3 Introduction Purpose of this booklet This publication has been produced by Transport for London (TfL) to provide a summary of public transport initiatives that support sustainable travel to school. TfL is responsible for delivering the Mayor of London s transport priorities and for managing the Capital s public transport services, for which the Mayor has responsibility. All TfL s activities depend on close working with partners in the London boroughs. A number of initiatives supporting use of public transport are organised wholly, or partly, by the boroughs. TfL s aim is to make it easier for schools to promote and encourage the use of public transport for pupils journeys as part of School Travel Plan (STP) activities. Public transport is only one component of sustainable travel. TfL is keen to encourage walking and cycling for shorter journeys as part of a healthy lifestyle, while bus and rail travel can be ideal choices for longer journeys. The Mayor has set targets for all schools in London to have an approved STP in place by The aim of an STP is to make all journeys to school safer, healthier and more sustainable. Developing a plan involves consultation with the whole school community about travel to, from and between schools and other institutions. There are many national and regional projects which can involve pupils, parents and staff. This booklet encourages school communities in London to consider alternative sustainable travel options, such as public transport, and highlights activities and resources that can be used to promote safe and responsible use of public transport to pupils, parents, carers and staff. School Travel Advisers and STPs Every borough has at least one School Travel Adviser (STA) whose role is to work with schools and local education and transport authorities to develop and implement effective STPs. An effective STP is one which reduces car dependency for journeys to school resulting in reduced pollution and congestion, healthier and safer journeys, plus fewer carbon dioxide (CO 2 ) emissions, thereby helping to tackle climate change. Different schools, however, will have varying objectives. STPs are a strategic approach to promoting sustainable travel, including public transport, for those who live too far away from school to walk or cycle, or are unable to do so. STAs can help with ideas for promoting public transport within schools. There may even be funding available to help get these ideas off the ground. Anyone who is unsure of who their STA is should contact sta@tfl.gov.uk for more information. A lot of the curriculum resources detailed in the Travelling by public transport section of this booklet can also be obtained from your STA. 4 5

4 Promoting sustainable travel to school The Education and Inspections Act places a general duty on local authorities to promote the use of sustainable travel and transport, and to publish strategies for achieving this. In London these strategies are produced by the 33 different boroughs. There are four main elements to the duty: 1. An assessment of the travel and transport needs of children and young people 2. An audit of the sustainable travel and transport infrastructure within the borough that may be used when travelling to, from and between schools and other institutions 3. A strategy to develop the sustainable travel and transport infrastructure within the borough so that the travel and transport needs of children and young people are better catered for 4. The promotion of sustainable travel and transport modes on the journey to, from and between schools and other institutions The aim is to identify barriers to sustainable travel uptake and suggest actions to remove them. The assessment and audit is carried out by local authorities and form part of the borough s strategy. Schools will suggest ways of increasing sustainable travel in their STPs and subsequent STP reviews, so this can be fed into the borough s Sustainable Modes of Travel Strategy (see page 7). Publication of a Sustainable Modes of Travel Strategy Local authorities will publish their Sustainable Modes of Travel Strategy online annually, before the start of the new school year 2. STAs will be pleased to receive any comments from school community members and other interested parties. The strategy will include general arrangements and policies for the provision of free transport. Free transport The Education and Inspections Act 2006 extended the right to free transport to and from school. It applies to: Pupils of secondary school age who attend a qualifying school that is between two and six miles from their home, and the family receives the maximum level of working tax credit Pupils of primary school age from low income families where the school is more than two miles from their home In London, the majority of this part of the Act is covered by the Mayor s provision of free bus and tram travel for children and young people in full-time education. 1 Clause 76 2 As required by the Education (School Information) (England) Regulations 2002 Statutory Instrument 2002 No,

5 Travelling by public transport According to the Sutton Trust, (a not-for-profit organisation which promotes social mobility through education), a billion car trips are made on the school run every year, producing two million extra tonnes of CO2 nationally a major cause of climate change. There are many reasons to choose public transport as the best way to travel, and many people in London do. Getting about in the Capital using public transport is easy and travelling on buses and trams is free for young people with a Zip Oyster card. Using public transport is also a more active method of travelling as it can often include walks to bus stops or railway stations burning calories, building muscle, and helping to develop road skills in younger pupils. Pupils may also find it easier to get on the bus if they walk a stop or two away from the school on the journey home. Free and discounted travel for children and young people Anne Longfield OBE, Chief Executive of 4Children (the national charity dedicated to creating opportunities and building futures for all children) said: 4Children welcomes TfL s Zip travel scheme for its capacity to provide greater freedom for young people and improve their access to sporting, social and cultural activities. It has powerful potential to support families and young people growing up in and around London, particularly those whose activities may be limited due to financial restrictions. Zip is the name of the range of Oyster photocards for young people who qualify for free or discounted travel in London. Oyster photocards are compulsory for young people aged 11 or over if they want to receive their travel concessions. They must remember to touch in on buses and trams and show their photocards on request. Under-fives Children under five can travel free at any time on buses, the Tube, trams, Docklands Light Railway (DLR) and London Overground as long as they are accompanied by someone with a valid ticket or Freedom Pass, or someone who is using Oyster pay as you go. Five to 10-year-olds On the bus and tram: All children aged five to 10 can travel free anywhere, at any time, without a ticket or an Oyster photocard On the Tube, DLR and London Overground: Up to four children accompanying an adult with a valid ticket, Oyster card or Freedom Pass can travel free If they are travelling unaccompanied, five to 10-year-olds need a 5-10 Oyster photocard to travel free on the Tube, DLR and London Overground 11 to 15-year-olds Children aged 11 to 15 can travel free at any time on buses and trams, as well as receive discounted travel on the Tube, DLR and London Overground All 11 to 15-year-olds must have a valid Oyster photocard to benefit from these travel concessions They can also use their Oyster photocard to buy child-rate Travelcard season tickets (7 Day, monthly and longer period) to travel on National Rail services 8 9

6 16 to 18-year-olds Young people aged 16 to 18 on 31 August prior to the start of each academic year, who are in qualifying full-time education or work-based learning, and who also live within a London borough, can travel free on buses and trams They must have a valid 16+ Oyster photocard to get free travel Sixteen and 17-year-olds who do not qualify for free bus and tram travel can still pay as they go and buy Bus Pass and Travelcard season tickets at half the adult rate with a 16+ Oyster photocard How and when to get Oyster photocards Application forms for Oyster photocards are available from Post Offices in Greater London and areas just beyond the boundary that are served by the Capital s bus, Tube and London Overground networks. Completed application forms should be submitted to the Post Office at least two weeks before the Oyster photocard is required. The application form and Post Office receipt cannot be used to get free travel or child-rate season tickets in the interim. Holders of child, under-14 and Oyster photocards can continue to use their existing photocards until they expire. If an Oyster photocard is lost or stolen, a replacement can be applied for online at tfl.gov.uk/photocard or by calling It is important to note the photocard number or reference number as this will be needed when applying. The old photocard will be cancelled on receipt of the application. A 10 duplicate photocard fee applies. Where can I go for further information? Call the Oyster helpline on , which is open daily from 08:00 to 20:00. For BT residential customers, calls to the helpline will cost no more than 3.5p per minute (current at December 2008). The price of calls from non-bt phone lines may be different. For more information go to tfl.gov.uk/zip The School Party Travel Scheme The scheme is open to all schools located within the Greater London area. It offers free travel on the Tube, DLR, buses, trams, London Overground and National Rail to venues of educational and cultural interest that enhance, support and supplement teaching as part of the National Curriculum (within Greater London only except Amersham to Moor Park). School Party Travel tickets are not valid on London River Services. Hours you can travel Monday to Friday during term times*: Buses and trams 09:30 to 16:30 Tube and National Rail 09:50 to 16:30, where journeys start in Zones 1 or 2 DLR 09:30 to 16:30, where journeys start in Zones 3 to 6D *No exceptions to these time limits can be made. Group size For Tube, National Rail and DLR journeys, the maximum child group size per ticket is 20 (plus a minimum of two, maximum of four adults). Only one adult is required if the child group size is 10 children or less. For journeys on buses or trams, the maximum child group size per ticket is 10 (plus a minimum of one, maximum of two adults). 7 The Behaviour Code it pays to behave! To ensure that journeys are enjoyed by fellow passengers, free travel is a concession which can be, and has been, withdrawn permanently from the small minority of young people who cause trouble on or around London s public transport network. Zip Oyster photocard holders under the age of 18 have to sign up to a Behaviour Code when applying for their photocard. The Behaviour Code TfL s Zip Behaviour Code offers the following guidance for young people when on London s public transport network or premises: Act sensibly and treat others as you would like to be treated. Your free travel concession may be withdrawn if we believe that you have behaved in an antisocial way. Antisocial behaviour includes, but is not limited to: Putting your safety, or the safety of others, at risk Use of offensive or threatening language Behaving offensively, bullying or threatening others Smoking Playing loud music so others can hear Damaging or defacing an Oyster photocard Letting anyone else use your Oyster photocard Committing any crime on, or in connection with, London s public transport network, includes, but is not limited to: Physical or verbal assault Unlawfully carrying a weapon Criminal damage or trespass on London s public transport network or premises Theft, robbery or burglary Misusing controlled drugs Contravention of the following regulations would constitute a breach of the code: London Regional Transport Railways, DLR, Croydon Tramlink or National Railways bye-laws Any provision of regulation 6 or 7 of the Public Service Vehicles (Conduct of Drivers, Inspectors, Conductors and Passengers) Regulations 1990 TfL s conditions of carriage For more information go to tfl.gov.uk/childrenandstudentstickets 12 13

8 Accessibility Accessibility guide TfL is working hard to make London s transport accessible for everyone. Accessibility information is available online along with a Getting around London guide, which provides details of accessibility features on the Tube, buses, DLR, London Overground and trams. For more, go to tfl.gov.uk/gettingaround Guide for people with learning difficulties Out and about in London: My guide has been produced for people with learning difficulties. It covers all modes of travel including buses, the Tube, rail, DLR, taxis, minicabs and trams. It is intended to help users travel safely and keep their belongings secure, and shows what to do if things go wrong. The guide has space so people can write down details of their journeys, draw pictures or stick in photos. It can be ordered as an easy-to-use ringbinder. An audio version, called My guide for listening, is also available via the TfL website. Journey Planner It is easy to get around London using public transport and TfL s online Journey Planner can make it even simpler. It takes just minutes to use and can help people plan a new trip or find a different way to make a journey they do regularly. Simply input the starting point and final destination and it will provide the best ways to get there. People can also narrow their search by inputting only the modes of travel that they want to use. 10 Resources for schools TfL safety and citizenship Funded by TfL and based within the education department at London Transport Museum, the Safety and Citizenship Team provides a free transport education service to all schools within Greater London. The aim of this initiative is to promote safety and citizenship on and around the Capital s transport system. The service prepares children aged 10 to 11 for independent travel before they move to secondary school. The team can provide a range of services including multimedia presentations led by trained School Liaison Officers (SLOs). The presentations focus on ways to make journeys safely and confidently, with respect for fellow passengers. The team s work and resources support the Personal Safety Health Education (PSHE) curriculum. SLOs are trained and resourced to work with groups of between 30 and 300 and the aim is to provide the best format of work for each individual group. Public transport workshop sessions aim to raise understanding in the following key areas: Respect Responsibility Awareness The sessions equip children with practical, transport-related life-skills including how to get help, recognising and avoiding potential dangers, courtesy, resisting peer pressure, obtaining a Zip card and journey planning. The team also provides sessions for secondary school students or those who have already made their transition to independent travel. These sessions focus on any aspects of travelling that students have difficulty with. An outline of the different services provided by the team is detailed on the next page. 11 TfL safety and citizenship teaching resources Free downloadable key stage 2 resources and web interactives are available for schools. To obtain the items listed in the table below, register with the Safety and Citizenship Team by visiting the Corporate section of tfl.gov.uk, clicking on projects and schemes then going to safety and citizenship. The website is designed to support class sessions before and after a visit from a TfL SLO. However, teachers preparing their own transport topic work will also find the content useful. It is made up of a magazine and information pack for pupils and parents, a teachers pack with a set of lesson plans for use in the summer term of Year 6, plus secondary lesson plans for the first term of Year 7. The resource is designed to help pupils understand why they should consider options other than the car and help them identify and discuss the changes happening in their lives when they transfer from primary to secondary school. The information packs and lesson plans use familiar travel and transport questions to help pupils understand: The impact of travel choices on personal health and the local environment Why it is important to act safely and responsibly when travelling independently (especially on public transport) About maps and planning a journey The magazine for pupils and parents contains up-to-date information on Zip Oyster cards including how to apply for, and use one; safer travel and personal safety; and useful maps of the local area featuring schools and transport links. There is an accompanying website with all the relevant information at The packs are produced on a borough by borough basis. 12 London Road Safety Unit TfL s London Road Safety Unit was set up to lead and coordinate road safety activities and work closely with partners in the boroughs to deliver a Capitalwide programme to reduce road casualties. It is important that all young people learn pedestrian and road safety skills. TfL has developed a range of materials, resources and schemes to help schools provide road safety education to pupils in engaging ways that link to the curriculum. There has been a 16 per cent reduction in the number of children killed or seriously injured on London s road since Junior Road Safety Officers Hundreds of schools across London have joined the Junior Road Safety Officer (JRSO) scheme. It involves a small number of pupils (usually between two and five from Years 5 and 6) becoming JRSOs, normally for a year at a time, to promote road safety and travel awareness within their school and help fellow pupils to stay street safe. In relation to bus travel, JRSOs can play a valuable role in promoting public transport, and more active travel, by encouraging fellow pupils to: Walk instead of using the bus for short journeys Get off the bus a few stops early on the way to school By doing these things pupils can build exercise into their daily activities, which is one of the best ways of reducing the likelihood of obesity later in life. TfL runs a Street Safe Live event each year to reward JRSOs with a day of fun and interactive activities. These include a road safety-themed performance of High Street Musical and an awards ceremony where some of the most exceptional JRSOs can win prizes for their own imaginative street safe ideas in song, words and art. Theatre in education Schools with an approved STP can receive free visits by professional theatre companies. These companies give engaging performances which promote sustainable, environmental, health and safety messages to any age group. For more information, contact a local STA

13 Places of interest to visit public transport education London Transport Museum Centrally located in Covent Garden, London Transport Museum is a showcase for the Capital s wide and varied transport traditions. It also preserves the statutory heritage collection and provides expertise in history, education and lifelong learning. As well as looking after London s transport collections, the Museum manages brand assets like the internationally recognised Underground logo, which celebrated its 100th birthday in 2008, and TfL s huge poster archive. During 2008, the Museum and its Acton Depot welcomed more than 210,000 visitors including groups from around 600 schools and colleges. They last for 40 minutes to an hour and the maximum group size is 35. For further information call or tflsafetyandcitizenship@ltmuseum.co.uk Other resources DfT resources online The DfT has produced a number of free road safety and travel awareness lesson plans for primary and secondary schools. These are available to download at or Whose Life is it Anyway? This is a resource for secondary school teachers and pupils. Fully linked to the Citizenship and PSHE curriculum, it includes topics that encourage students to think about the consequences of their actions particularly when using public transport. These include the impact of road use on people and the environment, how to deal with bullying and peer pressure, developing confidence and learning how to resolve conflict. The resource comes in a handy ringbinder divided into six themed sections, each containing lesson plans and suggested activities. It also includes a CD with additional resources. Just a Journey This is an educational resource for seven to 11-year-olds, which includes 26 scenarios, worksheets and an interactive DVD. Children are encouraged to learn about making safe decisions through understanding their choices and the likely consequences. For more information about these resources, talk to your local STA

14 Staying safe on public transport School discipline guidance The Education and Inspections Act 2006 gives new powers and provides greater clarity for schools in terms of discipline and behaviour. The Act covers pupil behaviour both in schools and away from school premises (at places and times when it would be reasonable for the school to regulate the pupil s behaviour). This includes on public transport when travelling to, from or between schools. The Act also requires schools to have a behaviour policy and provides a new statutory power to discipline pupils for inappropriate behaviour, or for not following instructions. This gives greater clarity for schools, pupils and parents on the extent of powers school staff have to discipline pupils. Several clauses within the Act extend parenting contracts and orders, so that they can be used more widely to ensure that parents take proper responsibility for their children s behaviour at school and on school journeys. Uniformed police officers TfL funds more than 2,000 uniformed officers to patrol the transport system. Police Community Support Officers (PCSOs) and officers from the Metropolitan Police (Met), British Transport Police and City of London Police work together to tackle crime and antisocial behaviour. In addition, there are thousands of people working on public transport, including bus drivers, Tube staff and Revenue Inspectors who are there to help. While passenger numbers are higher than they have ever been, the rate of crime on the network continues to fall. The transport system in London is a low crime environment and public transport is a safe way to travel. However, like anywhere else, there will be some instances where crime or antisocial behaviour does occur on public transport. Anyone who witnesses an incident should report it to their local police contact. This will help ensure that officers are patrolling the right areas. For more information go to CCTV To ensure passenger safety, and identify anyone causing criminal damage, all of London s 8,300 buses have CCTV installed. After the offender has been identified, TfL will prosecute them through the courts and, if applicable, they will lose their free travel privilege. The Met regularly visits secondary schools to explain how this can happen. A free DVD is also available. For more information contact the Met on or new.scotland.yard@met.police.uk Advertising campaigns TfL has launched an advertising campaign to encourage people to think about their behaviour on public transport and consider how it affects fellow passengers. As part of the Together for London campaign, a new website has been set up at to give people the chance to campaign for better behaviour on the Capital s transport systems. Pupils could be invited to consider what they like and dislike about public transport and design advertising campaigns to help change things. This work could contribute to an STP or review, or to TfL s campaign

15 Good practice How can schools promote travel by public transport? School literature An STP can be used to promote public transport by including actions and activities that will make it easier for pupils to travel safely. This could focus on providing Oyster Zip information to pupils or some of the other suggestions listed below. An STP should also include information about transport links in the local area. Schools can promote sustainable travel to pupils, staff, parents and visitors by: Including information in the school prospectus about local transport links Creating a travel directions sheet, with details of local public transport links, to send out to visitors and temporary staff Highlighting the issue on the school s website This could be a project for pupils to produce on behalf of the school. It would involve research into the different transport options and could include: Creating a sustainable travel map of the local area Providing information about local trains, buses, cycle routes and trams and adding walking times from bus/tram stops and train stations. This could be included on the map Highlighting helpful travel information websites and contact numbers, such as TfL s Journey Planner Display boards In some schools the JRSOs or members of the school council are responsible for promoting sustainable travel. They do this by displaying maps, posters, bus and train timetables, plus useful facts and figures. One-stop school travel shop Some schools have taken the promotion of sustainable travel to an even higher level by creating a travel advice service on the premises. Supervised by either a member of staff or supportive parent, it encourages students to seek a sustainable travel option for their school journey and leisure interests. Generally open during lunch times, these one-stop shops are staffed by a team of pupils with access to TfL s Journey Planner and other useful travel and map facilities. The customer simply provides an overview of their travel needs and the team plans their most efficient and sustainable route. This initiative doesn t just work in secondary schools primary schools are also finding that school council members or prefects are responsible enough to provide an effective service. Further information about creating a school travel shop is available from a local STA. imovelondon pledge Schools could also promote the TfL imovelondon pledge to parents, staff and older pupils. This encourages people to sign up to creating a better lifestyle for everyone in London by pledging to travel more sustainably at least one day a week, helping to reduce CO 2 emissions by 20 per cent. 16 Supporting good behaviour on public transport This booklet describes some of the organisations, groups and teams that are working with the police, local authorities, schools, transport providers and other organisations to support good behaviour on and around the public transport network. Here are some practical examples of schools taking this further to achieve their own priorities. Every school will, of course, have its own needs, and all are working within real constraints of time and money. However, the examples show how some schools in London have taken extra steps to help support good behaviour. The STAs are always available to give more details, discuss new ideas, or advise on the availability of resources. Croydon the 468 Partnership The 468 Partnership worked in three secondary schools served by bus route 468. With the council s agreement, street wardens were present at bus stops and on buses along the route at times when students were travelling in and out of central Croydon. A successful feedback system was created reinforcing good behaviour and enabling pupils who misbehaved on buses to be identified to teachers for action the same day or next. Surveys and workshops were carried out among pupils, bus drivers, and members of the local community to clearly identify issues, break down barriers and allow partnerships to develop with other interested parties. These included police officers, PCSOs, SLOs, Safer Neighbourhood Teams, local authority officers, STP coordinators, representatives of the bus operator, drivers, teachers and local residents. Kingston Cop Cards game Chessington Safer Neighbourhoods Team and Kingston Road Safety and Travel Awareness Team combined to work with schools in the area to build relationships with the students and help them feel comfortable when approaching and talking to their local police officers. An engaging game was developed and involved pupils collecting cop cards, which were released over a period of time. Pupils had to collect them from specific members of the Safer Neighbourhood Team in secret locations, which were announced over the school term. Enfield The 3 O Clock Circus drama Winchmore High School s travel plan working group identified that talks during assemblies about behaviour on buses were not always effective on their own. The students suggested that drama would help get the message across. The STA and local police worked with the drama teacher and the working group to produce The 3 O Clock Circus. Students auditioned for parts, then rehearsals took place over two months leading to a performance in a local theatre, with invitations sent to schools, transport providers, police and others. A DVD was produced and TfL s Safety and Citizenship Team is now developing it into a resource for use in schools. Haringey music and dance project Busology Haringey created a pilot music and dance project in which young people themselves passed on messages about how behaviour on buses can affect others. A local music producer and a street dance teacher worked with pupils to identify issues, devise lyrics and create a music video. It should be available to all secondary schools across London in Encouraging feedback from students Some schools use comment sheets or a postcard and postbox system for pupils to provide thoughts and information about issues or incidents that occur on public transport during the journey home from school. Schools can then ensure that these are dealt with in the appropriate way, whether internally or by passing the information to public transport operators or the police. Involving parents and members of the public Some schools have found it helpful to invite fellow passengers to speak to pupils in citizenship classes or assemblies, so they can explain what it is like for them travelling alongside groups of students. This has helped give pupils insights into the impacts of their presence on others. Staggered release of pupils Although there are well-understood constraints on making changes to school closing times, some schools have implemented this system. It can help reduce pressure on public transport services. Brent Dollis Hill Ward courtesy awards Funding from Brent Council s Dollis HiIl Ward Working Group and TfL enabled experienced youth workers to be present at selected bus stops in the Dollis Hill area at school times. A monthly courtesy award was presented to pupils, rewarding good behaviour
