6 Home Office Forensic Science Service (FSS) Owned Company Closed on 31 March 2012 FSS became a owned company in December 2005 but struggled to compete in the open market. Falling prices and increased competition meant the forensics market continued to shrink putting the FSS in serious financial difficulty with little prospect of improvement. Without funding from the, the FSS would have entered administration in early 2011, damaging the forensics capability available to the Criminal Justice System. The Home Office was also under scrutiny from the EU: as a business competing in a commercial marketplace, it was contrary to EU competition laws for FSS to continue to receive funding in order to operate. FSS underwent a managed wind down culminating in its closure on 31 March National Police Improvement Agency (NPIA) NDPB. Statutory body under the Police and Justice Act The NPIA has transferred all its functions to successor bodies: the Home Office, the Serious Organised Crime Agency (en route to the new National Crime Agency), and the new College of Policing. The College has picked up the social research function of the Agency and the Home Office, the forensics research. A small team remains in the NPIA to close it down. Final statutory closure is expected to take place in late 2013 when the Crime and Courts Act 2013 is brought into force. The 2010 White Paper, Policing the 21st Century stated: "But now is the right time to phase out the NPIA, reviewing its role and how this translates into a streamlined national landscape."
