3 Chapter 1: Methodology The true level of homelessness is extremely difficult to count. With this work our aim is to estimate the number of (adults and children) that are recorded as homeless as at the end of Q1 2018, which is the latest available set of official homelessness data. We do not seek to assess how many are hidden homeless, or experiencg other non-officially recorded types of homelessness, so our results will always be to some degree the tip of the iceberg. Our total consists of four elements: 1) and livg ommodation (TA) By far the largest constituent part of our total is those who are homeless and livg ommodation (TA). We conservatively estimate how many (adults and children) are this situation by analysg the household type of those TA, from the latest available figures (as at Q1 2018). Where the household type is other (but not sgle person), we assume there to be two that household. Where the official data only gives a total number of households and no other formation, we assume there to be the average number of a TA household England that household (or London, if it is a London authority). Where the official data provides a number of homeless children, but then only a total number of households and no household type data, we assume there to be the average number of adults a TA household England that household (or London, if it is a London authority). We also clude who are households that have been assessed as beg homeless but have arranged their own temporary accommodation, or are homeless at home, and follow the same assumptions over households and adults for these households as above. Our data for this part comes from Sections 9 and 10 of the local level homelessness statistics published here by MHCLG. Local level results for TA will not fully sum to the national results due to imputations and roundgs. England and London results are taken from official data for England and London and are not exact sums of the local level results. Detailed breakdowns of household types TA are not available for Scotland and Wales, so total household figures are multiplied by the average number of England s TA households. 2) sleepg For England, this is taken from the official MHCLG data here on rough sleepg as at Autumn 2017 (latest available). The equivalent count Wales is cluded, but there is no equivalent count Scotland. Report Title 3
4 3) Sgle hostel spaces This is estimated by takg the regional formation on sgle hostel bedspaces from Lk s annual report, reducg each figure firstly by 10% to account for the average void rate and secondly by the number of sgle statutory TA from the official figures. The second measure is taken to try and account for any double-countg between the source and the official statistics. We believe this ends up beg a very conservative estimate, once the two adjustments have been made, not least because it results a zero estimate for London. 4) and temporary accommodation that has been arranged by Childrens services under the Childrens Act. A relatively small number of children and families are housed temporary accommodation that is arranged via children s services, under Children s act duty. This is most commonly because they have been found to be tentionally homeless, or have no recourse to public funds. To estimate this number, we sent an FOI to every county/ unitary authority. Only around half responded, meang this must be an under-estimate. Due to the response rate this part of the number is only shown at regional and national levels, and can only ever be a partial picture. Report Title 4
5 Chapter 2: Key fdgs There are an estimated 13,000 more who are homeless as at Q than there were as at Q2 2017, usg the same methodology. This is a 4% crease less than a year and an crease the rate from to The crease sce the method was first used Q has been over 25,000 and 9%. The crease is largely driven by rises who are homeless and livg ommodation and who are rough sleepg. The biggest creases England have been seen the Midlands, Yorkshire and Humber and the North West. The highest local rates England are found London, but Luton, Brighton, Birmgham and Broxbourne all feature the top 50 rates England. What are the reasons for/ drivers of homelessness? This short report purely shows the numbers volved to get across the scale of the problem. The causes are multi-faceted and complex, but certaly clude lack of supply of decent affordable housg, lack of protection for private renters and freezes and cuts to welfare payments. Incorporatg Scotland s homelessness statistics to the same methodology as we have used for England s is difficult. An FOI admistered by Shelter Scotland found that 43,000 were assessed to be homeless the fancial year 2017/18, and although this figure cannot be corporated to the table below as it is the flow for a whole year, and not a snapshot, it is beg used by Shelter Scotland to quantify homelessness there.
