3 MONDAY, OCTOBER 2, DAILY JOURNAL OF COMMERCE 3 BUILDING BLOCKS: NEWS YOU CAN USE Former college building to become dual hotel - The former University of New Orleans office tower on Canal Street is set to open as a dual hotel property by the beginning of Dallas-based hotel developer NewcrestImage is in the midst of renovating the 13-story vacant office building at 1600 Canal St. into a dual-branded hotel under the Marriott flag. Hotel general manager Chris Anderson said a 74-room Spring Hill Suites for leisure and business travelers would occupy floors two through six, and a 105-room TownPlace Suites extended-stay property would occupy floors seven through 13. Square footage for the Spring Hill Suites will range from 360 to 410, depending on the room type and the location in the building given its historical nature. The 105-room TownePlace Suites will have square footage ranging from 350 to 500 depending on the three room types. The two hotels will share amenities, including a single lobby, registration desk, breakfast area and ground floor bar. Both will be managed and operated by the same entity and staff. Anderson said a distinguishing feature of the property will be its rooftop, which is being transformed into a multi-use area overlooking Canal Street and the Mercedes-Benz Superdome with an outdoor bar, exercise room and guest laundry area. He added this will also be the first dual-branded hotel in the New Orleans area. This is really going to be a one-of-a-kind property, he said. Anderson did not reveal the total cost of the project, but documents filed with the city s permitting office show a construction value of $15.86 million for the roughly 131,000-square-foot renovation. Commercial Renovation Services, Inc. of Canton, Georgia is the general contractor, and John T. Campo & Associates is listed as the design team. According to a news release, it is scheduled to open its doors by December and is planning a grand opening in early January and is taking room reservations after Feb. 20. NewcrestImage acquired the former UNO property in 2015 for an undisclosed price from an entity known as 1600 Canal, which lists New Orleans resident Jeffrey Bennet as its lone member. The most recent asking price for the property was $6 million. At the time of the purchase, NewcrestImage chairman and CEO Mehul Patel said that combining two hotels in one building offers the company the advantage of lower costs for real estate, construction and operations, while creating a wider audience for marketing initiatives. The former Class C UNO office tower was constructed in the 1960s and designed by New Orleans architect Paul Mouton for the building s original tenant, the Ocean Drilling & Exploration Company. At the time of its construction, there was a significant demand for office space to accommodate the city s expanding oil and gas industry. Murphy Oil eventually bought it and later donated it to the UNO Foundation. The building has remained vacant since The foundation sold the building in 2013 for $1 million as part of an effort to liquidate real estate. At the time, the new buyers had planned a residential or hotel conversion, but plans never materialized. As the building continued to sit vacant, several other surrounding properties caught the eye of investors looking to take advantage of a growing demand for hotel and residential space downtown, particularly near the $2 billion Mid-City medical complex along Canal Street and Tulane Avenue. Next to the former UNO building, at 1630 Canal St., local hotelier Michael Valentino is in the process of renovating the former Canal Street Hotel, which he purchased in 2015 for $4.8 million. At 1500 Canal St., New Orleans developer Joe Jaeger is in the middle of a $130 million renovation of the historic Jung Hotel. Directly across the street from the former UNO building, Provident Realty Advisors of Dallas and The Kroenke Group of Columbia, Missouri are partnering on an estimated $61 million development at 1535 Canal St. that will include a 400,000-square-foot, nine-story residential building with ground floor commercial space. Regulators fighting hazardous waste hauling law State regulators are allowing more companies to haul toxic waste in Louisiana, but stopped short of matching the standards sought by state lawmakers in a new law. The Public Service Commission has agreed to update its trucking regulations. But The Advocate reports the commission didn t go as far as a new state law demands with the hazardous waste rules. PSC Chairman Eric Skrmetta said the commission instead will continue with its lawsuit in Baton Rouge district court challenging whether lawmakers have the right to decide how truckers operate. The regulations that define how truckers are certified were written to decrease chaos and limit the task of hauling the dangerous byproducts to companies that met specific standards. But they allowed a small number of companies granted permits to challenge the applications of potential competitors in open hearings. Critics who pushed for the state law say truckers already certified to haul hazardous waste had become a monopoly. In the law, legislators dismissed many of the PSC s regulations and suggested the commissioners should only concern themselves with whether the hauler had the proper equipment, insurance and financing. This is not about safety. It s about free enterprise. It s about fair competition, Sen. Dan Blade Morrish, a Jennings Republican who sponsored the law, said during the legislative session. The regulatory panel argues it is not like other state agencies whose rules must be approved by the Legislature because it is a stand-alone agency created in the constitution. It is our rule, and we voted on it using our constitutional authority, Skrmetta said. We are going to go forward and challenge their authority to enter into our sphere. - The Associated Press Auto parts firm to invest $20M, hire 75 WATER VALLEY, Miss. A north Mississippi auto parts maker is investing $20 million to increase production, with plans to hire 75 workers over two years. It s the fifth time in seven years that Borg- Warner has expanded its Water Valley plant, which now has nearly 500 employees. The Auburn Hills, Michigan, company says it s again increasing output of transmission systems which allow engines to start and stop quickly, improving fuel economy. MAGEE, Miss. A Florida water bottler is expanding after buying a Mississippi operation in February. Silver Springs Bottled Water Co. of Ocala, Florida, said it s adding 15 workers to 29 now employed at RealPure Bottling Co. in Magee, Mississippi. The company is spending $19.75 million to buy and renovate the former Shooting Star Beverages. RealPure draws water from McNair Springs and the city of Magee. The Mississippi Development Authority will provide $270,000 to help finance building improvements. BorgWarner won t say how much it s paying workers, but MDA spokeswoman Tammy Craft says jobs qualify for incentives that rebate part of worker income taxes to the company. That program requires BorgWarner to pay at least $34,000 annually. BorgWarner could get $1 million in rebates on new jobs over 10 years. - The Associated Press Florida water bottler buys Mississippi plant Workers will earn a yearly average of $31,800. Mississippi Development Authority spokeswoman Tammy Craft says the state will rebate some worker income taxes to RealPure. It could get $318,000 over 10 years.
