CALL TO ORDER The June 7, 217, Regular Board Meeting of the Islands at Doral (NE) Community Development District was called to order at 7:8 p.m. in the Islands at Doral Community Clubhouse located at 825 NW 112 th Court, Doral, Florida B. PROOF OF PUBLICATION Proof of publication was presented that notice of the Regular Board Meeting had been published in the Miami Daily Business Review on September 19, 216, as part of the District s Fiscal Year 216/217 Regular Meeting Schedule, as legally required. C. SEAT NEW BOARD MEMBERS Mrs. Perez reminded the Board that they had appointed Nestor Garcia to Seat #4 at the last meeting. Mrs. Perez welcomed Nestor Garcia to Seat #4 and noted that his term would expire in 22. D. ADMINISTER OATH OF OFFICE AND RESPONSIBILITIES & DUTIES Mrs. Perez, as Notary Public in the State of Florida, administered the Oath of Office to Nestor Garcia and indicated that Supervisors had already filed their Financial Disclosure Form-1 required for this year (216 Form-1). She then distributed information regarding Government in the Sunshine Law, public records and conflicts of interest, along with information on the workings and benefits of a CDD and the responsibilities and duties of Board Members. Key elements were reviewed. E. ESTABLISH A QUORUM It was determined that the attendance of Chairman Jesus Arias, Vice Chairman Nestor Garcia and Supervisors Dunia Cuneo and Mariano Márquez constituted a quorum and it was in order to proceed with the meeting. Staff in attendance were: District Manager Gloria Perez of Special District Services, Inc.; and General Counsel Ginger Wald of Billing, Cochran, Lyles, Mauro & Ramsey, P.A. F. ELECTION OF OFFICERS Mrs. Perez stated that it would now be in order to elect Officers of the District. She noted the roles of Neil Kalin and herself regarding appointment to office and stated that nominations would be in order for Chairperson and Vice-Chair. She noted that the remaining three Supervisors would be designated as Assistant Secretaries. G. ADDITIONS OR DELETIONS TO THE AGENDA There were no additions or deletions to that agenda. H. COMMENTS FROM THE PUBLIC FOR ITEMS NOT ON THE AGENDA There were no comments from the public for items not on the agenda. I. APPROVAL OF MINUTES 1. April 5, 217, Regular Board Meeting The April 5, 217, Regular Board Meeting minutes were presented for approval. A MOTION was made by Vice Chairman Garcia, seconded by Supervisor Cuneo and unanimously passed approving the minutes of the April 5, 217, Regular Board Meeting, as presented. At 7:12 p.m., Mrs. Perez recessed the Regular Board Meeting and simultaneously called to order the Public Hearing. J. PUBLIC HEARING 1. Proof of Publication Proof of publication was presented that notice of Public Hearing had been published in the Miami Daily Business Review on May 18, 217, and May 25, 217, as legally required. 2. Receive Public Comment on Fiscal Year 217/218 Final Budget Mrs. Perez opened the public comment portion of the Public Hearing to receive comments on the fiscal year 217/218 final budget and non-ad valorem special assessments. There being no comments on the fiscal year 217/218 budget and assessments, Mrs. Perez closed the public comment portion of the Public Hearing. At approximately 7:19 p.m., with there being no further Public Hearing business to conduct, Mrs. Perez adjourned the Public Hearing and simultaneously reconvened the Regular Board Meeting. 3. Consider Resolution Adopting a Fiscal Year 217/218 Final Budget Mrs. Perez presented Resolution No , entitled: RESOLUTION NO Page 2 of 4 Page 3

Mrs. Perez read the title of the resolution into the record and stated that it provides for approving and adopting the fiscal year 217/218 final budget and the non-ad valorem special assessment tax roll. A MOTION was made by Vice Chairman Garcia, seconded by Chairman Arias and unanimously passed to adopt Resolution No , approving the Fiscal Year 217/218 Final Budget, as presented and setting the fiscal year 217/218 final budget and non-ad valorem special assessment tax roll (Assessment Levy). K. OLD BUSINESS There were no Old Business items to come before the Board. L. NEW BUSINESS 1. Consider Resolution No Adopting a Fiscal Year 217/218 Meeting Schedule Mrs. Perez presented Resolution No , entitled: RESOLUTION NO A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE ISLANDS AT DORAL (NE) COMMUNITY DEVELOPMENT DISTRICT, ESTABLISHING A REGULAR MEETING SCHEDULE FOR FISCAL YEAR 217/218 AND SETTING THE TIME AND LOCATION OF SAID DISTRICT MEETINGS; AND PROVIDING AN EFFECTIVE DATE. Mrs. Perez read the title of the resolution into the record and noted that meetings would remain at the same location of the Islands at Doral Clubhouse located at 825 NW 112 th Court, Doral, Florida 33178, with the start time of 7: p.m. on the following dates: October 4, 217 Amended Budget February 7, 218 April 4, 218 Proposed Budget June 6, 218 Final Budget August 1, 218 A MOTION was made by Vice Chairman Garcia, seconded by Chairman Arias and unanimously passed to adopt Resolution No , approving the Regular Meeting Schedule for Fiscal Year , holding meetings in the Islands at Doral Clubhouse located at 825 NW 112 th Court, Doral, Florida 33178, with the start time of 7: p.m., and authorizes the advertisement of same, as required by law. Available funds as of April 3, 217, were $113, N. BOARD MEMBER/STAFF COMMENTS Ms. Wald advised the Board that she had recently attended a presentation made by the City of Doral in reference to a Traffic Study, which included the Islands at Doral (NE), and had been conducted and referred to as Doral Section 7, Traffic Calming Study. She indicated that a handout had been provided (attached hereto and made a part of hereof). Ms. Wald advised that she would keep the District updated as to the progress updates, as she receives them. It was noted that the next Regular Meeting was scheduled for August 2, 217. O. Insomecases,paralleland perpendicularparkingabutstheroadwithnobufferinbetween.manyofthesestreetsthenhavea localfeelthatistypicallyfoundinprivateroadswithinclosedcommunities.whilemanyofthese communitiesarenotenclosedtheystillhavetheconfigurationandfeelofaclosedcommunityand hencetheexpectationbyresidentsthatspeedlimitsshouldbeevenlowerthan3mph.forthesetype oflocalconditions,thecityofdoralordinancesallowthepostingof housestreets atspeedsaslowas 2MPH. CongestionwasoneofthemainconcernsexpressedbyresidentsintheareaoftheDRE.TheCitymet withtheschoolsindividuallyinordertogatherfurtherinputandinformationregardingtheseproblems thatoccuronadaytodaybasis.thereareanumberoftrafficissuesthatweredocumentedbasedon fieldreviews,coordinationwithdreanddiscussionswiththecityofdoral.thefollowingarethekey issues: Theschoolhasnearly17studentseventhoughtheoriginaldesignwasforlessthan1 students.asaresultofthis,theexistinginfrastructureisunabletoefficientlyhandlethe numberofvehiclespickingupstudentsatdismissaltime.thisconditionisexacerbatedon Wednesdaywhenbothelementaryandmiddleschooldismissalisatthesametime. Giventhelevelsofcongestionatdismissaltimemanyvehiclesbegintoqueueearlyonpublic roads,particularlyalongnw112avenuenorthofnw86street. Whenthequeueonpublicroadsistoolong,vehiclesoptforparkinginnearbystreetsmanyof whichareprivateroads.theobjectivebeingthattheycaneitherleavevehiclesunattendedand walktotheschooloralternativelytheyregisterstudentsas walkers sothattheycanleave schoolontheirownandwalktothewaitingvehiclesinnearbyroadsanddriveways. Sinceneitherthepublicnorprivateroadsaresufficienttohandletheamountofvehicles waiting,theseeventuallystarttoparkinswalesandinprivatedriveways. Ingeneraltheseconditionscreatenotonlycongestioninpublicroadsbutalsodisruptstheuse andsafetyofprivateroadsandprivatepropertycausingdamageandanuisancetoresidentsof thearea.theconditionisarecurringproblemforresidentswhileschoolsareinsession. Whilesolutionshavebeenevaluateditisdifficulttoaddresstheissuesarisingfromlackofinfrastructure atdretohandlethenumberofstudents.thecityhasbeencoordinatingwiththeschooldistrictto identifypotentialsolutions.acriticalsituationatdreisthattheschoolisnotcappedandconditions maycontinuetodeteriorate. Frommeetingswiththeschooldistrict,theyhavebeenworkingonsometrafficcirculation improvementsontheschoolpremisesthatmayhelpalleviatesomeofthisissuesincluding: Thegateoneastendofschoolwillbeopenearliertoallowsomeofthevehiclestoqueueinside theschoolpropertyratherthanthepublicroad.thiswillhelpremovesomevehiclesfrom queuinginthepublicroadbutwillnotbeabletoaccommodateallthevehiclesthatneedto queue. CirculationroadinsideDREpasttheeastgatewillallowthequeueoftwolinesofvehicles.This willincreasethecapacityofthequeue.however,asvehiclesapproachthepickuplocationthey Page 57
