4 1. Introduction Purpose of the Consultation Statement 1.1 In January 2017 Colsterworth and District Parish Council submitted their Neighbourhood Plan to South Kesteven District Council. When submitting a neighbourhood plan to the relevant local planning authority the legislation requires that the qualifying body also include a number of other documents. One of these is commonly known as a Consultation Statement. 1.2 This Consultation Statement has thereby been prepared to fulfil the legal obligations of the Neighbourhood Planning Regulations Part 5, Section 15(2) of the Regulations sets out that a Consultation Statement: a) contains details of the persons and bodies who were consulted about the proposed neighbourhood development plan; b) explains how they were consulted; c) summarises the main issues and concerns raised by the persons consulted; d) describes how these issues and concerns have been considered and, where relevant, addressed in the proposed neighbourhood development plan. Background to the preparation of the neighbourhood plan 1.3 As the appropriate Qualifying Body, Colsterworth and District Parish Council applied to South Kesteven District Council to designate a neighbourhood area on 17 November The District Council subsequently publicised the application for a six week period and invited any representations. The District Council formally approved the Neighbourhood Area for Colsterworth on 8 February The boundary of the Colsterworth Neighbourhood Area corresponds to the Parish boundary. This is indicated in Appendix Parishioners interested in being involved in the preparation of the Neighbourhood Plan were invited to an open event in October 2013, and a steering group was subsequently established in November Schedule of consultation activities and timeline 1.7 Consultation activity during the preparation of the Neighbourhood Plan occurred in two distinct stages. 1.8 Initial non-statutory consultation occurred between April 2014 and October 2015 when the Steering Group sought the views of the wider community and key stakeholders as part of Colsterworth and District Neighbourhood Development Plan: Consultation Statement Page 4

5 their evidence gathering. Throughout this initial consultation stage there was also continual engagement with South Kesteven District Council. 1.9 The statutory pre-submission consultation stage on the draft plan was then undertaken for just over 7 weeks between 1 June and 22 July The specific activities undertaken during these two stages and the issues raised are described in more detail in the following sections. 6 2. Initial Non-statutory Consultation 2.1 As part of the preparation of the draft plan various consultation activities were undertaken. These are summarised below: Initial information, questions and discussion (April 2014) 2.2 The purpose of the Neighbourhood Plan was explained at the Annual Parish Meeting, followed by questions and a discussion on the possible key issues to be addressed in the plan. Identifying the issues and concerns in the parish (April May 2014) organisations and public services in the parish were asked to look years ahead and to give their views on: positive aspects of the neighbourhood area now what could be improved any new developments they would like any developments they do not want any places/buildings to be protected any other key issues for their organisation forms were returned. These responses influenced most of the questions in the subsequent questionnaire sent to every household in the Parish in September Local land owners and businesses (April May 2014) 2.5 At the same time as the above local land owners and businesses were sent the same initial consultation form for information and invited to comment. Stall at Colsterworth C of E Primary School Fete (May 2014) 2.6 The aim of this session was to raise awareness about the neighbourhood plan with local parents, including exchanging information and discussion. Open Day in Colsterworth Village Hall (June 2014) people attended this public information event. The main issues that emerged in the first consultation were displayed. Parishioners were asked to indicate their support or opposition to the various issues raised. Colsterworth and District Neighbourhood Development Plan: Consultation Statement Page 6

7 Consultation with statutory and other bodies (July 2014) 2.8 Various local authorities and statutory bodies were informed about the preparation of the neighbourhood plan and invited to comment on possible issues that ought to be addressed. 2.9 Responses were received from: Natural England, The Environment Agency, The Highways Agency, Anglia Water, Western Power Distribution and the NFU. Consultation with local primary schoolchildren (July 2014) 2.10 A morning session with 44 children in Years 5 and 6 at Colsterworth C. of. E Primary School. There were two activities: a) In groups, acting as if members of the Parish Council, pupils identified their priorities for improvements during 2015 in Housing, Traffic, Community facilities, Historic buildings, and the Natural Environment of the parish. b) Individually, and thinking about all age groups, pupils completed a short survey on what they would like to see in the area by Then, in groups, they had to prioritise their top five developments and present their group s list of priorities. Household questionnaire (September 2014) 2.11 Survey forms, based on the issues mentioned most during all the initial community consultations, were delivered to 902 households throughout the neighbourhood area. 250 forms were returned by freepost or to collection boxes, a response rate of 27.7% An analysis of the response to the household questionnaire is attached as Appendix 2. Consultation with local teenagers (October 2014) 2.13 Steering group members went to two Youth Club sessions to introduce the Neighbourhood Plan, to start discussion about future developments, and to alert them to the forthcoming survey teenagers were actively involved each time A slightly abridged version of the questionnaire sent to households was handed out to 90 students who use the various school buses which serve Colsterworth and the other villages in the parish. Of these 39 were either collected at the bus stop the next morning or left in collection boxes, which was a response rate of 43.3% An analysis of the responses is attached as Appendix 3. 8 Public meeting to Plan the Plan (November 2014) parishioners attended this meeting. The preliminary indications of community priorities from the two questionnaires, and details of the aspects of living in Colsterworth and District that were highly valued, were presented at the meeting. Small groups then shared ideas in response to the question, So, what is our vision for our neighbourhood? 2.17 Several participants from this meeting took part in two workshops to identify the Plan s themes and objectives held on 25 February and 16 March Four themes were agreed and through the early summer of 2015 four small groups each took one theme and identified the key issues to be developed in the draft plan. Stand at Colsterworth Summer Fete (July 2015) 2.18 A display of local photographs and maps was used to encourage people to identify their favourite views, walks and unspoilt places. 28 parishioners gave their suggestions. Later 6 others did the same at the public meeting in North Witham. Public meeting for residents of North Witham, Gunby, Stainby, and Lobthorpe (October 2015) people attended this specific consultation. Under the current SKDC core strategy these small settlements are deemed unsustainable. At present new housing is only permitted in exceptional cases of proven housing need combined with a strong local connection. Yet several respondents to the Household Questionnaire had supported the possibility of infill housing in these villages. Therefore this meeting was intended to inform the Steering Group in detail about issues of housing, transport, rural employment, community facilities and broadband quality in the most rural parts of the parish. A productive discussion and clarification of these and other issues was held. Village Newsletter 2.20 The Parish Council frequently appended the neighbourhood plan progress reports to their own report, which is published in the monthly Village Newsletter (known as In Touch ). The newsletter is distributed to all households within the Parish and to businesses on the distribution route. Colsterworth and District Neighbourhood Development Plan: Consultation Statement Page 8

Statutory Pre-submission Consultation Statutory Requirements 3.1 Part 5, Section 14 of the Neighbourhood Planning (General) Regulations 2012 require that before the neighbourhood plan is submitted to the local planning authority the qualifying body must: a) publicise, in a manner that is likely to bring it to the attention of people who live, work or carry on business in the neighbourhood area: 1. details of the proposals for a neighbourhood development plan; 2. details of where and when the proposals for a neighbourhood development plan may be inspected; 3. details of how to make representations; and 4. the date by which those representations must be received, being not less than 6 weeks from the date on which the draft proposal is first publicised; b) consult any consultation body referred to in paragraph 1 of Schedule 1 whose interests the qualifying body considers may be affected by the proposals for a neighbourhood development plan; and c) send a copy of the proposals for a neighbourhood development plan to the local planning authority. 3.2 Part 5, Section 15(2) of the Regulations sets out that a Consultation Statement should specify: details of who was consulted on the proposed neighbourhood plan (including any of the consultation bodies) an explanation of how they were consulted a summary of the main issues and concerns raised through consultation a description of how these issues were considered, and where relevant, addressed in the neighbourhood plan proposal. Publicising details of the proposals for a neighbourhood plan 3.3 The Draft Neighbourhood Plan for Colsterworth was presented by the steering group to the Parish Council meeting in May 2016, along with the proposed programme for the presubmission consultation. The Parish Council gave their go ahead for the steering group to proceed to the pre-submission consultation stage. 3.4 It was agreed that the period for the pre-submission consultation would be from 1 June to 22 July A public notice announcing the publication of the Draft Neighbourhood Plan and the opportunity to comment was placed in the Grantham Journal. 10 3.6 A leaflet was distributed to every household in the neighbourhood area. This was enclosed with the June edition of the Parish Newsletter known as In Touch. The 4 page leaflet listed the key issues addressed in the plan, summarised the policies, and outlined the consultation arrangements. A copy of the leaflet is attached as Appendix The circulation list of the Parish Newsletter also included some local businesses. The summary leaflet was therefore posted to those not on the circulation list. This included businesses on the A1 service areas, Honey Pot Lane and Sewstern industrial estates. A copy was also hand delivered to the Co-op Store Manager, High Street, Colsterworth and to the Police and Crime Commissioner c/o the Police office, Back Lane, Colsterworth. 3.8 The summary leaflet listed a series of open days where members of the local community were invited to drop in and discuss the contents of the plan. The open days were organised on: Wednesday 22 June at Methodist Church Open Door (11am - 1pm) Monday 27 June at North Witham Village Hall (6pm - 8pm) Wednesday 29 June at White Lion Colsterworth (4.30pm pm) Wednesday 6 July at Stainby Church (7.30pm pm) Saturday 9 July at the Garden Fete at Millfield, Colsterworth (2pm - 4pm) Saturday 16 July Colsterworth Village Hall (10am am) 3.9 A poster was also displayed around the parish displaying the times and dates of the open days. This is attached as Appendix 6. Publicising where and when the neighbourhood plan may be inspected 3.10 The Draft Plan and associated publicity made it clear that a copy of the plan may be inspected on a dedicated website: that was launched on 1 June. A link was made available from the Parish Council website Hard copies of the plan were also available for inspection at: Colsterworth Post Office The White Lion Public House in Colsterworth Woolsthorpe Manor A loan service of hard copies of the plan was available upon request for anyone having difficulty accessing the material on-line or at the above locations Also available on the website were various background documents: a summary of the Draft Plan a summary of the data from the Survey of Households questionnaire (September 2014) responses to the Teenagers Questionnaire (September 2014) Neighbourhood Parish Statistics from Census 2011 (September 2014) Review of the Built Environment of Colsterworth and Woolsthorpe by Colsterworth (September 2014) Landscape Character Assessment (September 2014) Colsterworth and District Neighbourhood Development Plan: Consultation Statement Page 10

11 A list of sources of evidence to support Colsterworth and District s Neighbourhood Plan policies (September 2014). Details of how to make representations 3.14 The publicity material made it clear that any comments must be submitted in writing to: address: admin@colsterworthnp.co.uk; or Postal address: The White Lion, 31 High Street, Colsterworth, Lincolnshire, NG33 5NE Those commenting were encouraged to use the response form, which was available on the website Hard copies of the response form were also available at the above locations. These also acted as collection points for completed hard copy response forms. A copy of the response form is attached as Appendix The website pointed out that anyone with any queries could contact the administrator of the Steering Group by at: admin@colsterworthnp.co.uk A Facebook page was available during the consultation period. The date by which those representations must be received 3.19 It was stated in the publicity material that the deadline for any comments was 22 July Consult any consultation body affected by the proposals 3.20 A copy of the notice announcing the publication of the Draft Neighbourhood Plan and the opportunity to comment was distributed by (or in some limited cases the notice was posted). This fulfilled the statutory requirements to contact the consultation bodies specified in paragraph 1 of Schedule 1 of the Neighbourhood Planning (General) Regulations The consultation list was kindly supplied by South Kesteven District Council. A list of those consulted is attached as Appendix 8. It broadly comprises: statutory bodies local businesses significant landowners A specific note was ed or posted to landowners affected by Policy 12, which proposed certain sites be allocated as Local Green Space. A copy of the letter sent to them is attached as Appendix 9. A subsequent letter was also sent to Tata Steel, which is attached as Appendix Although engaged throughout the preparation process, a copy of the draft plan was also formally sent to South Kesteven District Council for comment. 12 3.24 The Steering Group received 35 responses in total. This included South Kesteven District Council and Lincolnshire County Council, who provided detailed comments on planning, conservation and highways matters. Their constructive comments were valuable in helping to review and improve the wording of the draft plan. For example, it was pointed out that Twyford Wood is too large to be designated as a Local Green Space and is already well protected. Similarly it was explained that the proposed Local Green Space on the land around North Witham ford is also unsuitable as it is owned by the Highways Agency There were also responses from National Grid, the National Trust, Skillington Parish Council, Lincolnshire Wildlife Trust, Anglian Water, Upper Witham WFD &WTD Drainage Board, Historic England and Natural England. These covered a broad range of issues There were 15 responses from the village hall committee/ trustees and parishioners in North Witham. They were all opposed to the proposal to designate the land around their village hall as a Local Green Space. They argued that the land is owned by a trust and is therefore already afforded protection from development There were 9 further responses from parishioners on various matters which included: both support and opposition to the area by the ford at North Witham support for a village hub/meeting place support for footpath network and cycle paths support for infill development and attractive house design suggestion of small retail development on A1 support for improved broad band support for tourism especially using the Isaac Newton connection support for high-tech and light industry attached to village two comments on traffic management and pollution in relation to B676 and the impact of planning decisions outside the parish impact of increase in commuting on road network support for area of separation between Colsterworth and Woolsthorpe Colsterworth and District Neighbourhood Development Plan: Consultation Statement Page 12

13 detailed correction on the Nature Trail map opposition to any increase in HGV/road haulage industry in this rural area support for keeping green spaces and play areas support for keeping allotments concern about the lack of promotion of industrial/commercial premises In addition there were a number of comments from parishioners that were beyond the scope of a neighbourhood plan. These included suggestions for widening footpaths, the filling of potholes, improving local bus services, or promoting communication via a village electronic notice board. These comments were forwarded to the Parish Council and some have been included as aspirational projects listed in Section 9. How these issues were considered and addressed 3.30 How each of the issues and concerns raised during the pre-submission consultation is summarised in Appendix 11. Conclusion 4.1 This Consultation Statement demonstrates that the Steering Group (acting on behalf of Colsterworth Parish Council) has prepared the Colsterworth Neighbourhood Development Plan in accordance with the legal obligations set out in the Neighbourhood Planning Regulations As stipulated in Part 5, Section 15(2) of the Regulations this Consultation Statement: a) provides details of the persons and bodies who were consulted about the proposed neighbourhood development plan; b) explains how they were consulted; c) summarises the main issues and concerns raised by the persons consulted; and d) describes how these issues and concerns have been considered and, where relevant, addressed in the proposed Colsterworth Neighbourhood Plan. 4.3 Furthermore the Steering Group hope that this Consultation Statement demonstrates that they have endeavoured to go beyond the minimum legal requirement. The Group has made genuine and committed efforts to engage all those who live, work or have a business interest in the Neighbourhood Area and provided them with every opportunity to influence the content of the Neighbourhood Plan throughout its preparation.
