The Administrator undertook to publish the minutes on the website following adjustments as detailed below. 2.2 Item 8.3 concern was again raised regarding the lack of airline representation at the meeting and questioned what was being done to encourage airlines to have a regular representative at the meeting. LLAOL informed that there was not a complete lack of contact with the airlines as many of the issues raised at LLACC were then discussed at the Flight Ops Committee. LLAOL committed to continue to push for a regular attendee at LLACC. 2.3 Members asked when the whole AMR document would be completed. LBC advised that the issues should be resolved by the end of November. Admin LLAOL LBC 3.0 LLACC Annual General Meeting 3.1 Election of Vice Chairman. The Chairman advised that there had been no other nominations for Vice Chairman and asked for confirmation that Cllr Muir be reelected as Vice Chairman; the Committee were unanimous in their agreement. Application for Membership/Resignations. The Chairman informed that there had been one formal application for membership from the Friends of Wigmore Valley Park and no formal resignations. The application by the Friends of Wigmore Valley Park was considered by members, however following debate it was felt that the local councillors already represented the group on LLACC. A vote by members was taken resulting in 1 for support and 11 against the application. The Chairman confirmed that the application had been rejected and confirmed that the composition of the Committee would remain the same. Chairman 2/2

3 requested that the airport continue to seek a replacement for the vacant airline representative. Election of Members for Noise and Track Sub-Committee (NTSC). The Chairman suggested that the current membership for NTSC was as big as it reasonably could be. The Committee confirmed membership whilst acknowledging that regular substitutions were made. Membership of the Passenger Services Sub-Committee (PSSC). The Chairman made reference to the PSSC and informed that they are still seeking to appoint a non PRM frequent flyer as a member. Members noted the membership. Membership of the Noise Insulation Sub-Committee (NISC). Members noted that the NISC had its genesis in the Planning Conditions for the expansion of the Airport. The current membership was noted. Dates for future Meetings. Members noted the dates for future LLACC; NTSC and PSSC meetings. LLACC: 22 January April July October 2018 NTSC and PSSC: 20 December March June September December Report on the Noise & Track Sub Committee 6 th September Members were advised that the NTSC met on the 6 th September and that the reporting period was for the 2 nd quarter of 2017 (April to June) which was discussed in detail. 4.2 Members discussed the content of future ~Quarterly Environment Reports and it was agreed by those attending that nothing in the report should deleted. It was suggested however that statistics on the use of the new, less noisy aircraft would be of value and should be included, once the numbers were significant, in future reports. 4.3 An update was given by LLAOL on the progress of the measures suggested in the LADACAN Paper and members suggested that items 3 to 5 in the paper should be addressed prior to any airspace change It was noted that passenger numbers had increased by 10% and total traffic movements increased by 4%. The total movement in the night quarter period increased by 10% and the early morning movements by 18% when comparing with the same period last year. 2/3

4 Airlines had achieved CDA on 91% of arrivals a 1% increase when comparing with the same period in the previous year; CDA compliance was outperforming other airports. The noise monitor results showed that the majority of departure noise levels were in the range of 70 to 76 db LAmax The total number of recorded departure noise events of 80 db and above was 88 by day and 14 by night. There had been 1 noise violation during the day by a Boeing executive jet. There were no night time violations. The night time noise contour area increased by 4.5%. Fourteen departure track violation fines were issued by the airport due to poor track keeping and related mainly to executive jets. Members noted that over 99% of aircraft flew on track. Members raised concern regarding the significant increase in complaints for the quarter to 5,304 for 2017 compared to 609 for the same period last year. The number of new complainants also increased to 280, it was also noted that 66% of complaints came from 10 individuals. Discussion ensued with members regarding the increase, however there was little resolution as to what could done. 4.5 LLAOL briefed on the airspace change process and informed that a meeting was scheduled later in September to progress the impact on the new route, RNAV1 Match/Detling, including LLAOL FL100 scheme. LLAOL also advised that LAMP was now to be known as FASI and was in progress with NATS to achieve new airspace arrangements by A new Working Group, LATMA, was also being set up to look at airspace constraints and management. The working group was made up of representatives from the main London Airports including Luton and NATS and airports would look at devising individual routes up to 9000ft. 4.6 RNAV Route Altitude Analysis NTSC members discussed the changes that had been noticed with a drop in altitude on the RNAV Route and possible causes. It was agreed by the NTSC that further analysis was required especially as the main thrust of departure noise control at Luton was to get the aircraft as high as possible. The NTSC were advised that an increase in noise related to reduced altitudes for departing aircraft could be an increase of 0.5dB from a 200ft reduction and 1.0dB for a 400ft reduction in altitude. The change was not expected to be noticeable but even a small change could affect the noise contour areas (a 1.0dB change equates to 20% contour area change). It was noted that the vertical profile had not changed. 4.7 LLAOL advised that following the conclusion of the Delayed Landing Gear trial in July analysis was still ongoing and they were waiting for further airline data before finalising the report. LLAOL reported that the preliminary results showed a noise reduction of 2.5db at the monitoring site 6 nautical miles from the landing threshold and 3.2dB reduction further out (both monitoring locations were in Stevenage). LLAOL informed that Stevenage residents 2/4

5 had requested the trial conditions be implemented as they had noticed an immediate benefit. 4.8 LLAOL informed that improvements had been carried out by Topsonic to the Travis system which should now be accurate to within +/- 100 metres. 4.9 LLAOL informed that the Noise Insulation Scheme was progressing well with 38 properties in total for 2017 receiving the benefit The Chairman reported on a number of consultation documents that had been released by DfT and the CAA 5.0 Report on PSSC 6 th September 5.1 Passenger feedback was discussed using the new and more detailed analysis. It was noted that during the period contacts per thousand passengers had remained at around 0.8 which, once the small number of compliments were taken out, roughly split 60 : 40 complaints : enquiries. Many of the complaints were quite general and related to building works. However, there still remained a trend of dissatisfaction with Ground Handling and particularly baggage arrival and Car Parking facilities. It was noted that Security were no longer in the top 5 of issues for complaints and that Happy or Not scores remained high across the board with 82% satisfaction with Immigration, 73% satisfaction with Security and 73% satisfaction with washroom cleanliness 5.2 Surface access in the immediate Terminal area had improved with the opening of the dual carriageway which was being viewed very positively and the opening of a new exit lane from the drop-off zone. Initial preparations for the Mass Passenger Rapid Transit system were taking place. 5.3 Members were briefed on the progress of the Terminal development works under Project Curium and noted the new, upgraded washrooms were not yet all in use; more public seating would be provided as space became available; the new PRM suite would be available by April 2018; a new Happy or Not system with an amber option was being introduced which would also facilitate real-time proactive response by management staff; and new commercial outlets were coming on line. There was some discussion about the noise from piling work which had disturbed local residents overnight. Apologies have been sent to residents and the work were rescheduled for daylight hours. 5.4 Members noted the Which? report which was based on a very small sample size and was rather critical of the Airport. It was highlighted that many frequent flyers have written to say how wrong the report was. 5.5 The CAA report (CAP 1577) on PRM services at UK airports had moved the Airport up into the Good category. There had been a 15% increase in the number of PRM but the provider was coping well. The hidden disabilities lanyard system seemed to be working well. 6.0 Airport Updates 6.1 Members noted that positive growth of the airport since July 2017 continued at approximately +10% with demand from passengers and airlines remaining strong. 2/5

6 6.2 Members were briefed on the sad demise of Monarch airlines on the 2 nd October. Monarch had been a key operator from Luton for over fifty years. Monarch Aircraft Engineering Ltd were unaffected by the administration of their parent company and would continue to operate their aircraft maintenance business. LLAOL were working closely with other airlines to fill Monarch slots and expected them to be fully replaced over the next few months. 6.3 LLAOL informed members on the recent management changes, Elliot Renton CFO has left the business, Barry Hunter has been appointed as the new CFO. Rupert Lawrie Commercial Director has also left the business; Jonathan Pollard has been appointed as the CCO. 6.4 OTP year to date had improve slightly (2%) when comparing with the same period in The main impact on performance was late arriving aircraft, airspace capacity issues in mainland Europe and ATC industrial action 6.5 Security continues to perform well along with Immigration; LLAOL advised on the expansion of the Central Search area to 16 security lanes for next summer. 6.6 Customer Feedback - Members noted that the largest categories for complaint concerned Ground Handling, Car Parking and the Terminal (specifically with regards to seating, temperature and congestion). 7.0 LLAL update 7.1 Members were given a presentation by LLAL on development plans for the airport and surrounding areas and included: The Luton Dart a mass passenger transit (MPT) system to carry passengers from Luton Parkway Station to the Airport Terminal. Pre-enabling works had already commenced and site works would start early in the New Year. A second Multi Storey Car Park will be built to replace the space being lost in the Mid Stay Car Park, Drop Off Area and Short Stay Car Park with the development of the MPT. These works will be carried out under Permitted Development. The only requirement was for the airport to consult with the Local Planning Authority. Bartlett Square - an office and hotel development with a further multi storey car park once fully let would create an additional 2000 jobs Century Park as part of this project community facilities and green space would be upgraded and would include skate park facilities, 2 playgrounds and a Cafe. A Planning Application was expected to be submitted by the end of Further discussion ensued around the presentation. 8.0 Luton Borough Council Report 8.1 Members noted the LBC report and acknowledged the construction for a second Multi Storey Car Park with works to be carried out under General Permitted Development. Condition 11i a variation of the noise condition has finally been approved. Members were advised that a review of the Noise Management Plan would take place 1 year after 2/6

7 commencement then in the 3 rd and 5 th year and review after occupation. The DART went to committee for the reserved matters and approved in October. 8.2 The Local Plan had been accepted and would be presented to full Council with a recommendation to be adopted. 8.3 LBC had responded to the DfT consultation on East Midlands Rail Franchise to support LLAOL s view for 4 fast trains an hour to serve Luton Parkway Station. 8.4 Fly parking was discussed and LBC informed that a consultation took place in July and August with residents in Wigmore and Vauxhall Park about the introduction of parking permits to try and eliminate the ongoing issues with fly parking. 8.5 Questions were raised regarding the road infrastructure into Luton from North Hertfordshire and whether the roads would be made dual-carriageway. LBC informed that there was currently no proposal for dualling the road to the airport but agreed to speak with the highways team to possibly carryout an assessment of the area. 9.0 Correspondence Received since July Members noted the Chairman s letter to N Barton regarding the Review of the Noise Control Scheme and the LLAOL response Any Other Business 10.1 Members raised concern regarding the lack of attendance by the CEO of the airport at LLACC meeting. LLAOL informed that the CEO does recognise the importance of LLACC and would attend meetings at every opportunity Following recent work carried out by ARUP to equalise east and west runway utilisation at Heathrow it was asked if a similar model could apply at Luton thus sharing some of the noise impact. LLAOL informed that wind direction was the defining factor for operators who generally could not accept a tail wind on take-off or landing because of the runway length available The Chairman confirmed that he would write to FOWP advising them of the decision made regarding their application for membership to LLACC.
