2 1 7 : 2 5 p.m. 2 CHAIRMAN GALLOWAY: I am going to call to order the 3 public hearing for Tax Budget 2019, and I will hand over the 4 program to our Fiscal Officer, Mrs. Dawson. 5 MS. DAWSON: Thank you, Mr. Galloway. It is time to 6 talk about the 2019 budget. And in order to do that, I need 7 to submit a worksheet for our actual spending in 2016 for the 8 tax budget, and that includes the General Fund, the Road and 9 Bridge Fund, the Fire District Fund, the Road District Fund or 10 the Levy Funds, and the Safety Services Levy. Those are the 11 only five funds that we are taking into account. It is not 12 the whole budget. 13 CHAIRMAN GALLOWAY: Right. 14 MS. DAWSON: Okay. So we, we do the actuals for , the actuals for 2017, the current estimate for 2018, and 16 then we come up with an estimate for And I am 17 estimating for 2019, based upon things that I know as far as 18 possible road projects that Mr. Kraska has in the works and 19 money that I expect to get in, I am going to respectfully 20 request from the county that we get $7.1 million in, that 21 would be the General Fund, $910,000; Road and Bridge Fund, 22 $1,025,000, which is inside millage, unvoted millage or 23 outside millage; Fire Levy Fund, $1.6 million; Road Levy, 24 $1,250,000; and the Safety Services Levy, $2.4 million. 25 Currently this year, we are expected to receive 26 $845,000 in the General Fund; Road and Bridge, $965,000; $ million in the Fire District, so that hasn't changed; the Road 28 District or the Road levy Fund, $988,000; and in the Safety 29 Services Levy, $2.3 million; for a total of $6.7 million. 30 So we always ask for a little more and we'll 2

3 1 probably get a little less, but I'll find out for sure what 2 we're going to get after we have a public hearing with the 3 county and it's usually end of July, beginning of August. 4 Does anybody have any questions? It's a standard 5 thing we do every year. There is not a lot of creativity to 6 it. It's just -- 7 CHAIRMAN GALLOWAY: We are required by law to have a 8 public hearing -- 9 MS. DAWSON: We have to do that, correct. 10 CHAIRMAN GALLOWAY: -- as it relates to this 11 document. Is it already available on the website or will it 12 be available on the website? 13 MS. DAWSON: I believe they did place it on the 14 website, but I've had two copies for 10 days, as required, in 15 my office. And, certainly, anybody can call the office and 16 get a copy of it. So CHAIRMAN GALLOWAY: I would ask if there is anyone 18 in the audience, because this is a public hearing, that would 19 like to speak to the tax budget for 2019 or if you have any 20 questions for Mrs. Dawson? Okay. Being that there are no 21 public comments or questions, Trustees, anything else? 22 MS. LUHTA: No. 23 CHAIRMAN GALLOWAY: Anything else? 24 MR. MALCHESKY: No. 25 CHAIRMAN GALLOWAY: Okay. Then I will go ahead and 26 close the public hearing for the Tax Budget (Whereupon, the public meeting was closed at 28 7:29 p.m.) 29 CHAIRMAN GALLOWAY: And then we have to go into our 30 regularly scheduled meeting but that's -- Is it 7:30? 3

DAWSON: Wait a minute. 5 CHAIRMAN GALLOWAY: You can't start a public meeting 6 early, so we will have a moment of -- 7 MS. LUHTA: Silence. 8 MR. MALCHESKY: Hold on a minute. 9 CHAIRMAN GALLOWAY: Yeah, wait. 10 MR. ROSE: A moment of quiet reflection. 11 CHAIRMAN GALLOWAY: That's right. We wait for 12 the MR. ROSE: Tick- tock, tick- tock. 14 CHAIRMAN GALLOWAY: We'll let Rick just keep it 15 rolling. 16 We do that public hearing every year at 7:25 because 17 it usually takes five minutes. 18 MS. DAWSON: It's, like I said, there is not -- You 19 fill out the worksheet and it generates the numbers for you. 20 CHAIRMAN GALLOWAY: Correct. And we will be voting 21 on that in a resolution in our regular meeting. 22 MS. LUHTA: It is now 7: (Whereupon, the regular meeting was called to order 24 at 7:30 p.m.) 25 CHAIRMAN GALLOWAY: Which I am now going to call to 26 order. So I call to order the regularly scheduled Concord 27 Township Board of Trustees meeting for Wednesday, June 6th. 28 Please join Connie in the Pledge of Allegiance. 29 (Whereupon, the Pledge of Allegiance was recited.) 30 CHAIRMAN GALLOWAY: Roll call, please. 4

5 1 MS. DAWSON: Mr. Malchesky? 2 MR. MALCHESKY: Present. 3 MS. DAWSON: Mrs. Luhta? 4 MS. LUHTA: Here. 5 MS. DAWSON: Mr. Galloway? 6 CHAIRMAN GALLOWAY: Here. 7 All right. Minutes, we have those for May 16 to 8 approve. Any changes or modifications? 9 MS. LUHTA: No. 10 MR. MALCHESKY: Not for May 16th, no. 11 CHAIRMAN GALLOWAY: Okay. May 16th is approved. 12 Elected official reports, Fiscal Officer, 13 Mrs. Dawson. 14 MS. DAWSON: Thank you. Sorry. I've got -- As of 15 May 31st, we were 41 percent of the way through the calendar 16 year. Treasury balance for the 19 active funds within the 17 Township Treasury was $5.7 million. Treasury balance includes 18 $500,000 in funds set aside for specific projects. 19 Year-to-date expenditures were 34 percent of the 20 amount appropriated and the revenue is currently at 58 percent 21 received for 2018, so we are well within budget. 22 I also wanted to give a very special thanks to 23 everyone that helped assist us with making our Memorial Day 24 ceremony special. We appreciate everyone's assistance. I 25 heard it was very lovely day. 26 Also, please remember the artificial floral 27 decorations are not permitted in the cemetery after April 1st. 28 If you have placed any, they have been removed this week and 29 placed down by the Service Department fence. 30 Finally, we have updated our cemetery rules and 5

LUHTA: I have nothing to report other than the 6 fact that I did attend the Memorial Day service at the 7 cemetery. 8 CHAIRMAN GALLOWAY: Paul. 9 MR. MALCHESKY: Actually, a lot of my calls 10 surrounded, well, I guess the unusual ones surrounded a lot of 11 requests for, I guess, bumps in the road or traffic CHAIRMAN GALLOWAY: Speed bumps? 13 MR. MALCHESKY: Yeah, traffic calming devices of 14 those natures. And I know that our Administrator is working 15 on a traffic calming policy and some of those issues. I've 16 talked to Frank about those. But that's what a majority of 17 the calls have come in because tis the season, so kids are out 18 and about. So we will hopefully have that out to everybody 19 soon. 20 CHAIRMAN GALLOWAY: Mine revolved around stormwater 21 and roads, just, you know, problems and issues. And I was 22 also at -- or took in the Memorial Day ceremony, which is 23 always a wonderful event and I highly encourage folks to come 24 out to it next year. I want to especially thank our own Karen 25 Warner for all her hard work in organizing and putting that 26 together this year. She did a yeoman's effort and, for that, 27 we are very thankful. 28 I would also then like to move into department 29 reports and Mr. Rose is going to handle Administrator, Fire, 30 and Zoning due to various folks that were not able to be here 6

7 1 this evening. So, Andy, take it away. 2 MR. ROSE: Thank you, Mr. Galloway. Good evening, 3 everyone. For the Administrator's side, I was able to meet 4 with the County Auditor's Office this week and we were able to 5 reconcile all of our TIF properties and the funds that we are 6 receiving, and we continue to work closely with Lake County 7 Stormwater on various projects. 8 The Fire Department's report, total runs for May 9 were 208, which brings our total runs year to date to 1, For the month, we had 127 EMS calls with 100 transports. We 11 had 75 fire events, seven fires, one was a cooking fire, six 12 building fires. We had eight hazardous conditions without 13 fire, 29 service calls, ten good intent calls, 19 false 14 alarms. We provided mutual aid 21 times. We received mutual 15 aid 16 times. 16 Our Fire Prevention Bureau was very active this 17 month. They did six plan reviews, 47 annual inspections, five 18 follow-ups, 18 fire protection system testings, five 19 reinspections, five fire alarm tests. And they did one 20 community event safety planning and then they also 21 participated in three community education events, Heros' Day 22 at Great Lakes Mall, the Coast Guard Safety Day, and we also 23 participated in the Click It or Ticket event at McDonald's, 24 which was in conjunction with the Lake County Health 25 Department and local law enforcement. 26 And we remind everyone that this Sunday, from 11:00 27 to 2:00, right out here in our parking lot is the Annual 28 Safety Day put on by the Fire Department. So we encourage 29 everyone to come, bring the kids. We're expecting to have the 30 life flight helicopter and we'll have the equipment out here 7

8 1 for the kids to take a look at. 2 Moving on to the Zoning Department report, the 3 Zoning Department processed 51 zoning permit applications in 4 the month of May, collected $5,250 in fees. This brings the 5 year-to-date total to 136. There were 15 decks, 13 fences, 10 6 accessory buildings, four pools, two additions in the 7 residential districts, three new single-family dwellings, one 8 accessory building, one change in use, one residential 9 structural altercation (sic.), and one wall sign. 10 Last night, the Zoning Commission met and voted to 11 approve the site plans for a building addition to Anytime 12 Fitness, which is located on Johnnycake Ridge. They also 13 voted to approve applications for a new Verizon store that 14 will be constructed at the corner of Crile Road and Gold 15 Court. 16 And, lastly, the Board of Zoning Appeals will meet 17 next Wednesday at Town Hall at 7:00 p.m. for their meeting. 18 They will be hearing four variance applications, and the 19 agenda may be found under -- on the township website under 20 Public Meetings. 21 This concludes the three reports. Thank you, sir. 22 CHAIRMAN GALLOWAY: Thank you. Great job. 23 Next up, we have Service Department, Mr. Frank 24 Kraska. 25 MR. KRASKA: Good evening, everyone. 26 CHAIRMAN GALLOWAY: Good evening. 27 MR. ROSE: Good evening. 28 MS. LUHTA: Good evening. 29 MR. KRASKA: During the past month, Concord Township 30 contracted with Pacheco Cement Company to replace nearly 4,000 8

9 1 square yards of failed concrete sections and repair various 2 catch basins along Hunting Lake Drive. This road, which was 3 originally constructed in 2003, has begun to experience 4 degradation periodically along the entire length of the road. 5 The township would like to extend its appreciation to the 6 local residents on Hunting Lake for their patience and support 7 during these road improvements. 8 In addition to this project, Concord Service 9 Department is currently stabilizing sections of roadway on 10 Buckingham Place and Mount Royal Drive. This is in advance of 11 a resurfacing project that Chagrin Valley Paving Company will 12 perform later this month and into July. It's considered Mount 13 Royal Subdivision. Buckingham Place was constructed in and road conditions have recently been in rapid decline, 15 breaking down and potholing. 16 Much of this, much of this failure can be attributed 17 to Concord Township topography, its frequent elevations 18 changes, subterranean water systems, along with freeze/thaw. 19 These factors purge the base of lay -- Slow me down. These 20 factors purge the base layers of roadways, fracture the 21 surfaces and joints, and subsequently shorten the road's 22 design service capacity. This alone puts a heavy burden on 23 Concord's long-range road plan for road improvement and our 24 ability to provide a proactive sequence of response through 25 the principal of long-term needs. 26 Concord Service Department has stepped up 27 maintenance procedures following new road construction in a 28 comprehensive effort to prolong the surface life of roads, one 29 of which is crack sealing, which we will be performing for the 30 next two months. 9

10 1 We also have a concrete crew which is prepared -- 2 has prepared to replace sections of roadway beginning on 3 Brightwood Drive and will, will continue throughout the summer 4 at various locations around the township. 5 As part of our strategy to promote good stormwater 6 drainage practices, the Service Department over the past year 7 converted over 14,000 square feet of asphalt surfaces in seven 8 cul-de-sacs and replaced it with bioretension drainage 9 islands, which capture rain run-off, filters pollutants out of 10 the stormwater and gradually releases it into the local 11 tributaries. This past week, we completed planting trees and 12 various plants on Lambton Court, Hobby Horse Lane and 13 Canterwood Trail that will both help in this process and add 14 to the aesthetic value of these neighborhoods. 15 Controlling stormwater run-off should be an 16 initiative equally shared by all of our residents in the hope in hopes of lessening the environmental impact on our 18 community. Planting trees and shrubs, along with maybe adding 19 rain gardens to your property for gutter run-off can make all 20 of us caregivers of our future holdings here in Concord, which 21 is, by the way, and will always be the focal point of Lake 22 County. 23 Please take note that, during the next three months, 24 the Service Department will be on 10-hour workdays Monday 25 through Thursday of each week. 26 If you have any questions or requests, please feel 27 free to call us at (440) or excuse me -- or and/or you can visit our website at 29 for additional township information and 30 activity. 10

LUHTA: Good evening. 25 MR. ROSE: Good evening. 26 MS. ESKER: I am so very pleased to report that the 27 Concord Township Recreation Department offers an enjoyable and 28 energizing variety of classes and events to our residents in 29 June. Our classes this month include Pound!, a high energy 30 exercise class using weighted drum sticks on Monday evenings; 12

13 1 our Martial Arts program for kids and adults on Tuesday and 2 Thursday evenings; Tai Chi on Wednesday evenings; and for 3 folks about to retire, enroll in our Getting Started with 4 Medicare Class on June 14th. 5 If the kids are already bored with summer, spice it 6 up and enroll them in our kids' camps. If your child loves to 7 cook, they'll enjoy our Campfire Favorites Cooking Class on 8 June 11th. 9 If your child has boundless energy, sign them up for 10 a Tennis Camp where they'll learn basic grips, volley, net 11 play and scoring. Tennis camps are held at the Concord Hills 12 Park on Hoose Road and run through this Friday and again from 13 June 25th through 29th and then, once again, July 23rd through 14 27th, so we've got several opportunities there. 15 And if your child just likes to play, sign them up 16 for our Summer Fun Camp at the Concord Community Center later 17 this month, June 25th through June 28th, with a different 18 theme each day. 19 To sign up for classes or camps, go to 20 Concordtwp.com and click on the "Community Recreation 21 Registration" link, or simply call the Registration Department 22 for assistance. 23 The Library Book Club continues to meet at the 24 Community Center the third Thursday of the month. This 25 month's book selection is An Irish Country Doctor by Patrick 26 Taylor. Copies of the book are available for loan from the 27 Community Center, so just stop by and pick up your copy. 28 Earlier this afternoon, our 55 Plus Group heard a 29 fascinating presentation by Cheryl Kuonen from the Mentor 30 Public Library on the life and the works of Frank Lloyd 13

Many thanks to Cheryl for sharing her particular 2 expertise on the subject matter and her passion for this 3 beautiful type of architecture. 4 Our next 55 Plus Group gathering is our annual 5 summer picnic on Wednesday, June 20th. Guests will enjoy an 6 old-fashioned buffet and local singer sensation Dennis Ford is 7 back singing the good stuff from years gone by. Please note 8 that the picnic begins at 11:30 a.m. as opposed to our usual 9 1:30 p.m. And reservations are required, so call us to 10 reserve your spot. 11 And now that the kids are out of school and the 12 temperatures are rising, it's time to grab your lawn chairs 13 and head out for summer concerts under the stars. I am 14 thrilled to announce Concord's Summer Concert Series begins 15 this month and includes an enticing variety of music for all 16 to enjoy: 17 On June 21st, the 730 Club Band plays favorite 18 current hits that will make you want to sing along; 19 On June 28th, the Chardon Polka Band proves that 20 polka is everybody' s business; 21 On July 12th, bring your air guitar because Custard 22 Pie is rocking the gazebo with the classics; 23 On July 19th, the PopTarts pay tribute to the girls 24 groups of '60s; 25 And on July 26th, the Prime Time Big Band swings 26 with its 18-piece orchestra. 27 All concerts are on Thursday evenings and begin at 28 7:00 p.m. At the gazebo on the Town Hall Campus. Come hungry 29 because East Coast Custard and Kettle Corn are back. And new 30 this year, we welcome Tidy Whitey's Burgers and Fries and 14

15 1 Nick's Gyros to the vendor lineup. If a concert is canceled 2 due to inclement weather, we will post it on the township's 3 Facebook page by 6:00 p.m. that evening and also place signs 4 around the Gazebo on the Town Hall Campus. So be sure to like 5 us on Facebook at "Concord Township, Lake County, Ohio," and 6 stay current with township happenings. 7 If you're looking for a fun adventure for the whole 8 family this summer, stop by the Old Stone School on Saturday, 9 June 30th, from 3:00 to 5:00 p.m. and pick up a contest form 10 for the Concord Township Family Scavenger Hunt. This 11 family-friendly hunt will lead you throughout Concord Township 12 on a quest to take selfies at our historical sites. Then send 13 them to the Recreation Department and we'll post them at this 14 summer's Concord Community Day on Saturday, August 11th. 15 Contest forms will also be available online and at the 16 community Center and at Town Hall beginning July 2nd, and the 17 contest ends on August 6th. You can look for more information 18 on our website and on our Facebook page in the next few weeks. 19 Concord Township's Bicentennial Planning Committee will 20 meet on June 20th at the Old Stone School to continue planning 21 our township's bicentennial celebration in If you have 22 ideas to share or artifacts and photos to donate, please 23 contact the Recreation Department for assistance. 24 Check your inbox for the June edition of Concord 25 Township's monthly electronic news blast, the e-grapevine. Lots of good 20 stuff going on in Concord this summer. 21 That brings us to the Concord law enforcement 22 report, Chief. 23 CHIEF LEONBRUNO: Well CHAIRMAN GALLOWAY: A hard act to follow, I know. 25 CHIEF LEONBRUNO: I know. We're having a Swim with 26 the Sharks Party. We are putting sharks in the tank. You can 27 swim with them. It will be a lot of fun for anybody that 28 would like to come. 29 (Laughter.) 30 CHIEF LEONBRUNO: There were 1,420 calls for service 16

17 1 or calls that we were involved in in Concord. We had one 2 injury accident in May, 14 property damage accidents. Two 3 males arrested for disorderly conduct, one female arrested for 4 disorderly conduct, and one male on a warrant arrest. We 5 visited, 284 times, we went to businesses to visit with the 6 business owners and this is for security checks there. Did crime prevention calls where we located open doors, lights 8 on inside vehicles, visited construction sites. A lot of 9 drivers driving fast in Concord. 10 CHAIRMAN GALLOWAY: Boo. 11 CHIEF LEONBRUNO: And so we gave 108 warnings and citations, and three were found to be driving under 13 suspension. 14 New investigations, we have an assault on Auburn 15 Road; a burglary on Ravenna; three drug cases, one on 16 Melridge, Auburn and Fredle; various theft investigations on 17 Willow Lane, Summerwood, Capital Parkway, Johnnycake Ridge, 18 Hobby Horse and Quail Hollow Drive; and four vandalisms, one 19 on Melridge, Oakridge, South Hampton, Auburn Road; and three 20 UFO sightings -- Just making sure you're listening. 21 CHAIRMAN GALLOWAY: I just wanted to know where. 22 CHIEF LEONBRUNO: We're going to start a new bicycle 23 patrol, so that we have two deputies that have been outfitted 24 with bikes on the back of their cruisers. So they'll be going 25 through developments, various neighborhoods, business 26 districts while on patrol. And we're going to get them 27 started this weekend at the St. Gabriel's Festival. So 28 they'll be going around St. Gabriel's, up and down 20 through 29 the various businesses, with the amount of people coming in 30 and helping people cross there. But they'll be at the Lake 17

18 1 County Fair, Concord Community Days and such. 2 Just a caution to all residents. We still have a 3 lot of phone scams out there, the IRS phone scam, grandparent 4 scams, and the warrant-is-out-for-your-arrest scam. I got a 5 call this week from somebody asking to speak to Sergeant 6 Leonbruno. And I said, "Well, there hasn't been one here for 7 about 25 years." 8 He said, "Oh, no, he called me. He called me this 9 week and told my wife we have a warrant for our arrest." 10 I said, "Well, I assure you I did not call and it's 11 probably a phone scam." And so we get a lot of regular calls. 12 They go on websites or whatever and use various deputies' names 13 and say they're calling from the Sheriff's Office and there is 14 a warrant for your arrest and please come in. We can come and 15 arrest you, put you in jail for the weekend or you can pay 16 your bond ahead of time over the phone. And, unfortunately, 17 some people have paid the $250 or $500 that they ask. And 18 once that's paid, it's sort of lost in the -- out there on the 19 internet. 20 So just make sure. No one from the Sheriff's Office 21 or any police department, for that matter, will call you up 22 and ask you for money or -- We may come knocking on your door 23 if you have a warrant for your arrest but we won't ask you for 24 money. 25 We have two of our deputies that are certified with 26 drones now. And you have to have a pilot's license to fly a 27 drone if you work for the government, so they have their 28 pilot's license. And they've been out on a number of times for 29 missing people, searches for people that ran away from the 30 police on break-ins. So we have that available for our 18

19 1 communities and have been using it and it's worked well. 2 As always, the Sheriff's Office is using social 3 media. We have a website, our Facebook page and Twitter. We 4 use Facebook and Twitter to get out information on closed 5 roads, car accidents, especially on 90 with the backups. And 6 you can us at Sheriffwebmaster. It's right on our 7 website, so you can get the Facebook and Twitter accounts 8 there. Any questions? 9 MR. This is a proposed Zoning 24 Map Amendment, Application It's an application by Partnership requesting to rezone acres of land on 26 Crile Road from R-2 Planned Unit Development to BX Business 27 Interchange. 28 The Zoning Commission last night recommended 29 approval by unanimous vote. This has previously also gone 30 through the Planning Commission and their vote was also 21

22 1 unanimous to approve, so it's now in front of us. As you 2 know, we have a limited amount of time in order to accept this 3 and to have this hearing. And because we do not have any 4 first meeting in the beginning of July because of the holiday, 5 it's my recommendation that we schedule this for June 20th, 6 our public hearing on this matter. 7 MR. And I don't want -- I 22 want -- would be remiss if I did not mention that, during our 23 office hours, we did have a resident drop off a letter to us. 24 She could not stay for this meeting. But it is a number of 25 questions related to road, road construction, road planning, 26 road reconstruction, crack sealing, and then budgetary matters 27 related around roads in Concord Township, be they township 28 roads or county roads. And I would ask that we go ahead and 29 submit a copy of this for the record that this was submitted 30 since she was not able to attend this meeting. So -- 23

24 1 And then I would also point out for our folks at 2 home that there will be an open house at Discount Drug Mart on 3 Saturday and that's from 11:00 to 1:00, I believe, is the 4 time. And my understanding is there is going to be hot dogs 5 and all kinds of little things like that. 6 MS.
