Jones (Senior Administrative Officer) PERSONAL The Vice-Chair wished everyone a Happy, Prosperous and Successful New Year NOTICE OF MEETING The notice of meeting was taken as read APOLOGIES Apologies for non-attendance were received from Councillors D. Birch, Mrs. L. Judge, J.T.G. Butler, Mrs. E.M. Barratt, C. Sargeant, I.R. Smith and R. V. Williams POLICE CONSULTATIVE ARRANGEMENTS (175) The Chair welcomed CBM Mike Malone and CPSO Melanie Ledsham to the meeting and they were pleased to report that the new CBM P.C. Gill Lehrle is to commence duties on 14 th January. CBM Malone & PCSO Ledsham reported back on items previously discussed at the 5th December 2007 meeting:- (a) Speeding from Thornfield Avenue down Richmond Road. Regular patrols have continued and Arrive Alive is aware of the problem. (b) (c) Youths gathering late at night outside the Boathouse and High Street. No specific reports relating to that location have been received. Problems at the Cemetery no reports have been received from residents. Councillor R.V. Hill stated that he had received complaints that youths are climbing over the gates at about 8.30pm and later in the evenings. Councillor Mrs. F. McDonald reported that residents have had difficulty in getting any response from the numbers that had been given at a previous meeting. Councillor J.B. Attridge stated that the Coordinator had been issued with keys to the gates, which could assist the Police as often the youths run from one gate to another when been chased by the Police. PCSO Ledsham informed Members that a sheet of contact numbers would be circulated to members as soon as they are to hand. Councillor A.J. Roberts suggested that the Police should have a non emergency number which the public could use and it was agreed that the Clerk write to North Wales Police with this suggestion and the Officers were asked if they would ask Inspector Darren Wareing for his support.

2 (d) Anti-social behaviour at Central Park. Officers reported that large amounts of alcohol had been seized and when the youths were asked why they congregate at the park they say that there is nothing for them to do and they come to the park as it is not outside residential homes. Councillor A.J. Roberts stated that he is not against the youths congregating in the park but when they are drinking it is very intimidating and matters can get out of hand. Councillor J.B. Attridge enquired whether the off-licences are still marking the bottles, CBM Malone confirmed that they are still being marked but stated that the owners of the off-licences are not selling to under age youths and it is difficult to find out were they are getting the drink from. (e) (f) Speeding in the vicinity of Rhodfa Eurgain PCSO Ledsham has now been trained with the speed laser gun and when CBM Malone has completed his training they will regularly target certain areas for about 1 hour a day. Survey conducted by North Wales Police Officers confirmed that North Wales Police have only contacted members of the public who have been in contact with them during the last 12 months and they certainly would not ask personal questions. The following matters were raised by Members and discussed:- (i) Councillor A.I. Dunbar referred to speeding of cars and reported that he had received a letter of complaint from Mr. Gilbert Butler regarding the speeding of vehicles on Breeze Hill which is like a race track and also referred to the moving of grass verges for car parking on Dee Road and his concern that there will be an increase of speed and would like this section to be policed. PCSO Ledsham reported that she has issued tickets to drivers who have parked inconsiderately outside schools. Councillor A.J. Roberts reported that some years ago it had been suggested that permits be allocated to residents on Dee Road but the problem was that no one wanted to pay for it and the problem of policing it. (ii) (iii) (iv) (v) Councillor A.I. Dunbar reported three recent incidents in the vicinity of Thornfield Avenue, theft of a vehicle, vandalism to a car and one had been burnt out. He further reported that youths are still gathering and causing problems and asked an update from the crime team. Councillor C. Granger referred to the advertising campaign relating to mini mopeds, which appeared to be very successful as there had been no sightings in the Llwyni area during the Christmas holidays. Councillor J.B. Attridge extended a vote of thanks on behalf of residents of Prince s Street and Dodds Drive who have praised the work of PCSO Ledsham. Councillor R.P. MacFarlane referred to the Chief Constable of North Wales who has been making news with regard to the taking of ecstasy, which he has likened to taking aspirin and expressed his concern over the difficulty of bringing up teenagers without this ambiguous message.

3 (vi) Councillor P.J. Wainwright referred to the appearance of Arrive Alive at the bottom of Wepre Lane about six days ago and asked if there had been any figures issued. CBM Malone stated that he would make enquiries and report back. (vii) Councillor W. Hastings reported that there did not appear to be excessive litter at the rear of Morley Avenue that backs onto Quarry Lane. (viii) Councillor Hastings enquired the times of the curfew in relation to the setting off of fireworks. Officers reported that New Year s Eve is am and every other day is 11am. (ix) Councillor R.V. Hill enquired whether there had been any update with regard to a fourwheeled motorbike that had bee churning up the amenity area in Normandy Drive. The officers were also pleased to report that a new PCSO would be staring in April working alongside PCSO Ledsham. The Vice-chair thanked CBM Malone and PCSO Ledsham for their valuable assistance DECLARATIONS OF INTEREST There were no declarations of interest. PLANNING COMMITTEE 2/1/08 Councillor A. I. Dunbar (Chair) presiding 208. MINUTES The Minutes of the Meetings held 27 th November and 5 December 2007 were received, approved as correct records and signed by the Chair PLANNING APPLICATIONS (a) Bedfantastic 267b High Street, Connah s Quay Proposed new shopfront window, new customer entrance and render to front elevation (b) Badgers Rise, Connah s Quay Proposed erection of a single storey extension to form sun lounge (c) Whole Site Neighbourhood Centre, Ffordd Llanarth, Connah s Quay Outline Regeneration of Ffordd Llanarth Local Centre comprising a supermarket, retail sites, retention of the existing public house, 342 car parking spaces and access from Ffordd Llanarth Councillor J.B. Attridge on behalf of the Members thanked the Clerk,

4 Town Centre Manager and the Regeneration Committee for their hard work in connection with this regeneration. That the Clerk writes to the Chief Planning Services Officer informing him that the Town Council has no objections in respect of these applications (a), (b) & (c). N.B. Councillor A.P. Shotton entered the meeting during the above item. (d) Land at the rear of 170 Church Street, Connah s Quay Outline erection of two detached dwellings That the Clerk writes to the Chief Planning Services Officer informing him that the Town Council has concerns with regard to this application (d) as to the close proximity of the high voltage overhead power line in relationship to one of the proposed properties. (e) Cross Keys, Church Street, Connah s Quay Proposed erection of a timber pergola to the rear entrance area and erection of new decked area with timber pergola to the rear car park area Resubmission of That the Clerk writes to the Chief Planning Services Officer informing him that the Town Council has the following observations regarding this application (e):- i) that this cannot be a proposed erection as stated in the application as both structures have already been erected; ii) with regard to the covered beer garden Councillor expressed concerns over the usage ie. is there to be a separate application if there is to be entertainment etc. and also the size in respect of the existing floor area (bar facility) of the main building itself NOTIFICATION OF PLANNING DECISION The Clerk submitted Notification of Planning Decision Cross Keys, Church Street, Connah s Quay (copy forwarded to Members with the Agenda). That the Notification be received PLANNING OBLIGATIONS SECTION 106 AGREEMENTS (179)

5 The Clerk submitted letter dated 6 December 2007 from Mr H Evans, Chief Planning Services Officer, Flintshire County Council (copy forwarded to Members with the Agenda). Members noted that the County Council do not have a register of Section 106 agreements for development in Connah s Quay and the need for a register to be kept so the Town Council know if its applicable to any particular area. That the Clerk writes to the WAG and Flintshire County Council s Scrutiny Committee accordingly PROVISION OF 20 MPH SIGNS OUTSIDE SCHOOLS (180(d)) The Clerk drew attention to copy extract from Play for Wales Issue 22 re: Legislation and Policy in Wales which states that Local Authorities can now implement use orders, which allow roads to be used for purposes other than passage allowing local residents to define how they want to use their streets, similarly the Regulations allow Authorities to introduce speed orders to set an advisory (lower) speed) 20mph or less. That the Clerk writes to the Director of Highways requesting that solar powered flashing 20 mph signs be erected in the vicinity of every school in Connah s Quay TOWN DRINKING BAN (180(h)) That the Clerk writes to the County Council requesting a town drinking ban in Connah s Quay ROADS AND FOOTWAYS (a) Road Signs The Clerk reported that Councillor Mrs. E.M.Barratt had drawn his attention to a Press article which included a photograph of a leading to sign which the County Council have provided at Ffordd Cae Llwyn. That the Clerk writes to the Director of Highways thanking him for providing this sign and asking if more can be provided at Badgers Rise and Ffordd Newydd. (b) Public Footpath No. 44 and Public Bridleway No s 39 & 40 (79) The Clerk submitted letter dated 14 December 2007 from the County Legal and Democratic Services Officer, Flintshire County Council together with Notice of Inquiry to be held Tuesday 15 January 2008 at the Conference Room, Connah s Quay Swimming Pool (copies forwarded to Members with the Agenda). The Chair of the Committee reported that he and the Clerk will be attending the Inquiry. Councillor A.J. Roberts reported that he had attended a site meeting some years ago and asked the Clerk to look at previous correspondence/minutes.

6 That the correspondence be received COMPLAINT/REPORT (c) Carriageway Wepre Lane to Woodbank Road Councillor P.J. Wainwright reiterated his concerns that this area of road is in a dangerous condition and needs urgent repair. That the Clerk writes again to the Director of Highways MINUTES FINANCE AND GENERAL PURPOSES COMMITTEE 2/1/08 Councillor A. J. 7 That the Notice be received NEUROLOGY SERVICES IN NORTH WALES (186) The Clerk reported that no further correspondence had been received. That the Clerk s report be received CCTV (191) The Chair of the Committee reported that the invoice for the installation of the first phase of the CCTV cameras had been received and stated that it would be advisable to make an inspection of the nine cameras before sending the remittance and if anything needs to be altered i.e. infra-red camera installed instead or the cameras lifted higher. That Councillors R V Hill, A J Roberts and A I Dunbar make an inspection on Monday 7 th January 2008 at 11a.m ENERGY SUPPLIES FESTIVE DECORATION The Clerk submitted letter dated 10 December 2007 together with copy from the Interim Chief Highways & Transportation Engineer (Policy), Flintshire County Council (copies forwarded to Members with the Agenda) re: Charges for Festive Lighting. The Clerk reported that the Town Council would not be receiving any charges as the Christmas Tree lights use less that the streetlight it has been connected to. (i) (ii) That the correspondence be received. That the Clerk s report is received PLAY FOR WALES HOME ZONES The Clerk submitted copy Legislation and Policy in Wales from Play for Wales Issue 22 autumn 2007 (copy forwarded to Members with the Agenda). That the correspondence be received TRADE REFUSE CHRISTMAS COLLECTIONS 2007/2008 The Clerk submitted Flintshire County Council s notification of collections during the Christmas holidays (copy forwarded to Members with the Agenda).
