1 MINUTES OF THE MEETING OF KELSALL PARISH COUNCIL TO BE HELD AT THE COMMUNITY CENTRE, CHESTER ROAD, KELSALL ON THE 14 TH NOVEMBER PRESENT: Cllr Dutton (Chairman), Cllr Boyle, Cllr Moore, Cllr Harrop, Cllr Hancock, Cllr Mrs Britton, Cllr Mrs Cowell, Cllr Mrs Berry. IN ATTENDANCE: Unitary Councillor Leather (part), 3 members of the public. 98/11 APOLOGIES: Cllr Hopwood, Unitary Councillor Deynem. 99/11 DECLARATION OF INTERESTS: Members were invited to declare any personal or prejudicial interest in any item of business on the agenda or notes and, if necessary, to leave the meeting prior to discussions on the item. Cllr Dutton declared a personal interest in planning application 11/04536/FUL. 100/11 TO APPROVE THE MINUTES OF THE MEETING HELD ON THE 10 th OCTOBER 2011: Resolved: That the minutes of the meeting held on the 10 th October 2011 be signed as a correct record

2 101/11 MATTERS ARISING: 1. Letter from CNS Cleaning Ltd the cost of replacing the carpet in the Parish Rooms will be plus VAT. Possible sources of funding will be looked into. 2. It was agreed to set up a Diamond Jubilee Committee made up of local groups and Organisations to discuss how Kelsall can mark the occasion in The Clerk suggested that the Folk Festival also be invited. This will be done after Christmas. 102/11 OPEN FORUM: Members of the public are invited to speak for no more than 10 minutes to the Council. 1. Cllr Mrs Cowell informed the Council that the recent OPAL fundraising coffee morning had been very successful. 103/11 PLANNING 1. Applications received to date: 11/04619/OUT Stables for horse rehabilitation, Applecross Farm, Hollands Lane, Kelsall No Comment 11/04641/FUL Two storey extension to side and single storey extension to rear, 12 Hillside Road, Kelsall. No Comment 11/04536/FUL Replacement Dwelling, 74 Kelsborrow Way, Kelsall, No objection. 11/05169/TPO Crown reduction to Weeping Willow, 22 Church Street, Kelsall. Comment: The Parish Council would support sensible pruning of this tree

3 2. Decision notices received to date: 11/03819/FUL Two storey side extension, 19 Pasture Close, Kelsall. PERMISSION 11/03382/FUL Side and rear extension and dormer windows, new accesses and conversion into two dwellings amendments to approval 10/13233/FUL. Peacehaven, Chester Road, Kelsall. PERMISSION 11/03664/FUL Construction of external stair access to existing barn and formation of new door and window opening, Hillfoot House, Chester Road, Kelsall. PERMISSION 11/03618/FUL Detached double garage, 2 Old Coach Road, Kelsall. PERMISSION 104/11 OTHER PLANNING MATTERS: 1. The new planning committee for the coming month is Cllr Mrs Cowell, Cllr Harrop and Cllr Mrs Berry. 2. Letter from GL Hearn concerning the proposed Rowland Homes Development on Willington Lane and Green Lane. Cllr Boyle confirmed that the planning application has now been submitted to Cheshire West and Chester Council Planning Department. The application on Green Lane has been changed from 14 houses to nine, three of which will be bungalows

4 105/11 CLERKS AND CHAIRMAN S REPORT: 1. A letter from the Kelsall Family History Group who are aiming to produce a booklet on the men of Kelsall and Willington who fought in the Great War. They hope to sell the booklet for 5 making a 3 profit which will go to the Royal British Legion and Help for Heroes. The Group would like the Parish Council to consider making a 100 donation towards the cost of publishing the booklet. Cllr Hancock proposed 100 donation this was seconded by Cllr Mrs Berry and agreed by the remaining Councillors. Resolved: That a 100 donation be awarded to the Kelsall Family History Group. 2. The results of the Cheshire Community Pride Competition. Kelsall came 5 th out of 7. Cllr Dutton said he would like to find out ownership of the lock up on Chester Road and have a look at the water pump on Dog Lane. 3. A letter from the 2 nd Kelsall Brownies thanking the Parish Council for the recent donation. 4. The Superfast Broadband report from Cllr Harrop. Cllr Harrop said the question the Parish Council needs to ask is does the Parish Council wish to get involved with the Super Fast Broadband project and how would it be funded if they do? Estimated costs per household would be 330 for installation in Kelsall. It was agreed that more information is needed before the Council can take discuss the issue further. 5. Report from Police Constable Steve Trow:- Damage to playing equipment / bins at Kelsall play area Officers continue to monitor the park area in Kelsall due to occasional reports of anti social behaviour and complaints of littering. Officers have been moving off some older youths from the children s play area during evening periods in an attempt at preventing a repeat of recent damage. The children s wooden play park area seems to be a welcoming haunt for youths seeking shelter but of late has been subject to mindless graffiti. We regularly move them on with remarks of we have nowhere to go. Some suggestions made are for the parish to seek funding to provide a youth shelter in the Mugga area so the older local youths have there own place to meet and hang out but this has been met with a difference of opinion from locals who disagree. 5 would be appreciated and can be sent to myself or direct to Mrs Read the Parish council clerk for Kelsall. Male arrested for Burglary at a Kelsall house on 11 th of October, the male is local to Kelsall and is currently on conditional police bail. Speeding A54 By-pass I have received a couple of speeding complaints regarding excess speed at peak hours on the A54 Kelsall by-pass. I can report that I have conducted speeding checks over the last couple of weeks using the Yeld Lane flyover as a viewpoint and despite being out of view from the public surprisingly I had no hits on the speed camera. Speeding on Chester Road I must remind residents the speed limit throughout the majority of the village particularly along Chester Road between the Farmers Arms and Royal Oak is a 30mph. I have received complaints of excessive speed by cars and motorcycles along this particular stretch of road and I have been conducting speed enforcement to prevent any further issues. 4 arrested for Burglary at a house on Longley Avenue in Kelsall. Police, air support and dog patrols were called to the area, after jewellery was stolen from the property. Offenders were arrested in the Frodsham area and have been remanded into custody. 106/11 CORRESPONDENCE: 1. The Clerk has filled out the necessary paperwork to apply for the 2011/12 Graveyard grant and it has been confirmed Kelsall will receive 250 for St Philips and 200 for the Methodist Chapel. 6 107/11 HIGHWAYS AND TRANSPORT: 1. Cllr Dutton reported on the recent road traffic accident at the junction of Willington Lane and Kelsborrow Avenue. The Parish Council had also received a request from a local resident to carry out another Speed survey on Chester Road. Cllr Dutton said over the years the Parish Council had carried out a number of speed surveys on Chester Road and it was found that the majority drove at a sensible speed but those who did speed tended to be very excessive with some vehicles clocked at up to 48 miles per hour and those people are unlikely to be deterred by a SID survey. What was needed is Policing and fines issued. The Clerk asked Unitary Councillor Leather if he had managed to get a quote for a permanent solar speed indicator sign for Chester Road. Cllr Leather said he had asked and would chase it up. 108/11 FOOTPATHS AND KELSALL GREEN: 1. The Queen Elizabeth II Fields Challenge to protect recreation spaces. It was agreed to allow the Parish Councillors longer to consider all the options available to protect Kelsall Green. 2. Rural Support Programme Funding, possible funding for lights and CCTV on Kelsall Green. 3. Kelsall & District Gardening Club 400 donation from the proceeds of the Open Garden Day. The Committee would like the funding to go towards something that would appeal to older members of the community for example a boules/petanque pitch. The Clerk has spoken to Mrs Beattie and explained that the Recreation Committee no longer exists but the Parish Council will still support any groups wishing to start a project. Mr Beattie will meet with members of the Gardening Club and then hopefully the Parish Council to discuss the idea. Meanwhile the Clerk will not cash the cheque until a group of volunteers to take the idea forward has been formed. 4. Cllr Boyle had prepared a Health and Safety Summery for Kelsall Green Playground. It was agreed that a sign needs to be placed at the entrance which would ensure that health and safety is not solely the Parish Councils responsibility. The Clerk reported that the Kelsall Green Committee did look into signage and came up with various ideas, the Clerk will look at what the Committee though was appropriate and necessary. It was also agreed that the Parish Council needs to look into companies that carry out routine yearly maintenance

7 109/11 FINANCE REPORT: 1. The Clerk will call a finance committee meeting to set the precept for 2012/ The Clerk confirmed that she had written to the Bank of Ireland asking for the account to be shut down and the balance transferred to the Lloyds TSB Business Call Account. 110/11 OTHER PARISH BUSINESS: 1. Cllr Hancock asked if anyone needs to attend the Cheshire Community Action AGM. Cllr Dutton said if anyone wished to attend they do so. 2. It was agreed that the Parish Council should respond to the Parliamentary Boundary Review stating that the Council is unhappy with becoming Winsford and would prefer Eddisbury & Winsford

8 3. It was confirmed that KADRAS had offered the Parish Council a donation towards the repair of the War Memorial, Cllr Dutton said that was a very kind gesture from KADRAS. Cllr Dutton said he would like to write thanking all the volunteers on behalf of the Parish Council. This was agreed. The Parish Council will also consider putting more bollards along the grass front to discourage vehicles parking on the grass near the Memorial. 4. It was reported that KADRAS had planted a number of bulbs on Kelsall Green. 111/11 DATE OF NEXT MEETING: 12 th December 2011 Signed Date
