2 2 State of the Art of the Three Project Actions As the end of the projects gets closer, all the different activities are about to be concluded. All the outputs and results will be collected in a cd-rom, which will be the final project deliverable. Hereby a short overview of the project Actions: Action 1. Communication among Adriatic and Ionian Ports concerning Transport and Logistic Coordinated by the Venice Port Authority (Sergio Nardini) Within Action 1, the Venice Port Authority has coordinated the implementation of the Port Data Base, which aims at mirroring the existing stock of infrastructures for freight and passengers in the Ionian and Adriatic area. The Data Base, also available on line at the web site, has been implemented with the collection of data coming from the project partners as well as from other port cities interested in the project issues. Communication between Ports and Cities Coordinated by Forum of Ionian and Adriatic Cities (Bruno Bravetti) According to the Project aims, a set of original project ideas to be developed and possibly submitted in future call for proposals in the new Programming Phase has been prepared by the Adriatic Port Association. The list has been put on line on a specific interactive platform on the website, where both Partners and any web-visitor can express their preferences for the available options and/or add new suggestions. The platform has been thought to become a starting point for new project ideas and possible new Partnerships among the actual Partners and other actors from EU and non EU countries in the Adriatic, Ionian and Mediterranean Area. Some of these ideas will be further developed and discussed during the last project meeting in Venice. Contact: bruno.bravetti@comune.ancona.it Action 2. Procedures to Manage the Environmental Impact of Port Activities Coordinated by the City of Ancona (Piero Remitti) Within Action 2, the Partners have started working with a new tool the so-called Ecomaps suggested and elaborated by the OkoBusiness Plan Wien to highlight relevant environmental data. The aim is to collect the experiences referred to environmental concerns and knowledge among the 26 Partners, in order to create a first reference framework in view of the realisation of the environmental managing tools in this area, which will be the first step for a EMS certification for the Adriatic and Ionian area. To meet this wide knowledge need, a preliminary survey was submitted to all partners, with aim to provide a first common data base on the state of the art. The first results obtained by the project show that: Adriatic and Ionian ports are, generally speaking, are backwarded on Environmental Management Systems awareness and implementation. provided a preliminary overall view on each specific environmental situation, thanks to the Ecomaps tool. Adriatic and Ionian cities seem to have a better and more evoluted awareness and capacity about EMS implementation. But this is not enough to preserve the Adriatic basin and its region from very high environmental and economic risks, starting from the climate change consequences, up to the loss of competitiveness in the world wide trade and transport system. Furthermore, the partners will be asked to sign a Common Agreement for future project planning and implementation on EMS. Finally, a Booklet collecting all the results achieved within Action 2 will be presented at the project Final Conference. Contact: piero.remitti@comune.ancona.it Action 4. Knowledge on EU Structural Funds Coordinated by the City of Venice and AICCRE (Emanuele Farnetani) Within Action 4, two main activities were foreseen by the extension of the project, as announced in the previous newsletter ( Newsletter n. 4, June 2006). The first one was the organisation of the International Conference, held in Venice on June 16th and focussed on the New Objective 3 European Territorial Cooperation and on the opportunities coming from the IPA, the Instrument for Pre-Accession Assistance and ENPI, the European Neighbourhood and Partnership Instrument, combined funding system. The Proceedings of the Conference is close to be completed and it will be distributed during the final meeting in Venice. The second activity the on-line Training Course on European Project Management is actually ongoing and facing its second phase of evaluation. It aims to increase awareness, competences and skills to develop project proposals for future INTERREG calls. The course is carried out in e-learning, involving trainees from each partner, and it will end by early March Contact: farnetani@aiccre.it

3 Venice International Conference Report European Territorial Cooperation, new Scenarios and Opportunities European Territorial Cooperation: a dynamic concept full of political, cultural and geographical meanings and a very complex framework for programmes implementation. This is the picture that emerges from the conference held in Venice on June 16th within the project. A very interesting meeting with many competent speakers that have outlined, in its full strength, the enormous potential but also the big difficulties that Europe has to face at all levels (European institutions, Member States, Regions, Local Authorities) in order to transform internal and external borders from barriers into place of cooperation. More then 10 years of territorial cooperation has passed since 1994, when the first INTERREG programme was set up with the aim to prepare border areas for a Community without internal frontiers and open to neighbouring Countries. Huge progresses have been done since then, although bigger and bigger problems still need to be solved, originating from: the radical geo-political changes that took place in Balkans, East Europe and former URSS territories since 1989; the need of simpler and more efficient coordination that followed EU enlargement; more ambitious objectives that have been fixed learning from the previous experience. For all these reasons, as explained by Giannantonio Ballette and Egidio Canciani from the EU, the Commission decided to redesigned its external cooperation and neighborhood policy. The new scenario is represented by three concentric circles, with the European Union in the inner one, the Candidate Countries and Potential Candidate Countries (Western Balkans) in the second one and then, in the external one, the ring of friends (Ukraine, Bielorussia, Mediterranean Countries etc.). Within these three circles, different instruments operates: the Objective 3 - European Territorial Cooperation financed by the FESR for the cooperation within the EU Member States; Instrument for Pre-accession Assistance (IPA) for the cooperation between candidate and potential candidate countries and between them and the EU Member States; Neighborhood and Partnership Instrument (ENPI) for the cooperation between the EU Member States and the ring of friends States. The new Objective 3 of the Structural Funds , European Territorial Cooperation, aims to promote stronger integration of the territory of the Union in all its dimension. In so doing, cohesion policy supports the balanced and sustainable development of the territory of the Union at the level of its macro-regions and reduces the barrier effects through cross-border cooperation and the exchange of best practices. As regards the pre-accession assistance, the new financial instrument IPA will cover the same period as the structural funds ( ). It will replace the pre-accession financial instruments (PHARE, ISPA, SAPARD), the Turkish pre-accession instrument, and the financial instrument for the Western Balkans CARDS. IPA will concern the Countries with candidate status (currently Croatia, the former Yugoslav Republic of Macedonia, Turkey) and potential candidate status (Albania, Bosnia and Herzegovina, Serbia and Montenegro). The European Neighbourhood Policy (ENP) was first outlined in a Commission Communication on Wider Europe in March The EU offers its neighbours a privileged relationship, building upon a mutual commitment to common values (democracy and human rights, rule of law, good governance, market economy principles and sustainable development). The ENP goes beyond existing relationships to offer a deeper political relationship and economic integration. ENP is not about enlargement and does not offer an accession perspective. The Neighborhood and Partnership Instrument (ENPI) will finance the ENP action plans in Mediterranean Countries, Moldova, Ukraine, Belarus Southern Caucasus (Armenia, Azerbaijan and Georgia) and the Strategic Partnership with Russia. The Commission aims to reach the difficult goal to set common rules in order to integrate these instruments. In fact, in the past, the different cooperation programmes with Balkans, East Europe and the Mediterranean (INTERREG, CARDS, PHARE, TACIS, MEDA), even when working in the same regions, were not coordinated creating sometimes geographical barriers. The European Commission work is quite appreciable but management problems are far to be solved and programmes definition is still on the way as regards geographical contents and financial and management details. On these issues the European Commission is now facing the worries of the Managing Authorities that ask for more transparency and simplicity. The representatives of Managing Authorities invited to the conference criticized the existing administrative procedures and management system established by the Commission as they are too complicated and sometimes inconsistent with the national rules or EU programmes objectives. The proposals put forwards have been numerous as, for instance, the setting up of international rules for the management of European financial instruments, the definition of more concrete objectives within the programmes and the use of indicators focusing more on quality then on quantity in measuring project results. This final conference, organized within project, gave a good opportunity to partners to become aware of the actual programming phase; in addition it contributes to a training process planned for the project partners which will be concluded with an on-line training course on European project management starting in October this year. We hope that all these initiatives will give to the local authorities the instruments to intervene in the programming phase of European territorial cooperation policy, overcoming the limited role of EU funding beneficiaries. 3 (by Roberta Rebesani, City of Venice)

4 Bari Workshop Report 4 The Bari Port Authority, in cooperation with the City of Bari, organised the Workshop Sharing of knowledge about environmental management methods in port areas - Problems concerning dredging and waste management, held at the Bari Cruise Terminal on November 12th The workshop, promoted within the initiatives of the project and open to all partners and to other interested people, aimed to share experiences and discuss on issues of main importance for ports nowadays, in particular environmental problems. The case of Bari has been widely presented in its development plans and, in particular, with reference to the intervention of Colmata di Marisabella, which will be jointly conducted by the City and the Port of Bari. This intervention implies two problems: first, the dredging of the port area and, then, how to eliminate the solid materials, that have to be considered as a resource and not as just a waste to be managed. A better understanding between the actors and a coordinated and planned action will soon allow Bari to gain a new waterfront promenade and to identify Bari again as a Mediterranean City. The port in his development has to be seen by the city as a resource and not as a problem or a limitation to the city growth. Only opening up again the city to the sea, a new simbiotic relationship between the port and the city can be developed said the Mayor of Bari, Michele Emiliano. Moreover, the relaunch of Bari, thanks to its strategic position facing the Balkans, can come from the huge potentialities of its port, airport and local university. But the case-study of Bari is not unique and its problems can be compared and shared with those of other port cities. 5 through the interventions of experts coming from the Port Authorities of Corfù, Trapani, Bar, Naples, Taranto, Durres, Brindisi, Livorno, as well as from ICRAM-Istituto Centrale per la Ricerca Scientifica e Tecnologia Applicata al Mare in Rome, from the Apulia Region, from the National Research Institute-CNR and from the local university, Politecnico in Bari. Moreover, a presentation of the project has been done to all participants by Cristina Valentini, City of Venice. The presentations of the workshop can be download from the following web sites: Venice Final Meeting The Final Meeting will be held in Venice the seat of the Lead Partner on Friday February 2nd and Saturday February 3rd, at Ca Mocenigo Gambara, located nearby the Accademia Bridge. On the first morning session, welcome and opening remarks are foreseen by the representatives of the two main local partners of the project: the City of Venice and the Venice Port Authority (Luana Zanella, Deputy Mayor of the City of Venice for International Relation, and Giancarlo Zacchello, President, Venice Port Authority). Then the morning session will continue with the presentation of INTERACT Programme s development and perspectives in the New Programming Phase , with specific reference to the coherence of the project objectives in the framework of the INTERACT Programme (Mattia Agnetti, Interim Head of INTERACT Secretariat). The session will then get more specifically into the project themes with a general assessment by Andrea Del Mercato, Director, Economic Development and European Policies Directorate, City of Venice, and with an analyses of the outputs and results of the 4 actions of the project: Action 1: Building up a common database of existing infrastructures (Sergio Nardini, Venice Port Authority); Action 2: Awareness raising process on EMS in (Thomas Hruschka, Eco Business Plan Wien, Roberta Lazzari, Eurosportello Veneto). Within Actions 2, the first step of the Booklet on EMAS will also be introduced by Piero Remitti, City of Ancona. The afternoon session will start presenting the training activities, and specifically the on-line course on Europroject Management by Emanuele Farnetani, AICCRE. Then Michele Del Pup, Adriatic Ports Community, will speak about new project ideas proposed by. The issue of communication and dissemination of information and activities will be dealt by two interventions: the promotion and communication strategies and the exchange of experiences in by Marta Moretti, Deputy Director, International Centre Cities on Water, and the issue of through the networks by Bruno Bravetti, Forum of Adriatic and Ionian Cities and Towns, Michele Del Pup, Adriatic Ports Community, and Gilberto Zinzani, Marco Polo System GEIE. The session will eventually close with the analyses of the project financial aspects (a resumée and the destination of the final resources by Elena Ferrario, City of Venice) and with the discussion of the project evaluation by the project partners. The second day of the conference will be totally devoted to the political level and to the discussion among representatives of local authorities. On Saturday, February 3rd, after an introduction by Emilio D Alessio, Deputy Mayor of the City of Ancona, the Official Declarations and Commitments of Partnership, including the Memorandum of Understanding on EMAS implementation, the document as strategic project in Cohesion Policy , and the Declaration of Thessaloniki,will be signed by all Partners, chairing Andrea Del Mercato, Director, Economic Development and European Cooperation, City of Venice. A technical visit to the Port of Venice will close the meeting. As usual, the conference official language will be English, but a simultaneous translation into Italian will be provided. 6 6 Project Promotion at the conference Development of Maritime Tranports in the Mediterranean in Malta at the conference Development of Maritime Transports in the Mediterranean in Malta. The conference organised by Co.Me.Tra-Comunità Mediterranea dei Trasporti in Malta, on September 25th, on the Development of Maritime Transports in the Mediterranean area, aimed to bring the focus on the Mediterranean area and on the policies and interventions to be taken by the EU in this strategic area. The developement of the so-called sea highways over the last years is showing the need to a more sustainable and devoted system of transportation by sea in a new vision of the logistic chain. In this perspective, a new and stronger cooperation among all the Countries of the Mediterrenean and Black Sea area. The Adriatic Port Community, presenting to the public the project, reaffirmed the value of the co-operation among different countries facing the same geografic area. in Palermo during the City-Port initiative of the Venice Biennale of Architecture The Center Cities on Water, partner of the project, partecipated in Palermo on October 13th/14th at the opening of the special section City-Port of the 10th International Architecture Exhibition of the Venice Biennale. During the vernissage days, a promotion activity of its materials and of the project has been done at the Officina del Porto conversation and at EXPA Galleria di Architettura. at the WaterfrontExpo 2006 in Glasgow The Center Cities on Water, partner of the project, participated with a stand in the 2006 fair-expo dedicated to the waterfront. WaterfrontExpo 2006 was held from October 17th to the 19th in the Scottish city of Glasgow, which this year is also the European Capital of Culture Like every year, the fair is accompanied by a conference on issues involved in the urban regeneration of areas overlooking the water. The Center s stand, along with its materials and publications, also promoted the newly founded Association for the Strategic Planning of Venice of which Cities on Water is a founding partner, in addition to promoting the project. Conference on Traffic in the Mediterranean area towards the Black Sea The conference, held in Venice on November 6th at Unioncamere, devoted its attention in particular on the new strategic position of the Mediterranean area in the EU concerns. The EU infact, over the last five years, have strongly affirmed its own involvement in the direction of the development of the Mediterranean area through specific actions as: the launch of the EUROMED project for transportation, in 2001; the creation of the FEMIP-Facility for Euro Mediterranean Investments and Partnership fund in 2002; the start of the INTERREG III B MEDOCC project in 2005; over 850 mil euros as contribution by the EU to Mediterranean Countries, mostly through the MEDA program; presentation of the Blue Book, in December 2005, in occasion of the Euromediterranean conference in Marrakech; in October 2006, new funding of 11 mil euros to Mediterranean Countries for the period. Moreover, particular attention is given to environmental problems, sea and coastal protections along the coasts of the Mediterranean Sea. The Med Clean program of the UN-Mediterranean Action Plan to reduce pollution in this area has been supported also by HORIZON In this context, the experience done so far by the project to develop cooperation aming ports and cities facing a common sea has been presented by Michele Del Pup, Adriatic Ports Community. and Cities on Water seminar at UrbanPromo 2006 The relationship between city and port in the cities of the South of Italy is the focus of a round table promoted by the Centre Cities on Water in co-operation with the project (November 10th), within of UrbanPromo 2006, an urban and territorial marketing event (Venice, Palazzo Franchetti, November 7th-11th, 2006). The initiative, entitled New Urban Maps for the city-ports in the South of Italy, seeked to underline the need to revitalize the South as a great system of relationships, as a mosaic of situations that are different yet able to build a shared future. The discussion, chaired by Rinio Bruttomesso, Director of Cities on Water, highlighted, through the contributions of Domenico Mennitti, Mayor of Brindisi, Alberto Versace, General Director of the Department for Development and Cohesion of the Italian Ministry for the Economic Development, Rosario Pavia, Professor of Planning at the University of Pescara, and Maurizio Carta, Professor of Planning at the University of Palermo, the critical elements for this specific geographical area and its possible strategies for action for a shared scenario that can move the system of the South into the framework of international urban competition. In this occasion, promotional materials has been distributed the participants and speakers.

7 Project Promotion at the RETE meeting in Valencia On November 24th/25th, the city of Valencia hosted the annual meeting of the Board of RETE-Association for the collaboration between ports and cities. 37 representatives of the members, together with 7 auditors, attended the meeting to discuss and approuve the issues under discussion. In this occasion, a seminar also open to the public has been organised on what follows big temporary events in port cities (El después de los grandes acontecimientos), topic of great importance for the city of Valencia which is facing major interventions of urban regeneration to host the 32rd America s Cup in its port area. Either during the RETE meeting than during the seminar, a specific promotion of the project through the distribution of its material has been done by Indrit Puteci, City of Durres, and by Marta Moretti, Cities on Water. at the ECOPORTS conference in Genoa On December 14th/15th, the EcoPorts Conference devoted to From Environment to Sustainability: Sustainable Management of Ports and the Logistic Chain took place in Genoa. The conference and its working group meetings addressed the growing complexity and inter-relationships between Port Communities and their stakeholders not only in the port area but also in the logistic chain. The focus was given on collaboration to implement good practice solutions for the top environmental issues faced by all. Delegates and speakers worked together in interactive sessions, presenting results and exchanging experience in existing and developing good practices. In this occasion, a promotion of the project through the ditribution of promotional materials has been done thanks to Michele Del Pup, Adriatic Ports Community. EcoPorts Foundation is a non-profit organisation supported by the European Commission DG-TREN and European Sea Ports Organisation (ESPO). Ports Assist Ports through Co-operation is the EcoPorts bottom-up approach to eliminate environment as a competitive factor between ports. at the Progetti n. 19 presentation in Senigallia, Italy On December 16th, at the Rotonda a mare in Senigallia, in occasion of the presentation of the magazine of architecture and design Progetti n. 19, an event entitled D Acqua has been organised. To this event, Marta Moretti, Deputy Director of the Centre Cities on Water, was invited as speakers for a presentation on waterfront and city-ports issues. The project was presented in this occasion to around 300 people. Contributions by Michele Del Pup and Marta Moretti NEWS Lisbon, Portugal February 13th/14th, 2007 GreenPort Creating Legal Certainty for Port Planning Hosted by the Port of Lisbon, the GreenPort 2007 edition, officially supported by the European Sea Ports Organisation and the EuropeanFederation of Inland Ports, will focus on the critical need for legal certainty in the port planning process; as well as on practical issues facing ports as reducing emissions, both port-side and land-side; and minimising the environmental impact of port dredging. Finally the conference will examine ways that the port industry can improve its image to achieve better relations with public, port stakeholders and NGO s. - info@green-port.net Tallinn, Estonia February 27th/28th, 2007 Baltic Maritime & Trade Summit (BMTS) This major event for the Baltic countries will provide a unique opportunity for delegates to gain an insight into the latest developments in ports in the Baltic, intermodal trade, cargo and energy transportation, the development of Russian trade, Short Sea and Coastal shipping, maritime motorways of the sea, maritime safety, environmental aspects, logistics solutions as well as coping with the increasing traffic in the regional ports. It is an opportunity to debate, obtain information, participate in interactive discussions and network with leading experts in the Baltic maritime industry.
