Egbert Field, Guyana Civil Aviation Authority Mr. Andojo Rusland, Minister of Transport, Communication and Tourism, Suriname ICAO Regional workshop on protection of safety information (Lima, Peru, December 2016) Suggested action: Your answer not later than 11 November 2016 Dear Sir, I wish to refer to the ICAO State letter reference AN 6/1.1-16/20 dated 1 April 2016 and inform you that Amendment 15 to Annex 13 Aircraft Accident and Incident Investigation addresses the independence of accident and incident investigations, the protection of investigation records and is intended to, among other things: enhance the protection of records in Annex 13; assist States in incorporating protections of investigation records into national laws and regulations; and assist States in the designation of the competent authority and the administration of the balancing test. In this respect, your Administration is invited to attend to the ICAO Regional workshop on protection of safety information, designed to assist in the implementation of Amendment 15 to Annex 13. The workshop will be held at the ICAO South American (SAM) Regional Office, in Lima, Peru, from 13 to 15 December Presentations will be delivered in English language, with simultaneous interpretation into Spanish. This event will be of considerable benefit to the experts involved in accident and incident investigation processes, experts responsible for developing aviation legislation, regulations and policies related to investigations including the protection of relevant records. Place and date The Twelfth ICAO Regional workshop on protection of safety information will be held at the ICAO SAM Regional Office, Lima, Peru, from 13 to 15 December Address of the ICAO South American Office Av. Opening session Tuesday, 13 December 2016 Registration of participants: Opening session: 09:00 09:45 hrs. 10:00 10:15 hrs. 4. Registration of participants Participants are requested to fill in the registration form attached to this information paper and submit it to SAM Regional Office as soon as possible. A subsequent registration will take place at the corresponding registration desk, from 09:00 to 09:45 hrs, during the first day of the event, where the duly completed registration sheet should be handed in. Likewise, participants are requested to use the badges supplied to them during registration. 5. Documentation link and languages The event will be carried out in Spanish and English, with simultaneous interpretation services. The documentation for the Meeting will be posted on the ICAO SAM Regional Office website; participants should check our website frequently to download the documentation. 6. Temperature Temperature in Lima during the month of December varies from 16 C to 26 C. The average humidity is of 90%.

5 Transportation from/to the airport There are authorized taxis services at the Jorge Chavez International Airport. The rate to Miraflores or San Isidro (hotel area) is of approximately US$ This rate can be confirmed in counters at the Airport s international arrivals area. We suggest Taxi Green company. A green signed at international passengers arrival gate will indicate taxi fare to the different areas of the city. You will be able to contact personnel of this taxi service in this same place. 8. Transportations to and from the site of the event Participants may take a taxi or walk from the hotel to the SAM Regional Office and vice versa, depending on the location of the selected hotel. In the city, there are independent or informal taxi drivers. In view of the fact that they do not belong to a company, they do not provide any safety or guarantee. In case of taking an informal taxi, please consider that you may be at high risk.
