3 EDITORIAL BOARD S LETTER Dear Colleagues, At the beginning of Dinh Dau New Year 2017, Hoa Binh has received many good news of winning the tenders of new projects and commencing many new projects with high contract value. Besides of the outstanding performances in 2016, those are the positive signals for the objectives and plan in Do not be complacent when obtaining success, do not be discouraged when getting failure. 4 NEWS RELEASE COMMENCING MADISON COMPLEX BUILDING PROJECT In the morning on 13th February 2017, Hoa Binh commenced Madison Complex Building Project at 15 Thi Sach, District 1, HCMC. This project is invested by Nova Land including 1 tower, 3 basements, and 17 floors. Hoa Binh is the main contractor to construct the structure and basic finishing of whole project. By Minh Khoi HOA BINH WON THE TENDERS OF NEW PROJECTS WITH THE VALUE OF MORE THAN VND1,000 BILLION Recently, Hoa Binh won the tender of Evergreen Multifunctional Complex Residential Project (District 7, HCMC) invested by Tai Nguyen Commercial Manufacture Construction Limited Company. Evergreen project includes the 24-storey building and 47 villas, 18 garden-townhouses. Hoa Binh is the general contractor with total contract value of over VND1,000 billion. Besides, Hoa Binh also won the tender in foundation and basement of Riviera Point Project invested by Riviera Point Co., Ltd. (a joint venture between Keppel Land Group and Tan Truong Co., Ltd.) with the contract value of more than VND135 billion. Hoa Binh has also commenced this project. 5 HCMC LEADERS HAVE VISITED HOA BINH COMPANY ON THE OCCASION OF LUNAR NEW YEAR On the occasion of Dinh Dau New Year 2017, Mr. Tran Vinh Tuyen - Deputy Chairman of HCMC People s Committee visited Hoa Binh Company. Besides, Mr. Le Hoang Chau - President of HCMC Real Estate Association also visited Hoa Binh Company on this occasion. He sent the beautiful flowers to Hoa Binh Company. Before Tet holiday, the representatives of District 3 Enterprise Party Committee visited and sent the present to Hoa Binh Party Committee. 6 NEWS RELEASE CLOSING CEREMONY 2016: HOA BINH HAS REWARDED NEARLY VND13 BILLION TO THE OUTSTANDING TEAMS AND INDIVIDUALS On 18th January 2017, Closing Ceremony Reunion Spring Party Welcome the 30th age was organized excitingly, vibrantly, and warmly at 4 locations of the country including Hanoi, Da Nang, HCM City, and Phu Quoc. This is the first year Hoa Binh organized the Closing Ceremony at 4 locations with direct videoconference. There was the participation of more than 3,000 employees and subcontractors of Hoa Binh in over the country. At the ceremony, the board of leaders rewarded nearly VND13 billion to the outstanding teams and individuals in the year. In particular, the company rewarded VND9,815 billion to 7 effective projects. Additionally, the company also rewarded to 5 departments, 20 projects teams, 114 outstanding individuals, 30 outstanding commanders, 15 outstanding project managers, 3 outstanding functional directors, 10 outstanding heads of departments, 6 outstanding subsidiaries, 6 heads of outstanding subsidiaries, and 7 outstanding individuals of subsidiaries. Especially, the prizes of the lucky draw during the gala dinner are 30 IPhones 7 Plus Black which have found their owners. 7 REWARDING TO THE OUTSTANDING TEAMS AND INDIVIDUALS ON THE OCCASION OF LUNAR NEW YEAR The Board of Directors decided to reward to outstanding teams and individuals who excellently completed their assigned missions. The company rewarded VND50 million to Evergreen Project (HCMC) for their hard-working spirit. They finished the concrete pouring at 11pm on the 28th of New Year with 650m2 of floor size that was sooner 14 days compared to the plan. The investor Tai Nguyen Commercial Manufacture Construction Limited Company visited the construction site and felt very satisfied. The investor rewarded to all workers at the site. Each person was rewarded VND1 million. Total reward amount is VND50 million. The company also rewarded VND50 million to Soleil Anh Duong Da Nang Project for their hard-working spirit. In the night of the 28th and early morning of the 29th of New Year, this construction site completed the concrete pouring at 2am with 935m2 of floor size that was sooner 1 week compared to the plan. The investor really satisfied with this completion. The company rewarded VND50 million to Depot Tham Luong Project (HCMC) for their increasing overtime working resource in order to complete all works and handover to the Board of Management of HCMC Railway to move their office before the 25th of New Year. The company also rewarded VND100 million to the Board of Organizing, the members, and executive teams of Closing Ceremony Reunion Spring Welcome the 30th age with 4-broadcasting-channels for their contributions in organizing this successful event. By Minh Khoi OFFERING LE MONG DAO SCHOLARSHIPS WITH THE VALUE OF VND475 MILLION AT QUANG TRI, HA TINH, NGHE AN From 15th to 17th February 2017, Le Mong Dao Education Fund has provided 256 scholarships to the poor but studious pupils and students at Quang Tri, Ha Tinh, Nghe An with total value of VND475 million. Accordingly, each scholarship for the students in primary school is VND1.5 million; in secondary school is VND2 million; in high school is VND2.5 million; and in the University is VND5 million. This is the first scholarship program of Le Mong Dao Education Fund in After this scholarship program, the Fund will continue to provide the scholarships at 6 provinces in the West of the country. He has shared that: the global market would ensure the stable long-term growth for Hoa Binh Corporation. 8 YEARS Reaching New Heights Peacefully We had the appointment with Mr. Le Viet Hai - Chairman cum CEO of Hoa Binh Construction and Real Estate Corporation (HBC) in Hanoi in the afternoon, after he participated in the meeting of industry summarizing in the morning. In that meeting, his presentation to the Government and the Ministry of Construction is an appeal to other domestic companies to expand their business to the world with HBC. In his speech, Mr. Hai has affirmed that Vietnam Construction Industry is capable to compete well in foreign markets if we have the appropriate strategy. He has proposed to define the construction is a key sector in the economic development strategy of the country and appealed other construction enterprises to expand to the foreign countries together. According to the data from Global Built Asset Performance Index 2016, the output value of the construction market of 36 countries in the ranking with the opportunities for investing and developing the construction is up to USD11,200 billion. Mr. Hai has appraised that 1% of this market is more than 2 times compared to total output value of the construction in Vietnam in 2016 (about USD48 billion). Mr. Le Viet Hai Chairman of Hoa Binh Corporation said that: It is too late to think about expanding the business to the foreign countries when passing the booming period. However, Mr. Hai said that: In order to internationalize Vietnam s construction industry successfully, we need a breakthrough in thinking to make a real revolution in productivity of construction industry which has the slowest improvement in productivity according to the appraisals of international organizations. However, this is the valuable opportunity for us. As a Vice President of Vietnam s Association of Construction Contractors, Mr. Le Viet Hai has proposed to turn Vietnam into a country specializing in assembly housing production to export to the world that applies our new technologies. The chairman of HBC admitted that he and his company have no experience

9 in this segment, but Japan has been very successful when they have started from the zero to become a leading car producer of the world; Sweden also had similar success with wooden goods. Therefore, Mr Hai believes that Vietnamese people can do it if we learn and inherit the achievements and the essence of the world in this field. Additionally, the assembly housing production will help Vietnam to effectively exploit the domestic resources to work for house exporting. THE CEO LIKES NUMBER 1 Before becoming the first Vietnamese Construction Company playing the role If we just do the familiar projects, we cannot grow up and reach to a new height. We must try our best to do the more difficult projects with high techniques, so that we will be able to do more complicated projects. - Le Viet Hai - of general contractor of a super-highrise project in Vietnam (Vietinbank Tower), HBC was the first company in the construction industry working at the foreign countries with the philosophy of Chairman Le Viet Hai that: when we work at the foreign countries, we only do the large projects, not small projects. To the present, it was 5 years that HBC has implemented the globalization. However, the sales revenue and profits almost come from the domestic market. Mr. Hai has shared that the globalization is not only to make profits, but also to improve the capacity and the competitiveness in order to ensure that we always catch up with the world. Mr. Hai also comments that If we just construct the domestic projects, we cannot say that we have the international level. Even there are many works for the company to do in the country, but this CEO strives to expand to the foreign countries because We will have many international construction specialists, as well as improve the qualification of our company and make the real difference for our company that would open many big opportunities for us in the future. In fact, when starting to work in the construction industry, Mr. Hai and HBC were seeking for the opportunities to cooperate with foreign partners as the subcontractor in order to learn their experiences and wait for the opportunity to participate in the project which would improve the level of his company. When becoming the first Vietnamese company playing the role of general contractor of a super-high-rise project (Vietinbank Tower), HBC won the tender of this project because the price of HBC was lower USD100 million compared to other foreign contractors. When receiving this project, Mr. Hai told us that: If we just do the familiar projects, we cannot grow up and reach to a new height. We must try our best to do the more difficult projects with high techniques, so that we will be able to do more complicated projects. After being the general contractor of Vietinbank Tower, HBC also became the first Vietnamese construction company successfully implementing the 7m-concrete pouring. This is a construction technique with a high-tech that there is not any domestic company can do. When striving to do the role of general contractor of super-high-rise projects, HBC has found a solution to localize new materials to reduce costs (glass fiber reinforced concrete) by cooperating with a Vietnamese unit with many production experiences. Before that, HBC has been the subcontractor and implemented the footing of Vietnam s tallest tower Keangnam Tower with 4m-concrete substrate. However, in Vietinbank Tower, the concrete substrate block is 7m in thickness and 4,000 m2 in width. Mr. Hai has suggested the solution of concrete pouring divided into many layers 3 pouring times. However, this solution was denied, and HBC had the trouble. Therefore, HBC had to find new techniques, so that it took more time to finish the project. This late completion was the main reason of the big loss in Vietinbank Tower project in However, Mr. Hai thinks that the financial losses in Vietinbank Tower project and the difficulties when working at foreign countries will bring the valuable lessons to enhance HBC to a new position. These are the foundation for Mr. Hai and his partners to obtain the outstanding achievements in coming years. He also shared that Having the specialists with international qualifications and management capacity in super projects, mastering new technologies... will be the great values we obtained. THE OPPORTUNITIES TO BE GENERAL CONTRACTOR IN THE INTERNATIONAL MARKET The year of 2016 is the 10-year anniversary that HBC listed on the stock market. 9

10 FORUM After many years with up and down, the charter capital of the company has increased from VND56 billion to VND944 billion (increasing nearly 17 times). The revenue, profits, and share s price of HBC have also reached to the highest values compared to the history. This could be seen as the great achievement of HBC after many difficulties in the projects at foreign countries and big loss in Vietinbank Tower project in Besides of the positive business results, HBC also won the tender and became the general contractor of Cocobay Entertainment Complex Project (Da Nang) that is also a new milestone of Mr. Le Viet Hai. After the experience in Vietinbank Tower project, the Chairman of HBC said that he will not suffer such mistake at the second time. Mr. Hai stated that: This project will bring the good business results for the company at the end of next year. According to the published results of HBC, total value of the company s projects in 2016 was VND17,000 billion. Up to 31/12/2016, the values of total current projects was VND26,000 billion. Mr. Hai shared that: The good things will not come easily. He also comments that the domestic construction market is currently advantageous. However, we need to prepare for the next period and the international market is our focus. The chairman of the construction company who have many international experiences in Vietnam shared that: The construction demand in the country will be saturated when the infrastructure is basically being completed. It is too late to think about expanding the business to the foreign countries when passing the booming period. He also mentioned Korean construction enterprises which just focused on the domestic market when that market was developing. They did not prepare for the international opportunities. At that time, many construction companies went to bankrupt, and many workers were in the unemployment. Those are valuable lessons when not preparing the opportunities in foreign market. For Mr. Le Viet Hai, the experiences from the foreign market is the basis for HBC to improve its position. It also contributes to the success of Hoa Binh and helps the company to become the general contractor of super projects in Vietnam. He has shared that When working HBC has constructed many projects with large and small scales, international quality in Vietnam. Hence, Hoa Binh is able to construct the similar projects in foreign countries. We just need more time to collect more experiences. - Le Viet Hai - with foreign specialists, the staffs of HBC have had the opportunities to learn the experiences from them. If just working in the country, Hoa Binh s staffs could not have those experiences. I expect that HBC can play the role of general contractor of the large projects in both Vietnam and foreign countries. Currently, the company is doing the project consulting and construction management for large projects in Malaysia, Myanmar, as well as are looking for the opportunities to cooperate with the large contractors of US, Japan, and Europe. THE CEO OF A CONSTRUCTION COMPANY WHO IS NEVER HURRIED The staffs of HBC always attend the flag ceremony every Monday morning. This is the formal flag ceremony. The participants also sing the National song and Hoa Binh song which is written by Chairman Le Viet Hai in this ceremony. This chairman who really loves singing and song-writing believes that the flag ceremony in Monday morning is a special thing. This could increase the patriotic spirit of Hoa Binh s staffs, enhance the discipline and the love of work. After the flag ceremony, the company will announce some new messages and regulations of the company (if any). All of those things would take about 10 minutes. Mr. Le Viet Hai is so different with other chairman or CEO of other companies. He is very gentle. The CEO of one of the largest and most successful construction companies will never be hurried when talking. He always talks slowly and gentlely to make sure that the listeners will not misunderstand him. Everyone can recognize that he is never angry. This chairman shared that his personality is influenced by regional characteristics (he comes from Hue), family tradition, and his parents. Since the childhood, I was taught about the Buddha theory (his father is the teacher Le Mong Dao, the first president of Bo De School System - Thua Thien Hue). 20 FORUM MAGNANIMOUS SOUL a good book recommended for reading On the occasion of New Year, the company gave every staff the Tet presents. One in the Tet present package is Magnanimous soul book. This book brings to the readers many emotions: happy - sad - touching - cherish - surprised and warm with more than 400 pages. There are the beautiful words and touching stories. When reading the book, we will feel touching about how the people protect, share, and love each other. There is a story that everyone finds the way to help the family of a little clown. That is a nice family with many loves. However, they are killing themselves with their hard jobs. A pupil stands to protect his friend who has the red hair and disable arm and his mother who does the job of selling vegetables when they are were teased. We feel touching when seeing the people help each other. We appreciate the kind soul of the children contributing their money to help a boy who does the job of chimney scraping to have enough money after a working day, so that this boy will not get the punishment from his owner. Additionally, this book has the story that two children gave each other their live in an accident of wrecking ship. Besides, another story is that a poor father is very happy when his little daughter who is deaf and dumb can understand what he says. In Magnanimous soul book, we can feel the love towards the country of everyone. Padua a boy is ready to throw all his coins to the heads of the guests on the ship, even he has not enough money to eat and wear during 2 years, just because those guests insult his country. Sardinia a boy is very brave to across the bullet fires when doing the job of a contact boy, even at the last he just has one leg. His left lad was cut but he did not cry or shout. He is always proud to be an Italian boy. There is also the happiness when a child can change his dad who always gets drunk and does violence; or a child waits until 12pm when his dad went to sleep, he will write the copies of books but does not tell that reason causing his studying result goes worse. In another story, a haughty boy was shock after showing his expensive clothes with a blind boy. Especially, we admire the philosophy of human life, the gentle ways in teaching children to make them appreciate for the value of labor and love the others who have more difficult life. There is a dad teaching his son when his son does not want to clean the sofa because it will make his son s shirt get dirty. However, the dirt in working is not the dirty thing. Working will not make any dirty things. That dad also teaches his son another lesson that you can welcome the winter but you might not know that other children do not have clothes, shoes, and the warm fire during the winter. We are happy in the winter, but we should think about other people who have very difficult life, even they will die because of cold winter. Besides, another mum does not allow her son to visit the caring house of sick children because she does not want those children to see her son a healthy boy while they are not healthy. So they might think her son is a haughty boy. She took her son to visit many places to do charity for the less lucky people. It will help him to understand the humanities. She teaches her son that you should make your own rule that you will become a better person each day, as well as love yourself more than yesterday. 22 FORUM READY to turn to 30 th AGE At the 29th age, Hoa Binh obtained many remarkable achievements in sales revenue (doubled to more than VND10,000 billion compared to 2015) to profits (increased nearly 7 times compared to 2015, reached to more than VND570 billion). This outstanding success comes from the contribution and effort of all Hoa Binh s team from the Board of Directors to the workers. In that exciting atmosphere, Mr. Le Viet Hung Advisor who is also the elder brother of Hoa Binh family raised the campaign of idea contribution in the company at the end of This campaign is to improve the resource and grey matter within the company in order to develop Hoa Binh Company. This campaign includes 3 following questions: 1. Each Head of Department suggests at least 1 idea or improvement for the company to enhance the quality and reduce costs. 2. Each Head of Department presents at least 1 current difficulty that the staffs are facing in work and proposes the solutions for it. 3. The dreams of Heads of Departments in 2017, how much will the revenue and net profit of the company be? After a short time, many ideas are sent to Mr. Le Viet Hung Advisor. He has shared to the Board of Management about the positive responses of Heads of Departments and other staffs. He has received some s at 12 pm, even 1-2 am. It could show the spirit of responsibility, the trust to share the ideas and opinions of the employees with the company. The ideas and opinions are in many contents and focus on the important matters of the company including reducing costs, increasing profits in order to improve and develop sustainably. All comments are collected from about 100 key members of the company to send to each member of the Board of Directors and the Board of Management. The opinions present many aspects of the company and also many solutions to overcome the difficulties such as direction and strategy of the company to increase the quality, strengths and weaknesses of Office Departments and Construction sites to improve the cooperation. Besides, the problems in Human Resource Policy, System Management, working procedure, Technique Construction are also analyzed and suggest the solutions. The tasks related to the subcontractor and supplier resources are the most concerns of Heads of Department, especially the construction sites. All comments are very valuable for the Board of Directors and the Board of Management. This is also a chance to understand the difficulties that all departments are facing to. By Minh Thu There is a normal rule that when the investor announces the basic information of a project to open a tender bidding, many contractors will send their price proposals to apply for that tender. The marketing task including collecting and analyzing the data and information about the market, the investors, and the competitors plays the important role to decide the success or failure of the tender bidding. Actually, the current marketing task just starts from preparing the capacity profile in the preliminary assessment to approach the customers, market and competitor research. This task has not been expanded and specialized. It requires the specific position level to approach the investors and make the relationships with them. Moreover, marketing in tendering is totally different with normal marketing. Basically, the marketing aims to attract the consumers and create the consumers demand towards the company s products. Meanwhile, in tendering, the customers know their demand and objective, the tendering is to serve and satisfy the requirement criteria of the investors. Therefore, it is good for us that we know their demand. However, it is not easy to persuade them that we can satisfy their demand in the best way. I had a chance to prepare the capacity profile for a new project. At that time, I have learned many experiences from my marketing team leader. I was trained about choosing the appropriate information to put in the profile, which contents should be emphasized, and how to choose the appropriate projects as well as the contract value. It takes a lot of time to proceed this step, even this is just the first step. However, after completing the profile, I have recognized that it is not easy to approach the investors. I feel interesting when doing the market research reports to find new project and new investors for Hoa Binh Company. The happiness of marketing staffs in Tender Department is when new investors approach Hoa Binh and suggest us to send them our tendering proposal for their project. From the beginning of 2017, new investors are continuously approached Hoa Binh to make the cooperation. We have more works with more rushing deadlines in these days. 24 TEAM LITTLE HAPPINESS The Closing Ceremony Reunion Spring - Welcome 30 th ended but its exciting spirit is still in 300 Hoa Binh s staffs and the subcontractors in over the country. How did the Board of Organizing prepare to implement that successful event? In order to ensure the event of Reunion Spring - Welcome 30th of Hoa Binh family could gather all Hoa Binh members, Chairman Le Viet Hai requested to organize the live videoconference at 4 locations: Ha Noi, Da Nang, Ho Chi Minh City, and Phu Quoc. This could be the challenge for the members of Board of Organizing because total guests were more than 3,000 people at 4 different geographical locations. The Board of Organizing was very worry because there was just a few time for preparation. However, they had to find 4 locations where are suitable with the quantity of guests, nice places, and have the big stages with LED screen. They also faced to the difficulties in broadcasting technology, program structure, and organizing human resource who come from many departments of the company. They were quite confused because this is their first time doing this task. The event requires careful and detailed preparation to make sure the close connection among 4 locations. There was the private supervisor for each location to manage the works of the event. There was another challenge that the event content is 24 YEARS Reaching New Heights Peacefully

25 divided into two different parts. The event in Hanoi was organized in two conference halls, and the guests had to move from the first hall to the second hall according to two content parts of the event. In Saigon, there were 1,500 guests so that they had to arrange the tables at the lobby because the restaurant has no hall which can serve that amount of people. Meanwhile, the projects at Phu Quoc are far km away from each other. Therefore, choosing the appropriate location for the event was also not easy. It was too busy at the end of the year. Everyone was overload in works. Many members of the Board of Organizing of the event had to work overtime to complete their own works and event organizing tasks. Mr. Le Hoang Thi - IT staff who was responsible for videoconference technology checking has shared that: I stayed here to check the broadcasting line and supervise the LED screen installation until midnight. Today, I have to attend very early. However, I try my best to finish my tasks. Ms. Do Thi Thanh Huyen doing the task of MC in Danang has also shared that: I played the role of MC in many events before, but this time is the first time of live broadcasting, so I feel a bit worry but happy. In Phu Quoc, there was no electricity in the morning of the day reviewing the event program that made everyone feel nervous. If there was no electricity until the evening, the event would be fail. Hence, this was a big challenge for the Board of Organizing. The event started at 3pm on that day with the online greeting among 4 locations. It was very excited when meeting all colleagues through the live videoconference. At that time. I understood why we should do the live videoconference for the event. Everyone felt very happy and forgot all tiredness. Some members of the Board of Organizing have shared that We have never attended the event as the guests. We are always the organizers to bring the fun to everyone. We still feel happy when completing this meaningful task. The event ended and the Board of Organizing was very glad to receive the honest sharing of many event participants. It is necessary to have the specific criteria, benchmark, and orientation to assess a person. This also builds up the corporate culture. Today, most of companies have KPIs (Key Performance Indicators) which is a new trend in corporate governance. This concept is not new, just is another explanation. It is important to set up the KPIs for each individual which is not easy. These criteria also need to be updated according to each development stage of the enterprise.
