Present: In the Chair, Webmaster, Jeff Unsworth (JV), Treasurer, Steve Ashworth (SA), Acting Secretary, Ivy Dickens (ID), Sheila Woodward, (SW), Mike Lynch, (ML), Mike Walsh (MW), Malcolm & Joan Waterworth, Phil Cooksey, Julie Bradshaw, Alan Wright, Margaret Wright, Avis Shone, John Cocklin, June Greenfield, Doreen Pye, Pauline Hilton. 1. Apologies for Absence: John Vickers, Jimmy Entwistle, Cllr. Frank Carmichael. Cllr. Bob Brierley, David Dodsworth, Danny Murray. Barbara Lane was attending a Meeting at Brunswick Methodist Church, as a representative of HGRA, in connection with the Northleigh Regeneration Scheme. 2. Minutes of Meeting 6th July. Proposed: ML. Seconded: Alan Wright. 3. Matters Arising 4. Committee: Three vacancies. Danny Murray s name was put forward for nomination for a committee position. To be clarified at the next Committee Meeting. 5. Northleigh Regeneration Scheme. John Vickers had been in touch with Mr. Charles Bilson, Longport Chairman, and a Meeting has been arranged for 15th September, to discuss the traffic survey and query the benefits of the proposed Development to Hindley Green. It was hoped that the three Ward Councillors could also attend. 6. Westlake Projects. (a) Westlake Play Area. Barbara Lane had been in consultations with Funding Development Officer, Zenno Vattev and officers from WL&CT, and it had been decided that funding should be sought for provision of a rubber base. A letter to this effect had been prepared for Mr. Paul Batty, Performance & Relations Manager, Health, Wellbeing and Culture. (b) Westlake Footpath. Four quotes had been received from Approved Contractors. Councillor Bob Brierley, was now dealing with this project in consultation with Stuart Holland and Stuart Murray, WL&CT. 1

2 2 7. Thomas Street one-way system. Following the residents rejection of the one-way proposal, Steve Bell, Traffic Engineer, had stated that today (3rd August), he and his line manager would be reviewing the suggestions for full length one-way, as well as VA signs and waiting restrictions Thomas Street/Harrison Street.. He will also be arranging a speed survey on Thomas Street outside of the scout hut, after the school holidays. 8. Traffic Issues. (a) Green Lane. After the school holiday period, Steve Bell will be arranging a speed survey for Green lane between Crossdale Road and Alder Lane. Previously, a member had mentioned that a speed survey had been taken some time ago on Green Lane. However, Steve Bell stated that they had no record of any such survey (records go back to the mid 1990 s). This may have been taken by another party such as the police or a private developer. Speed surveys also evaluate volumes and classifications of vehicle so that the survey mentioned may have been for this purpose. (b) Coupland Road. This has not yet been adopted. When the works are complete to their satisfaction, it is normal practice to issue a Part 2 certificate and adoption after a 12 month maintenance period. No part 2 certificate has yet been issued. (c) Zebra Crossing Atherton Road/Corner Lane. There is a Government procedure for determining sites for pedestrian crossings, based on pedestrian and vehicle numbers. A survey was carried out at the junction of Common Lane/Car Common Road on 27th May 2010 and did not meet the required Government figure. There have been no accidents recorded to pedestrians during the latest 3 year validated period. 9. Sponsorship/Fundraising: No report. 10. Hindley Swimming Pool. There have been several meetings held in Hindley in the campaign to keep Hindley Swimming Pool open. MW reported that at a recent Meeting held at Wigan Hospice, it was pointed out that, if the pool was closed, local children would need to be bussed to and from Wigan for swimming lessons. Allowing for a journey of approximately 25 minutes each way and the time taken for the lesson, this was a considerable portion of the school day. 11. Planning Matters. No report. 12. Councillor Items. See Appendix A. 13. Finance Report. June/July. The Treasurer reported a bank balance of , after outgoings of

3 3 14. Any Other Business. (a) Askwith Main Roundabout. Concerns were raised that this had not yet been cleared and replanted as was promised some time ago and it was extremely unsightly. It was agreed to Cllrs. Brierley and Carmichael for an update on the situation. Action 222 (ID) (b) Posters. It was reported that HGRA posters were no longer being displayed in some of the shops in the area. BL to redistribute. (c) Butts Bridge Tenants & Residents Association. An had been received from the Vice Chair, Wayne Reedman. Mr. Reedman is also Community Development person at Rose Leisure company (who bought the Monaco). Will we consider using Monaco for events, etc? Also a request to display posters in our Notice Board, regarding various community activities. No objection to display posters; (d) Yvonne Fovargue M.P. Ms. Fovargue will not be coming as Guest Speaker in October possibly later in the year regarding the Northleigh Regeneration Scheme. (e) Commemorative Plaque for late PCSO Chris McClare. SW suggested that HGRA donate a commemorative plaque to be fixed on the bench at the Bethel paved area. It was suggested that his family be consulted before any decision is taken. If agreeable, funding could be sought from Township Manager s funds.. Action 223 (SW) (f) Guest Speaker: September. Ms. Gail Gregory from Health and Care Together, had been invited to speak at the September Meeting. (g) Marsh Fields Family Fun Day. Playing Fields. A Family Fun Day has been planned for August 13th. It had been suggested that HGRA be represented. However, it was felt that there was insufficient time for arrangements to be made. (h) Car Obstruction in the passageway behind Atherton Road (near Sculpture Hairdressers). A member complained that cars had blocked the exit from her house. Because this area was unadopted, the police were reluctant to take action. She was advised to ring the Traffic PCSOs in future. 15. 6 6 Appendix A Councillor Items Councillor Brierley reported: Brunswick Fund Day, 24th July. Assisted and donated items for the Barbecue. Dray King. Re Footpath complaints. Permission received to relay ground alongside Dray King. Together with Cllr. Carmichael, met Head of Leisure re. Westlake Foopath. Met with Darren Barton re fencing around Westlake. Silverdale Residents garden. Assisted Group in clearing up garden. Met with Highways officers regarding grass verges at Blair Avenue, Edinburgh Drive, Windsor Drive. Clear up scheduled for this week (August 1st 6th). Dealing with complaints re Northleigh site. Arranging a clean up of three alleyways with MOT (surfacing). Road Planings cannot be used. Calder Ave to Atherton Road behind 744 Atherton Road between Thomas St. and Harrison St. Cleaning up woodland at Oak Ave. Clean up off Leigh Road (near railway line). Clean up of small roundabout at Askwith Road. Cut the grass and replaced flower beds. Clean up footpath off Coupland Road. Contact the Council regarding new tarmac footpaths on Beaumaris Road. Site visit with officers to address the public footpath and rights of way. Request member/s join visit at Maple Ave. to point out other blocks. Applying for extra funding for more projects in the area. Resident from Atherton Road previously reported, has now been sacked due to his attitude at work, and making unacceptable remarks about me. which I duly reported. 4 shops in Hindley Green now supplying Dog Fouling Bags. Post office: approx 2,000 bags per month. Sunbed Shop: approx. 500 bags per month. Local Barber: approx. 500 bags. Newspaper shop near Long Lane: 1,000 bags per month. I am informed by telephone call to Post Office when the bags are available for me to collect and distribute. 6

7 7 Cleaned up grass verges at Conway Road to show what standard is needed for all verges in our area. Late report: Received on same day, but unfortunately too late to be announced at Meeting. Following complaints of anglers parking on grassed area at Westlake, I purchased from own funds stumps to install around the edge of the area. Councillor Frank Carmichael. No report. Away on holiday.
