The eligible area of the Programme consists of Region of Crete (Prefectures of Heraklion, Rethymno, Lasithi, and Chania), Region of North Aegean (Prefectures of Lesvos, Samos and Chios) and Region of South Aegean (Prefecture of Dodecanese) in Greece and the whole territory of Cyprus. 1.7 Links to other projects, measures and/or programmes (only if applicable):

Contents 2.1 Objectives of the cross-border measure: The main objective of the project is the integration of best practices, existing operations and studies and EU directives (eg ITS Action Plan, the Green Paper on Urban Mobility), a unified methodology for the development of Intelligent Transport Systems in urban and suburban environments with similar characteristics, such as island medium sized cities, possibly with variations in travel demand, mainly due to tourism. Also would consider "traditional" and proven technologies as well as completely innovative solutions with high matching investment, such as detectors recording travel times via wireless technology. The project, through complementary and coordinated actions in two countries, creates the first cross-border standard ITS (not available at present, either at national level) which could be adapted in future to the needs of all major cities of Cyprus and to many medium-sized cities in Greece. This project gives us the opportunity to work together to plan and develop new tools for intelligent transport. The project examines all the various ITS applications, ie traffic management, parking management, public awareness and passengers. The pilot implementation of ITS in each city focuses on the specific needs of each transport system. 2.2 Organisational structure and activities to implement the objectives (e.g. joint secretariat, contract, etc.): The project includes DIAULOS three (3) partners, the Ministry of Communications and Works of Cyprus, Department of Public Works, the Municipality of Rhodes and the municipality of Agios Nikolaos. Lead partner of the project is the De partment of Public Works of the Ministry of Communications and Works of Cyprus. 3 -3 4. Implementation Pilot Project ITS to Agios Nikolaos 5. Outcomes Assessment Pilot Project ITS to St. Nicholas 2.3 How far has the measure been implemented? The project has been fully implemented in all three cities. Rhodes Municipality has accomplished the following Pilot Implementation outcomes: The pilot project entitled "Supply and complementary services for the implementation of the pilot implementation of intelligent transport systems (ITS) in Rhodes under DIAVLOS Project" prepared by the City of Rhodes. The total budget of the project amounts to ,5 (including VAT). The pilot system of the municipality Rhodes collects traffic data in "real" time (via traffic detectors record) on a permanent basis. Traffic data is introduced in "real" time in central transportation platform that is installed in the Municipality of Rhodes and running through traffic model derived predictions about traffic situation in main arteries of the city of Rhodes. The information to citizens on the traffic situation and road events provided through variable message signs inform the public (Variable Message Signs), a web application and smart phones. The pilot project of Rhodes ITS consists of the following subsystems: Supply and installation of twelve (12) permanent traffic counting stations on the roads in the municipality. The permanent traffic counting stations record traffic data 365 days a year and will be installed at strategically selected locations on the road network in the municipality. Supply and installation of two (2) VALIABLE MESSAGE SIGNS (VMS) signs on the roads of the municipality to inform the drivers of current traffic conditions and are installed on strategically selected locations on the road network in the municipality. Additionally, drivers are updated for special events on the roads of the city. Supply and installation of one (1) infokiosk information for citizens. Supply and installation of four (4) electronic Smart Bus Stops in properly strategically selected locations of the road net work in the municipality. These signs should be interconnected in the near future with the system management bus fleet is expected to develop the Municipality of Rhodes very soon. Supply of one (1) application-specific central urban mobility and data traffic is a transportation platform that aims at mon itoring traffic parameters obtained from the permanent stations recording traffic data and the management of the road network. The transportation platform supported by a traffic model for predicting traffic conditions while it is possible to import road incidents. Supply of one (1) through-portal information society for traffic conditions that includes a cross-network application, which is the main information portal for the citizens of the municipality. The application will collect through appropriate interfaces, all the necessary data from other applications platform and displays them in "real" time to inform citizens. Installation of equipment (workstations, servers) at the offices of the Municipality of Rhodes, so be accommodated in the central system all the necessary applications of the pilot system. 2.4 Special framework conditions (a. geographical, political, etc. / b. only rural area (no regional metropolis)) The main objective of the project is the integration of best practices, existing operations and studies and EU directives, a unified cross-border methodology or the development of Intelligent Transport Systems in island medium sized cities, with variations in travel demand, mainly due to tourism. 3. Contribution of the measure (added value) to the development of the border/cross-border region: (not more than half a page) The project, through complementary and coordinated actions in two countries, creates the first cross-border standard ITS (not available at present, either at national level) adapted to the needs of all major cities of Cyprus and to a much
4 -4 medium-sized cities of Greece. With this project two countries work together for the first time in order to plan and develop tools for intelligent transport. The continued growth of travel and trade is constantly raising the bar on demand transportation systems. The required expenditure for the construction of new transport infrastructure so as to meet the growing demand, very often exceed the financial possibilities of governments and public institutions. Therefore, operators are seeking better methods for effective management and operation of existing transport infrastructure. Intelligent Transport Systems provide the possibilities / opportunities for optimizing the efficiency of existing transport infrastructure. Intelligent Transport Systems encompass a wide range of information and communication technologies in transport sys tems and contribute to improving the safety, effectiveness and efficiency (in comparison with the cost) for the movement of people, goods and services. In addition, DIAVLOS Intelligent Transport System achieved the improvement of citizens' access to information networks for transport and improve the quality of information. DIAVLOS Intelligent Transport System will create the following results: 1. Improves roads efficiency without building new infrastructure. 2. Offers significant reduction in accidents. 3. Minimize in travel time of vehicles, mainly by providing "real" time information to drivers and passengers of vehicles. 4. Significant reduction of pollutants, eg emission of CO2. 5. Improves the reliability of transport service and the management of transport infrastructure. 4. Added value for the development of cross-border cooperation at European level (not more than half a page) According to the official position of the EU, transport is critical to the competitiveness of the EU as well as the commercial, economic and cultural exchanges. This sector of the economy stands at 1000 billion, up over 10% of the gross domestic product of the EU, and employs 10 million people. Shipments also bring near the people of Europe, while the common transport policy is one of the pillars of European integration. However, the warning signs are clear. Congestion causes nuisance and accidents, getting worse day by day and afflicts both drivers and the economy. If no action is taken, the cost of congestion, by itself, will be 1% of the gross domestic product of the EU in 2010, while, paradoxically, remote areas not associated with satisfaction with the central markets. Europe needs to bring about real change in the Common Transport Policy. It's time to set new goals: restoring the bal ance between modes of transport and development of complementary transport, tackling congestion and putting safety and quality of services in the heart of our efforts, while retaining the rights to mobility. One of the main challenges is to determine the common principles for the fair pricing of transport modes. This new pricing framework should promote the use of modes of transport that pollute less and less congested networks and pave the way for new types of financing in frastructure. The White Paper on Transport adopted by the European Commission on 12 September 2001 provides a realistic picture of the current situation in the transport sector and sets out an ambitious agenda, which includes about 60 meters until The EU also sets targets for 2020 to positively impact the flow of traffic, safety and the environment. The Cyprus has similar goals, and thus the development finance ITS should be directly related to the following indicators: Improving traffic safety (keyword: security) Traffic flow / congestion reduction (keywords: mobility / efficiency) Best environment (keywords: sustainability / clean transport) More specifically for funding ITS technologies, the Commission promised a total of over 2 billion euro as financial support for the development of ITS in various modes through research and trans-european network projects. Besides, much of the infrastructure built in Europe benefits from the financial support through the EU Structural Funds These funds should increasingly focus on policy priorities arising from current initiatives. This financial support may be conditional upon the fulfillment of basic requirements, such as the application of specific standards and protocols for data
5 -5 exchange. Other Community funding schemes are the 7th Framework Programme for Research and Technological Development and the Competitiveness and Innovation Programme. 5.
