3 Executive Summary Spokane Transit provides Fixed Route bus service, Paratransit service comparable to fixed route service and Vanpool service, to the cities of Airway Heights, Cheney, Liberty Lake, Medical Lake, Millwood, Spokane and Spokane Valley as well as unincorporated areas of Spokane County that are within the PTBA. In addition to providing Fixed Route, Paratransit and Vanpool service, Spokane Transit also serves 1,752 bus stops, serves and maintains 107 transit shelters, serves and maintains twelve park and ride lots as well as provides bike lockers at select locations in the service area. The following report will provide information in regards to Spokane Transit facilities to include bus stop level ridership, park and ride lot utilization, and Capital projects delivery and grant administration. Spokane Transit believes it must invest responsibly in infrastructure that supports STA s Mission Statement and stated Comprehensive Plan goals and policies Results Bus Stops At the end of 2012, Spokane Transit has 1,752 bus stops in the system. The current number of stops is the result of the completion of Phase III of a multi-phase Stop Consolidation Program which began in the summer of By reducing the number of bus stops Spokane Transit is able to: Improve travel speeds for fixed-route buses Reduce travel times for passengers onboard fixed-route buses Allow a greater proportion of customers to access bus stops adjacent to crosswalks and signalized intersections Reduce maintenance costs attributed to frequent stopping and starting of fixed-route buses Performance Report Passenger Facilities 1 Spokane Transit Authority

4 In 2012, Phase III of the Stop Consolidation Program reduced the number of stops by 118. Stop Consolidation was performed on Routes 22 Northwest Boulevard, Route 27 Hillyard, Route 45 Regal and Route 97 South Valley. Spokane Transit is currently in the planning phase for Phase IV of the Stop Consolidation Program which is expected to be complete by September Spokane Transit continues to have strong ridership despite service reductions. In 2012 Spokane Transit carried over eleven million passengers and while many passengers access the fixed route system via locations such as The Plaza and various park and ride lots, bus stops throughout the system are equally important. The following table indicates the top ten weekday boarding locations for bus stops (excluding The Plaza, Park and Ride lots and Transit Centers) for Boarding data is compiled via onboard route surveys completed as part of Spokane Transit s Transit Monitoring Program (TMP). Spokane Transit surveys two randomly selected trips, as well as additional trips, each service day except holidays. In ,467 trips were surveyed as part of the TMP program. 5 Passenger Interface Improvements There are several options for improvements to include stop improvements, placement of shelters, lighting, bicycle facilities and pedestrian access improvements. For new transit shelter installation, stops typically must meet one of the following criteria: 1) 25 or more weekday average boardings 2) Transfer point between two or more routes 3) Adjacent to a ridership generator with a high percentage of riders with limited mobility Spokane Transit may place transit shelters at locations that do not meet the above criteria on a case by case basis. Based on the above options, Spokane Transit identified thirteen locations within the service area for improvements to include the construction of transit shelters and sidewalk improvements. A contract was awarded in November of 2012 and construction is scheduled to begin in the spring of Park and Ride Lots Spokane Transit operates twelve park and ride locations within the service area. Demand for parking remains strong and Spokane Transit continues to look for ways to improve service to and from area park and ride lots as well as possible locations for new park and ride lots in conjunction with planning for the High Performance Transit (HPT) network. Spokane Transit collects park and ride utilization data in two ways: 1) Via routine surveys conducted by Spokane Transit Security personnel. 2) Annual License plate surveys of all park and ride lots in the service area. The license plate data collected in 2012 was sent to the Washington and Idaho Departments of Licensing to determine the registered addresses of the vehicles. This data is important as it provides a point of origin for the vehicles utilizing the park and ride lot. Determining the point of origin is useful in aiding Spokane Transit s plan for future park and ride lots. It should be noted that address information obtained from the state departments of licensing is the registered vehicle address and may not be indicative of where the vehicle is actually originating from. 6 Arena Lot City Location Available Parking Spaces Spokane W Boone Avenue and Howard Street 488 The Arena Lot is served by the Route 1 Plaza/Arena shuttle which provides ten minute peak frequency on weekdays only. Customers who choose to park at the Arena Lot can pay the $0.75 cash fare, purchase a $3.50 day pass or purchase a monthly pass for $ The monthly pass provides unlimited travel on shuttle vehicles. 7 Airway Heights Park and Ride City Location Available Parking Spaces Airway Heights SR 2 (in front of Yoke s Foods) 22 Airway Heights Park and Ride is served by the Route 61 Highway 2 via Browne s Addition Route which provides thirty minute peak frequency on weekdays and hourly service on nights and weekends. Parking is limited as is the use of the park and ride. In 2012 an average of five to six vehicles per weekday utilized the park and ride which is consistent with 2011 data. One vehicle came from the area south of Exit 272 off Interstate 90, an area previously identified by Spokane Transit as a location for a possible future West Plains Transit Center. 9 Country Homes Christian Church City Location Available Parking Spaces Spokane Wall Street and Country Homes Boulevard 30 In the spring of 2011 Spokane Transit entered into a lease agreement with Country Homes Christian Church for use of approximately 50 parking spaces at the church. This agreement enabled Spokane Transit to offer an additional park and ride option for customers of the Route 124 North Express route. Parking counts at the church have only recently begun but data collected to date indicates the lot has already reached approximately 50% capacity. During the October 2012 survey 19 of the 30 available parking spaces were occupied. Data indicates the majority of vehicles utilizing the lot are within a five mile radius from the park and ride. Vehicles travelling the furthest are in the vicinity of Day-Mt. Spokane Road. Vehicles in this area, and north of Hastings Road are actually closer to the park and ride lots at Hastings Road Performance Report Passenger Facilities 7 Spokane Transit Authority

10 or the Fairwood lot but have chosen to utilize the Country Homes Church lot for whatever reason. Fairwood Lot City Location Available Parking Spaces Spokane 511 W. Hastings Road 200 Fairwood Lot is served by the Route 124 North Express on weekdays only. Fairwood Lot, like Country Homes Christian Church, is a lease agreement with a church; The Calvary Chapel. While there is adequate space for up to two hundred vehicles, the main function of the Fairwood Lot is to provide an alternate location for customers who were unable to find parking at Hastings Park and Ride. Parking at Fairwood Lot has dropped by approximately 32% since Performance Report Passenger Facilities 8 Spokane Transit Authority

These surveys indicate the majority of vehicles utilizing the lot are within a five mile radius, with most either within the immediate one mile range or along the N Division Street and US 395 corridors northwest of Fairwood Lot. 12 Five Mile Park and Ride City Location Available Parking Spaces Spokane Ash Street and Five Mile Road 99 Five Mile Park and Ride is served by the Route 22 Northwest Boulevard, Route 24 Monroe, Route 27 Hillyard and Route 66 Cheney on select trips. Given the number of routes that serve the park and ride it enjoys a peak frequency of six buses an hour departing for downtown Spokane on weekdays. Five Mile Park and Ride maintains on average of 75 of 99 available spaces used on an average weekday however it is not uncommon for the lot to be at or over capacity. In February 2012 the lot averaged over 100 vehicles parked per average weekday Five Mile Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC 92 of 99 spaces were occupied during the October 2012 survey. Survey data indicates that the heaviest concentration of vehicles utilizing the Five Mile Park and Ride are within two to three miles of the lot. While vehicles surveyed tend to be concentrated in the immediate vicinity of the park and ride, there is also a strong concentration extending up the Indian Trail Road corridor. 13 Hastings Park and Ride City Location Available Parking Spaces Spokane Hastings Road and Mayfair Road 135 Hastings Park and Ride is served by the route 25 Division as well as the Route 124 North Express. The Route 25 provides fifteen minute peak frequency and thirty minute frequency on nights and weekends. The Route 124 operates on weekdays only. Despite the addition of the Fairwood Lot, approximately three quarters of a mile away, demand for parking at Hastings Park and Ride remains strong with an average of 100 of the 135 available spaces occupied on an average weekday. 14 JAN FEB MAR APR MAY JUN Hastings JUL AUG SEP OCT NOV DEC Capacity Of the 138 available parking spaces, 101 were occupied during the October 2012 survey. As with the Fairwood Lot, vehicles utilizing the Hastings Park and Ride are concentrated in the immediate vicinity of the park and ride or along the N Division Street and US 395 corridors. In the case of Hastings Park and Ride, license plate survey data indicates the strongest concentration of vehicles are coming from the large housing tract situated between US 395 and N Hatch Road north of E Midway Road. Vehicles travelling from Deer Park, Chattaroy and Colbert are common as well. Performance Report Passenger Facilities 12 Spokane Transit Authority

15 K Street Station City Location Available Parking Spaces Cheney K Street and 1 st Avenue 28 K Street station is served by the Route 68 Cheney Local as well as the Route 165 Cheney Express. The Route 68 provides thirty minute peak frequency on weekdays and hourly frequency on nights and weekends. The Route 165 provides thirty minute peak frequency on weekdays only. Historically utilization of the park and ride is low and that is true for 2012 with an average of eight vehicles using the lot on a weekday. With the growth in ridership on the Route 68, and various parking lots adjacent to the Route 165 customers may be finding other parking options more suitable to their needs Cheney (K Street) Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC 11 of the 26 available spaces were occupied during the October 2012 survey. In general, vehicles are within close proximity to the K Street Station. Some results, as indicated on the map below, show vehicles traveling from points on the east side of Spokane County. Most likely these vehicles have not had addresses updated to reflect the correct point of origin and should not be considered indicative of travel patterns to K Street Station. 16 Jefferson Lot City Location Available Parking Spaces Spokane Jefferson Street between 3 rd and 4 th Avenues 420 The Jefferson Lot is served by the Route 66 Cheney/EWU with fifteen minute frequency, or better, during the peak period when school is in session, thirty minute frequency on non-school days and hourly frequency on nights and weekends. The lot is also served by Route 62 with limited weekday service and Route 165 during the peak period. With the main trip generator of the Route 66 Cheney/EWU being Eastern Washington University, demand for the Jefferson Lot has increased as the number of students and staff traveling to EWU has increased. In 2012 usage of Jefferson lot was up by approximately 6% over the previous year. Jefferson Lot is the only lot in the Spokane Transit system that provides covered parking as it is located underneath the Interstate 90 viaduct between Jefferson Street and Walnut Street. Survey data indicates that vehicles utilizing the Jefferson Lot are coming from north and south Spokane as well as the City of Spokane Valley. The densest concentration of vehicles lies on the South Hill of Spokane south of 29 th Avenue however there is density across a wide swath of the South Hill as far south as the area of 57 th Avenue and Palouse Highway. Likewise density in the area of North Central Spokane is strong as well. Performance Report Passenger Facilities 15 Spokane Transit Authority

18 Mirabeau Point Park and Ride City Location Available Parking Spaces Spokane Valley E. Indiana Avenue 198 Mirabeau Point Park and Ride is served by the Route 32 Trent/Montgomery, Route 96 Pines/Sullivan, the Route 97 South Valley, and the Route 174 Liberty Lake Express. These routes provide customers with various trip options to include direct service to Spokane Community College via the Route 32, access to the Valley Transit Center and Pines and Sullivan corridors via the Route 96 and 97 as well as access to downtown Spokane via the Route 174. Demand for Mirabeau Point Lot continues to increase. In 2012 the average number of vehicles parked in the lot was up 7% over the previous year Mirabeau Point Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC Mirabeau Point Park and Ride was at 86% capacity during the October 2012 survey with 170 of the 198 available spaces occupied. Vehicles utilizing Mirabeau Point Park and Ride are heavily concentrated within a four mile radius of the park and ride, particularly to the south of Sprague Avenue between Evergreen Road and Sullivan Road. The East Valley area north of Wellesley Avenue, which has numerous houses, as well as the housing tracts northwest of Pines Road and Mansfield Avenue, exhibit a solid density of vehicles. 19 Liberty Lake Park and Ride City Location Available Parking Spaces Liberty Lake E Mission Avenue and Meadowwood Lane 120 Liberty Lake Park and Ride is served by the Route 98 Liberty Lake via Sprague and the Route 174 Liberty Lake Express. The Route 98 provides thirty minute peak frequency and hourly service on nights and weekends between Liberty Lake Park and Ride and the Valley Transit Center via Sprague Avenue. The Route 174 provides between eight and fifteen minute peak frequency weekdays only to downtown Spokane via Interstate 90. While utilization of the lot was down approximately 7% from 2011 the lot remains over capacity with an average of 126 vehicles parked on a weekday while only having 120 marked spaces available for parking. Customers have been observed parking in lots adjacent to the Liberty Lake Park and Ride, most notably at the Albertsons shopping center at the southeast corner of E Appleway Avenue and N Liberty Lake Road. The lot is also popular with commuters who live in Idaho but who work in the Spokane area. During surveys conducted in October 2012 almost a third of the vehicles surveyed had license plates issued by the State of Idaho. Performance Report Passenger Facilities 17 Spokane Transit Authority

20 JAN FEB MAR APR MAY JUN Liberty Lake JUL AUG SEP OCT NOV DEC Capacity License plate survey data shows that the densest concentration of vehicles utilizing the Liberty Lake Park and Ride originates from the housing to the southeast. This area has several large apartment complexes and numerous single-family home developments. Apartments and homes located on the western edge of the City of Liberty Lake are also well represented. 21 South Hill Park and Ride City Location Available Parking Spaces Spokane 31 st Avenue and Southeast Boulevard 98 The South Hill Park and Ride is served by the Route 43 Lincoln/37 th Avenue, the Route th Avenue and the Route 45 Regal. The Route 43 offers thirty minute peak frequency and the Routes 44 and 45 fifteen minute peak frequency. Hourly service is offered on nights and weekends. Utilization of South Hill Park and Ride is up approximately 14% from 2011 however capacity at the lot is not a concern as the number of vehicles occupying the lot on an average weekday is slightly under half of the available parking South Hill Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC Vehicles utilizing the South Hill Park and Ride were predominantly from areas southeast of the park and ride particularly in the area bordered by 29 th Avenue on the north, 57 th Avenue to the south, Regal Street to the west and Glenrose Road to the east. 22 Pence-Cole Valley Transit Center (VTC) City Location Available Parking Spaces Spokane Valley 4 th Avenue and University Road 236 The VTC is served by the Route 90 Sprague, the Route 96 Pines/Sullivan, the Route 97 South Valley and the Route 98 Liberty Lake via Sprague and the Route 173 VTC Express. The Route 90 offers fifteen minute peak frequency while the 96, 97, 98, and 173 all offer thirty minute peak frequency. Route 90 provides thirty minute frequency nights and weekends while the 96, 97 and 98 offers hourly. Utilization of the lot remains relatively flat year over year without approximately 50% of the lot in use on an average weekday. Performance Report Passenger Facilities 20 Spokane Transit Authority

23 250 Valley Transit Center Capacity JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC Vehicles utilizing the Valley Transit Center parking are heavily concentrated in the South Valley area bordered by Dishman-Mica Road to the west and Sullivan Road to the east. 24 Bike Lockers Spokane Transit provides bike lockers at certain park and ride lots for customers who wish to ride their bike as well as access the fixed route system. All Spokane Transit buses have the capability of holding two bicycles on racks mounted on the front of the bus. Bike lockers can be rented on a monthly basis by contacting Spokane Transit Customer Service. Customers pay an initial fee of $40.00 which includes a refundable $25.00 key deposit and the first three (3) months of rental. Each additional month costs $5.00.
