Councillors are reminded to send apologies to the Clerk, preferably via . City Cllr Routley had given his apologies. 18/35 Declarations of interest none. 18/36 Previous Minutes - The minutes for the Annual, Ordinary and Committee Meetings held on 14 th May 2018 were accepted by the Council and signed by the Chairman. The Clerk s report and approved budget were accepted to be appended to the minutes for 14 th May /37 Gwent Police No representation. Police report had been circulated by the Chairman. Cllr Lloyd had taken over the role of Police Liaison. Cllr Lloyd intended discussing what offences were allowed to be written off and not investigated by the Police. 18/38 Public Participation Topics discussed were: Catsash Road speed of traffic There had been some fly-tipping on Langstone Court Road. NCC will not remove it from private property. Public footpath between Catsash Road and Ger Y Parc currently subject to legal proceedings. Some TPOs had been approved by NCC planners. NCC fence had been removed and replaced with barbed wire. Deep holes had been dug along boundary with Ger Y Parc. More rubble and rubbish had been dumped in the gateway. If evidence can be obtained from residents to state that they had used the footpath for 20 years or more, then a Public Right of Way (PROW) could be established. 18/39 City Councillors Topics discussed were: Road safety speeding Verges roadside splays need to be kept clear to enable drivers to see clearly. However, some residents have complained that wildflowers having been cut down on central reservation and verges of A48. Cllr Mogford suggested that LCC and residents inform NCC of what they desire. LCC had requested wildflower planting approx. 3 years ago, and whilst recognising that road safety is paramount and that splays need to be cut back, as much of the wildflower planting as possible should be retained. Shed break-ins have increased recently. Cllr Lloyd was planning to review the Neighbourhood Watch scheme in Llandevaud. New hotel a Cllr asked whether any community funds were part of the planning permission agreement. There is no burden of S106 monies on the developer as it is not a housing development. However, they have indicated a willingness to help with local issues, eg. A VASS unit near the new entrance off of the A48 and traffic calming on Catsash Rd. Bus shelters on A48 overgrown with vegetation. Path from Priory Drive to A48 owned by Welsh Water. Cllr Mogford will send information on establishing PROW and contact details for Welsh Water. 2 18/40 Membership of LCC Committees i. Councillors were assigned to Committees as follows: Finance & Development Cllrs Pike (Chair), Jeffery, Lloyd, Humphries Planning Cllrs Bryant (Chair), Griffiths, Duthie, Dinham, Backhouse Events & Amenities to be dealt with in full council The Council confirmed the delegation and terms of reference for each committee. i The Council agreed to add Cllrs Lloyd and Humphries as signatories on the bank account. 18/41 Finance i. The Council resolved to accept and approve the internal auditor s report. i The Council resolved to approve the Annual Return for submission to the external auditor. The Chairman duly signed the Annual Return. Clerk to submit documents to external auditor. The Council deferred a decision on the supply and installation of two picnic benches and concrete bases for bins in Centenary Field pending receipt of full quotation. The Council noted that the insurance policy had been renewed with Came & Company. v. Councillors agreed to complete forms re. remuneration payments, either to decline payment or to supply details required for payroll. ACTION ALL 18/42 Youth There have been some incidences of anti-social behaviour in Langstone. Youths cycling in the middle of the road, overturning bins, etc. All incidences should be reported to the police on /43 Events i. The Council noted that the villages of Langstone, Llandevaud and Llanmartin had been entered into GAVO s Best Kept Village competition. Judging to take place in June. i The Council agreed that it would not provide a pit-stop at LVH for the 2018 Wales Velothon as the race organisers had declined to make it an official station. Teddy Bears Picnic to be held on Saturday 14 th July (weather permitting). Carol to speak to Helen. ACTION CB The Council agreed to plan a concert at LVH on 22 nd September (evening). Songs from the musicals. Cllr Bryant to prepare a budget requirement. ACTION CB v. The Council agreed a budget of 1,500 for the Battle s Over event to fund a gas beacon, sound system and bugler. Cllr Bryant to investigate the possibility of planting a poppy patch. The Council also agreed to apply for funding for There but not there silhouettes. The Council noted that a Wales Road Safety Conference was to be organised at the Celtic Manor on 7 th September It will be a partnership between LCC and Rhiannon Jade Smith Foundation Trust. The Celtic Manor had provided the Augustus Suite without charge. However, ancillary equipment would be a cost. Invitees include senior police officers, car manufacturers, RoSPA, Emergency Services, etc. Speakers will include university professors. Sponsors are being sought. A budget of 3,000 was agreed. 18/44 Website Cllr Lloyd reported that he was investigating with VisionICT possible upgrades to the website. To be discussed further. 18/45 Fence along rean near Coldra Court Hotel Deferred. 18/46 Representatives i. Langstone Village Hall No report. i Gwent Association of Voluntary Organisations (GAVO) No report. One Voice Wales (OVW) No report. Newport City Council Liaison Meetings - Next meeting 21 st June. v. Langstone Primary School No report. Next meeting 2 nd July. School to be invited to have a stand at the Road Safety Conference. 3 18/47 Reports i. Play parks No report i Environment No report Best Kept Village / Bee Friendly Village Planters now full with plants. Some lavender plants had been stolen. 3 villages have been entered into the Gwent Best Kept Village competition. Neighbourhood Watch Cllr Lloyd was planning to review the Neighbourhood Watch in Llandevaud and to publish article in Community First. v. Community Speedwatch / Road safety Community Speedwatch sessions had taken place. During the 6.5 hrs spent to date, 77 speeding motorists had been identified. More sessions planned. Letter had been sent to Head Teacher of Langstone Primary School to encourage awareness amongst parents. 3 new volunteers had requested to join the team. v Llandevaud Parish Hall improvements - Working Party Meeting to be held to include interested parties from church to discuss what they want to see done. Clarity on hall ownership needed in order to apply for grants. Meeting to be arranged. Investigate funding for solar panels, etc. GDPR Data audit in progress. Privacy notice drafted. 18/48 Training / Conferences i. The Clerk had circulated the most recent version of One Voice Wales s training programme. Code of Conduct training required for Cllrs Humphries and Backhouse.
