7 President s Report: What did Your Board Accomplish? A highly qualified organized Association s Board of Directors with well defined duties & responsibilities. Partnership with Golfmont & Morin Heights Municipal Offices Architectural Control in our Community. No building permit is issued by the Municipality without the approval of our Architectural Committee. New Roads & the work continues starting Oct. 15th

9 Accomplishments continued New website for our current and future residents. Overhauled our Associations Bylaws - Building Standards Removal of the abandoned structure on 20 Augusta Neighbourhood Watch Program in place.

11 Accomplishments continued Creation of a new Flower Garden on Doral Creation of a new set of guidelines for residents who default on their annual contribution. This includes a contract with a Collection Agency Greater police surveillance / speed and security

24 Yearly Maintenance Program Maintenance Program Today Contracted to third party. 364 & Christieville Entrances are groomed. All four islands are groomed along Balmoral New Doral Garden & beds are groomed. Postal Station at Hwy 364 is groomed on a regular basis.

26 Yearly Maintenance Program Our Community By Laws and Landscaping Director is working on a Maintenance Program & Schedule. Spring Cleaning After the winter melt, Municipality brushes & washes the Roads. We will set up a CUT & WASH Program. Mid Summer - This will be supplemented by a mid July cutting - over grow grass and weeds in ditches & a repeat road wash. Late Summer - This will be supplemented by a mid August Cut & Wash repeat. Mid Autumn- This will be supplemented by a mid October Cut & Wash repeat.

28 Maintenance Program Our Community By Laws and Landscaping Director is putting together a Volunteer program to help keep our community clean and safe. Scheduled for this Fall Saturday Oct A detailed list of duties from sweeping, 10 th. grass cutting on inter-sections to cutting overgrown branches. Bring your brooms, cutting machines etc. A detailed map of the areas and assignments will be provided. This will all depend upon the number of volunteers. SIGN UP NOW! See Pierre before you leave

30 Membership & Membership Dues Number of Completed Homes Number of Vacant Properties - 65 An owner (must be same name) who owns multiple vacant land parcels pays only once. A resident who has a home and 1or more parcels of land, is also contributing once. A member with 2 homes pays 2 contributions Total potential Members Total paying Members -208

32 Homeowners Membership Annual Contribution Policies & Procedures Reminder of the yearly contribution (electronic or paper) is to our members November / December. A reminder to snow birds to pay your dues before you depart. The annual contribution must be paid by February 27 of each year. Overdue Membership dues are subject to interests fees and additional penalties such as bank charges resulting from NSF cheques or stop payment orders, land register search costs, collection agency administration fees and collection percentage share, legal fees, court cost, bailiff costs, etc. can also apply. All delinquent accounts will be forwarded to a collection agency or ultimately placed into the Courts for processing at the Boards discretion. Your Board is asking for a vote on this new policy.

37 Balmoral Homeowners association Annual meeting held on September 20, 2015 Additional notes to the official presentation: 43 owners in attendance quorum Minutes of November 2 nd, 2013 annual meeting were approved unanimously as presented. (Pierre Renault and Michel Lalanne) Policy of legal action and additional fees for owners delinquent in the payment of their annual fees was adopted unanimously. The treasurer will look into the introduction of e-transfers to pay our dues.

39 Question period: 1- New flower bed at the corner of Doral: important to ensure the municipality will not destroy. 2- Respect of pedestrians: we indicated we have an increased police presence in the domaine and that the municipality has accepted to install a few speed limit boards in the middle of the streets on Balmoral and Augusta. 3- Is there a preliminary budget for the lantern project: we are presently examining different proposals and are talking to the municipality. Once we have the details, these will be communicated to the residents. We hope it will result in a minimal cost.

40 4- Iron ochre: a resident updated us on her problem with iron ochre that eventually bloqued her french drain and resulted in an expense of $60, of repairs and landscaping. It is important to ask our irrigation system company or the septic tank company to flush our french drain every two years to avoid this kind of problem. 5- Will the annual fee increased? Not now. 6- Lighting project on the Domaine: more elaborated that the initial proposal. 7- Speed of commercial vehicles: if we witness speeding from commercial vehicles, it would be important to alert said company. 43 Période de questions: 1- Nouvel ilôt au coin de Doral: important de s'assurer que la municipalité ne l'enlèvera pas. 2- Respect des piétons par les automobilistes: nous avons une croissance accrue des forces policières dans le Domaine; de plus la municipalité s'engage à installer des bornes de vitesses au milieu de la voie à trois ou quatre endroits sur les rues Balmoral et Augusta. 3- Y-a-t-il un budget préliminaire pour les lampadaires: nous sommes à examiner des soumissions et avons des discussions avec la municipalité. Nous communiquerons les informations aux résidents lorsque nous aurons les détails et espérons un coût minimal aux résidents. 43

44 4- Ocre ferreux: une résidente a fait part de son problème d'ocre ferreux (écoulement de couleur orange) dans son drain français qui a occasionné des coûts de réparation et d'entretien de près de $60, Il est important de demander à la compagnie de nettoyage de fosse septique ou à la compagnie d'irrigation de faire rinçer et vidanger le drain français à toutes les deux années. 5- Est-ce que la cotisation annuelle sera augmentée? Pas tout de suite. 6- Plan d'éclairage sur Balmoral: beaucoup plus élaboré. 7- Vitesse des véhicules commerciaux dans le domaine: si on est témoin, avertir la compagnie en question.
