Asan Emergency Responder, we are potentially the first To arrive at the scene of a pipeline release and it is critical that we have information about the pipelines we operate. A safety brochure was submitted to the Borough. St. Cecilia s Church Building Demolition site meeting was held on December 7, The contractor was to immediately secure the entire site and add additional security fence along Ohio Avenue. The contractor was to submit to Allegheny County permit application for asbestos abatement on Friday, December 7, The contractor was also to install additional fencing along 8 th St. side of building to help increase site security. The contractor is to provide schedule of asbestos abatement and demolition activities. We have received a compliance audit report of the Reliance Hose Company No. 2 Volunteer Firefighters Relief Association for the period January 1, 2008 to Aptil 13, The audit is available for inspection. NEW BUSINESS: The 2011 Borough and Sewage Audits have been completed by Case Sabatini. Everyone has received a copy of these audits. The total cost of the audit is $8, Need a motion to accept the audit and pay the auditors. Motion: Crncic seconded by Kudla To pay the auditors and to approve the 2011 Borough and Sewage Audits. Motion: Kowalski seconded by Trunzo To purchase a 2013 Chevy Crew Cab Silverado Pickup Truck for the Street Department. Allegheny League of Municipalities 40 th Annual Spring Conference will be held April 4 through April 7, 2013 at Seven Springs. Plan A will be $658 per first person and Plan B will be $457. The topic will be fiscal performance and reducing operating costs. The Building Inspector has submitted his report for the Month of December, Motion: Kowalski seconded by Crncic To approve the invoice from SMV Associates (Steve Volpe) Building Inspector for the Month of December, 2012, in the amount of $1,
8 To Advertise for Auditors for the 2012 fiscal year for the Borough and Sewage Audits. Motion: Bradley seconded by Trunzo To advertise for auditors for the 2012 fiscal year audits. Dave Kowalski, Council Question How long will it be before any action is taken to get that building cleaned up on Hemlock Alley? Mayor Evanovich said we are checking with the owner and the insurance company is still reviewing this with the owners. Dave Kowalski asked how do we speed up the process? Mayor Evanovich said we are looking for the owner of the building as we speak. That is the front and back and there is a second hand store in the front.
