1 National Walking and Cycling Annual Report to Scottish Government July 2017 Introduction 1. This is the second National Walking and Cycling (NWCN) Annual Report. It covers the period from April 2016 to March 2017 and gives an update on progress over the last year. Overview 2. Building on the achievements of the first year, 2016/17 has seen continued progress towards delivery of the project plan. Through funding from Transport Scotland, Sustrans have again played a key role in funding projects through their Community Links grants and also the National Cycle budget. Compared to last year s 6M spend, between them this year the three lead partners have invested 5.5M. Despite this reduction in overall funding, an estimated 65 km of paths and links were built or improved, compared to 52km in 15/16. Part of the budget has also been spent on non-capital items such as feasibility studies, promotions and monitoring. Similar to last year, effective partnership working has been key to the delivery of projects. Partners have included Local Authorities, NGO s, National Parks, Community Groups, Countryside Trusts and Charities, all of whom have been involved in the delivery of a wide variety of projects including: new build paths path improvements surfacing, drainage, lighting, infrastructure etc feasibility studies route finding, landowner liaison, flood modelling etc promotions videos, leaflets, banners, community engagement etc Ambition remains particularly high amongst community groups and charities and this should be encouraged and supported in subsequent years. Delivery of Vision and Key Outcomes 3. Our vision is for a strategic network of well used and properly maintained long distance paths and trails that: connects, and facilitates seamless passage through, the country s seven cities; links key natural and cultural heritage visitor destinations and public transport hubs;

2 provides recreation and active travel opportunities for people of all ages and abilities; will appeal to Scottish residents and visitors from the UK and beyond; and provides comparable quality and facilities to our neighbours in Northern Europe. Key outcomes sought from this network are better health and well-being, enhanced tourism and recreation experiences, economic development and more sustainable patterns of travel. In particular, the development of the network will: Encourage more people to enjoy Scotland. The network will span the length and breadth of the country providing opportunities for residents and visitors from the UK and beyond to journey between all our major cities, to visit our national parks and reserves, to experience our most iconic landscapes and to explore our diverse and spectacular coastlines and islands. Strengthen local economies. Walking and cycling tourism is a growing area of economic activity, with each longer distance route supporting a range of jobs and businesses both locally and nationally. Expanding and improving the national network throughout Scotland will attract new tourism businesses and provide economic benefit to more local communities. Support physical activity and sustainable travel choices. Easily accessible and well promoted to communities across Scotland, the network will be a key resource for supporting more physically active lifestyles that promote physical and mental health and well-being. It will form an important part of the green infrastructure of our towns and cities, integrated into local path networks, linking effectively to public transport hubs; and improving connectivity between places. A key part of this year s work has been to take forward the baseline monitoring that will report on progress towards delivering the vision and key outcomes. Although the report is not yet published, early indications are that: There is a high level of awareness of the NWCN and it is supporting people in both recreation and active travel journeys. The NWCN is viewed positively by businesses and they expect it to strengthen the local economy. Businesses are starting to experience an increase in the number of leisure walker and cyclist customers due to the network. The NWCN is delivering health benefits to users. The baseline monitoring report will be published during 2017 and will help to inform future priorities for delivery and promotion of the network. Project Steering group 4. The steering group has met 3 times with additional sub group meetings on monitoring and communications. There have been some changes in the composition of the steering group: Kate Campbell has replaced Daisy Narayanan (Sustrans) Campbell Gerrard has replaced Simon Bonsall (Scottish Government) Bryan Scott and Angus Duncan will alternate attendance as Local Authority reps Forest Enterprise have been approached about representation on the group Route Development 5. A full update on route development is provided in the table at Annexe 1.

3 Whilst limits to funding have led partners to focus on 4 priority routes, there has still been notable activity that has led to wider progress. 4 Communications 6. The development of communications has been an important part of this year s work with the completion of a number of products: Monitoring NWCN Tubemap NWCN Tubemap animation - NWCN film - NWCN pop up banner The main web presence of the NWCN is on the SNH website at A revised Communications plan has been developed and Lead partner communication reps have been meeting to plan a coordinated approach. Some actions have been postponed due to the delay in the update to the SNH website, however, an Autumn 2017 / Spring 2018 campaign is being planned. Opportunities for tying in with the Government s themed years will be explored 2017 is the Year of History, Heritage and Archaeology, 2018 will be the Year of Young People. 7. A programme of monitoring work is now underway to provide a baseline estimate of the number of trips made on the NWCN in 2016/17. Data are also being collected on the types of trips made (active travel, recreation, tourism), the proportion of new as opposed to displaced activity, the characteristics of users and user experiences of the network. A variety of research tools are being used to collect the data required, including Route User Intercept Surveys (RUIS), analysis of counter data, a survey of the general public and a survey of local businesses. A total of 17 RUISs (covering 9 Long Distance Routes and 6 National Cycle routes) were undertaken in September/ October 2016 and the survey data are currently being checked and analysed. Surveys of the general public and local businesses were conducted during January/February In addition to the surveys described above, the study will make use of automatic counter data and other relevant survey data (e.g. tourism data) in the analyses, along with tools developed to measure usage of the NCN in Scotland which will be adapted for use on the NWCN project. The report, and an individual report for each route, will be available at the end of August Forward look to and beyond 8. Lead partner budgets indicate that NWCN spend during 17/18 will be roughly the same as in previous years ie 5/6M, and that another year of steady progress should be possible. However, it should be acknowledged that many of the quick wins and relatively cheap options (such as feasibility work) have now been

5 completed, and that substantial capital expenditure will be required during 18/19 and 19/20 to establish and improve routes on the ground. The current projected need of 8M spend in 18/19 is likely to be accurate whereas the figure of 4M in 19/20 is likely to be an underestimate. Opportunities for projects during 17/18 include: John Muir Way spur Crook of Devon to Kinross Crieff to St Andrews Oban to Tyndrum Speyside Way Extension Stockingfield bridge across the Forth & Clyde Canal feasibility and design Bowling basin of the Forth & Clyde Canal - works to upgrade and improve the existing railway viaduct Applecross clay pits access and cycle track. Connecting Applecross street with Ellesmere street in Glasgow Risk Management 9. Risks are reviewed each year as part of the end of year reporting procedure. Risk 1 Lack of Funding Funding remains a challenge as evidenced by the reduction in this year s spend. Due to in year pressures on Scottish Government funding, SNH were not able to allocate further funding to the Tyndrum to Crieff section of the Cross Scotland Pilgrim Way in 16/17. If this remains the case in 17/18, other funding partners will need to increase their contribution to the development of this route. Mitigation Partners will need to become adept at seeking funding from as wide a range of sources as possible. Sources accessed to date include Lead partner funds, Coastal Communities Fund, Heritage Lottery Fund, LEADER, Improving Public Access and a variety of Charitable Trusts. Community groups also bring considerable value and in kind funding by donating their time to projects. Risk 2 Barriers to route implementation Where funding is available the complexities of dealing with multiple funding partners, with differing criteria and reporting requirements can be a real disincentive to project progression, especially when projects are led by charities and community groups. For example The Tyndrum to Crianlarich path with a total cost of 320K had 8 funders. The time required to apply for funding and report on subsequent activities can be a major hindrance to project progression. Lead in time for projects can be considerable especially when liaising with multiple landowners and funders. It is evident that whilst it is relatively easy to allocate funding to projects on land in lead partner ownership it is more difficult to develop projects on land in private ownership. Mitigation

6 lead partners to further explore the potential of facilitating feasibility / development work through the funding of project officer posts raise the profile of the NWCN to ensure key public sector land managers are aware of, and committed to, it s implementation. Risk 3 Lack of on-going maintenance of routes Path maintenance can be seen as a burden that some managers are reluctant to take on with the result that paths can fall into disrepair and not meet expected standards. The cost of maintenance can also be a disincentive to investing in new path infrastructure. Mitigation Ensure that maintenance requirements are built into funding packages Change the culture of seeing paths as burdens that need to be maintained, and instead encourage them to be properly maintained as assets that deliver multiple benefits for health, tourism and wider social benefits. To try and address this and to quantify life cycle costs for paths SNH has been trialling a software package with a view to determining if asset management principles can be applied to the NWCN. The package has been trialled on the John Muir Way and aims to: Explore if the financial value of the NWCN can be quantified, and if so, Estimate a per/km value for o Typical rural routes o Typical urban routes Estimate maintenance and capital replacement costs over 1yr, 5yrs and 10yrs Encourage others to explore / adopt an asset management approach to paths Further results from the trial are expected during 17/18. Risk 4 Lack of staff capacity from lead organisations Lack of staff or volunteer capacity to deliver projects is still a factor in delaying project progression. Mitigation Sustrans have recently recruited new staff which will increase their capacity to assist partners. Community / voluntary groups continue to have a considerable input to route development though some need extra funding to help with project management. Lead partners to further explore the potential of funding feasibility / development work through project officer posts.

Permissions are in place and funding secured for section 2 to be built towards the end of Discussions underway amongst partners on suitability of various surfaces in relation to their location and primary function. SNH funding currently diverted to other priorities. Tyndrum to Crianlarich - Detailed feasibility study, community / landowner consultation, design and planning application is in progress. Estimated cost is 1M plus VAT. There is very little chance of raising this sum next fy so it is likely this section will be split into four separate projects focussing on community priorities. Phase 1 Tyndrum to Dalrigh under construction, nearing completion. Crianlarich to Killin initial feasibility study is complete. Further community / landowner consultation required.
