4 1 of 24 AGENDA ITEM NO. 2 RENFREWSHIRE COMMUNITY PLANNING PARTNERSHIP MINUTE OF THE MEETING OF THE JOBS & THE ECONOMY THEMATIC BOARD HELD ON 29 th MAY, 2014 PRESENT Councillor Glen, M Crearie, Lead Officer and Director of Development and Housing and R Cooper, Economic Development Manager (all Renfrewshire Council); S Clocherty and H Cunningham (both Renfrewshire Community Health Partnership); B Davidson, Renfrewshire Chamber of Commerce; A Dick, West College Scotland; J Ferrie, Engage Renfrewshire; I McLean, Renfrewshire Forum for Empowering our Communities; F Rowan, University of West of Scotland; and I Miller, Skills Development Scotland. The meeting was opened by John Melrose, Customer Services/Sales Director who welcomed everyone to WH Malcolm and provided background information about the company and hoped that everyone would enjoy the tour of the heritage museum which would take place at the end of the meeting. 1. MINUTE OF THE PREVIOUS MEETING There was submitted the Minute of the Jobs & Economy Thematic Board held on 6 th March, DECIDED: That the Minute be approved. Noted 2. ROLLING ACTION LOG The Rolling Action Log was submitted for approval. J&E (7) Development of Community Transport J Ferrie advised that a meeting was being scheduled to progress this item and an update would be given at the next meeting. It was agreed that completed actions would be removed from the log.

5 2 of 24 DECIDED: i) That it be agreed that the completed actions be removed from the Rolling Action Log; and Agreed ii) That the Rolling Action Log be noted. Noted 3. ACTION PLAN UPDATE (a) Progress on Action Plan There was submitted a report by the Director of Development and Housing Services which outlined each Partner s progress on the action plan. Each partner spoke to their part of the plan and highlighted key areas. It was noted that Kibble had not yet responded and some timescales/targets had not been completed. Partners were asked to provide the missing information as soon as possible. M Crearie advised that the CPP Board which was held on 28 th May, 2014, discussed the employability agenda in detail and it was stressed that further work from Partners was required to ensure the success of this strategic priority. She intimated that all partners at the meeting were asked to take a closer look at their organisations to identify any employment capacity they might have and if possible to redirect appropriate spend in order to ensure that this strategic objective was achieved. The Lead Officer advised that the Jobs & Economy Board would continue to closely monitor the situation and Members were asked to ensure that if there was anything they could do to expedite matters then it should be done. All Partners All Partners F Rowan intimated that the University had a new Principal and the schools and structures had now been re-aligned with the changes beginning to take effect. She advised that the Saltire Foundation and the Entrepreneurial Exchange were coming together to form Entrepreneurial Scotland which had been established to lead the drive to make Scotland a more entrepreneurial and confident society and she intimated that this new initiative could be used to advantage. The Board agreed to invite an appropriate member of staff from the University to a future meeting to hear about the plans for the University with a view to further partnership working. DECIDED: (i) Appropriate members of staff from the University to be invited to a future meeting; and (ii) That the update be noted. UWS/Clerk Noted (b) First Year Review of Jobs & Economy Thematic Board The Lead Officer tabled a report which outlined the progress of the Thematic Board and reviewed the contribution of partners towards agreed outcomes and targets. She intimidated that The Jobs and

6 3 of 24 Economy Thematic Board had now met on six occasions since it was established in March 2013 and had made good progress in the development and implementation of the action plan, with a number of achievements, and all partners were contributing actively in the process. The Board highlighted a number of key points during the discussion: The Board were keen to do more partnership working; The Local Employability Partnership (LEP) had been a very effective group; There had been good engagement from all partners; Secondment opportunities to Engage had proved very useful; and It was good to have third sector involvement and impressed at the way in which communities were being empowered. The Board reviewed its core membership and it was agreed that the membership was appropriate at this time and could be supplemented as appropriate, depending on the issues under consideration by the Board. DECIDED: (i) (ii) That no further Members were required on the Board at present: and That the review be noted. Agreed Noted (c) Strategic Sub Group(s) I Miller advised that the LEP had been in existence for 15 months and was a well attended group which had proved to be a valuable engagement tool. However, it was felt that there was a need for a strategic sub-group of the Jobs and Economy Thematic Board to be established as an offshoot of the LEP to ensure strategic discussion took place relative to local provision, unemployment trends and issues/barriers getting in the way of the effective working of the Employability Pipeline in the local area. The LEP Group felt that it was too big to have meaningful discussion about some of the detailed issues. I Miller advised that she had already had discussions with the Council, DWP and WCS and an agreement had been given in principal by those partners to form the sub-group however she asked if the Board could ratify the decision. It was hoped that two or three meetings could be scheduled before September. It was agreed that the Group should be established with Allan Dick leading the Group. Discussion took place on the possibility of setting up an Expo Partnership Sub Group. It was agreed that RCoC, SE and RC would meet to discuss the issue and report back to the next meeting. DECIDED: i) That a strategic sub group be set up to look at local provision, unemployment trends and issues/barriers with WCS leading the Sub-Group; and WCS

7 4 of 24 ii) That RCoC, SE and RC investigate the possibility of establishing an Expo Partnership Sub Group and report back to the next meeting. RCoC/SE/RC 4. WEST COLLEGE SCOTLAND FIRST YEAR UPDATE A presentation was given by Allan Dick relative to the merge of Clydebank College, James Watt College and Reid Kerr College which took place on 1 st August, The presentation outlined the technology used; employability; the commercial and skills programmes; sponsorships and trusts; international and Commonwealth Games links; and the key outcomes for 2014/15. DECIDED: That the presentation be noted. Noted 5. MONTHLY UNEMPLOYMENT STATISTICS There was submitted a newsletter by Economic Development which provided an overview of employment activity and economic development in Renfrewshire at the end of April The newsletter illustrated the Renfrewshire labour market position and advised how Renfrewshire fared in comparison to the rest of the country. It also included a brief summary of the progress made to date by the Council s Invest in Renfrewshire programme and Business Gateway Programme and provided information on wider economic development activity across Renfrewshire. R Cooper intimated that the Invest in Renfrewshire Partnership Conference on Employment - Tackling Inequalities would take place on Wednesday 18 th June, 2014 in Renfrew's Normandy Hotel and everyone was welcome. DECIDED: That the newsletter be noted. Noted 6. UPDATE ON THE RENFREWSHIRE EXPORTING PATHWAY PILOT B Davidson gave a verbal update on the success of the launch of Expo/Ren 2014 which was held on 21 st March in West College Scotland. He advised that over 80 delegates attended the launch which offered local businesses interested in exporting or wishing to enter additional foreign markets, information on how to achieve that and learn what support was available in Renfrewshire. Keynote speakers outlined the worldwide opportunities businesses could access to grow their customer base, and how to access funding and business support. Two local companies shared their own experiences and there was an opportunity for one-to-one meetthe-expert sessions. It was noted that plans were already being developed to hold further smaller local events focusing on specific areas used by exporters such as logistics, finance, e-commerce & marketing.

8 5 of 24 Councillor Glen thanked Bob Davidson and Alison Loveday and everyone involved for their hard work and commitment and for making the event a success. DECIDED: That the update be noted. Noted 7. SCOTTISH ENTERPRISE LOCAL ACTIVITY REPORT FOR RENFREWSHIRE A report was submitted by Scottish Enterprise outlining the five strategic priorities for Scottish Enterprise and detailing performance data in relation to growth; business practice; international activity; business support; carbon projects; rural enterprises; and co-operative development. DECIDED: That the report be noted. Noted 8. PARTNER UPDATE (a) Renfrewshire Local Employability Partnership Meeting A report was submitted by I Miller which provided an update on the Local Employability Partnership Meeting held on 15th May, DECIDED: That the LEP Minute be noted. (b) Chamber of Commerce B Davidson advised the Board of an Industry Event for Primary Engineers which was a primary school initiative to inspire future engineers. This event would take place on 30 th May, The B2B event went well. Over 500 delegates attended the event over the two days. He thanked all partners who were involved for their support. A Civic Reception had been organised to celebrate the Chamber s 50 th anniversary and would take place on 25 th June, 2014 in Paisley town Hall, 6pm to 8pm. He advised that all partners were invited to attend. DECIDED: That the information be noted (c) Renfrewshire Council M Crearie advised that from 14 th to 18 th July, 2014 a team of astronauts and space experts would spend the week working with up to 180 senior secondary school pupils from across Renfrewshire with the aim of designing a real-life experiment to be launched into space. It was also noted that Saturday 26 th July would see Paisley becoming the only Scottish date for this year's Street Velodrome series, an all-action televised track cycling event set to tour the UK. The event would be televised around the UK and abroad, with

9 6 of 24 action from the day set to feature in a dedicated programme to be broadcast on Channel 4, Sky Sports and Eurosport, putting Paisley in the spotlight. DECIDED: That the information be noted Noted

12 OBJECTIVE SPECIFIC ACTIONS BRIEF SUMMARY OF PROGRESS TO DATE The newly Revised NHSGGC No Smoking Policy has been launched. 9 of 24 AGENDA ITEM NO. 4 JOBS & ECONOMY THEMATIC BOARD UPDATE ON ACTION PLAN Renfrewshire Community Health Partnership Provide opportunities for work experience for unemployed young people. Work with employers to provide training about mental health issues in order to improve the employability of people with mental health issues. Combat illicit trading that impact on the profitability /viability of legitimate business in Renfrewshire. Promote active and affordable travel (e.g. bicycle) to reduce transport barriers to work. Health :we will offer two work experience programmes per year for young people who are unemployed. Health: we will offer a programme of Understanding Mental Health Training to local employers. Health: we will raise public awareness of Illicit Tobacco and encourage reporting of suspected trading in Renfrewshire. Health :We will support improvement of community transport for people with disabilities. Promotion of smoke free environments. Health: The Renfrewshire Tobacco Alliance will support initiatives to reduce the harm from Tobacco in Renfrewshire. We will support GGCs We are sick of it campaign which aims to promote Smokfree Hospital Grounds. TIMESCALE - MILESTONES/ TARGETS ie 1/3/10 yrs A young person has undertaken a workplacement within the addiction services. 3 years We have delivered Understanding Mental Health Training to Skills Development Scotland and to Families First Project.Todate 43 staff have been trained. Renfrewshire CHP has signed up to take forward the boardwide Illicit Tobacco Campaign which will use a community development approach to addressing the issue. We continue with the Hospital Evening Visitor Initiative in partnership with the Royal Voluntary Service and SPT. This has now extended for a trial period to cover daytime. The Renfrewshire Tobacco Alliance is supporting the development of a substance misuse toolkit for use in Primary schools. Business survey (lead) Establish an accurate assessment of Renfrewshire business base and profile via a local business survey. Renfrewshire as a place to do business (lead with council) Chamber to lead / co-lead on is a campaign to market Renfrewshire as a place to do business the project would be private / public sector supported and likely involved marketing Renfrewshire in print / web / video / press / social media etc. Following successful launch event in the Spring key partners met in July to discuss next steps and how can we together best support & encourage businesses in Renfrewshire to trade more overseas. Initial discussions taken place around inward & outward Renfrewshire missions. NB: SE will be producing a refreshed Area Profile in Autumn 2014 which will give a view on the business base to compliment the survey. Has been discussed but no progress yet Page 3 of 10

The training they have received includes: fire safety, first aid, manual handling, fork lift truck license, SVQ in food preparation, REHIS food hygiene, abrasive wheels use, PASMA site card, employability training and others. We will work with partner organisations to promote Work Experience to employers to increase the number of available opportunities. We will work in partnership with colleges to provide job search advice specifically tailored to support students on course completion. We will work with partners to source and deliver sector based work academies for young people. We will work with partners to identify skills gaps and advise on training requirements of unemployed JSA claimants. 200 vacancies were notified for Tesco. 50 of these were ring fenced and filled by Long Term Unemployed customers. Have also completed recruitment for 4 new employers moving into Abbotsinch Retail Park = 100 vacancies. Future development of recruitment for 6 units opening at Pheonix Linwood In Renfrewshire we have exceeded our Work Experience targets for the year. We are continuing to market these to employers to maximise opportunities available and especially to new employers coming into the area. All Jobcentres in Renfrewshire have ongoing work experience placements in the Jobcentre s and internal targets to ensure that the number of starts are maximised. Commonwealth Games vacancies were provided to students in college areas. Also secured REP support for Graduates for additional jobsearch/cv advice We have a number of sbwas planned for the year. Many of these are in partnership with the LA to support the recruitment for new business moving into the area Update Renfrewshire Council is currently supporting us with funding for retail/hospitality and construction training. Renfrewshire Council/ SPT Renfrewshire Council (Lead) / SPT 160k committed from SPT Capital Programme to Renfrewshire Council to take forward detailed design of Fastlink extension in Renfrewshire. SPT has committed to the following investment in Renfrewshire s bus network in 2014/15: 325k committed to Bus Route Enhancements and Corridor improvements. Scope of these include:- Major work to bus laybys/ terminus at Linwood Phoenix centre. Work 75% complete. Continued bus stop improvements Paisley to Renfrew corridor (south half done last year; north half this year) and Renfrew Cross area Mini review of bus stop provision Johnstone town centre with a view to tidying up and reducing congestion Will have completed review and plans during Implementation of any recommendations may start during 2014 or may have to wait until 2015 depending on outcomes. Other work throughout the area being scoped out; general bus stop improvements etc. Should be undertaken during 2014/ 15 but again depenedent on outcomes of review. Over 500 bus vehicle checks undertaken every four weeks looking at issues such as engine idling, parking issues or missing information. The high level of compliance is reflected by the very low number of breeches found. SPT has now implemented a system enabling the target of not less than 500 vehicle checks a month to be met. In the financial year , the Compliance Inspectors undertook 8696 checks on vehicles operating on registered local bus services within the Paisley Statutory Quality Partnership area, an average of 724 a month, which exceeds the target. 450k investment from SPT s 2014/15 Capital Programme to improve bus facilities in Paisley. Work to be taken forward by Renfrewshire Council. Renfrewshire will have attractive environments and successful town centres Support options to address Renfrew Cross traffic issues. Undertake STAG based Assessment. Renfrewshire Council (Lead) / SPT STAG Assessment complete. Traffic signal timings have been altered to improve flows. Consideration being given to the introduction of an Urban Traffic Control system which would provide automated signalling and control traffic flows on the approaches to Renfrew Cross. The service comprises of a business support web-site, a national enquiry handling, information & research service, a range of pre-start and existing business training events and business advice from accredited business advisers. 558 new companies have been supported since the start of the contract. Work is ongoing; through the Invest in Renfrewshire initiative to date 654 companies have signed a Partnership Agreement agreeing to work with Renfrewshire Council to support the local economy. The final report on the Scottish Transport Appraisal Guidance (STAG) Stage II evaluation of surface access options for Glasgow Airport has been completed. The Stage II evaluation involved a quantitative analysis of the options which were sifted in the STAG 1 process in Now that the alternative transport options have been fully assessed, it is proposed that Glasgow Airport Limited, Renfrewshire Council, Glasgow City Council and Transport Scotland continue to collaborate on the developing of an Airport surface access strategy, which will form part of the Glasgow Airport masterplan. Appraisals and negotiations have been finalised between the UK Government and Glasgow & Clyde Valley local authorities regarding a city deal. This will generate up to 1.13bn of capital investment into infrastructure, business development and employability programmes. The Paisley Heritage Regeneration Strategy was approved by Renfrewshire Council in January 2014 and sets out an ambitious long term programme of regeneration based on the heritage of Paisley and the town centre assets in particular. A comprehensive governance and engagement framework is being developed by the Council. A full action and project plan will be developed by this autumn. In May 2014 the Council concluded the preparation of an analysis of the current tourism offer across Renfrewshire. This will act as the baseline and framework for the development of a tourism strategy for which a new officer role is being created within the Economic Development team. The calendar developed for 2014/15 will continue to deliver an exciting and diverse range of events and for the first time, the Fire Engine Rally will take place in Johnstone Town Centre. The traditional fireworks event will be expanded developing into a mini Halloween festival with activities taking place over Friday and Saturday during the first weekend in November. In addition to these events Renfrewshire will host a full day of activities celebrating the Queen s Baton Relay on Thursday 17 July. To capitalise on the legacy of the Commonwealth Games consideration is also being given to hosting a national cycling event within Paisley Town Centre. The Renfrewshire Local Development Plan has been adopted and will inform development across Renfrewshire for the next five years. 24 21 of 24 Local Economic Development Update The annual Invest in Renfrewshire partnership conference saw over 150 local partners gather to discuss employability in Renfrewshire. The conference marked the two-year anniversary of Invest in Renfrewshire. The theme of the conference was Tackling Inequalities. Councillor Macmillan unveiled the Renfrewshire Employer Offer on the night which aims to ensure every small-to-medium-sized firm in Renfrewshire will be able to access the same level of funding to create a job for an unemployed young person. Some of the area s top workers and best businesses were honoured at the Invest in Renfrewshire Celebrating Success Awards. Around 200 people from the local business community gathered to hear some of the success stories connected to the programme. The winners were: Top Intern Sean Skelly, Solas LED Best Trainee (Employability Fund) Megan McAdam, Barnardos Works Progression in Work Euan Keltie, Renfrewshire Chamber of Commerce Renfrewshire Modern Apprentice of the Year Fraser Murray, Scottish Leather Group Most Promising New Employee Darren Morgan, Johnstone Health Centre Most Promising New Entrepreneur - Laura Morrow, Casa Bebe Three businesses were also given Special Recognition Awards on the night for their commitment to helping local people into employment: Marks and Spencer Braehead Miller Joinery Optima Training - Renfrewshire welcomes news that Doosan Babcock is to create 266 jobs at a new process engineering centre in Renfrew. The firm, which provides services to the energy and pharmaceutical sectors, also plans to create 114 additional jobs at sites around the UK. Doosan said it was investing 4.5m in the Renfrew facility, which is being backed with 1.5m Regional Selective Assistance from Scottish Enterprise. The new jobs are expected to be phased in around the UK sites by Linwood continues to see the redevelopment plans in the area coming to fruition with the opening of the new Tesco on the 14th August. Through the pre employment training programme Invest has supported 47 unemployed Renfrewshire residents to secure employment with the supermarket. - Ryanair has announced it will start operating 55 flights a week from Glasgow Airport as part of a 260million investment in its Scottish operation. - Invest helped fund the employment of some new coaches for the award-winning Street Stuff youth diversionary project, which is run by St Mirren FC and other partners, and uses activities such as street football to get kids off the streets and give them something to do.

25 22 of 24 Invest in Renfrewshire Update June 2013 Partnership Working 649 companies have signed up to the initiative. Job Creation 411 companies have applied for wage subsidies to create 712 new permanent positions. So far, 429 young people have started their new jobs. Renfrewshire Employability Partnership 4784 unemployed people have registered with, and received support from, the service people have moved into employment. Graduate Internships 127 internships have been approved; 86 with the council and 41 with companies. Of the 66 who have completed their internship 8 are still actively seeking employment Business Development Grant 214 companies have been offered grants to pursue development, training, exhibition and ICT projects, amounting to combined funding of over 1,000,796. Business Gateway In the last 18 months, since the start of the new Business Gateway contract 532 new companies have been established with Business Gateway Support.
