Item 5.6 LLAOL confirmed that other technology with a range of measurement processes along with free WiFi will be rolled out for next year. Item 7.1 The informed that the LLACC response to the Consultation on air Navigation Guidance to the CAA was duly discussed at NTSC and the final version of the response was included under Agenda Item The minutes from 8 th July were agreed. Annual General Meeting Election of Vice The advised that there had been no other nominations for Vice and asked the meeting to confirm that Cllr Muir be re-elected as Vice ; the Committee were unanimous in their agreement. 3.2 Application for Membership/Resignations The informed that there had been no formal applications for membership and no formal resignations and therefore confirmed that the structure of the Committee remained the same. The sought confirmation from the Council Officers of Buckinghamshire County Council and Luton Borough Council that they still proposed to have two representatives on the Committee. They declared they believed this to be the case. 3.3 Election of Members for NTSC The suggested that the current membership for NTSC was as big as it reasonably could be. It was suggested however that the vacant seat left by Buckinghamshire, with the departure of Cllr Rowlands, could be taken up by Cllr Williams (Hertfordshire). This was agreed and Cllr David Williams was elected onto the NTSC. 2/2
3 3.4 Membership of the Passenger Services Sub-Commitee The made reference to the PSSC and agreed to take forward the suggestion for a frequent flyer to sit on the Committee. It was also further suggested that the airport s Handling Agents be approached and asked to sit on the Committee. The undertook to take this forward. 3.5 Dates for future Meetings Members noted the dates for future LLACC; NTSC and PSSC meetings. All 4.0 Report on Noise & Track Sub Committee 4 th September Members noted the NTSC report for period April to June 2013 and in particular the reduction in night time and early morning activity which was seen as an improvement. It was noted that complaints had, nevertheless, increased from 245 in the last second quarter to 329 during the same period in 2013, It was believed that the main reason for the increase was due to the ongoing RNAV1 Trials throughout the period when local residents had been encouraged to provide feedback on any perceived changes in flight patterns. LLAOL agreed to carry out further analysis of the night noise complaints to investigate the operations causing such complaints. LLAOL also agreed to separately report complaint analysis for the two versions of Airbus 300 cargo aircraft (A30B and A306). Airlines achieved 89% overall CDA performance of all arrivals a 2% improvement over the same quarter in NATS and the Airport continued to work with the airlines to improve performance further. Noise monitoring results showed that departure noise levels were similar to the same period last year. There were no noise violations during the daytime and two night noise violations, which were only marginally over the violation limit, both involving Airbus A30B cargo aircraft. LLAOL presented and discussed the radar track plots outlining the much wider spread of tracks for those aircraft not following the trial procedure compared to those following a revised RNAV1 flight route on the Runway 26 Clacton/Dover westerly departure route. The trials had finished in June and analysis was ongoing. Following completion of all analysis the next step would be to meet with CAA to discuss the way forward and to hold a Stakeholder meeting (Secretary s note: this was completed on 26 th November 2013), this would provide LLAOL with an opportunity to communicate the results of their analysis and to advise stakeholders on the next steps. RNP RF (radius to fix) procedures currently being trialled at Stansted were referred to; however formal guidelines for this technology have not yet been promulgated. LLAOL suggested that they should proceed with an Airspace Change Proposal for a revised RNAV1 SID to avoid further delays and then, following approval, consider further enhancements using the RNP RF procedure in due course. 4 London Luton Airport Reports LLAOL advised that On Time Performance (OTP) continued to improve. Luton is about 4 th in the UK for OTP achievement. Members were advised that Security queues were consistent with the previous period and that the peak of the 1 st wave appeared to have moved to the 2 nd wave. Immigration queue data was noted by members. The consistent improvement in UKBF performance was welcomed. Following enhancement of the Immigration hall passenger utilisation of the automated clearance gates had increased. Luton now had one of the greatest utilisation rate of the ACS gate system in the country. LLAOL advised that performance had been flat with GA private traffic down. Members were advised that GA is often a leading indicator of the economy and the market as a whole remained very competitive. Members were advised that 18,595 passengers were provided with PRM assistance for the period, this was a 16% uplift in demand when compared to the previous period. Some concerns were highlighted regarding the availability of equipment for PRM passengers (ie. wheelchairs and Ambi lifts) and subsequent delays for PRM passengers to disembark. LLAOL explained some of the issues they had relating to the handling of PRM in terms of topography, the PRM contract provider and the availability of operating processes from airlines. The airline representative committed to carry out some research within his own airline. Further discussion ensued regarding the Handling Agents ability and their commercial arrangements with Airlines and the impact this had on others. The agreed to write to ACCS Committee to enquire if other airports had similar experiences. The Guided Busway which had opened on the 25 th September had been much welcomed and had had a positive impact although no data was yet available regarding the number of passengers using the bus from the airport to Luton Town Centre. LLAOL advised that they had successfully achieved the ISO environmental accreditation in September It was noted that Luton was one of only a few airports in the country to have received this internationally recognised certification. Airline Rep 6.0 Luton Borough Council Report 6.1 LBC briefed on the current position regarding the Airport s Planning Application and advised that the Capacity Report had been circulated to LLACC members and published on the LBC Website. The Noise Report was in progress and would be released shortly. The Highways Report would also be released shortly. Some members expressed their desire to ensure that the impact on Hertfordshire roads would be taken into account. Confirmation was given that Hertfordshire CC had responded. LBC gave further explanations regarding the process of the planning application and also advised that no date had been set to hear the application. It was also questioned if consideration had been given within the 2/4
5 Transport Assessment of the Local Plan regarding the building of 3,500 houses around Cockernhoe. LBC informed that once the Planning Application had been heard, within Local Plan Policy some stage draft policies would be issued LBC representatives undertook to take back comments regarding the new Busway signage. LBC advised that no response had yet has been received regarding Junction 10a. LBC 7.0 Correspondence received since Members noted correspondence. The referred to a piece of late correspondence received from Sir Howard Davis regarding the Airports Commission Update 7 Oct The document from Sir Howard Davies discussed the progress plus arguments in favour of and against expanding airport capacity at the national level. The informed that this would be sent out to members later that day. 8.0 Any Other Business Members enquired regarding the publication of the Annual Monitoring Report and when it could be expected. LBC apologised for the delay and stated they were in the process of finalising the last few sections prior to publication. LBC 8.1 Cllr Muir gave advanced apologies for the January meeting.
