1 LEESWOOD COMMUNITY COUNCIL CYNGOR CYMUNED COEDLLAI THE MINUTES OF THE PROCEEDINGS OF THE MEETING OF LEESWOOD COMMUNITY COUNCIL HELD AT THE COMMUNITY CENTRE ON TUESDAY 3 rd NOVEMBER PRESENT Councillor R. Williams, Chairman of the Council (in the Chair) Councillor G. Sherwood, Vice-Chairman Councillors J. Caruana, D.K. Crowther, R. Hughes, Terry Hughes, T. Hughes, C.E. Jones JP, K. McCallum JP, D. Rule, J.E. Saul. Also in attendance Marie Reynolds Clerk to the Council. APOLOGIES FOR ABSENCE These were received from Councillors J. Atkinson. DECLARATION OF INTEREST MEMBERS CODE OF CONDUCT There were no declarations of interest POLICE LIAISON PCSO Poppy Hadfield-Jones was in attendance. An incident update was circulated to all Councillors. LEESWOOD 29 th September UTMV (Unauthorised Taking of a Motor Vehicle) Quad stolen from Maxwell Drive, stolen marker placed on vehicle, currently undetected. 30 th September RAPE, bailed to appear in Magistrates Court on 30 th November. 5 th October ASB (anti-social behaviour) personal at Ffordd Siarl ongoing neighbourhood issues in the area. 10 th October ASB low dispute with another party, resolved. 26 th October ASB personal on Maxwell Drive currently being monitored. 27 th October BOTD (burglary other than a dwelling) on Pontybodkin Hill a number of other related calls in the area. 28 th October BURGLARY DWELLING (garage attached to house) on County Road under investigation. PONTBLYDDYN 13 th September THEFT wallet stolen while owner was at the Cricket Ground. 14 th October CRIMINAL DAMAGE to a vehicle. 27 th October BOTD on Corwen Road summer house and shed break, bicycle stolen & tools, (likely undetected). Further news - Shop Watch link the Co-Op store with Mold Shop Watch relating to local shoplifting offenders. Paws on Patrol a new initiative in the area. Dog walkers invited to take part in 36

2 this which focusses on community intelligence. Remembrance Sunday PCSO Poppy Hadfield-Jones will be in attendance with two North Wales Police Cadets who will lay a wreath. It was advised that Officers are allocated to the more high profile areas in the County. PCSO Hadfield-Jones was invited to attend the Cenotaph Service to be held on Wednesday 11 th November with the children of Ysgol Derwenfa. Community Speed Watch a new initiative where local groups operate autonomously but in close co-operation with Police/Go Safe in order to monitor the activity as necessary, proportionate and effective. Community members trained with the speed gun needs a proactive group like Neighbourhood Watch. PCSO Hadfield-Jones advised that she is to receive a reward as very innovative PCSO. PCSO Andrea Ellis is also to receive an award for PCSO of the Year. All Councillors agreed that a letter should be sent to Chief Inspector Sharon McCairn extending congratulations at these awards MINUTES The minutes of the monthly meeting held on Tuesday 6 th October 2015 had been circulated to all members. It was proposed by Councillor R. Hughes and seconded by Councillor C.E. Jones JP that the minutes of the monthly meeting be accepted as a true record of proceedings. All Councillors in agreement DISCUSSION OF CANDIDATE SITES FOR LOCAL DEVELOPMENT PLAN Planning commitments for the community currently in existence: - Parc Derwen/Wood Grove a further 25 dwellings. Laura Ashley site fifteen dwellings. Field next to the Leeswood Methodist Church three dwellings this has now lapsed. Community Council observations on candidate sites: - Map LEE001 Dingle Road, Leeswood Councillor G. Sherwood objected to this site being included on the basis that it would be too large a development and extend the village envelope. Councillor R. Hughes seconded this adding that this size of development could possibly mean a need for a new school the cost to facilitate such a sizeable increase in properties in the Community could run into millions of pounds. Comment was made that a planning application for the same area had previously been turned down. All Councillors were in agreement. Map LEE003 field adjacent to Tenement Farm, Leeswood there was no indication from the candidate site map of the amount or type of dwellings. It was proposed by Councillor G. Sherwood and seconded by Councillor T. Hughes that this be excluded from the Local Development Plan. All Councillors in agreement. Map LEE004 field adjacent to the Leeswood Methodist Church observation was made that this piece of land had various owners over the years. There are mine workings underneath and any dwellings built would need to be rafted, footings would be inadequate. It was pointed out that a piece of land which could be potentially very unstable was a major issue. Following a vote, five Councillors were against this being included in the Local Development Plan and four 37

3 Councillors were for. Councillors R. Hughes and C.E. Jones JP declared an interest and did not take part in the vote. Map LEE005 comment was made that the size of land in question indicated a sizeable development. There was only one access point to this area. It was proposed by Councillor D.K. Crowther and seconded by Councillor C.E. Jones JP that this be excluded from the Local Development Plan. All Councillors in agreement. Councillor R. Hughes did not take part in the vote. Map LEE006 Ysgol Derwenfa, Leeswood no observation. Map LEE007 Laura Ashley site/playing field at rear of Heol-y-Goron it was pointed out that the Laura Ashley site is already marked for development and the remainder of the playing field to the rear of Heol-y-Goron is a green area. Councillor C.E. Jones JP proposed that this area be included in the Local Development Plan, this was seconded by Councillor G. Sherwood. All Councillors in agreement. Councillor R. Hughes did not take part in the vote. Map LEE008 Land rear of Delfryn, King Street this area is already marked for development. Councillor K. McCallum JP proposed that this be included in the Local Development Plan, this was seconded by Councillor C.E. Jones JP. All Councillors in agreement VACANCY FOR A COMMUNITY COUNCILLOR Notification has been received from Flintshire County Council that no request for an election has been made. Closing date for individuals interested in co-option is 30 th November ACQUISITION OF LAND CEMETERY REQUIREMENTS The Clerk reported that following an from Mrs Sian Jones of Flintshire County Council there has been no instruction received from Mr George Owens to his Solicitors. Due to this reason Flintshire County Council has now temporarily closed the file. It was agreed that Councillors R. Hughes and C.E. Jones JP should meet with Mr Owens to see if progress could be made CEMETERY It was brought to the Council s attention that track marks had been left by the grave digger on the grave behind the new one being opened recently. Comment was made that perhaps the grave digger could put a sheet of plywood down and run over that in order that no ruts would be left on occupied graves. The Clerk stated that she would speak to Mr Ralph Williams of HJ Williams & Sons about this. With regard to the litter problem it was agreed that consideration be given to erecting a sign stating Please take your rubbish down to the bins PLANNING APPLICATIONS Application Number Triple Garage with ancillary accommodation. 4 Following discussion it was proposed by Councillor J.E. Saul and seconded by the Chairman, Councillor R. Williams that an objection to this be recorded on the basis that it becomes a separate dwelling. The motion carried. Five Councillors abstained. Councillor R. Hughes did not take part in the voting PLANNING DECISIONS Application Number Erection of extension to side of dwelling and extension to garage. The Trees, Oak Park, Leeswood, CH7 4UH. This has been approved by Delegated Officer SUSTAINABLE DEVELOPMENT There was no further information available on this matter HANSON HEIDELBERG LIAISON COMMITTEE It was agreed that the proposed visit to the Hanson Heidelberg Cement Works be postponed until the Spring NOXIOUS SMELL IN THE COMMUNITY There had been no further reports of a noxious smell in the Community. Councillor J. Caruana confirmed that he would monitor the situation LEESWOOD COMMUNITY CENTRE Both Community Council representatives had been absent from the last meeting of the Community Centre Management Committee. The Clerk had been present and reported that a successful fundraising night had been held on Saturday 31 st October 2015 with many young children and their parents attending the Family Night. A Christmas Dance to be held on Saturday 19 th December 2015 and a New Year s Eve Dance on 31 st December 2015 were to be the next fundraising events BIG BUDGET/COMMUNITY ASSET TRANSFERS No further information had been received. The Clerk reported that she had attended a One Voice Wales training session on Wednesday 28 th October 2015 regarding Community Asset Transfers held at the Town Hall, Mold. It had been interesting to talk with other Councils in the same position. Wrexham Community Councils were more advanced than the Flintshire Town/Community Councils in regard to Community Asset Transfers MISS CHERYL FRANCIS LONG SERVICE RECOGNITION LEESWOOD BROWNIES The Clerk advised that she had spoken with Miss Francis about her chosen gift. This was to be a portrait of an owl which she had commissioned and the Community Council would pay the cost of 100. All Councillors agreed that this was satisfactory. 39

MOVEMENT OF 30MPH SIGNAGE AT STRYT CAE RHEDYN There was no further progress to report ARRIVA WALES BUS SERVICE ISSUES The Clerk reported that Mr Mick Morton, General Manager of Arriva North West and Wales is unable to attend tonight s meeting but has requested a list of issues with the bus service. Double yellow lines on the junction of Bryn Clyd and King Street were being considered given the issue of cars parked in that vicinity which impeded the buses travelling around the Bryn Clyd/Heol-y-Goron estate. A letter was to be forwarded to Mr Steve Jones, Director of Streetscene supporting this FLINTSHIRE LOCAL VOLUNTARY COUNCIL The Clerk informed that the leaflets for the Civic Service had been printed by the FLVC. They had been very helpful. To become a member of this organisation would cost the Community Council 15 per annum. Councillor R. Hughes stated that this was an organisation worth joining they were able to give assistance on a range of issues. It was agreed by all Councillors that the 15 joining fee be paid FLINTSHIRE COUNTY COUNCIL CREATING AGE FRIENDLY COMMUNITIES WORKSHOPS From the Older People s Strategy Co-Ordinator, Flintshire County Council, information about the Workshops to be held on 25 th and 26 th November COUNTY COUNCIL MATTERS Councillor R. Hughes stated that the hedges in the Community had been cut back well by Mr Neil Williams of the Wylfa Farm. All Councillors were in agreement that a letter of thanks be sent to Mr Williams MATTERS OF AN IMPORTANT NATURE a) Civic Service of Chairman, Councillor Richard Williams held 1 st November 2015 Councillor K. McCallum JP commented on the quality of the Civic Service held on 1 st November 2015 which he believed to be excellent. He thanked the Chairman, Councillor R. Williams for a most enjoyable afternoon. Councillor R. Hughes endorsed this by saying that he had been honoured to walk into Church alongside the Chairman. Comment was made that it was unfortunate that the Civic Service had clashed with that held in Caerwys. It was agreed that advance notification of future Civic Services should be issued by the Clerk in order to avoid this. b) County Road street light it was brought to the Council s attention that a street light was out on County Road, Councillor R. Hughes stated that he would attend to this. c) Chairman s Board it was noted that the Chairman s Board still required updating. Information was awaited from Flintshire County Council regarding a sign writer. 40

6 d) Change of Community Council name from Leeswood Community Council to Leeswood and Pontblyddyn Community Council this was to be put on the Agenda for the December meeting. e) Salting the Cemetery during the Winter this was noted. Councillor R. Hughes was to retrieve the shed key from Mr Barry Richards. f) Christmas Lights Councillor J.E. Saul advised that he was dealing with this. g) Commemoration plaques it was pointed out that a plaque acknowledging the service of the late Mr Cyril D Williams as Clerk to the Council should be obtained and erected on the Chairman s Board located in the Committee Room at the Community Centre. Further suggestion was made that a plaque acknowledging the service of the late Mr Ron Tattum as long-serving Councillor should be obtained and sited the same. All Councillors were in agreement CORRESPONDENCE a) Holywell Town Council invitation to the Mayor s Civic Service on Sunday 25 th October at St. James Church, Holywell at 11am. b) Flintshire County Council, This is our moment, meeting the financial challenge in Flintshire invitation to public engagement event on Monday 23 rd November at Ysgol Bryn Coch, Mold four places had been reserved for Councillors to attend this. It was agreed that the Chairman, Councillor R. Williams and Councillors R. Hughes, J.E. Saul and G.
