3 MONDAY, JANUARY 14, DAILY JOURNAL OF COMMERCE BUILDING BLOCKS: NEWS YOU CAN USE Construction firms expect to increase hiring goals Construction firms in Louisiana expect to hire more workers from around the nation and in the state in 2019, according to a survey released by Associated General Contractors on Jan 2. The outlook was based on survey results from more than 1,300 firms from 49 states and Washington, D.C. Varying numbers responded to each question. Of the 22 general contractor firms responding to the survey, 60 percent said they would increase payrolls in the coming year. That s lower than respondents nationally, which said they would increase hiring by 79 percent. It should be noted that just under half of firms report their expansion plans will only increase the size of their firm by 10 percent or less. About one-fifth of respondents plan to increase headcount by 11 to 25 percent, and only 7 percent of respondents plan to increase employment by more than 25 percent. One cause for concern among construction companies is their ability to attract and hire qualified workers. Despite firms plans to increase headcount, 45 percent of Louisiana companies said they are having a hard time filling some or all positions, while 30 percent said they have no openings for positions. Of the national respondents, 78 percent are having a hard time filling salaried and hourly craft positions. Construction executives appear to remain confident about their market prospects for 2019 and plan to add headcount to cope with the added workload, AGC chief executive officer Stephen Sandherr said in a news release. Even as they are optimistic about growing demand, contractors are concerned about finding qualified workers to execute projects. The association noted these labor shortages are having an impact on construction costs and project schedules. One-third of respondents reported that staffing challenges drove costs higher than anticipated. Louisiana falls closely in line with this, with 36 percent of firms saying that costs have been higher than anticipated. Many Louisiana firms have adapted to these shortages and higher costs by using labor-saving equipment. Twenty-three percent of respondents said they now use drones, robots, laser or GPS- guided equipment, while 18 percent of companies use various methods to reduce onsite worktime such as lean construction, virtual construction and offsite fabrication. As growing demand and labor shortages force contractors to do more with less, many firms are increasing their investments in labor-saving technologies and techniques like building information modeling, lean construction and robotics, said Ken Simonson, AGC s chief economist. Of the Louisiana firms that responded to the survey, 41 percent say they are not increasing pay or benefits in 2019, while 23 percent say they will be increasing base pay rates. - Andrew Valenti CityBusiness file photo Louisiana companies that responded to an annual national survey anticipate hiring more workers in 2019, but are having a hard time filling positions. Company with Turkish ties plans Louisiana factory SLIDELL Louisiana offered $765,000 in incentives to bring in a plant with Turkish connections that will fuse metal powders at high temperatures to make precision parts. The deal with Advanced Sinter Metal Technologies Inc. will bring 15 jobs at first, but could eventually bring 43, St. Tammany Parish officials told NOLA.com/The Times-Picayune. The Slidell City Council in November approved a permit for the company, which Louisiana Economic Development Secretary Don Pierson said in an will make parts for automotive and other industries. Amazon to open packing, shipping site in Mississippi JACKSON, Miss. Amazon will open a center in northern Mississippi to pack and ship orders, creating 850 jobs that pay at least $15 an hour. The company and Mississippi Gov. Phil Bryant announced the project in late December, though they did not say when the consumer goods fulfillment center in Marshall County is expected to open. The jobs are to be created over three years. Amazon is updating an existing 554,000-square-foot building in the Chickasaw Trails Industrial Park in Holly Springs, about 27 miles southeast of Memphis International Airport in Tennessee. One owner s parents own Sinter Metal Technologies of Istanbul, which has trained or employed everyone associated with the new plant, but the two companies are separate, General Manager Andrew Herrington told The Associated Press. The U.S. corporation is based in Delaware. Pierson said the state is offering $250,000 under the Economic Development Award program. That s structured as a loan which will be forgiven if the company puts at least $5 million into capital investment and creates at least 15 jobs with average salaries of $55,000 a year. Mississippi Development Authority is providing a $2 million grant for building costs and a $4 million grant for road improvements. Marshall County is providing assistance for road improvements and a property tax exemption worth about $6.3 million. Tennessee Valley Authority is also assisting. Amazon s presence demonstrates to industry leaders around the globe that Mississippi has what it takes for companies like Amazon to remain competitive and efficiently reach their consumers from our attractive location in the Southeast U.S., Bryant said in the release. - The Associated Press If it creates and maintains those jobs, he said, it could also get more than half a million dollars under a program offering a 6 percent cash rebate of annual gross payroll for up to 10 years. Over a 10-year period, with cumulative payroll well in excess of $8 million, we estimate the company potentially could be eligible to receive $515,000 in Quality Job Program benefits, Pierson wrote. The parish economic development agency, called St. Tammany Corp., also committed $25,000, said its head, Chris Masingill. ASMT s initial payroll will be more than $800,000 and the company s total capital investment will be $5 million by the end of 2019, St. Tammany Corp. said in a news release. The company is leasing part of an old Textron site from the family that owns it, Slidell officials have said. Masingill said St. Tammany Corp. got involved when plans for a New Orleans plant fell through. Lawmakers say a Mississippi shipyard has been awarded a $930.8 million contract to build the 10th and 11th U.S. Coast Guard National Security Cutters. U.S. Sens. Cindy Hyde-Smith and Roger Wicker and U.S. Rep. Steven Palazzo, in a news release, said the U.S. Department of Homeland Security contract award to Huntington Ingalls in Pascagoula has a total potential value of $1.7 billion. Hyde-Smith says the move marks the first time two cutters have been awarded on the same contract. Wicker says the award to Huntington Ingalls is recognition of the hard work and expertise of Mississippi s shipbuilders. The contract sets Jan. 20, 2023, as the expected delivery date for NSC 10, and Jan. 19, 2024, for delivery of NSC 11. NSCs are the most advanced U.S. Coast Guard cutters. - The Associated Press Parking garage could open in September in downtown Oxford OXFORD, Miss. A downtown parking garage could be finished during next football season in the city that s home to the University of Mississippi. The Oxford Eagle reports that construction on Oxford Parking Garage started later than expected. The completion date is now projected to be late September. The garage will be north of the town square. Finding a parking spot can be difficult in Oxford on Ole Miss game days, when thousands of extra people are in the city. - The Associated Press 3
