1 STATEMENT OF CONSULTATION HACKBRIDGE AND BEDDINGTON CORNER NEIGHBOURHOOD PLAN January 2017 The Hackbridge and Beddington Corner Neighbourhood Development Group formed June 2011, designated as a Neighbourhood Forum in September 2012 and has spent a number of years preparing and consulting on a draft neighbourhood plan, which is now ready for submission to Sutton Council for review and assessment. In accordance with the Neighbourhood Planning (General) Regulations 2012, Part 5, 15(2), this document contains: (1) details of the persons and bodies who were consulted about the proposed neighbourhood development plan; (2) explains how they were consulted; (3) summarises the main issues and concerns raised by the persons consulted; and (4) describes how these issues and concerns have been considered and, where relevant, addressed in the proposed neighbourhood development plan. (See appendix for full details.) We have included references to these consultations, as we have needed to amend our Plan to accommodate our changing skyline! - 2 -

3 Take me to the church! NDG established, TORs agreed produce a neighbourhood plan by Spring 2012! Re-visioning event held at All Saints leaflet drop to households/businesses, inviting people to get involved. Came up with six themes and adopted your hand in Hackbridge as our logo. Created sub-groups to assess the challenges and opportunities of issues across the neighbourhood and how best to address these through a neighbourhood plan Reaching out to Hackbridge & Beddington Corner Matt Laly assisted with pulling together ideas. Produced summaries in form of posters and placed in shops etc. Ran public consultation events at All Saints and Hackbridge Station. Getting legitimate produce and consult on boundary and forum. Regular updates to community forum. Held monthly meetings open to all residents and business people. Online survey completed by local residents (54 responses). Set up website Wordpress Oct NDG workshop to consider initial feedback from residents. 8 SUMMARY OF COMMENTS RECEIVED (Please see appendix for full breakdown) STAKEHOLDERS - JANUARY Unanimously in support of what the Plan is intended to achieve. 2. Some drafting/wording issues, which have been addressed 3. Lack of reference to open spaces, particularly how the emerging Wandle Valley Regional Park will be safeguarded for wildlife and public access. This has been addressed. 4. Lack of recognition of the future economic impacts of the WVRP on the area (increased visitor numbers etc). This has been addressed (Objective 2.2). 5. Lack of recognition of the contribution to the community made by local places of worship. In particular All Saints Hackbridge has produced the free quarterly Community News, which is distributed to homes. Other community activities, such as the Summer and Christmas Fairs, Carol services, Fireworks on All Saints Day, and the monthly community cinema are all provided by the church for the benefit of the community. 6. Lack of recognition of the community resource provided by All Saints Church grounds, and All Saints Centre. 7. Lack of robust requirements for developers to implement flood/drought risk and green policies. This has been addressed. 8. Important to protect MOL land. Also important to provide affordable housing. 9. Need cost-benefit analysis, with SMART objectives, to determine priorities 10. Need more recognition of the shopping etc facilities provided in Wallington/Carshalton/Mitcham, as these will influence viability of facilities in Hackbridge. 11. Need to ensure requirements for S106 and CIL monies are enforceable. 12. Need to clarify issues such as native/non native species, MOL/SMI land and Zero Carbon homes policies. These have been addressed. STATUTORY BODIES - MARCH All respondents generally support the aims of the Neighbourhood Plan. 2. Reduction of flood risk should be more prominent in Plan, especially use of SuDS and other measures to reduce surface water and fluvial flood risk. CIL monies could be used to implement flood alleviation measures 3. Need policies to explicitly protect and enhance all areas to enable wildlife to thrive. 4. Need to include intentions to restore river to a more natural state wherever possible. 5. Important to protect and enhance green spaces, including allotments and roof gardens. Essential - 8 -

9 that increased population is supported by adequate recreation space, and space for wildlife. 6. CIL monies could be used to identify and protect local heritage assets, and to provide information for a heritage trail. 7. Network Rail is open to discussion regarding the Bridges. 8. Network Rail supports the allocation of sites around the station for mixed use development. Any development must be in conformity to NR's standard guidelines/requirements. 9. Need to take account of rich archaeological legacy, including prehistoric, Roman and early industrial heritage. 10. LB Sutton has stated when using quotes or figures we need to provide the source of information. 11. LB Sutton do not agree certain green spaces in Hackbridge should have a local green space designation as they do not see what additional protection it gives the land. 12. LB Sutton agree that pre application is the best stage the NDG should get involved. 13. LB Sutton think some of the Built Environment policies are too prescriptive. 14. LB Sutton thought our policy on Local Economy weakened the adopted position and could lead to loss of employment land. RESIDENTS / LOCAL BUSINESSES JULY Vast majority of respondents support the aims of the Plan. Several people commented on the good community feeling in Hackbridge, and the benefits of local green spaces and walks. 2. Lack of variety of shops in Hackbridge, and pressure on local facilities from new residents (including school and nursery provision). 3. Opportunity for further green measures eg micro-hydro, methane capture, ensuring new development are beacons for good environmental practice, more hybrid buses, upgrading lamp posts to LED, and encouraging residents to adopt their own good environmental measures (eg permeable paving for hard standings). 4. Opportunities for enhancements through Community Action Plan 5. Parking problems for current residents, Resident parking scheme may not be the answer! Must ensure new developments have sufficient parking 6. A number of issues that are outside the remit of the NDG (eg train platform, dog poo bins 7. Need to work with neighbouring Councils (ie Merton - to improve London Road for pedestrians) 8. Need to protect Irrigation Bridge, Culvers Lodge and Hackbridge station buildings

10 9. Support for concept of Environmental centre. 10. Concern that new development will change Hackbridge from a village to an urban jungle. 11. Plan is not consistent with existing or emerging policy framework of LB Sutton. Identification of land north of Hackbridge Station as an employment zone is incorrect, and it should be redesignated as residential (it is currently designated for mixed use development in LBS Policy DM41, but this is unrealistic). Also object to the requirement that new development should respect the scale and density of the suburban setting, and should allow taller buildings
